Abstract

This study is based on Pekanbaru Mayor Regulation Number 26 of 2019 concerning Guidelines for the Implementation of Electronic Ticketing on the Trans Metro Pekanbaru Mass Transportation System. The implementation of the cashless payment policy on Trans Metro Pekanbaru has led to a decline in the number of bus passengers, which in turn has contributed to a decrease in Regional Original Revenue. Although the policy aims to improve service efficiency and modernization, its implementation in the field has generated several issues, including limited infrastructure, low digital literacy among the public, and uneven access to digital services. This research employs a qualitative approach with a descriptive method, using data collected through interviews, observations, and documentation. The study was conducted in Pekanbaru City, specifically at the UPT TMP of the Pekanbaru City Transportation Agency. The evaluation of the policy's success is based on William N. Dunn’s policy evaluation theory. The findings of this study indicate that the cashless payment policy on Trans Metro Pekanbaru is a government initiative to adapt to digital-era developments. However, its implementation has not been fully optimal. In terms of effectiveness and efficiency, the policy continues to face technical obstacles and has not significantly increased the number of users. The aspects of adequacy and equity have also not been fulfilled, as facilities and policy outreach have not reached all segments of society. From the perspective of responsiveness, the government has not fully addressed users’ more urgent needs, such as bus punctuality and the comfort of bus stops. Meanwhile, regarding policy accuracy, the initiative is relevant to digitalization trends but has yet to align fully with the social conditions of Pekanbaru’s population. Abstract

This study provides an in-depth analysis of the role of The Global Fund in supporting the elimination of Tuberculosis (TB) in Riau Province in 2023. Indonesia ranks as the country with the second-highest TB burden in the world after India, and Riau is among the provinces contributing significantly to the national TB case load. This condition is driven by limited access to healthcare services, inadequate local health system capacity, persistent social stigma, and low public awareness regarding TB transmission and treatment. These challenges highlight the importance of international assistance, particularly from The Global Fund, in accelerating efforts toward TB elimination at the regional level. The research employs a descriptive qualitative method through a literature study and document analysis to examine the forms, mechanisms, and impacts of The Global Fund’s interventions in Riau. The analytical framework is supported by Global Governance Theory, which explains the dynamics of multi-actor health governance. The findings reveal that The Global Fund plays a strategic role through financial contributions, capacity-building programs for health workers, provision of diagnostic tools and essential medicines, as well as community-based education and outreach. These interventions contributed to an increase in TB treatment coverage in Riau, reaching 56% in 2023. However, the study also identifies several obstacles, including geographical challenges, limited community engagement, strong societal stigma, and the region’s dependency on international funding and technical support. Abstract

The high level of urbanization in East Jakarta has led to an increase in slum areas that do not meet health, safety, and housing standards. Specifically, East Jakarta has recorded that 12% of its settlements are classified as slums, with 78 neighborhood associations (RW) identified as problematic. Through the implementation of the Community Action Plan (CAP) and Collaborative Implementation Program (CIP), the government is striving to make participatory improvements, including physical restructuring, socio-economic strengthening, and basic infrastructure development. This study aims to analyze the extent of the role of the Sub-Department in the implementation of these programs in improving the quality of settlements in East Jakarta in 2023. This study uses a qualitative descriptive method through interviews using purposive sampling techniques. This study found that the Sub-Department plays three important roles: as a regulator through the formulation of verification rules and program priority setting; as a facilitator through the provision of basic infrastructure such as drainage, road access, and open spaces; and as a dynamizer through education, socialization, and increased community participation. These roles contribute to improving the residential environment, despite limitations in resources and coordination. Strengthened collaboration among various actors is needed to support sustainable residential development. Keywords : Role, Quality of Housing, Housing Areas

Abstract

This research aims to examine how Indonesia used public diplomacy to be selected as host of the 10th World Water Forum, an effort to strengthen cooperation in the field of water and sustainable development, at the national, regional, and international levels. Through this framework, the study analyzes the public diplomacy steps taken by Indonesia to gain international support in the selection process for the 10th World Water Forum. This reasearch uses qualitative methods, with data collection techniques through literature studies sourced from books, journals, articles, news, and websites. This study uses the perspective of Liberalism and Nicholas J. Cull's public diplomacy theory, which consists of five main components: listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting. The results show that Indonesia was able to effectively implement all five components of public diplomacy. This strategy succeeded in building a positive image of Indonesia in the eyes of the world, thereby gaining significant support in the voting mechanism and ultimately being selected as host of the 10th World Water Forum. Abstract

Sikka Regency, East Nusa Tenggara (NTT), is a region facing complex poverty challenges, exacerbated by its dry agro-ecological conditions and the limitations of government development programs. In this context, non-governmental organizations (NGOs) such as the Nusa Tenggara Association (NTA) play a crucial role. This research aims to analyze the revitalization of NTA's efforts in alleviating poverty in Sikka during the 2020–2024 period. Using a qualitative research method with a case study approach, data were collected through a literature review of NTA reports and in-depth interviews with NTA staff at both central and field levels. The analysis was conducted using David Lewis's theory of NGO roles (implementer, catalyst, partner) and a constructivist perspective. The findings reveal a strategic shift in NTA's approach, moving from a predominantly distributive model (aid provision) to the transfer of adaptive, sustainable agricultural technology. This revitalization included introducing grafting techniques for rejuvenating cocoa and cashew trees, developing horticulture based on rainwater harvesting tanks and bokashi compost, and modernizing pig farming through hygienic stalls and an artificial insemination (AI) program. NTA's role evolved from merely an implementer to a catalyst for change and a strategic partner for the government. The formal collaboration with the Agricultural Technology Assessment Institute (BPTP)/BRIN proved effective, with innovations initiated by NTA later being adopted by local government programs. This demonstrates NTA's success in influencing local development practices, contributing to an increase in the income of assisted households and a reduction in Sikka's overall poverty rate. Abstract

