Abstract

Ekosistem mangrove memiliki keanekaragaman hayati baik dari manfaat  ekologi maupun sosialnya. Ekosistem ini berperan dalam siklus ekologi di wilayah pesisir dengan ketergantungan biota perairan dan manusia terhadap keberadaannya. Manfaat ekonomi langsung dari ekosistem mangrove adalah kayu mangrove sebagai bahan bakar maupun sebagai bahan bangunan dan kawasan hutan yang dialih fungsikan sebagai area tambak. Kawasan ekosistem mangrove Taman Wisata Teluk Youtefa yang berada dekat dengan perkotaan, menjadikan kawasan tersebut berkaitan langsung dengan keberagaman aktivitas tersebut, seperti pemanfaatan kayu mangrove sebagai kayu bakar, bahan bangunan dan sebagainya yang mengakibatkan penurunan kualitas ekosistem mangrove. Selain itu terdapat aktivitas, seperti konversi lahan menjadi tambak, pemukiman dan industri, serta tingginya pencemaran dan sedimentasi dari lahan perkotaan. Sebagai upaya pengelolaannya berdasarkan konsep dan prinsip terpadu, maka perlu disusun rencana strategis pengelolaanya agar dapat berkelanjutan. Dari proses penyusunan tersebut, terlihat bahwa peranan stakeholder sangat dibutuhkan dalam setiap langkah penyusunan program. Selain itu, dimensi pengelolaan, yaitu ekologi, sosial ekonomi maupun kelembagaan menjadi pertimbangan utama sebagai satu kesatuan tahapan.Kata Kunci: Mangrove, Pengelolaan terpadu, Teluk YoutefaPOTENTIAL MANGROVE ECOSYSTEM IN YOUTEFA BAY TOURIST PARK, JAYAPURA CITY, PAPUAABSTRACTMangrove ecosystem has biodiversity, either in ecology or social use. This ecosystem plays a role in ecology cycle in coastal area with the reliance of aquatic biota and humans upon its existence. The location of mangrove ecosystem of Youtefa Bay Tourist Park that is near to the city placed it in direct contact with a variety of activities, such as the utilization of mangrove wood as a firewood, building material and others that threat the quality of the mangrove ecosystem to experience a decrease. Besides, there were activities such as conversion of land into fishpond, settlement and industry, and high level of pollution and sedimentation coming from the city. As a management effort that is based on integrated concept and principles, a strategic planning on its management is required to maintain its sustainability. From the arrangement, it can be seen that the role of stakeholders is extremely demanded in every step of program arrangement. In addition, the management dimension, namely ecology, social economy or institution become a primary consideration as a united stage.Keywords: Integrated Management, Mangrove, Youtefa Bay.

Abstract

Makalah ini menilai efektivitas manajemen di Marine Sanctuary (Daerah Perlindungan Laut atau DPL) dari Mattiro Labangeng Kabupaten Village-Pangkep. Hal ini menunjukkan bahwa dampak dan efektivitas proses manajemen dinilai menggunakan indikator, termasuk indikator biofisik, sosial ekonomi dan institusi. Hasil penelitian menunjukkan bahwa ada dampak positif dalam beberapa indikator ekologi (karang, ikan dan benthos), sosio-ekonomi dan institusi. The increasion total persen tutupan karang diikuti oleh kelompok meningkatkan ikan karang (indikator, target dan jurusan) dan benthos organisme di DPL. Dari sudut ekonomi ini pandangan, nilai-nilai ekonomi terumbu karang sumber daya dari kegiatan perikanan sebelum dan sesudah DPL adalah Rp 42,635,910.51/ha/tahun dan Rp 52,084,390.18/ha/tahun, masing-masing. Efektivitas DPL ini ditunjukkan oleh grafik teknik Amoeba dan hasil yang disajikan nilai-nilai positif. Ringkasan adalah nilai indikator saat ini lebih besar dari nilai ambang batas kritis / CTV.Kata Kunci: CTV, efektivitas, indikator, perlindungan laut, teknik amubaTHE EFFECTIVITY OF MARINE SANCTUARY MANAGEMENT (CASE STUDY OF MATTIRO VILLAGE OF LABANGENG PANGKEP DISTRICT)ABSTRAKThis paper is assessing management effectiveness in Marine Sanctuary (Daerah Perlindungan Laut or DPL) of Mattiro Labangeng Village-Pangkep Regency. It is showed that impacts and effectiveness of the management process was assessed using indicators, includes biophysical, socio-economic and institution indicators. The results showed that there are positive impacts in some indicators of ecology (corals, fish and benthos), socio-economic and institution. The increasion in percent total of coral cover was followed by the increasing groups of reef fish (indicators, targets, and majors) and benthos organisms in DPL. From economic’s point of views, the economic values of coral reefs resource from fisheries activities before and after DPL were Rp 42,635,910.51/ha/year and Rp 52,084,390.18/ha/year, respectively. Effectiveness of this DPL was shown by graph of Amoeba technique and results of that presented the positive values. The summary is current indicators values were greater than the critical threshold values/CTV.Keywords: amoeba technique, CTV, effectiveness, indicators, marine sanctuary

