Abstract

The role of government is very important in designing and facing economic development problems. The size of the government's role determines how these problems are resolved. Development is a process of advancing or improving conditions through various stages in a planned and sustainable manner which aims to change people's lives towards better change. The problem in this research is the lack of good road access and the lack of local government commitment in building the Sekapas to Sekeladi road. The purpose of this research is to determine the implementation of the construction of the Sekapas-Sekeladi causeway in Rokan Hilir Regency and determine the factors inhibiting the construction of the Sekapas-Sekeladi pass by referring to the Government Management theory according to Purnamasari, Hanny, Ramdani, 2018, namely Government Planning, Organizing, Actuanting and Controlling. This research is a qualitative descriptive research with the main data sources in the form of primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the road construction process in Sepakapas-Sekeladi Village has not been carried out well due to several inhibiting factors, namely natural disasters such as floods, insufficient budget and lack of supervision from the government in implementing it. construction of this causeway. Abstract

ABSTRACT The increase in the number of beggars in Pekanbaru City not only has an impact on public order and welfare, but also poses challenges in the enforcement of policies regulated by the government. Regional Regulation of Pekanbaru City No. 12/2008 on Social Order was formulated as a policy in dealing with the problem of begging. Although the handling in this regulation has been implemented, the reality is that the number of beggars in Pekanbaru City continues to increase, especially in the last three years, with a significant increase occurring in 2023. Therefore, this research aims to find out how the Implementation of Handling Beggars in Pekanbaru City in 2023. In this study, the theory used is the Theory of Policy Implementation from Gorge C. Edward III. The method used in this research uses a qualitative approach with descriptive research type. The data collection method in this study was carried out by interview and documentation. The results showed that the Social Service Office, as part of the government responsible for handling beggars based on the Pekanbaru City Regional Regulation Number 12 of 2008 concerning Social Order, has not implemented the policy optimally. This is caused by several factors, including the delivery of policy messages that are still limited and not comprehensive, the absence of a special budget allocation for handling beggars, the absence of incentives for policy implementers, and the gap between policy implementation and the provisions listed in the regulation, so that many provisions in the regulation are considered unrealized. With this research, it is hoped that the Social Service can increase efforts in implementing Regional Regulations that become Policies in Handling Beggars to be more optimal and as an implementor the Social Service needs to coordinate with the government regarding policy provisions that cannot be implemented, this can include proposals for improvements or revisions to regulations. Abstract

This study analyzes visitor responses to the competencies of tour guides at Istana Asserayah Al-Hasyimiyah. Using a quantitative method, data from 100 respondents indicate that majority rated the knowledge aspect (63%-65%) and skills aspect (60%-65%) as very good. Overall positive ratings reached 76%-79%, although 21%-25% of respondents indicated that certainaspect, such as communication and service promotion, still require improvement. These finfings suggest that the tour guide competencies align with the 2024 SKKNI Pramuwisata standards, although enhacements in some areas are needed for more optimal service. Abstract

This research aims to explore in depth the use of Instagram social media as a promotional tool at Hanania Beach and Resto, Dumai, and analyze its impact on tourist interest in visiting this destination. This research uses a quantitative approach, where the population studied is the followers of the official Hanania Beach and Resto Instagram account. The data needed in this research was collected through various methods, namely direct observation of promotional activities on social media, distribution of questionnaires to followers of Instagram accounts, as well as documentation related to uploads and interactions on the platform. Based on the results of data analysis, this research shows that the use of Instagram has significant potential as a promotional medium. This is supported by the results of data processing which show that the tcount value is higher than ttable, with the significance level being below the predetermined threshold. These findings indicate that there is a strong relationship between promotional intensity via Instagram and increased tourist interest in visiting Hanania Beach and Resto. Thus, H0 which states there is no influence is rejected, while Ha which states there is a positive influence is accepted. Abstract

This research discusses the implementation of the promotional mix for tour packages at Dwidayatour Pekanbaru. The aim of the research is to find out the promotional strategies carried out by Dwidayatour and the dominant promotional activities they carry out. With the rapid growth of the travel agency sector in Pekanbaru, promotional strategies are important to reach wider consumers. This research uses a qualitative descriptive method through interviews and direct observation at the Dwidayatour Pekanbaru office. The concepts used include tourism, travel agencies, tour packages, marketing and promotional mix. The research results show that Dwidayatour has implemented a promotional mix according to the concept, but still faces obstacles in reaching areas outside Pekanbaru optimally. Abstract

