Abstract

ABSTRACT The focus of this research is the Effect of JKBM Service Quality on Inpatients Satisfaction at Public Hospital of Klungkung Regency Year 2014 by using problem’s formulation “how great the Effect of JKBM Service Quality on Inpatients Satisfaction at Public Hospital of Klungkung Regency?”. The method used in this research was associative quantitative because the objective of this research was to know the effect and the relation between two variables. The research population was 138 on Inpatients that use JKBM service at Public Hospital of Klungkung Regency, with the sample amount was 103 respondents. Indicators used to measure the Quality of JKBM Service in this study gained from Lenvinne theory (1990) that contains 3 indicators are Responsiveness, Responsibility, and Accountability, four factors that be able to influence customers satisfaction according to Rangkuti (2006) that consists of Value, Competitiveness, Customers Perception, Service Stages, and Service Moment. The collecting data used questionnaires. The data analysis technical used simple linear regression test resulted Y = 4,115 + 0,388 X1, means that high and low quality of JKBM service gained by inpatients Satisfaction of Public Hospital at Klungkung Regency. Simple correlation analyzed result (R) was 0.866, positive or unidirectional, t-test test with accounting result of tcount was greater than ttable (17.417> 1.658), so HO refused and H1 accepted. So it can be concluded there is significant Effect between JKBM Service Quality towards inpatients Satisfaction at Public Hospital of Klungkung Regency Year 2014 with the amount 75% while the rest’s amount 25% influenced by other factors. So the researcher’s hypothesis stated that "there is Effect between JKBM Service Quality Towards Inpatients Satisfaction at Public Hospital of Klungkung Regency Year 2014 based on the research’s result or it can be said to be accepted. Abstract

ABSTRACT Regulation of the Board of Directors Number: PD-12/DIR/2012  servers regulations used by PT. TASPEN  (Persero)  as guidelines  for the implementation  of main duties and their functions to manage   Pension   Program   including   Retirement   Saving   Program,   and   Participant   Data Management  to Retired  Civil Servants.  Regulation  of the Board  of Directors  is also used to recommend   the  success  and  failure  of  service  regulations  established   by  PT.  TASPEN (Persero) related to post-retirement reforms (pensions). This study used a qualitative descriptive method. With the interactive model analysis by Milles and Huberman (1992), which consists of three  components  of analysis,  namely  the analysis  of data reduction,  data presentation  and drawing  of a conclusion.  The  writer  conducted  direct  interviews  and  observation  by looking directly   at  the  phenomena   that  occured   in  the  field.  The  results   of  the  study   is  the implementation of program services and superannuation pension run by PT. TASPEN (Persero) Branch  of Denpasar  has been going well and in accordance  with the policies  set out in the Directors  Rule Number:  PD-12/DIR/2012.  However,  implementation  has encountered  several obstacles that hindered the implementation of services to participants such as pension file management and participant data management. The role TASPEN in providing solutions related to constraints  that occur is through some form of socialization  strategies  that direct services, socialization  with the use of electronic  and printed media, external and internal reconciliation routine  as  well  as  financial  reconciliation  and  ease  of  service  benefit  from  their  services customers visits, e-banking, MOBTAS services, and 1 hour services.   Keywords: Policy Implementation  of Service Regulations, Retirement Management,  Regulation of the Board of Directors Number: PD-12/DIR/2012 PT. ABSTRACT Management asset instructed can guarantee development of going concern capacities of local government, so that claimed to be can develop or  optimal of exploiting of area asset utilize to improve earnings of area genuiness. To be able to be optimal of asset property of area, hence require to be conducted by exploiting of asset, where this matter is happened at Government Sub-Province of Badung with Government Town of Denpasar. Such as those which have been known, that in this time Government Town of Denpasar is exploiting building real property property of Government Sub-Province of Badung which located in Lumintang, where which we know that the farm unifinished previously for no exploiting it. To see the the problems hence intention of this research is to know management pattern exploiting of area asset switchover of building function in environment Governmental Sub-Province of Badung. This research use method of descriptive qualitative. Where to get data, researcher conduct observation seen directly phenomenon that happened field and also circumstantial interview with guest speaker related to Management Asset Area (Analyse switchover of building function in environment Government Sub-Province of Badung).Obtained conclusion of this research is Government Sub-Province of Badung not yet too is applying of principle of akuntabilitas and transparency in area asset management, where this matter proven by there is still its is problem of related to used exploiting form between Government Sub-Province of Badung with Government Town of Denpasar in exploiting of asset of ex-Center Governance of Sub-Province of Badung and also there is still its of resistances that happened in management of asset in Sub-Province of Badung so that government cannot give accurate information and detailed about assets property of Government Sub-Province of Badung especially regarding asset remain to property of Government Sub-Province of Badung to society   Keyword : Management Asset Area, Exploiting of Asset