Abstract

Pantai selatan Bangkalan-Madura didukung oleh Jembatan Suramadu merupakan salah satu daerah yang memiliki banyak potensi. Juga, daerah memiliki kesempatan serta sumber polusi potensial melalui pertambangan minyak dan konstruksi galangan kapal. Penelitian ini bertujuan untuk menganalisis dan memetakan potensi kawasan konservasi di wilayah pesisir selatan Bangkalan menggunakan parameter kesesuaian lahan berdasarkan parameter kondisi biofisik daerah ini. Pemetaan daerah konservasi dilakukan dengan menggunakan aplikasi penginderaan jauh dan sistem informasi geografis; kemudian, dilanjutkan dengan indeks kesesuaian kawasan konservasi. Hasil analisis menunjukkan bahwa ada 4 (empat) wilayah di South Coast dari Bangkalan dalam kategori Sangat Kesesuaian (S1). Kawasan hutan mangrove di Karanganyar (Kecamatan Kwanyar), Langpanggang, Pangpajung dan Patengteng (Kabupaten Modung) Dengan demikian, kontrol dan konservasi adaslah langkah yang tepat, yang harus segera dilakukan.Kata Kunci: kesesuaian lahan, konservasi, mangroveCONFORMITY ANALYSIS OF MANGROVE FOREST OF CONSERVATION LAND IN SOUTH COAST OF BANGKALAN REGENCYABSTRACTSouth Coast of Bangkalan-Madura supported by the Suramadu Bridge is one of area that has much potential. Also, the area has an opportunity as well as pollution sources potential through oil mining and shipyard construction. This study aims to analyze and to map the potential of conservation areas in the south coastal area of Bangkalan using parameter of area suitability based on the parameters of biophysically condition of these regions. Mapping the conservation areas was done the application of remote sensing and geographic information system; then, proceed by the index of conservation area suitability. Results of the analysis showing that there are 4 (four) area at South Coast of Bangkalan in Very Suitability category (S1). They are the mangrove forest area in Karanganyar (Sub-District Kwanyar), Langpanggang, Pangpajung and Patengteng (District Modung) Thus, control and conservation tools are appropriate measures that must be done immediately.Keywords: conservation, land suitability, mangrove

Abstract

Negara Indonesia adalah negara maritim yang memiliki banyak pulau baik yang bernama maupun yang belum bernama. Salah satunya adalah pulau Raas Madura, dimana pulau ini memiliki sumber daya alam yang melimpah di sepanjang garis pantainya. Dibalik melimpahnya sumber daya alam tersebut masih terdapat masyarakat yang sebagian besar prasejahtera. Pemanfaatan yang berlebih (over exploitation) dan krisis ekonomi yang menyebabkan terjadinya persaingan untuk memperoleh sumber daya alam yang tersisa sehingga mengakibatkan terjadinya degradasi sumber daya alam. Sistem pengelolaan wilayah pesisir dan pulau-pulau kecil yang secara terpadu yang dapat mengatisipasi terjadinya degradasi sumber daya alam tersebut. Upaya ini harus didukung oleh pemerintah untuk memberikan kesejahteraan mayarakat di darah pesisir di pulau-pulau kecil. Kata kunci: degradasi, over-exploitation, pengelolaan terpadu, sumber daya alam COMMUNITY-BASED AND INTEGRATED MODELLING OF COASTAL AREAS AND SMALL ISLANDS MANAGEMENT (STUDY CASE ON RAAS ISLAND, SUMENEP REGENCY, MADURA)ABSTRACTIndonesia is a maritime country that has a large number of named and unnamed islands. One of the islands is Raas Island in Madura, in which this island poses overwhelming natural resources along its coastal line. Behind the overwhelming natural resources, there lives a disadvantaged community. The over exploitation and economy crisis create a competition in acquiring the remaining natural resources, which leads to natural resources degradation. The integrated management system in the coastal areas and small islands can anticipate the degradation of natural resources. Abstract

