Abstract

ABSTRACT   The structuring and management policies Denpasar Badung Market is a research that aims to rearrange Denpasar Badung Traditional Market in Denpasar Mayor of realizing policy guidance traditional market and modern store, this research successfully analyzed the constraints structuring and management of Badung Market, among others, lack of instructions from the center, so that the government under the central government haven’t been able to apply the rules of Denpasar Mayor, Other contributing factors are less assertive market local company in curbing traders, the next of delay lies in the decline in the arrangement of Badung Market funds, of delay budgets derived from the central cause of regional government has not dared to do the arrangement, especially the lack of human resources in implementing policies, constraints cooperation should be mutually coordinated between the PD. Abstract

ABSTRACT When the government or in this case the Regional Water Company (PDAM) can’t provide the water supply needs, civilizations will fulfill it by themselves. Like people ini Kenderan Village, Tegallanlang Subdistrict, Gianyar, with Village Water Company (PAMDES) Tri Mandala Tirta citizens create and manage water distribution system independently. The purpose of this study was to determine who the village management in utilizing water resources independently. This study used a qualitative exploratory method. By  in-depth interview with key informants and field observations researchers got datas needed in this study. The conclusions got from this study is the first, Village Water Company (PAMDES) Tri Mandala Tirta was built from input like public goods and social capital, with management process. Second, in managing the Village Water Company (PAMDES) Tri Mandala Tirta quality and quantity personnels are’t supported but they have a social responsibility to work and build this company. Third, Pupuan villagers and Kenderan villager has embraced the concept of public goods well. Fourth, social capital plays an important role in the existence of this institution, is a network of people who are committed to advancing Kenderan village. Religious norms are believed Kenderan villagers, and trust confidence of the citizens Kenderan Village that  committee can  development  Village Water Company (PAMDES) Tri Mandala Tirta. Fifth, even PDAM Gianyar has been well established but peoples dissatisfaction of PDAM Gianyar service can be a serious threat to the business entity. Abstract

ABSTRACT Garbage issue is a difficult problem, it can not be solved easily. It needs a professional management to manage this problem well. However, every area has its own issue to build a technology for this professional management. The areas have minimum fund and lacks of human resources. That is why they do partnership to solve the trash issue. This is the reason why Sarbagita Government does partnership with PT. NOEI to manage the trash. In this partnership, there are some problems: until now, PT. NOEI have not managed the trash well and asked for tipping fee. It caused by an argument between both of them. Because of those issues, the purpose of this study is to know the partnership pattern between Sarbagita Government with PT.NOEI. This study used descriptive qualitative method to get the data; researcher observed by herself the phenomenon in the field and interviewed the people that have correlation with this partnership. Some conclusions were got in this study, the first PT. NOEI’s project plan was not ready yet, therefore PT.NOEI lacks of fund when it build a gasification technology. The second, there was unclear a contract letter. There wasn’t punishment if the second side did not do its responsibility well and also there was not a discussion of tipping fee there. The last, even there are some problems between Sarbagita Government and PT. NOEI, BPKS could do mediation by collaborative management to make this partnership runs well until now. Abstract

ABSTRACT Badung hospital is a government hospital in Bali and its trying give good health service for its public but still has found several complaints at health service given. This study aims to find out the effect of service quality to the public satisfaction level at the Badung hospital. This research type was correlation analytic. Sampling was by proportionate stratified random sampling by number of 60 respondents. Data collection by using questioner. Data analysis technique by using simple regression method. The result showed there is significant effect of service quality to the public satisfaction level at Badung hospital with equation Y = 9,938 + 0,379X. correlation value (r) = 0,399  and level of service quality effect to the public satisfaction level  is 12,9%. Abstract

ABSTRAK Social capital is the social adhesive for every individual in the form of a network of the trust and norms so, that will be a profitable cooperation to get a common goal. Social capital will be expanded if used together and will be lost if not used with values, norms and trust each other. Either between individuals or groups of organizations. The purpose of this research is to know the uses of social capital in the management of tourist attractions, Kedungu Beach. This research use the qualitative study. Study of data colletions used the interview’s study. Based on this study, social capital is needed in the way to manage Kedungu Beach as the tourist attractions. Based on these research results, concepts of social capital needed in the management of Kedungu Beach tourim object so that the problem can be resolved with limited funds, owned by the Government of the Belalang Village as the main tourist beach manager of Kedungu Beach. Abstract