Unemployment alleviation is one form of implementation of Mandatory Government Affairs that must be carried out by every local government. High unemployment impacts the economy, social, and psychological aspects of the community.Bengkalis Regency has established employment regulations, such as Regional Regulation Number 3 of 2012, Regent Regulation Number 38 of 2021, and Regional Regulation Number 3 of 2022, which require companies to prioritize local workers.The Manpower and Transmigration Office is authorized to organize training, expand employment opportunities, and build industrial relations. This study aims to determine the role of the Bengkalis Regency Government in managing the local workforce from 2022 to 2023. The theory used is the theory of the government's role as a regulator, dynamic agent, and facilitator proposed by Ryaas Rasyid.This study uses a descriptive qualitative approach with interview and documentation techniques. Data analysis was carried out through the stages of collection, reduction, presentation, drawing conclusions, and verification. The research location includes Bathin Solapan, Mandau, and Pinggir Districts in Bengkalis Regency. The results of this study indicate that the role of the Bengkalis Regency Government in managing the local workforce in 2022-2023 is still not optimal. As a regulator, the Manpower and Transmigration Office has implemented Regional Regulation No. 3 of 2022 through various strategies and programs, but has not been accompanied by technical regulations in the form of a Regent's Regulation, so that enforcement of the regulation is not optimal. . Abstract

This study discusses political communication using Artificial Intelligence (AI) technology in the 2024 Presidential and Vice Presidential Election campaign that led to the victory of the Prabowo Subianto-Gibran Rakabuming Raka pair in Riau Province. The research method used was a descriptive qualitative approach, with data collection techniques through in-depth interviews, documentation, and literature studies. The results show that the use of Artificial Intelligence (AI) in the Prabowo-Gibran presidential and vice presidential campaign was able to increase the effectiveness of political messaging, personalize campaign content, and mobilize young voters in Riau Province. The Artificial Intelligence (AI)-based campaign utilized big data to map voter preferences, optimize social media algorithms, and create a political image relevant to the digital community. Despite bringing innovation and strategic advantages, the use of Artificial Intelligence (AI) in political campaigns also raises ethical and regulatory challenges, particularly regarding the potential for manipulating public opinion. Therefore, the use of AI technology in the political sphere must be conducted ethically, transparently, and responsibly to maintain the integrity of democracy. Abstract

Strategy is an art of achieving goals through three stages, namely formulation, implementation, and evaluation. A strategy must be designed to address issues that arise within a particular environment. The City of Pekanbaru consistently records the highest number of cases of violence against women compared to other regencies/cities in Riau Province. This study aims to identify and explain the strategies implemented in preventing violence against women. The main problem in this research is that Pekanbaru remains the area with the highest number of cases of violence against women in Riau Province. This study employs a descriptive qualitative approach to understand the strategies of the Office of Women’s Empowerment, Child Protection, and Community Empowerment (DPPAPM) of Pekanbaru City in preventing violence against women. Data were collected through interviews, observations, and primary documentation studies, as well as secondary sources including books, journals, and online references. The findings of this study, analyzed using Fred R. David’s strategic theory, show that the strategic role in this research is reflected in the coordination and synergy conducted by DPPAPM Pekanbaru City with various actors in efforts to prevent violence against women in 2024. The strategies are implemented based on the Strategic Plan (RENSTRA) of DPPAPM Pekanbaru City for 2023–2026. The preventive strategies include socialization activities, policy advocacy, and the execution of assistance and service duties. However, DPPAPM Pekanbaru City has not sufficiently designed clear programs and sub-programs within its Work Plan (RENJA), and clear indicators of success are not yet present in the 2024 Institutional Performance Report (LKJIP). Abstract

Cocoa is one of Indonesia's leading export commodities and plays a vital role in the national economy. However, cocoa bean exports to China fluctuated between 2018 and 2022, necessitating strategies to improve performance. This study aims to analyze Indonesia's strategy for increasing cocoa bean exports to China. The research method used was descriptive qualitative, using secondary data from Statistics Indonesia (BPS), government publications, and academic literature. The analysis was conducted using a liberal perspective and Michael Porter's theory of competitive advantage. The results indicate that the strategies implemented include improving cocoa quality and production, strengthening downstream industries, promoting trade, and bilateral cooperation with China. Synergy between the government, industry players, and farmers is key to increasing the competitiveness of Indonesian cocoa in the global market. Keywords: Export, Cocoa, China, Strategy, Indonesia

Abstract

The general function of government is to regulate and protect the public, carry out government administration, provide services to the public, develop and build, and empower the community. One of the government affairs whose authority is delegated to the Regency or City is employment. In 2024, the Pekanbaru City Manpower Office was in the public spotlight. This was due to its performance being deemed suboptimal. One reason was a limited and untimely budget allocation, resulting in an inability to absorb the population of Pekanbaru City who wanted to participate in workforce training and certification programs. This study aims to analyze the performance of the Pekanbaru City Manpower Office in 2024, particularly in the areas of Training and Productivity Development. This study used a descriptive qualitative approach with data collection techniques including interviews, documentation, and literature review. The results of this study indicate that the performance of the Pekanbaru City Manpower Office in 2024 was suboptimal. Budget limitations and untimely budget allocations required the Manpower Office to delay payments to ensure the program continued. Furthermore, limited training infrastructure was also a factor preventing the Manpower Office from optimally absorbing the population who wanted to participate in workforce training and certification programs in 2024.