Pulau Gili Labak merupakan pulau kecil yang berada di Kabupaten Sumenep, Madura. Kerentanan yang dimiliki sebagai pulau kecil, menjadikan Pulau Gili Labak perlu dijaga pemanfaatannya sekaligus dikonservasi. Perikanan tangkap sebagai pemanfaatan utama di Pulau Gili Labak memerlukan pengelolaan melalui penetapan strategi pengelolaan perikanan yang berkelanjutan. Berangkat dari hal tersebut penelitian ini dilakukan dengan tujuan: 1) mengetahui kondisi perikanan di Pulau Gili Labak; 2) merumuskan strategi pengelolaan perikanan berkelanjutan di Pulau Gili Labak. Analisa yang digunakan: 1) SWOT sebagai analisa kondisi perikanan dan 2) AHP untuk menentukan prioritas strategi pengelolaan perikanan berkelanjutan. Hasil penelitian : 1) Upaya pengembangan perikanan berkelanjutan sebagai upaya konservasi di Pulau Gili Labak dicirikan oleh kondisi faktor internal (kekuatan dan peluang) memiliki bobot lebih besar dibandingkan faktor eksternal (kelemahan dan ancaman); 2) Prioritas strategi konservasi Pulau Gili Labak melalui pengembangan perikanan berkelanjutan secara berurutan dilakukan melalui: menambah prasarana pelabuhan, ekowisata pancing, perbaikan ekosistem perairan dengan melibatkan masyarakat, diversifikasi usaha perikanan dan meningkatkan kualitas hasil tangkapan.Kata Kunci: AHP, perikanan berkelanjutan, Pulau Gili Labak, strategi konservasi, SWOTSMALL ISLAND CONSERVATION STRATEGY THROUGH SUSTAINABLE FISHERIES MANAGEMENT (CASE STUDY AT GILI LABAK ISLAND, SUMENEP)ABSTRACTGili Labak Island is a small island located in Sumenep Regency, Madura. Its susceptibility as a small island makes Gili Labak Island needs to be maintained and conserved. Fisheries as the main utilization in Gili Labak Island need management through determining strategy of sustainable fisheries management. Starting from that point, this research was conducted with the aims: 1) to know the fishery condition in Gili Labak Island; 2) to formulate strategy of sustainable fisheries management in Gili Labak Island. The analysisthat had been used was: 1) SWOT as the analysis of fisheries condition and 2) AHP to determine the priority of sustainable fisheries management strategy. The result of the research: 1) The development effort of sustainable fisheries as conservation means at Gili Labak Island which was characterized by the condition of internal factor (strength and opportunity) had bigger weight compared to external factor (weakness and threat); 2) The priority of conservation strategy in Gili Labak Island through the development of sustainable fisheries relatively was conducted by: adding the harbor infrastructure; fishing ecotourism; repair of aquatic ecosystem by involving society, diversification of fisheries effort and improving the quality of the caught fish. Abstract

Conversion of mangrove forests to fish ponds and settlements area has been occurred at Modung region for many years. In addition, human activities in making use of mangrove’s leaves for cattle food was also a factor that could cumulatively affect the condition of mangrove ecosystems. To maintain and conserve the ecosystems, the existing condition of mangrove’s area need to be assessed by employing relevant methods. Objectives of this study were to analyze the present condition of mangrove forests and to verify the critical status in the study area. Geographic Information Systems (GIS) was used in this study as a tool to analyze and to map the ecosystem status. GIS technology was employed because its ability to map the distribution of mangrove’s habitat based on satellite imagery data as well as to determine its status using several criterias.  According to the Landsat Imagery data, total areas of mangroves forest were 92,76 Ha. Moreover, using 2 different methods (remote sensing and field measurements), approximately 77% of mangrove ecosystems in the area can be classified as critical.Key Words: Mangroves, GIS, Modung Madura

Abstract

Pentingnya keberadaan hutan mangrove membuat pemerintah dan masyarakat melakukan konservasi terhadap keberadaannya. Kegiatan ini bertujuan untuk menjaga dan melestarikan kestabilan peranan dan fungsinya. Objek wisata Hutan Kera Nepa terletak di Desa Nepa pesisir utara pulau madura dan berjarak ±50 km dari pusat Kota Sampang. Merupakan suatu keunikan tersendiri, seluas 1 km2 di kelilingi oleh sungai air tawar yang bermuara langsung ke laut, merupakan gabungan eksotika pemandangan yang luar biasa. Melalui konsep mangrove park diharapkan menjadi salah satu usaha untuk menjaga kelestarian hutan yang telah ada dan untuk pemberdayaan potensi mangrove demi kesejahteraan masyarakat pesisir.Kata Kunci: Ekosistem Mangrove, Hutan Kera Nepa, Mangrove ParkTHE STUDY OF MANGROVE PARK CONCEPT FOR ECOTOURISM POTENTIAL OF NEPA COAST IN SAMPANG REGENCYABSTRACTThe importance of mangrove forest makes government together with the society conducting conservation. This activity had objective to keep and preserve the stability of mangrove forest’s role and function. The tourism object of Kera Nepa Forest is located at Nepa Village, the north coast of Madura Island, its distance is about 50 km from the center part of Sampang. This place has its own uniqueness, because 1 km2 of its area is surrounded by freshwater river which directly empties into the sea, a combination of amazing and exotic scenery.
