Abstract

Capacity development is one component in increasing the capabilities possessed by a government organization, with the aim of being able to carry out the main tasks and functions in government. Village-Owned Enterprises (BUMDes) are business entities owned and managed by villages, with the aim of improving the welfare of village communities and increasing village original income (PAD). The BUMDes Jambu Berseri Tasik Serai Barat Village, which was founded in 2015, has 3 business units, namely savings and loans, agriculture and office stationery photocopying. This research uses capacity development theory by Grindle in Haryono which explains that capacity development can be viewed from several dimensions, namely human resource development, organizational strengthening and institutional reform. This research is a study with a descriptive qualitative approach that uses primary and secondary data to answer the research objectives systematically. The results of this research indicate that the capacity development of Village-Owned Enterprises (BUMDes) in Tasik Serai Barat Village, Talang Muandau District, Bengkalis Regency in 2023, is still not optimal. First, in the human resource development dimension, there is still a lack of training carried out by BUMDes managers so that the performance of BUMDes managers is still not optimal in developing business units. Second, the dimension of organizational strengthening is caused by the lack of infrastructure to support business unit activities. Third, institutional reform is still hampered by an inadequate budget. Keywords: Capacity Development, BUMDes.

Abstract

This study explained the internal and external factors behind the ratification of the Extradition Treaty between Indonesia and Singapore, which had been planned by the government since 1998. UNCAC serves as one of the external factors influencing the ratification of the treaty. However, aside from UNCAC, internal factors from each country also played a role in the ratification process. This research used qualitative methodology, with data collection techniques implemented through interview and literature studies sourced from books, journals, articles, and websites. This research utilized the theory of international interest and focused on the period between 2019-2023. The findings of this paper presented the external and internal factors influencing the ratification of the treaty. External factors such as UNCAC as a guideline for the ratification, and interdependence among states. Internal factors such as national interests including national security of Indonesia, Flight Information Region (FIR), and Defense Cooperation Agreement (DCA).

Abstract

This research is motivated by the many problems in the PEKA application which is a means of public complaints to the government regarding public services that can be handled immediately, the purpose of creating the PEKA application is to integrate with OPDs in Pekanbaru, but in its implementation not all OPDs are registered in the application. In addition, there are several other problems in terms of security, and lack of socialization. The public complaint mechanism in PEKA application includes submitting complaints, receiving or recording, distributing, examining, resolving or following up, and reporting. The purpose of this study is to see whether government management in managing public complaints through PEKA application has been running well or not by looking at the management mechanism for both the application and complaint management. The research method used in this study is a qualitative approach and descriptive research type. Data collection techniques are carried out by interviews and documentation. This study uses the Government Management Theory according to G.R.Terry with indicators of planning, organizing, implementing, and supervising. The results of the study found that government management in managing public complaints through PEKA application in Pekanbaru City in 2023-2024 has not been implemented optimally, because there are several aspects that have not been running well, namely the aspects of organizing and implementing. comprehensive and massive socialization has not been carried out either to fellow OPDs or the community, so that only 4 OPDs are registered in the application, and many people do not know about this application. In terms of implementation, it has not been running optimally, where this implementation is seen from the process of following up on public complaints, of the 15 complaints received in 2023-2024, not all of them were processed to completion. In addition, this application cannot be reused due to waiting for the recovery queue after being affected by the PDN hack in mid-2024. Keywords: Government Management, Application, Complaints

Abstract

This study aims to analyze the implementation of the duties of receptionist employees at the Truntum Kuta Hotel, Bali, especially regarding quality, quantity, implementation of their duties and responsibilities in serving guests. Hotel Truntum Kuta, previously known as Grand Inna Kuta, is a four-star hotel with an international reputation in Bali. As the number of tourists increases, the demand for professional reception services also increases. This study uses a qualitative descriptive method to describe the objective conditions of employee performance through observation, interviews and documentation. Research subjects involved managers, supervisors and Front Office employees. The results of the research show that the receptionist's duties at the Truntum Kuta Hotel have met the established standards, however several obstacles, such as a lack of labor due to cost savings policies, affect service to guests. It is hoped that these findings will provide insight for management in improving the quality of receptionist services and forming a positive image of the hotel. Abstract

