Abstract

ABSTRACT Participation is one of Good Governance characteristic and such a good attitude of the governance. One type of people participation is arranging Anggaran Pendapatan dan Belanja Desa (APBDes). As same as like people of Sumerta Kaja village at Kecamatan Denpasar Timur, have their whole power to manage their consideration that village goverment given to them. With that condition, the main purpose of this study is to know how far is people participation on making Anggran Pendapatan dan Belanja Desa (APBDes) who done by the village government of Sumerta Kaja Kecamatan Denpasar Timur. The people’s participation will proof the people consideration of improving the participation to build the village together and also people of Sumerta Kaja know the program which implemented by their government by the arranging the APBDes. This study used qualitative descriptive method, to get the data; researcher observed by himself the phenomenon in the field and interviewed the people that have correlation with this partnership of making APBDes. The conclusions that got on this study are first the people participation is just on planning and suggestion, second their participation is totally seen when building character of village consideration where the consideration that they receive is totally their whole power to manage it. Abstract

ABSTRACT Regional autonomy gives broad authority to the local government and legislature (DPRD). Tabanan district as one of the autonomous regions have the authority in managing the construction according to the characteristics based on local community needs. In the context of regional autonomy, parliament exercises oversight especially in the implementation of local revenue and expenditure budget (APBD). Oversight of the accountability report on the implementation of the budget is the final stage toi be held at the end of the fiscal year. However DPRD Tabanan on the realization of this oversight function is still not running optimally. See these problems, then the purpose of this study was to obtain a picture related to the actual implementation of the supervisory function of regency Tabanan against accountability report on implementation of the budget of region heads. This research uses qualitative descriptive method.The research findings indicate that the implementation of the supervisory function which is run by the local parliament Tabanan especially against the head of the region accountability report on implementation of the budget is still not optimal. This is caused by the first, the dominance of political factors that ultimately eliminates the essence of criticism and input from non-bearers of the party heads of regions. Second, the lack of adjustment and coordination of sectoral programs. This constraints that accurs because there is a clear agendas surveillance and reporting mechanisms monitoring results, not been determined by standard regulations implementating the oversight function of parliament and not optimal organization of all the resources of supervision. Abstract

ABSTRAK The main purpose of National Council for Training and Education of Bali Province is to educate and training government employees peculiarly in province of Bali. As many as 14th Widyaiswara’s have important role in the process of training and education because of that, Widyaiswara’s quality evaluation of occupation in an attempt to improve capabilities of government employees should be realize. This research using descriptive qualitative method which collect the data with observation and interview with analyzing theory. The theory in this research has using human resources theory and specifically the concept of quality evaluation of occupation from Panggabean (2002). According to Panggabean (2002), quality evaluation of occupation should through several processes with identification, observation, measurement and development. The several processes in quality evaluation of occupation will analyzing with PERMENPAN No. 14 tahun 2009 which explain about Functional Position and the Credit Number of Widyaiswara, this process is the mandatory guidelines for Widyaiswara to fulfill duties and collect the credit number for promotion the position of government employees. After this research done, the result can be seen that quality of occupation from Widyaiswara in National Council for Training and Education of Bali Province must be improved within capability and their position. That things happen because Widyaiswara in National Council for Education and Training of Bali nowdays just involved in training and education structurally, which only slightly the technics of training and education from Widyaiswara can get involved. This particularly thing important to increase with Widyaiswara get more active within developing their potential to make their capability became good. The activities for develope their potential can be obtained with colloquium and workshop ; call for paper ; multiplying work hours etc which increasing their capability and credit number to fulfill standart for promotion position. Abstract

ABSTRACT   Tourism development in the island of Bali is currently experiencing a rapid increase. Denpasar as the capitalcity of Bali becomes a barometer of the progress of tourism and also the central area of ??tourism development. The increasing number of tourists visiting Bali would require the availability of tourism accommodation. Condotel is alodging that has facilities like star-hotels. Currently condotelshave been a long-term investment for investors, because this condotel rooms can be put into a transaction. The rapid development in Denpasar condotels gives adverse impactsto the environment, so that in this case the Denpasar municipality government issued a regulation relating to the establishment of condotelestablishment standardization to overcome the negative impact on the surrounding environment. The aim of this study was to investigate the implementation of the Mayor Regulations relating to condotel establishment standardization in Denpasar. This study used descriptive qualitative method. Results from this study in the application of regulations issued by Denpasar municipality government related to the implementation of the standardization of condotelestablishment wererunning less effectively. The lack of effective implementation of the standardization of condotel establishment was caused by several factors, namely: 1. Unclear communication between the parties involved in the establishment of condotels. 2. Lack of adequate human resources in order to act as an implementer of policy regulations issued by the government relating to the standardization of condotel establishment. 3. The disposition or temperament, characteristics of implementing policies that were less concerned with the policy procedures that had been issued. 4. Lack of special specifications associated with bureaucratic structures and also SOPs that could support the implementation of the standardization of condotelestablishment.   Keywords: Condotel, City Government Policies, Establishment Standards, Implementation

