Abstract

This research aims to investigate the extent of the influence of Empowerment on the Improvement of Community Welfare in Carangsari Village, Petang District, Badung Regency. The research method employed is quantitative method aimed at identifying the influence of empowerment (variable X) on the improvement of community welfare (variable Y) in Carangsari Village, Petang District, Badung Regency. This study uses simple linear regression as the data analysis technique. Primary data were collected through the distribution of questionnaires to 60 members of empowerment groups in Carangsari Village. The research findings indicate that empowerment has a positive impact on the improvement of community welfare in Carangsari Village. Simple linear regression analysis reveals that every 1% increase in empowerment in Carangsari Village contributes to a 59.2% increase in community welfare. Significance testing shows that the calculated t-value of 5.114 exceeds the critical t-value of 1.671 at a significance level of 0.000, indicating that empowerment has a positive and significant impact on the improvement of community welfare in Carangsari Village, Petang District, Badung Regency.Top of Form Keyword: Empowerment, Increasing Group Welfare, Carangsari Tourism Village, Petang District, Badung Regency

Abstract

Computer-Based National Assessment (ANBK) is an assessment system used to measure the quality of education in schools. Based on the Regulation of the Ministry of Education, Culture, Research and Technology Number 17 of 2021, one of the ANBK implementers at the district level is the Gianyar Regency Education Office. This study aims to determine the performance of the Education Office in implementing ANBK in Gianyar Regency. This type of research is qualitative research with a descriptive approach that utilizes primary and secondary data sources. Informants were determined by purposive sampling technique. This research study uses performance measurement theory according to Dwiyanto. The results showed that the performance of the Education Office in implementing ANBK in Gianyar Regency was quite good on several performance indicators, namely responsiveness and accountability. However, some performance indicators still need to be optimized, namely productivity, service quality, and responsibility in order to achieve better ANBK implementation.

Abstract

Batur Geopark is attribution to an innovative approach that blends the preservation of geoscience reserves with sustainable development, under a government regulatory framework. The Batur Geopark area consists of a core village of 15 villages, and supporting villages of 33 villages. Several areas in the core village area are the center spots for tourist attractions that are frequently visited, such as Mount Batur, Black Lava, Lake Batur, Terunyan Village, Mount Batur Museum, Ulun Danu Batur Temple, hot springs, Mount Abang, Pinggan sunrise spot, and many more. Recently, there have been many developments of new tourist destinations that are increasingly attracting the attention of tourists to come to visit. Of course, the government cannot achieve this tourism development alone, but requires collaboration between the community, the private sector and the government itself. Collaboration carried out in tourism development is said to be collaborative governance.This study aims to find out how collaborative governance forms in the development of natural tourism objects in Kintamani (Case Study of the Batur Geopark Area). In this study the authors used a type of qualitative research with descriptive methods. The analysis in this study uses collaborative governance success measurement theory. The results of the research findings indicate that the collaboration between the government, the private sector, and the community has been going quite well, but there are several problems such as the domination of the government, there is still one party, namely the Batur UNESCO Global Geopark Manager who does not yet have authority, there is one party who do not have the responsibility but still able to coordinate with other parties well. As for recommendations that can be given, namely from the community, especially POKDARWIS, informing information or coordinating with the village, and parties involved in the collaboration to provide more understanding to the community outside of POKDARWIS members regarding the collaboration carried out, the positive impacts obtained, and the benefits for the community.

Abstract

The Health Office is the implementing unit for health services in Badung Regency, which has a role in dealing with health problems that occur in Badung Regency. One of the phenomena of health problems in Badung Regency is the spread of Human Immunodeficiency Virus (HIV) and Acquired Immune Syndrome (AIDS). This research was conducted at the Badung District Health Office and is comprehensive and continuous in Badung District. The purpose of this study was to describe the performance of the Badung District Health Office in preventing and controlling HIV/AIDS in the people of Badung District. Performance indicators based on Agus Dwiyanto's theory are: Productivity, Service Quality, Responsiveness, Responsibility, Accountability. The method used is qualitative with a descriptive approach. Data collection is done by interviews, observation, documentation. Data analysis techniques through data reduction, data presentation, drawing conclusions. The results showed that the performance of the Badung District Health Office in reducing HIV/AIDS rates was running well but not fully optimal. This is because there are still several obstacles, namely the lack of human resources at health service centers in Badung Regency in carrying out the HIV/AIDS prevention and control program, the lack of stock of drugs and condoms that should be given to the community, the lack of knowledge from the community regarding understanding of prevention and control. HIV/AIDS because the interest of the people who participate in socialization is small. Recommendations that can be given are recruiting new officers for handling HIV/AIDS in all health service centers in Badung Regency, increasing the availability of existing facilities and infrastructure at health service centers in Badung Regency, and also increasing public knowledge regarding HIV/AIDS. Abstract

The Population and Civil Registration Office of Buleleng Regency issued an innovative public service program called SI MELIK, which in this program is carried out using service cars that come directly to villages in each sub-district in Buleleng Regency. The purpose of this study was to determine the service quality of the SI MELIK Program at the Population and Civil Registration Office of Buleleng Regency. This study uses descriptive qualitative methods with data collection techniques in the form of observation, interviews, documentation. Based on the study of Service Quality Theory according to Zeithaml, Parasuraman, and Berry, it was found that the quality of this program has been running well but is still not optimal, such as Tangible, Reliability, Responsive, Assurance, and Empathy this deficiency occurs because there is still a lack of checking the device to be used and the internet network which is sometimes not available in certain villages.

