Abstract

Reducing Emissions from Deforestation and Degradation Plus (REDD+) is a mechanism that is being established at the global level as a climate change mitigation mechanism in forestry sector. The study was conducted by collecting information related to the policies and regulations on the implementation ofREDD+ activities at the national level, methodological aspects at the global level and lessons learned from the implementation ofDemonstration Activities REDD in the conservation areas. The results showed that the Government had issued various regulations and technical guidances related to REDD+, including activities in the conservation area. However, in line with current developments, these regulations need to be updated or revised. The REDD+ implementation methodology was provided based on the IPCC guidelines, and not specific for the conservation area. Implementation ofREDD+ activities in the conservation areas, in addition to reduce emissions but also a chance to gain incentive, could also support forest sustainability, biodiversity and improve people's welfare. Nevertheless, some obstacles was also encountered in the implementation of REDD+. Therefore, strategies for the future are very necessary, so that REDD+ could be implemented and could achieve its objectives, without being fully dependent on the development ofnegotiations at the global level.

Abstract

The earth atmosphere temperature is rising due to the increasing greenhouse gases. Facing the problem, the international community establishes the Climate Change Convention. One of main activities mention in that convention is to reduce deforestation and forest degradation. It has been four decades Indonesia ratified various convention relating to forest sustainability but the deforestation and forest degradation is still accelerating. This study analyzes the compatibility of the conventions on climate change in forest management in Indonesia. The research uses the narrative analysis method. Main result of the research shows that there is a discrepancy between the narrative of convention on climate change and the management of Indonesia forest. The work of the convention in Indonesia forest management requires some options related to incentives and fair access to forest uses.

Abstract

Konsep KPH (Kesatuan Pengelolaan Hutan) membagi kawasan hutan menjadi wilayah pengelolaan hutan terkecil sesuai fungsi pokok dan peruntukannya yang dapat dikelola secara efisien dan lestari (PP 6/2007 jo PP 3/2008) yang dimulai dengan pembangunan KPHModel. Satu di antaranya adalah KPHModel di Kabupaten Tana Toraja yang telah dicanangkan pada tahun 2005. Sejauh ini, konsep KPH belum dapat diimplementasikan di kabupaten tersebut. Penelitian ini bertujuan untuk merumuskan strategi implementasi pembangunan KPH di Sulawesi Selatan dengan studi kasus di Kabupaten Tana Toraja. Metode pengumpulan data meliputi: urvei, wawancara, dan FGD ( ). Data yang dihimpun, selanjutnya dianalisis dengan analisis deskriptif kualitatif dan kuantitatif. Untuk merumuskan strategi implementasi KPH, digunakan analisis medan daya ( = FFA). Hasil kajian menunjukkan adanya beberapa faktor pendorong dan faktor penghambat, baik internal maupun eksternal dalam implementasi KPH. Konsep KPH dan peraturan terkait perlu disosialisasikan secara intensif dengan melibatkan stakeholder kunci. Pembangunan KPH Tana Toraja berada pada kategori , dengan strategi alternatif yang disarankan adalah konsentrasi melalui integrasi horizontal. Strategi ini termasuk dalam strategi pertumbuhan dengan cara memperluas kegiatan di masyarakat dan mengembangkan jaringan informasi dan komunikasi antar daerah yang memiliki program KPH.

Abstract

Village forest is a managed state forest by village institution for the prosperity of villagers. Village that has granted village forest is responsible for its utilization and its sustainability. The development of village forest in Buntoi Village is still at the preliminary stage; therefore the identification of environmental services, policy, institutional arrangements, and sustainable potential livelihood need to be conducted. The purpose of this study is to identify and analyse the potential of ecosystem services and influencing factors in the utilization of the ecosystem services. The result showed that there was lack of water services in the Buntoi village since there was no spring water in the forest. Also did not have the beauty of potential landscape that can attract tourists. Moreover, the potential of biodiversity and carbon sequestration in the village had not been optimised. Low utilization of ecosystem services in Buntoi was due to: (1) perceptions of stakeholders that had not yet support the utilization of ecosystem services; and (2) lack of support from district and provincial in the utilization of ecosystem services in village forest. Activities that can be developed to utilize biodiversity, beauty of landscape, and carbon conservation in Buntoi are ecotourism and REDD+ scheme.