Papua New Guinea (PNG) holds a strategic position in the South Pacific and has become a focal point in the geopolitical competition between major powers such as Australia and China. Through the Belt and Road Initiative (BRI), China has invested billions of dollars in infrastructure development across PNG, including ports, roads, power plants, and telecommunications networks. This growing presence has raised concerns in Australia, a traditional partner of PNG, which views China’s involvement as a threat to regional stability and its long-standing influence in the Pacific. This study aims to explore Australia’s efforts in responding to China's increasing influence in PNG through BRI. This study applies a qualitative research method, relying on secondary data gathered from official documents, academic journals, and news sources. The analytical framework is based on the Copenhagen School’s securitization theory, developed by Barry Buzan, Ole Wæver, and Jaap de Wilde, which sees security threats as socially constructed through discourse. The research examines how Australia constructs China's involvement in PNG as a strategic threat to its national interests. The level of analysis used is the nation-state, focusing on how domestic and international factors shape Australia’s foreign policy in the face of China’s geopolitical expansion. The findings reveal that Australia has securitized China’s BRI activities in PNG through official rhetoric, media narratives, and intelligence reports that portray BRI as a threat to national security and regional stability. In response, Australia has taken extraordinary measures, including enhancing defense cooperation with PNG, providing competitive infrastructure aid through the Australian Infrastructure Financing Facility for the Pacific (AIFFP), and strengthening its role in regional forums like the Pacific Islands Forum (PIF). These strategies reflect a shift in Australia's foreign policy from reactive diplomacy to proactive strategic engagement aimed at maintaining its dominance in the South Pacific amid China’s rise. Abstract

This research is motivated by the rapid population growth in Pekanbaru City which raises the problem of slum areas. The Pekanbaru City Government is trying to overcome this problem through a slum revitalization program with the collaboration of government, community, and Tentara Manunggal Masuk Desa, but without involving the private sector as the ideal Collaborative Governance concept. This research aims to find out how government collaboration in slum revitalization in Pekanbaru city in 2023. This research uses a qualitative approach with descriptive methods. The types of data are primary data and secondary data, primary data obtained directly from informants. While secondary data is supporting data or strengthening primary data. Data collection techniques are carried out by means of interviews and documentation. This research uses the theory of collaborative governance from the theory of Hansell and gash (2008). The results of research and discussion regarding Collaborative Governance in Revitalizing Slum Areas in Pekanbaru City in 2023. Researchers can conclude that the Collaborative Governance process in revitalizing slum areas in Pekanbaru City has not been carried out optimally and has not shown strong collaboration between each stakeholder, this can be seen from the collaboration processes between the Public Housing and Settlement Areas Office, Community Self-Help Institutions and the 0301 Military District Command. Abstract

In 2021 - 2023, the Embassy of the Republic of Indonesia (KBRI) in Seoul carried out various strategic efforts to promote Indonesian culture in South Korea. This activity aims to increase the understanding and appreciation of the Korean people towards Indonesia's cultural richness and strengthen bilateral relations between the two countries. Then, this article will try to answer the question of how the Diplomacy Strategy of the Indonesian Embassy in Seoul in the Promotion of Indonesian Culture in 2021 - 2023. The research method used is qualitative by using the theory of public diplomacy with data collection techniques through literature studies have been used. So it aims to know and understand more deeply the Strategy carried out by the Indonesian Embassy in Seoul in the Promotion of Indonesian Culture in 2021 - 2023. The results show that there is a positive impact of various strategic programs carried out by the Indonesian Embassy in Seoul, one example is in 2021 by holding the Gugak Festival, then in 2022 held the Itaewon Global Festival, and in 2023 held the Busan, Ansan, and Seoul Indonesia Festivals. Which has an effect on South Korean tourist visits to Indonesia, which is evident from the surge in the number of Korean tourists to Indonesia which increased from 2021 to 9,497 and in 2023 reached 347,145 people, shows the effectiveness of the multi-dimensional approach of the Indonesian Embassy in Seoul in cultural diplomacy. This success not only strengthens the socio-cultural aspect but also opens up wider opportunities for cooperation in various sectors, proving that cultural diplomacy is an effective soft power instrument Keywords: Indonesian Embassy in Seoul, Cultural Promotion, South Korea, Indonesia.