The ongoing conflict in Palestine has had a devastating impact, especially on children who are the main victims of violence and instability. UNICEF, as an international organization responsible for the protection of children's rights around the world, including in Palestine, faces various challenges in carrying out its mission. This study aims to analyze the obstacles faced by UNICEF in dealing with children affected by conflict in Palestine during the period 2022-2024. The research method used is qualitative with a case study approach, where data is collected through literature review, official reports from UNICEF and related international organizations, and interviews with experts and humanitarian practitioners. The research focused on two main aspects: political and security conditions affecting UNICEF's operations, and resource and logistical limitations impacting program effectiveness. The research revealed that the unstable and frequently changing political situation is a major obstacle for UNICEF in implementing its programs. Tensions between political groups and restricted access to isolated areas hamper the distribution of humanitarian aid and health services. Aid programs designed to meet children's basic needs are often hampered by inadequate infrastructure and restricted movement. This study concludes that to improve the effectiveness of UNICEF's work in Palestine, a more inclusive policy and an adaptive approach to the dynamics on the ground are needed. Abstract

Attraction is one of the things that can attract tourists to visit tourist event locations. A tourist object must meet development requirements in the form of something to see, something to do, something to buy, something to arrived and something to stay in order to attract tourists. This study aims to determine the tourist attraction of the Pacu jalur event in Setako Raya Village and to find out the obstacles and efforts made by the manager of the Pacu jalur event in Setako Raya Village, Peranap District, Indragiri Hulu Regency. Researchers used research methods in the form of observation, interviews and documentation. The results of this study can be concluded that Setako Raya Village fulfills the five development requirements in the form of something to see, something to do, something to buy, something to arrived, and also something to stay. Abstract

The Doa Padang Tradition is a cultural heritage or tradition carried out by the community of Padang Kunik Village, Pangean District, Kuantan Singingi Regency. The purpose of this research is to analyze the communicative situation, communicative events, and communicative action related to the Doa Padang tradition. This type of research uses a qualitative method accompanied by a communication ethnography approach. There were seven informants in this study, consisting of the Village Head, Village Officials, Tuo Banjar, Farmers or community members, youth and young women. The results of the research show that the communicative situation in the Doa Padang tradition consists of the location where the tradition is carried out. Communicative events in the Doa Padang tradition include the type of event, event topic, massage from, massage content, sequence of actions, interaction rules, and interpretation norms in this tradition. The communicative actions of the Doa Padang tradition consist of verbal messages and non-verbal messages. Keywords: Etnography of Communication, Doa Padang Tradition, Kuantan Singingi Tradition

Abstract

This research aims to analyze visitor responses to historical tourist attractions in Dutch Tangsi, Mempura District, Siak Regency. The research used quantitative descriptive methods with data obtained through questionnaires filled out by 97 respondents. Data were analyzed using a Likert scale approach to measure visitors' perceptions of aspects of Natural Tourism Attraction, Building Tourism Attraction, Cultural Tourism Attraction and Social Tourism Attraction. The research results show that the majority of visitors gave positive responses, with the average value being in the Agree to Strongly Agree category. The most interesting aspects include the architectural beauty of the building, historical value, and natural scenery around the location. However, several shortcomings were identified, such as a lack of adequate historical information, a lack of educational facilities, and the absence of competent tour guides. In conclusion, Dutch Tangsi has great potential to be developed as an interesting and educational historical tourism destination. Improvements in aspects of services and facilities are very necessary to improve the tourist experience. It is hoped that the results of this research can be a guide for managers and local governments in maximizing the potential of Dutch Tangsi as a leading tourist destination in Siak Regency. Abstract

Developing tourism potential in Tabek Paboun, Pebaun Hilir Village, Kuantan Mudik District, Riau Province. Using qualitative descriptive methods, this research explores the implementation of promotions through Personal Selling, Mass Selling, Sales Promotions, Public Relations, and Direct Marketing. The research results show that although Tabek Paboun has a unique natural tourist attraction, challenges such as limited infrastructure, budget, and lack of community participation in promotion are the main obstacles. This research suggests increasing accessibility, diversifying tourist attractions, and empowering local communities to maximize tourism potential while improving the local economy.