Abstract

Functional convertion of partly forest area in the Maros Regency since 2004 to become the Bantimurung Bulusaraung National Park (Babul National Park) brings consequences for local community activities that have been going on for generations. The existence of community with their activities to meet their needs in the Babul National Park needs attention and should be considered and accommodated by Babul National Park manager by also considering the ecological condition. This study aims to formulate a strategy for accommodating community interests that suits to the Babul National Park conditions. Data collected through interviews and questionnaires to a number of expert informants and literature study. Data analyzed using analytical hierarchy process (AHP). Research results showed that the main factor to be considered in accommodating interests of the community is the level of dependency of community on Babul National Park. Based on the main factor, accommodation strategy of the community interests appropriate to the condition of Babul National Park is to conduct collaborative management. Babul National Park office as a driving force in implementating the strategy should establish communication and coordination with various related stakeholders as one of the requirements of the strategy implementation.

Abstract

Industri mebel umumnya termasuk dalam industri kecil dan menengah. Selain berperan dalam penerimaan devisa, bisnis di bidang mebel ini juga menciptakan lapangan kerja bagi masyarakat terutama di Kabupaten Jepara. Adanya hubungan (pemberi kepercayaan) - (penerima kepercayaan) yang terjadi antar aktor atau pelaku di dalam rantai berpengaruh terhadap besarnya distribusi nilai tambah yang diperoleh oleh masingmasing pelaku di sepanjang rantai nilai Tujuan dari penelitian ini adalah mengidentifikasi kelembagaan (aturan) yang terjadi antar pelaku di sepanjang rantai nilai mebel mahoni Jepara dan menentukan skenario kebijakan yang dapat mendukung bagi kelestarian industri mebel Jepara. Data yang digunakan meliputi data primer dan data sekunder. Analisis data meliputi identifikasi aktor dan kelembagaan (aturan) yang terjadi antar pelaku serta analisis manfaat biaya yang terdiri dari NVP, BCR dan IRR. Hasil penelitian menunjukkan bahwa (1) para pengrajin ( ) memproduksi mebelnya lebih didasarkan pada pesanan pembeli ( ). agent principal Asymetic information yang terjadi antara pedagang kayu dan petani juga telah mengakibatkan posisi petani sebagai (2) Nilai NPV, BCRdan IRR untuk tiap pelaku berbeda-beda tetapi nilai-nilai tersebut mengindikasikan bahwa pola kemitraan yang terjadi antar pelaku dalam rantai nilai mebel mahoni saat ini sudah efektif. Abstract

Land and forest fires in Indonesia occur almost every year since 1997. The main causes of fires are due to human activities, driven by El Nino during dry season and biophysical conditions of degraded land. In Indonesia land and forest fires have an impact on socio-cultural, economic and political aspects. Therefore, Indonesian government involves multi institutions to control land and forest fire. Thus, to manage fire, coordination among institutions is absolutely necessary. This study using qualitative approach to analyze coordination among government agencies in term of land and forest fire control with case in South Sumatera Province. The results showed that coordination among government agencies occured in the context of fire suppression and the performance was less than optimal when viewed from the achievement of fire fighting targets. Factors influenced the coordination of fire management  were authority, communication,  controlling and leadership. Therefore, need to be improved by considering that fire suppression in peatlands is relatively difficult.

