Abstract

ABSTRACT The issues of regarding social and environmental responsibility of a company at this time is must be implemented in order to create a harmonious relationship with the people and the environment. Base on conflict between  Banjar Pesanggaran people with PT Indonesia Power where the company is carrying out to add machine. These machines had been rejected by Banjar Pesanggaran people for the impact. Therefore, PT Indonesia Power should pay more attention to the Banjar Pesanggaran people and shall carry out responsibilities in accordance with applicable local wisdom in the community. The purpose of this study was to find the answer interrelated relationship between the organizers of the program to all parts of  Banjar Pesanggaran people. Then examine the program if it’s in accordance with CSR procedure, the areal condition and local wisdom in Banjar Pesanggaran people. This research uses qualitative descriptive method. To obtain research data observations by looking directly phenomena that happen in the field and do some interviews with sources associated with the programs implemented by PT Indonesia Power and beneficiaries. Then the result of this research is PT Indonesia Power who has understood the appeal of the government in implementing CSR programs and in accordance with applicable of local wisdom in Banjar Pesanggaran people. And the result is people is still not to understand of PT. Indonesia Power’s program, so the PT Indonesia Power must be doing some more sosialitation of their programs.   Keywords : Public Policy, Corporate Social Responsibility (CSR), Local Wisdom

Abstract

ABSTRACT   The Law of Cooperative No. 25 of 1992 had been trusted again by government after the Law No. 17 of 2012 was revoked because it didn’t compatible with the spirit of cooperatives. The cooperatives in Indonesian have been increased, however those only in quantity sides, not accompanied by the quality sides. One of the important factor to realizing the quality of cooperatives is manage them properly and professionally. This study used descriptive qualitative method. To get the data, researcher interviewed the informant directly and observed by herself the phenomenon in the field. The result of this research are that management of both cooperatives have been conducted in accordance with the applicable law. However, the management in Koperasi Murah Rejeki has not operating effectively and efficiently yet because due to lack of human resources to manage it. Whereas, the management in KSU Kuta Mimba has already performing well. Furthermore, the form of the government’s role in improving the quality of cooperatives through Department of Cooperatives, Small and Medium Enterprises, Industries, and Trades of Badung Regency are to foster cooperatives by way of education, training, and counseling, and then providing facilities, monitoring and evaluating the cooperatives at Badung Regency. Abstract

ABSTRACT Participation is one of Good Governance characteristic and such a good attitude of the governance. One type of people participation is arranging Anggaran Pendapatan dan Belanja Desa (APBDes). As same as like people of Sumerta Kaja village at Kecamatan Denpasar Timur, have their whole power to manage their consideration that village goverment given to them. With that condition, the main purpose of this study is to know how far is people participation on making Anggran Pendapatan dan Belanja Desa (APBDes) who done by the village government of Sumerta Kaja Kecamatan Denpasar Timur. The people’s participation will proof the people consideration of improving the participation to build the village together and also people of Sumerta Kaja know the program which implemented by their government by the arranging the APBDes. This study used qualitative descriptive method, to get the data; researcher observed by himself the phenomenon in the field and interviewed the people that have correlation with this partnership of making APBDes. The conclusions that got on this study are first the people participation is just on planning and suggestion, second their participation is totally seen when building character of village consideration where the consideration that they receive is totally their whole power to manage it. Abstract

ABSTRACT Village development planning or commonly called village Musrenbang is an annual forum for stakeholders both from the government, private sector, and from the general public to discuss the development in their village. However, the process and the implementation planning forums at village level is not in accordance with what has been announced by the central government, Musrenbang happened only as a formality to meet the agenda of the annual work program without directly involving public participation, as it happens in Tegal Kertha village, the city of Denpasar. Looking at the problem, the purpose of this study is the evaluation of the implementation Musrenbang at the village level and also to determine what factors causing low levels of citizen participation in village Musrenbang. This study used a qualitative descriptive method to obtain the data, researchers conducted by direct observation to occured the phenomenon in the field and conduct in-depth interviews to informant that related with the implementation of village Musrenbang in tegal Kertha village, Denpasar. The conclusion of this research is the level of public participation is still very low in the process of implementation of village Musrenbang in tegal kertha is due to a lack of good information about the process of Musrenbang itself to the public and also the lack of binding rules that are applied directly from the central goverment or in accordance with the constitution so the stakeholders implemented the annual program just as a formality to meet the program works without involving the direct public participation of the community. Abstract