Abstract

ABSTRACT PDAM Tirta Mangutama is public service who provides managing water clean for community interest in Badung region. PDAM Tirta Mangutama also provides managing water clean in Kuta Selatan, Badung region, which this area having problems within distributed water clean for community. Because of that problems, it is important for increasing public service quality and looking factors and the challenges that inhibitied the better public service quality. In this research, using qualitative descriptive method which is doing data collect with observation and interview also linked with the theory and concept that have been done before. Theory used in this research including public administration theory and focused on service quality concept by Levinne (1990) also customer satisfaction by Freddy Rangkuti (2006). According to Levinne (1990), responsiveness, responsibility, accountability are used for increasing service quality. While according to Freddy Rangkuti (2006) the factors that implied customer satisfaction are value, competitiveness, customer opinions, service stages, and service moments. This factors will be link with PDAM Tirta Mangutama services to customers in Kuta Selatan. The conclusion from this research will be showing that should increasing service quality from PDAM Tirta Mangutama in Kuta Selatan like services for water clean distribution to customers. This is because the services still doesn’t fullfil the demand from around society in Kuta Selatan, so urgently needing for increase service quality became better to customers. Abstract

ABSTRACT The acceptance about Human Resourcesof Police Brigadir an effort to find a qualified personnel police Brigadir in accordance with prescribed rules, but it always rising the problem in practical level. With the frequent occurrence of the problems at the practical level, researchers reviewing which is relating to the governance as measured by indicators of transparency and accountability. Polda Bali as local police located in the province of Bali which is carrying out of Brigadir implement revenue. In this research use descriptive qualitative method. To obtain the data, the authors did a field observation  as well as in-depth interviews associated with the acceptance of human resources of Police Brigadir in Polda Bali fiscal year 2015. The result of this research are: First the implementation of Police Brigadir revenue in Polda Bali using principles BTAH (Clean, Transparent, Accountable, Humanist) which is used as a reference in the implementation. Second, before the test begins there are the creation of a treaty and signatories of a written or spoken commitment it called pakta intergritas. Third, looking from indicators of transparency in the implementation process of tests Police Brigadir revenue from the beginning to the end already fulfill the transparency but related to the socialization of SMA/SMK is not maximal yet. Fourth, as general looking from indicators of accountability for implementing Police Brigadir revenue has been good although there are differences in the phenomenon of measuring instruments used. This research is expected with the implementation of Police Brigadir revenue of accountability associated with the tool used is prepared. Abstract

ABSTRACT In the area of Bali, regulation that related to persons with disabilities is a new thing created by the executive and legislature, then ratified in 2015. The passing of a regulation can not be separated from the implementation of the regulation because the success of regulation is determined by the implementation being done to realize these policies. Given that implementation becomes very important, therefore it will be very important as well for each element associated with regulation to implement the regulation together that provide benefits for persons with disabilities. In this study, the authors use descriptive qualitative research method, which make the process of data collection by observation and interview techniques as well as linking with the existing theory. The theory used is the theory of governance by focusing on the concept of participation, justice, and implementation. The theory and the concept would be attributed to Regulation No. 9 of 2015 on the Protection and Fulfillment of the Rights of Persons with Disabilities, which assessed the participation of the various elements of government, private and community, considering the issues related to persons with disabilities is a cross cutting issue that not only addressed by one side but the various side concerned. So it is with justice that earned by persons with disabilities by the existence of regulation. Abstract

ABSTRACT One of the health facilities in Tabanan Regency which is important to supporting development in the health sector is medical personnel. To guarantee its quality, every medical personnels in Tabanan Regency must have a practice license (SIP) and extend it if the practice license has expired as stipulated in Tabanan Regency Regional Regulation Number 9 of 2014 concerning Licensing in the Health Sector. However, there are still many medical personnels who do not have practice license (SIP) or have expired. Therefore, this study aims to find out how the implementation of Tabanan Regency Local Regulation Number 9 of 2014 (Case Study of practice license for Medical personnel in Tabanan Regency) by using descriptive qualitative methods with data collection techniques in the form of observation, interviews, and documentation, this research used descriptive qualitative methods. The results of this study indicate the implementation of Tabanan Regency Local Regulation Number 9 of 2014 Concerning Licensing in The Health Sector specially practice license for medical personnels in Tabanan Regency has not been running well because communication flow that has not been effective, inadequate resources, and SOPs that has not run optimally Keywords: Implementation, Practice License, Medical Personnel

Abstract

ABSTRACT The Denpasar City One Stop Integrated Licensing and Service Office implements an extension service and re-registers licenses through the Online Licensing Information System (SIPON). This concept is a development of Management Information System that aims to address problems in extension service and re-registers licenses. This research used descriptive qualitative method with data collection techniques in the form of observation, interviews, and documentation. This research measures the effectiveness of licensing services through the Online Licensing Information System by measuring the effectiveness of services according to Richard M Steers which consists of goals optimizing, system perspectives, and pressure in terms of employee behavior in the organization. The results of research shows that the effectiveness of licensing services through the Online Licensing Information System (SIPON) has not been maximized. Based on three indicators used to see the effectiveness of services that still encounter several obstacles in each indicator. Abstract

ABSTRACT The Denpasar City Government in this case to protect and manage these facilities has compiled Regional Regulations (Perda). The Denpasar City Regulation includes: Denpasar City Regulation Number 27 of 2011 concerning Regional Spatial Planning (RTRW) and Denpasar City Regulation Number 6 of 2001 concerning Building Permits. However, in its implementation there are still many people who have not yet realized the importance of having a Building Construction Permit. Hence, this study aims to find out how the performance of the One Stop Integrated Licensing Service Agency (BPPTSP) and Denpasar Capital Investment concerning Building Permit Services using the method descriptive qualitative research with data collection techniques in the form of observation, interviews, documentation and method of literature. Measuring the performance of public bureaucracy using performance indicators according to Dwiyanto (1995), namely productivity, service quality, responsiveness, responsibility, accountability.