Abstract

Abstract The implementation of SAMSAT (One stop Administrative System) Corner program makes taxpayers greatly assisted. This is because the service in the SAMSAT Corner is provided until night time. However, behind the good service system in SAMSAT Corner, of course, there are still some shortcomings starting from a lack of rules or legal grounds about SAMSAT Corner to services which still give unfair selection treatment of customers. The purpose of this study was to know forms of service of SAMSAT Corner and to know ideal models of tax payment services based on the input of the community. This study used a qualitative descriptive method to obtain data, the writer made observations by watching directly the phenomena happening in the field and conducted in-depth interviews with resource persons associated with SAMSAT Corner service system and taxpayers as service users of SAMSAT Corner. The findings showed that were several innovations suggested by the community, they are, SAMSAT Banking, SAMSAT Go To Village Program and SAMSAT Drive Thru. Beside that there are very important obstacles from this study, there are still brokers as main comprtitors for the innovation of SAMSAT. Abstract

ABSTRACT Education Services in Denpasar have been frequently covered by the media particularly several  issues  regarding  fraud  in  the  implementation  of  the  National  Examination  and  the Admission of new students. In addition, the Bali Provincial Representative of  the Republic of Indonesia Ombudsman also received many complaints related to the implementation of public services in  education in  the City of  Denpasar. Based on these problems, this study aims to determine how the role of the Bali Provincial Representative of the Republic of Indonesia Ombudsman in implementing the monitoring of public services related to education in the City of Denpasar. The findings show that the supervision or monitoring conducted by the Bali Provincial Representative of the Republic of Indonesia Ombudsman has given good results.   Keywords: Roles, Monitoring, Public Service, Education.

Abstract

ABSTRACT Regional autonomy gives broad authority to the local government and legislature (DPRD). Tabanan district as one of the autonomous regions have the authority in managing the construction according to the characteristics based on local community needs. In the context of regional autonomy, parliament exercises oversight especially in the implementation of local revenue and expenditure budget (APBD). Oversight of the accountability report on the implementation of the budget is the final stage toi be held at the end of the fiscal year. However DPRD Tabanan on the realization of this oversight function is still not running optimally. See these problems, then the purpose of this study was to obtain a picture related to the actual implementation of the supervisory function of regency Tabanan against accountability report on implementation of the budget of region heads. This research uses qualitative descriptive method.The research findings indicate that the implementation of the supervisory function which is run by the local parliament Tabanan especially against the head of the region accountability report on implementation of the budget is still not optimal. This is caused by the first, the dominance of political factors that ultimately eliminates the essence of criticism and input from non-bearers of the party heads of regions. Second, the lack of adjustment and coordination of sectoral programs. This constraints that accurs because there is a clear agendas surveillance and reporting mechanisms monitoring results, not been determined by standard regulations implementating the oversight function of parliament and not optimal organization of all the resources of supervision. Abstract