Abstract

Kelecung Eco Village is one of the sub villages in the Tegal Mengkeb Tourism Village which is currently developing its tourism potential. The management and development of tourism in Kelecung is community based which is often referred to as Community Based Tourism (CBT). This study aims to analyze tourism management at Kelecung Eco Village through the concept of Community Based Tourism (CBT). Community Based Tourism is a concept that involves community participation in managing the potential that exists in their area so that not only active participation but the community will get a real economic and social impact for the development and growth of their welfare. This research uses descriptive qualitative method. Data was collected by observation, interview and documentation methods. Analysis of the findings uses the theory of Tourism Development with a Community Based Tourism (CBT) approach according to Suansri (2003) in Sri Endah Nurhidayati through 5 (five) dimensions, namely: the economic dimension, the social dimension, the cultural dimension, the environmental dimension, and the political dimension. The findings show that from an economic dimension it has been going well, but the financial records do not use modern technology. Furthermore, for the social dimension, the findings show that this concept has worked well in terms of increasing community pride and also fair distribution of roles. Then for the cultural dimension it has been going well. For the environmental dimension, it has been going well, but the management of waste transportation does not use modern technology. Then the last one for the political dimension has been going well, but there is a lack of regulations governing tourism management arrangements at Kelecung Eco Village. As for the recommendations that the author can give, namely POKDARWIS Dewi Kesari which is produced using more modern technology in its management, POKDARWIS Dewi Kesari which makes general rules for tourists even if they only come on vacation but don't stay overnight, POKDARWIS Dewi Kesari is to make more activities to attract local people so that participation is increasing and the Tegal Mengkeb official village makes written rules for the management of the Kelecung Eco Village

Abstract

The development of tourism potential in rural areas can make the region more advanced and prosperous than before. One of them is the village of Kemenuh which has the natural potential of Uma Anyar Falls which has natural beauty with various tourist attractions that can be done. The initial strategy was the acquisition of facilities and accessibilas, as well as the addition of other attractions. However, there are issues such as insufficient promotion, limited accessibility and lack of support facilities that require further development strategies. This research aims to find out the strategy implemented by the village government in the development of the tourist attractions of Uma Anyar Falls and recommend the appropriate strategy. Analysis of problems using indicators of strategy management theory according to Fred R. David (2011) with qualitative descriptive methods. Data is collected through interviews, observations, and documentation that are then analyzed using SWOT analysis techniques according to Freddy Rangkuti (2006). The findings show that the Kemenuh Village Government has undertaken strategic planning involving alignment with the vision and mission of the village and the long-term objectives of the tourist site, a thorough analysis of the internal and external environment, and the establishment of strategies for, and then implementation of complex strategies gradually, as well as conducting evaluation and monitoring. Recommendations that can be made include attractiveness development, socialization and training, resource optimization and innovation, as well as targeted promotion. Abstract

The empowerment of the female head of the family (Pekka) Tunon is an effort to improve the ability and potential of the female head of the family to actualize themselves, dignity to the maximum in order to survive and be independent in Banjar Tunon, Singakerta Village, Gianyar Regency. This research aims to find out the extent of empowerment carried out by the Pekka Tunon Group and the extent to which the resilience owned by Pekka members receives empowerment. Research methods use qualitative descriptive with data collection techniques in the form of observations, interviews, and documentation. It was found that in Pekka Tunon went through four stages of the empowerment process according to Wilson including awakening, understanding, Harnessing, and using. Pekka members also have good resilience while participating in empowerment because community support can be found from persistence, strength, and optimism as the female head of the family. Abstract

The Performance of the Denpasar City Regional Disaster Management Agency in Fire Disaster Mitigation Denpasar City Regional Disaster Management Agency (BPBD) in Fire Disaster Mitigation is guided by Law Number 24 of 2007 concerning Disaster Management and Regulation of the Minister of Home Affairs Number 33 of 2006 concerning Guidelines for Disaster Mitigation. However, there are performance problems in its implementation, so it is necessary to measure the performance of public organizations to review how the Denpasar City BPBD is performing in fire disaster mitigation. This research uses a type of qualitative research with a descriptive approach. The data sources used are primary and secondary data. The informant determination technique in this study used purposive sampling. This research is measured by the theory of performance measurement of public organizations according to Agus Dwiyanto (2006:50). The results showed that the performance of the Denpasar City BPBD in fire disaster mitigation was quite good, namely on the productivity indicator, the performance of the Denpasar City BPBD in fire disaster mitigation had not run optimally because there was a need to optimize the number of human resources and budget. On service quality indicators, the performance of BPBD Denpasar City in mitigating fire disasters has been going well. On the responsiveness indicator, the performance of the Denpasar City BPBD is not optimal because it needs to optimize the outreach/education program and training/education program. On the responsibility indicator, the performance of the Denpasar City BPBD in fire disaster mitigation has been running optimally. Then on the accountability indicator, the performance of the Denpasar CityBPBD in mitigating fire disasters has been running optimally.