Abstract

BUMDes (Village-Owned Enterprises) Permata plays an important role in the village economy. However, in its implementation, BUMDes Permata faces challenges in terms of financial record-keeping, accountability, and oversight, which have not been adequately addressed. This affects the capability and operational performance of BUMDes Permata in carrying out activities in accordance with Government Regulation No. 11 of 2021. This study aims to analyze the implementation of financial record-keeping, accountability, and oversight at BUMDes Permata, as well as to determine the extent to which operational standards are implemented in accordance with applicable regulations, particularly Government Regulation No. 11 of 2021. The research method used is qualitative, with descriptive data analysis. The type of data used includes primary data obtained from research informants and secondary data from related documents. The research was conducted at the BUMDes Permata office in Kampung Baru Sentajo Village, Sentajo Raya District, Kuantan Singingi Regency, from 2021 to 2023. The research results show that BUMDes Permata is not yet fully capable in terms of individual, organizational and business entity capacity. Based on Technical Skills, limited training efforts and lack of mastery of modern technology and structured accounting applications are obstacles. In Human Skills, even though there are communication and collaboration efforts, the interpersonal skills of management still need to be strengthened. Meanwhile, in Conceptual Skills, even though the understanding of organizational structure and business unit planning is good, there needs to be an increase in evaluation and system development to increase the management capacity of BUMDes in the future. Abstract

This study discusses the hedonistic lifestyle among students of SMAN 9 Pekanbaru, characterized by a tendency to prioritize pleasure in daily life. The purpose of this study is to reveal the meaning of a hedonistic lifestyle from the perspective of past motives (because motive) and future motives (in order to motive). The research uses a qualitative method with a phenomenological approach. Informants were selected purposively, and data were collected through interviews, observations, and documentation. Data analysis involved data collection, reduction, presentation, and drawing conclusions. Data validity was tested through prolonged engagement and triangulation. The findings show that the hedonistic lifestyle arises from past experiences, such as a lack of recognition in social environments. This motivates students to seek acknowledgment and popularity through a consumptive lifestyle. Additionally, hedonism is seen as a way to achieve higher social status and an ideal standard of living as portrayed by influencers, and as preparation for attaining their dream careers. Abstract

This study aims to analyze the role of the Organisation for Economic Co-operation and Development (OECD) in facilitating a digital tax agreement between France and the United States in response to the dispute arising from the implementation of the Digital Services Tax (DST). France introduced the DST in 2019 to impose taxes on revenues earned by foreign digital companies that profit from users within its jurisdiction without having a physical presence. This policy sparked strong opposition from the United States, which viewed it as discriminatory against major U.S. technology firms such as Google, Apple, Facebook, and Amazon. This research uses a qualitative method with data collected through literature studies sourced from books, journals, articles, and official websites. The study applies the Neoliberalist perspective and the theory of international organization as proposed by David Lewis. The findings indicate that the OECD plays a vital role as an international actor not only by providing a negotiation platform but also by designing multilateral solutions through the Base Erosion and Profit Shifting (BEPS) project. Through the Inclusive Framework, the OECD developed a global digital tax reform scheme based on a Two-Pillar Approach. Pillar One, particularly Amount A, serves as a mechanism to allocate taxing rights across jurisdictions based on user location, aiming to replace unilateral measures such as the DST. The OECD successfully mediated a compromise between France and the United States involving the suspension of DST and the withdrawal of trade sanctions, under the condition that DST would be repealed following the implementation of Pillar One through a Multilateral Convention.