ABSTRAK   Kutuh village is the youngest village in South Kuta District which is formally formed in 2002 as an effect of expansion of Ungasan village and become one of receiver of minimum allocation village grant (ADD) in Badung Regency. From the problem above therefore the aim of this study is to know the implementation of ADD in managing the village potency in Kutuh village in 2008-2013. The method of this study is descriptive qualitative. The data collected by observation and interview. Some conclusions were got in this study: First, implementation of ADD in Kutuh village runs well. From 2008 to 2010 ADD was the biggest grant that received by Kutuh village that is use to maintain some community empowerment programs, stationery, additional salary for headman and some of village functionary, and also the development of the village potency in tourism field that is development of Pandawa Beach. However in 2011 to 2013 ADD that received by Kutuh village was decrease that makes an effect in village finance. Second, the problem in financial can be solved by Kutuh village with the realization in development of village potency in tourism field because of I Nyoman Mesir as an innovative, communicative, and has high motivation to increase the community prosperity headman in period 2002-2013. He also helped by the village functionary that has good human resources and performance and also supported by adequate facilities and infrastructure. Third, the succeed of village government in Kutuh on implementing ADD proved by no manipulation or misappropriation in ADD. Abstract

ABSTRACK The rapid tourism development in Badung Regency as international destination requires the development of tourism accommodation that continous to grow. The provision of hotel accommodation facilities to support tourism activities is a priority to support of tourism development in the Badung Regency. The massive growth of hotel accommodation in Badung Regency is causing uncontrolled development of hotel accommodation and many hotel become overcapacities. So, the Bali provincial government issued a policy for temporary suspension of investment in the field of hotel accommodation services. Based on this problem, the aim of this research is to determine the affectiveness of moratorium hotel construction that has been implemented by Bali Government Province. The aim of moratorium policy is expected to result an order in development of tourism accommodation. This research is using descriptive-qualitative method. The data of this research is conduting by field observation to see real phenomenon and by in-depth interviews to know about moratorium policy in Badung Regency The conclusion of this research is the factors that lead to the ineffectiveness of the moratorium hotel policy in Badung Regency is caused by communication, resources, dispotition and bureaucratic structures that are not running optimally Keyword : implementation, sustainable development

Abstract

ABSTRACT The aim of this study is to know the role of DPRD in Musrenbang mentoring and involvement process between executive and legislative in order to accommodate the result of musrenbang in subtlety of the development of Denpasar City.The method of this study is descriptive qualitative. To gain the data, the researcher did the field observation and deep interview with the resource who related with the senator in taking aspiration by musrenbang Denpasar City in the 2012-2013. The results of this study are, the role of DPRD in monitoring the musrenbang was started on January in village level. On February was held in sub-district level. On March was held in regency level. The presences of the senator were four times in musrenbang meeting, those are in musrenbang RPJPD, musrenbang RPJMD,  musrenbang RKPD, and musrenbang village level. The involvement process of executive and legislative in accommodate the result of musrenbang assessed not accurate. Oftentimes the DPRD was hard to find the data from SKPD. It caused by the supervision in the planning of the achievement target as the reference of the next planning was not applied yet. From the result of some documents and interview the role of DPRD is as the facilitator between one SKPD to the other SKPD. The functions taken by the DPRD are legislation function and budgeting. The other involvement between executive and legislative in designing programs and activities was overlapping between one SKPD to the other. It was marked by the same program of Disnakertan and SATPOL PP in destruction of vagrant and beggars. Abstract

