Abstract

ABSTRACT Klungkung Regency became the lowest area in the compliance assessment of public services in Bali Province in 2017. Electronic identity card’s data recording is one of public services that the implementation is still not running well. The elderly, disability, and patient are difficult going to office. This was responded to by forming Predator Program (Electronic Identity Card’s Data Recording by Motorcycle) to improve electronic identity card’s service quality in Klungkung Regency. The purpose of this research is to know service quality of Predator Program (Electronic Identity Card’s Data Recording by Motorcycle). This research was conducted using qualitative descriptive method with data collection techniques such as observation, deep interview, and documentation. The result of this research indicate it still found obstacles on managing the service quality of Predator Program (Electronic Identity Card’s Data Recording by Motorcycle) is still not running well. Abstract

ABSTRACT LAPOR! can be said to be successful as the national-based complaint system not only seen from its objective to increase community participation that has been achieved but also from the development of program implementation system through evaluation. This research uses the theory of policy evaluation from William N Dunn consisting of evaluation criteria which are adequacy, effectiveness, equity, efficiency, responsiveness, and appropriateness. The theoretical as its implementation has met the criteria of responsiveness, effectiveness, adequacy, and_accuracy can be seen from the purpose of its formation. However, from the indicators of efficiency it is still not maximal due to lack of admin power as a manager of complaints facilities connected to the smallest administrative government. Based_on the principles_of good_governance in term of public complaints system, program of LAPOR! has fulfilled some of indicator for the principles that exist as the public complaint system. Abstract

ABSTRACT Human resources are the most important part of the department of communication and informatics in achieving its strategic goals. Employees must have high work motivation. However, it was found that disciplinary violations were still found by employees both with PNS and contracts, which showed that there was still a lack of employee motivation. So, this study aimed to find out how PNS motivation and contracts from the Communication and Information Office were reviewed through Two Motivation Factors by Hezberg. This study uses descriptive qualitative research. The conclusion of this study is that between civil servants and contracts have different work motivation. Motivational factors are factors that motivate employees. It's just that there is still a lack of attention to achievements and awards that distinguish two employment statuses with limited basic tasks and functions provided so that employees, especially contract employees, do not have the space to better show their advantage. Abstract

ABSTRACT Amid the transfer of land functionsthat mostly occurs in Denpasar City, Subak Sembung can still survive with good agricultural conditions and is also developed as an ecotourism which can be a role model for other Subak in Denpasar City. The purpose of this study is to determine the implementation of the Green Open Space Policy of the City for Agricultural Designation Areas in Subak Sembung, Peguyangan Village, North Denpasar Subdistrict by using the Implementation theory of Van Meter and Van Horn which consists of six variable. The results of this study is the policy of the Green Open Space of the City of Agricultural Designation Areas in Subak Sembung, Peguyangan Village, carried out by the Spatial Planning Division of the Public Works Department of Denpasar City, has gone well, but the human, financial and infrastructure resources need to be improved so that policy can running optimally. Abstract

ABSTRACT Tirtamangutama Regional Water Supply Company (PDAM) at Badung Regency is one of the regional-owned business units, which is engaged in the distribution of clean water for the general public. The problem in the implementation of the excellent service as a provider of clean water services to the customers in large industry groups is the absence of notification regarding to the reparation of PDAM pipes, which caused a large profit loss for the hotel side and there’s no response about the complaints from PDAM side. The purpose of this study is to find out how the analysis of excellent service of PDAM at the Badung Regency was conducted by studying large industrial customers in the North Kuta region. The indicators used in this study are the Excellent Service indicators from Barata (2003), namely (1). Attitudes, (2). Attention, (3). Action, (4).Ability, (5).Appearance, (6) Responsibility. This study uses descriptive qualitative method by means of data collection techniques using observation, interviews, and documentation. The results of this study indicate that the implementation of excellent service at PDAM Badung Regency is still not running optimally. This is because the PDAM has not been able to apply K3 (Quality, Quantity, Continuity) of clean water services so that most of the Large Industrial customers still use wells as the main water source. This study produced a research recommendation so that the PDAM would optimize services through the creation of customer forums, recruitment of new employees, involving the participation of the government and the community in supervising and maximizing the services to customers. Abstract