Abstract

Eksistensi Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Hutan Penelitian di beberapa daerah mengalami tekanan dan konflik yang cukup serius. Penelitian bertujuan untuk mengkaji konteks konflik pengelolaan, menganalisis aktor dan kepentingan-kepentingan, mengkaji dinamika konflik dan kemungkinan model resolusi konflik yang tepat dalam pengelolaan KHDTK Hutan Penelitian Hambala-Sumba Timur. Penelitian dilaksanakan di lokasi KHDTK Hutan Penelitian Hambala-kabupaten Sumba Timur Propinsi Nusa Tenggara Timur. Analisis yang digunakan yaitu deskriptif-kualitatif dengan teknik pengambilan data melalui wawancara dan pengumpulan data sekunder.Hasil penelitian menunjukkan bahwa konteks konflik utama adalah konflik kebijakan (policy conflict) antara pengelola KHDTK (BPK Kupang) dengan pemerintah daerah kabupaten Sumba Timur. Konteks konflik lainnya adalah konflik pemanfaatan sumber daya hutan antara masyarakat dengan pengelola, dengan aktor-aktor : BPK Kupang, Pemerintah Daerah Kabupaten Sumba Timur dan masyarakat sekitar kawasan hutan penelitian. Model resolusi konflik yang disarankan adalah pembentukan pertemuan formal antara pemerintah daerah dengan pihak pengelola, kompromi kebijakan pengelolaan kawasan dan tata batas ulang kawasan yang bersifat permanen.

Abstract

Forest Management Units (FMUs) establishment has been laid as a strategic objective to better management of forests. However, problems are still encountered in the development of FMUs, such as institutional framework of its funding and human resources avaibility. This study aims to: (1) analyze the policy implementation of FMU organization; and (2) analyze the availability of human resources in FMU development. The study was conducted in Lalan Mangsang Mendis FMU, South Sumatra Province and Banjar FMU, South Kalimantan Province. The data were collected using purposive sampling and analyzed using human resource planning analysis and policy analysis. The results showed that the current form of FMU organization is a technical implementation unit of "Regional Working Unit" (RWU) of Forestry Office. There is an incompatibility of the structure with the organizational structure of the existing regulation. The organization model has some weaknesses, such as limitations of budget and authority, and lack of human resources (quantity and quality). Regional Working Unit (RWU) form could consist of a secretariat, a service unit, technical unit (TU), or other working unit as part of the regency organizations. Regional Working Unit (RWU) form that is compatible for FMU should be TU or other working unit. According to article 45 on PP 41/2007, FMU organizations should not be inform of ”TU” but may bean" other working unit", because the existing organization components already reached a maximum score. The current priority should be how to strengthen the FMU institution as "Regional Working Unit" (RWU) with a good planning. Important steps are still needed before the operation of FMU, such as how to determine the role and function of FMU and working relationships with relevant stakeholders including forest license holders, which then should be arranged in the form of regulations. Further, the commitment of local government is needed to support the formation of a FMU as RWU.

Abstract

Forest Reference Emission Level (FREL) is one of four required elements for developing countries in  implementing REDD+ activities, and serves  as a benchmark in assessing  REDD+ performance. This study assessed the emission level from mangrove deforestation in Mahakam Delta - East Kalimantan, aiming to enhance the baseline for subnational FREL document. Over the observation period of 1980-2001, conversion of mangrove forest into aquaculture ponds has resulted in a massive mangrove loss, with an estimation of  3,183 hectare/year, or equivalent to the release of 0.46 Tg CO2e/year. If soil pool was also  included in the calculation, mangrove deforestation in Mahakam Delta between 1980 and 2001 emitted 2.9 TgCO2e/year. The CO2 emission from aquaculture ponds may couple with mangrove deforestation, which released 52 Gg CO2 /year from the pond floor. After 2001, the rate of mangrove deforestation decreased, allowing mangrove forests to recover with the expansion rate of 1,546 hectare/ year during 2001-2011 or equivalent to the carbon sequestration or removal of 0.67-4.7 TgCO2e/year. The results of the study suggest the way to improve the existing FREL by raising the importance of mangrove as “blue” carbon, with reference of the 2013 IPCC Guideline: Wetland Supplement.