ABSTRACT Service giving for the public is a major obligation of the government. However, the public still feel the performance and management of public service was being still un-optimal especially in the Integrated Licensing Service of Badung regency, so that public services generally become target of criticism and unsatisfaction of the public who was recieved the services which until certain limits put themselves as consumers of the public service. Viewed from the complaints submitted by public, this study aims to find out the form of the complaint management that  submitted by the public in making of building permit (IMB) by the Integrated Licensing Service of Badung regency. This study is qualitative descriptive method. This study is qualitative descriptive method. To obtain the data, researcher was conducted observations the phenomenon at site directly and conduct in-depth interviews with sources associated with public complaints in the Integrated Licensing Service of Badung regency. Abstract

ABSTRAK Secretary of the village is the village that privilege was taken directly into a Civil Servant by the government in accordance with Government Regulation No. 72 of 2005 and Government Regulation No. 45 of 2007. This led to the emergence of two types namely Village Secretary appointed as civil servants and employees country which is placed into the village secretary. Thus need to know about coaching and placement policy for the incumbent secretary of the village through this research. Where is the location of the selected research Gianyar. To use traditional theory of public policy analysis and the theory of rational bureaucracy in reviewing the policy defined by the Local Government Gianyar. This research uses descriptive qualitative research method is a method of research that followed the study procedures and generate descriptive data. In collecting the data were interviews, observation and documentation. By using non-probability sampling technique to determine the appropriate sample. This study also uses some of the techniques of data analysis are: data collection, data reduction, data display, verification. The results of this study is that there is a public policy that is made ??by the local government and RKPDesAPBDes, but not yet effective, efficient and adequacy, or not enough to solve the problem of coaching for the village secretary. Based on the theory of rational bureaucracy there are three ways that have not been met in the implementation of the bureaucratic system in the Gianyar regency, namely: (1) there’s no rule of selection officials; (2) The officials can not quit from office in accordance with personal desires; (3) there’s no a clear career path. Abstract

ABSTRACT This research taking subject on Impact Evaluation of Indonesian Government’s Community Empowerment Program called Program Nasional Pemberdayaan Masyarakat Mandiri Perdesaan (PNPM-MdP) which held on Kerta Village, Payangan District, Gianyar Regency. This village used to be count as underdeveloped village by The Government of Gianyar. The impact is mostly positive, like the community tends to have more critical minds recalled that the majority community of Balinese Village still had a traditional mind which is very tough, the program create a better infrastructure of the village. Abstract

ABSTRACT The advances of information and communication technology were developed so rapidly in the world, included in Indonesia. Advances in information technology are also touched government areas. The government developed the concept based on electronic government or known as e-government. The government of Klungkung regency launched the official website as part of the implementation of this concept. Application of the website is a means to be able to make government transparent and open the public information. In practice, there are several factors supporting and inhibiting, among others, the strong commitment from Bupati of Klungkung and based website on usher friendly concept. That constrain the budget problem is still lacking, resource experts in the IT field who have not met, and there are rules of law which overshadow the existence of the website. This study used descriptive qualitative research method. In obtaining the data, author conducted interviews with sources that are directly related to the study topics that author did. In addition, the author also conducted observations to obtain primary data and did documents study in order to obtain secondary data. The conclusion of this study is the government of Klungkung regency’s website has contains information relating to the principles of transparency and public disclosure. But the problem that must be addressed is the provision of information on a regular basis so that the information is accessible to the public can be assured the newness of the data. Abstract

ABSTRACT The problem about officialdom in Indonesia is endless. many problems that occur in it starts from the smallest to the covers broad aspects. In November 2012, in Indonesia, news emerged that became  one of the topic. That is about it was found indication of irregularities in the recruitment process of employees that occurred  in Badung regency. Problems that arise when it is the difference in the results of tests conducted CPNS in Badung district in 2012 between results of the Regional Employment Board, Education and Training (BKD-DIKLAT) in Badung regency with results published online by the Ministry of Administrative Reform state reforms (Kemenpan-RB). From that problem, the fact is in 2012 when we talk about mechanism of recruitment and job description of the government about that thing was manage in rules of Kepala Badan Kepegawaian Negara number 9 in 2012.