ABSTRACT Marga District has good potential for the agricultural sector, however, there was aonversion of 190 ha of rice fields in 2016. It causes a discrepancy in irrigated agricultural designation stipulated in the Tabanan District Regulation No. 11 of 2012 with the current area of ??agricultural land in the District of Marga. This study will discuss the performance of Tabanan District Regulation No. 11 of 2012 in controlling the conversion of rice fields in Marga District by using qualitative exploratory methods and using Policy Implementation Theory from Van Meter and Van Horn including standards and objectives, resource, communication between organizations, characteristics of implementing organizations, economic, social and political conditions and the attitude of the implementers. Result showed that the performance of Tabanan Regency Regional Spatial Planning policy in controlling the conversion of rice fields in Marga Subdistrictince the RDTR of Marga District has not been completed. It was caused by the lack of employees who understand the spatial layout in Tabanan District Government. Besides, rapid economic and population development in Marga Subdistrict also has an impact on the decrease of rice fields area. Keywords: Implementation, Spatial, Tabanan

Abstract

ABSTRACT Tourism in Bali can be the center of tourism in Indonesia, this is due to the many tourism potentials that are owned, such as the potential of nature, culture and customs which are increasingly developing to attract tourists. Tourism Village is one of the efforts tourism development that was managed by the local government, in this case the Buleleng Regency The purpose of this study is determine the role of government in managing local wisdom-based on tourism villages in Sudaji Tourism Village, Sawan District, Buleleng Regency. The unit of analysis of this study is the Tourism Office of the Buleleng Regency and this study used descriptive qualitative methods. The results of this study indicated that in the management of the Tourism Village Sudaji the role of the government is quite good and is still experiencing some obstacles, both in its management and implementation in the field. Abstract

ABSTRACT The purpose of this study was to determine the Implementation of Badung Regency Local Regulation Number 7 of 2012 concerning Structuring and Guiding Traditional Markets, Shopping Centers and Modern Stores (CK Modern Minimarket Type Licensing Licensing Study in Kuta Subdistrict) using the Policy Implementation Policy from Van Meter and Van Horn includes policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing organizations, attitudes of implementers, and social, economic and political environmental aspects. This research uses descriptive qualitative method with data collection techniques in the form of observation, interviews and documentation. The results of the study show that the implementation of Regional Regulation No. 7 of 2012 has not gone well because there are still obstacles in several indicators, namely from standard indicators and policy objectives / goals, communication between implementing organizations, attitudes of implementers, and social, economic and political environmental aspects and indicators that have been running well include two indicators, namely indicators of resources and characteristics of implementing organizations. Abstract

ABSTRACT This policy was implemented in 2013 by implementing an online system. This online system-based Hotel and Restaurant Tax Collection includes a reporting system (SPTPD), payment system, and online business transaction monitoring (supervision) system. With the existence of this policy, many conveniences were brought in. For taxpayers, they can carry out their obligations to report and pay taxes online. In this research, researchers used descriptive qualitative methods.To able to obtain data, researchers goes down to the field to observe and got a primary data and secondary data for documentation study. The implementation has been running quite well but, implementation it has not been able to improve the compliance of taxpayers. There are some difficulties in carrying out this policy, there are taxpayers who still use manual systems, taxpayers who are less cooperative in paying taxes, taxpayers do not make good use of the facilities provided, and less competent human resources. Abstract

ABSTRACT The government's obligation in realizing supervision on the circulation of counterfeit and illegal drugs is to form an institution that oversees the circulation of drugs and food namely the Food and Drug Administration or BPOM. There are several findings of problems regarding the monitoring of BBPOM to the drug distribution facilities and health service facilities. Firstly, the unclear time of BBPOM monitoring. Secondly, the supervision by BBPOM is not yet optimal in the health service facilities of drug store, minimarket or supermarket. Third, cross sectoral cooperation is not yet optimal. This research aims to find out how the supervision of the Food and Drug Administration of Bali Province to the drug distribution facilities and health service facilities in Denpasar City and the constraints faced. The theory used in this research is the management theory of supervisory function by Joko Widodo. The method of research used is qualitative with qualitative descriptive technique. The result of this research is that supervision of the Food and Drug Administration of Bali Province is not optimal, because lack of human resources of supervisor in terms of quantity, lack of facilities, difference of perception with cross sectoral. As for the advice given is the acceptance of contract workers or internships and apply the organization to be appropriate function and right size, coordination should be integrated and sustainable to cross-sector, review the current budget needs planning for next year's budget.