ABSTRACT   Indonesia has been worldwide known as a high risk country for natural disaster. Any potential natural disasters can happen in this country. However, in the disaster management,  especially in  the  prevention  and  preparedness,  Indonesia  is  a  low  category  country.  Following  that problem,   the  writer  interested   in  doing  a  research   with  the  subjuct   “Evaluation   to  the Performance  of BPBD  -   Prevention  and Preparedness  Section  at Badung  Regency  of Bali Province in the year of 2014.  This research use the qualitatif descriptive methodology. And this research is using the Performance Theory by Agus Dwiyanto. To Obtain the data, the writer do some direct observation on fields and also do some deeply interviews with the reliable source which  related  to  the  performance   of  the  BPBD  Badung.  From  the  Observation  and  the interviews, the writer found that generally the performance  of BPBD Badung is good. It works well because  of the great supporting  elements  but it is unavoidable  there are some resister elements. Comes from that, BPBD Badung was expacted to be more creative and innovatif in increasing their performance. They also need to increase their productivity, quality service, responsivity,  responsibility  and  accountability  to obtion  excellent  performance  in accordance with LAKIP BPBD Kabupaten Badung. The use of any available resource is expected to be well and wisely. So finally the disaster reduction with society based achieved and to create a tough and reliable Badung.   Keywords: Evaluation, Performance, Disaster prevention and preparedness.

Abstract

ABSTRACT Community empowerment can be done through active community participation facilitated by the perpetrators of community empowerment. As performed by leaders in the Samplangan village, where the village chief role is to empower the people, which is evident from the absence of community development programs in the realization of direct expenditure budget from 2010 until now. The purpose of this study was to determine how the role of a village chief in empowering the community, are there external factors that affect the success of the village chief in shaping community development programs in Samplangan village. This study uses descriptive qualitative method. To obtain the data, researchers conducted observations to see directly the phenomena that occur in the field and conduct in-depth interviews with informants related to community development in the Samplangan village. Results from this study, is that community empowerment is implemented in the Samplangan village community empowerment through community organizations such as LPM, PKK, and Karang Taruna. In this empowerment, chief village provides the opportunity for people who are willing and capable to participate in any government activity. With the village chief's role as adviser, facilitator and mediator in any social institution, the ultimate goal of community empowerment in Samplangan village is that communities are able to live independently and be able to manage the potential both Human Resources or Natural Resources there can be realized. Aggressive young leaders with higher education as well as communities who want the change are factors that influence the success of a headman. By applying the type or style of charismatic leadership and democratic. Where leaders of community-oriented and provides an efficient guidance with mutual trust, giving a sense of comfort and the recognition of society. Keywords: Leadership, Community Empowerment.

Abstract

ABSTRAK Permasalahan mengenai anggaran menjadi masalah polemik hampir di berbagai daerah di Indonesia. Target perencanaan aggaran yang tinggi tidak berbanding dengan realisasi anggaran yang rendah dalam kurun waktu satu tahun APBD (Anggaran Pendapatan dan Belanja Daerah). Realisasi anggaran di Dinas Pekerjaan Umum Kota Denpasar contohnya, hanya sekitar 55% anggaran tercapai pada bulan Agustus. Sedangkan sekitar 45% sisanya cenderung dipaksakan untuk dilaksanakan pada tiga bulan terakhir (September sampai November). Permasalahan realisasi anggaran yang kurang efektif dan efisien tidak mencerminkan dasar-dasar dari prinsip anggaran berbasis kinerja, yakni transparansi, akuntabilitas, ekonomis, efektifitas, dan efisiensi. Penulis dalam penelitian ini akan meneliti permasalahan serta faktor-faktor yang mempengaruhi realisasi anggaran di Dinas Pekerjaan Umum Kota Denpasar. Penelitian ini menggunakan metode penelitian kualitatif studi kasus dengan menggunakan teknik analisis data kualitatif deskriptif. Dalam penelitian ini penulis menekankan pada perbandingan dari perencanaan serta realisasi anggaran keuangan dan kegiatan fisik dalam satu tahun APBD. Selain itu penulis juga mencoba menggambarkan permasalahan-permasalahan yang yang mempengaruhi realisasi anggaran dan bagaimana penerapan prinsip-prinsip anggaran berbasis kinerja. Hasil penelitian ini akan memberikan gambaran dari permasalahan realisasi anggaran di Dinas Pekerjaan Umum Kota Denpasar dan diharapkan mampu memberikan solusi agar realisasi anggaran menjadi lebih efektif dan effisien untuk dilaksanakan dalam waktu satu tahun anggaran.