ABSTRAK Dalung village is located in the area of the district Government of North Kuta, Badung Regency. This village is one of the village with the acquisition of the Village Fund Allocation. However, ini 2014 the acquisition of the Village Fund Allocation has decreased, so it can not contribute fully to to the development adn empowerment of rural communities. The purpose of this study is  to investigate the implementation of management policies in Village fund Allocation of Dalung Village in 2014. This study use descriptive qualitative method and the data was collected by observation and interviews technique. The conclusion of this study are as follow: The Village Fund Allocation policy implementation in the Dalung Village already well underway, although there is a decrease in the acquision of the Village Fund Allocation can not contribute fully to the development  and empowerment of rural communities. Although it is not able to contribute fully, the used of Village Fund Allocation these must remainded accountable. Therefore, the Badung Regency administration used the program called “SIKUDES” (Village Financial System) to assist the village in financial reporting, but there are some problem by using this program. This program is too complicated, and the absence of a binding legal basis, then at the end of 2014, the Government of Building decided to suspend the use of this “SIKUDES” program. From the performance of the Government of Dalung Village in the Village Fund Allocation policy implementation was successful. This could be evidenced by never found any cases of fraud or evasion of the Village Fund Allocation. Keyword: Policy Implementation, Village Fund Allocation, Village Financial System (SIKUDES)

Abstract

ABSTRACT Local Government of Banyuwangi Regency has a commitment in development activities of Pulau Merah tourists attraction by involving the micro, small, and medium business entities. The commitment is realized in programs that are empowering. Starting from the phenomenon, the author is interested in conducting this research to take the topic of “Implementation of Tourism Development Policy to Improve Micro, Small and Medium Business Sector (UMKM) in Pulau Merah tourists attraction Banyuwangi Regency. The general objective of this study was to see the picture of the implementation of tourism development policy to improve micro, small and medium business sector and to determine the successes and barriers that exist in practice. The methodology used in this study is qualitative descriptive. The theory used in this research is the Theory of Public Policy by using the Policy Implementation Model of George C. Edward III. To obtain the data, the author did an observation by directly looking at the phenomena that occurs in practice and conducted in-depth interviews with sources in association with the development policy to improve micro, small and medium business sector (UMKM) in Pulau Merah tourists attraction. From the findings of the research conducted, it can concluded that the policy is able to bring a positive impact, such as the community profession changeover and changing of its lifestyle. This policy is supported by programs which facilitate the development of UMKM, skills training, entrepreneurship, and skills, UMKM cooperative clinic, MOL from the Department of Koperasi and UMKM. However, at the stage of implementation, the policy is not optimal because it is collided with the readiness of the local government bureaucracy. Therefore, it is expected in the future that Local Government of Banyuwangi Regency makes a more detailed planning regarding of the path of coordination among regional organizations involved as well as human resources who execute the policy. Abstract

ABSTRACT     Participation is manifestation from Governance characterized for through best performance by government. Once of manifestation from society participation is the involvement from women whose making Pararem from Desa pakraman. There is like women activity in  Desa Pakraman Panjer, Kecamatan Denpasar Selatan whose made they have rights for giving their opinions. With this problems patterns, this research is aim for knowing how far the participation from women within process for making Pararem in  Desa Pakraman Panjer, Kecamatan Denpasar Selatan. This research using descriptive qualitative method through collect the data from direct observation for looking the phenomenon and doing interview with interviewees which involving in makin Pararem in Desa Pakraman Panjer, Kecamatan Denpasar Selatan. This research conclude, the woman involvement in process for making Pararem just giving their opinions like talking about  something which  they want or adding in Pararem. Within the process for making Pararem can be found four phases which planning phase, framing phase, ratification phase and socialization phase. The women involvement in process for making Pararem just can be found in planning phase, and socialization phase. The women involvement can be seen in process from making Pararem which related with women’s right and obligations in Upakara things, while they have asked about their opinions but the framing phase is doing by men.
