Abstract

This research discusses collaborative governance to see how the collaboration of the Tanjung Punak Village Government and tourism awareness groups with the Bengkalis Regency Tourism Office, Bengkalis Regency Tourism UPT, Pertamina Hulu Rokan, and Riau Tourism College, because Tanjung Punak Village is one of the villages that has been issued a tourism village decree by the Bengkalis regent, and won 1st place in the Anugerah Desa Wisata Indonesia (ADWI) Riau Province in 2023, but in 2023 it also experienced a decrease in the number of tourist visits and facilities and infrastructure at tourist attractions that were less well maintained after being built. Therefore, this research aims to find out the collaboration between the actors involved in the development of Tanjung Punak Tourism Village in 2023. The research methodology that researchers use is descriptive qualitative method with the type of data used is primary data obtained through interviews and secondary data obtained from documents related to the research. The author uses the theory of Emerson, Nabatchi, & Balogh (2012) about the collaborative governance regime (CGR) which consists of 3 components, namely collaboration dynamics, collaborative actions and temporary impacts and adaptations. Based on the results of the research that has been conducted, it shows that collaborative governance in the development of Tanjung Punak Tourism Village in 2023 is not optimal. This is evidenced by the role of collaborative actors, not all of which have been well implemented. Collaboration between Tanjung Punak Village with Pertamina Hulu Rokan and the College of Tourism which provides a good temporary impact and adaptation for Tanjung Punak Village and the village community. Meanwhile, the collaboration between the Tanjung Punak Village Government and the Tanjung Punak Village Tourism Awareness Group does not agree with the Bengkalis Regency Tourism Office and the North Rupat District Tourism UPT regarding conflicts over the management of Tanjung Lapin tourism potential in Tanjung Punak Village. The Tanjung Punak Village community, not all of whom are interested and participate in the collaboration of tourism village development, making village development not optimal. Abstract

This research aims to analyze Collaborative Governance strategies in food diversification efforts in Rokan Hulu Regency, focusing on the regional food policy context. Utilizing qualitative analysis with the Nvivo 12 Plus tool, it systematically processes interview and online media data, revealing key factors such as coordination (47.06%), trust (29.41%), and commitment to common goals (23.53%) that influence collaborative governance. The novelty lies in highlighting the low level of stakeholder commitment, linked to a lack of participation forums, which impacts local food consumption patterns still dependent on rice. While leadership and institutional design are identified as critical aspects of collaborative governance, this study advances the discourse by emphasizing the dominance of the government sector and the need for more balanced stakeholder involvement in program implementation. It also underscores the importance of developing alternative commodities like corn and cassava to enhance food diversification. This research contributes to the state of the art by offering timely insights into the practical challenges of collaboration, advancing both theoretical and applied aspects of governance in rural food security strategies.

Abstract

Poverty is an issue that attracts significant attention as it relates to various aspects of life, such as the quality of life of individuals. As one of the goals of the Sustainable Development Goals (SDGs), namely "no poverty," the government’s role is highly emphasized. The Social Affairs Office of Pekanbaru City, as the government agency responsible for addressing this issue, holds an important and strategic role in poverty alleviation in Pekanbaru. This study aims to examine the role of the Social Affairs Office of Pekanbaru City in poverty alleviation to achieve the SDGs in 2023. This research is a descriptive qualitative study, with data collected through interviews and documentation. The data analysis techniques include data presentation, data reduction, verification, and finally, drawing conclusions. The theory used in this study is the theory of government roles by Arif, which explains the government’s role through four indicators: the government as a regulator, facilitator, dynamizer, and catalyst. The results of the study show that the Social Affairs Office of Pekanbaru City has carried out its role in all four indicators. As a regulator, the office is involved in drafting local regulations and setting development directions in planning documents such as the Work Plan (Renja) and Strategic Plan (Renstra) of the Social Affairs Office of Pekanbaru City. As a facilitator, the office is responsible for data collection, verification, and validation of social assistance recipients, as well as providing assistance and a forum for public complaints. As a dynamizer, the office mobilizes Social Welfare Potential and Resources (SWPR), and as a catalyst, it optimizes the role of SWPR by providing training and evaluation. However, these roles have not been fully optimized. This is evident from the lack of training to improve the capacity of SWPR conducted by the Social Affairs Office, resulting in suboptimal services to the community. Abstract

The degradation of peatlands attributable to anthropogenic activities, including the conversion of land for agricultural purposes and unsustainable land use practices, has culminated in a reduction of local food productivity and has adversely impacted food security in the Sungai Apit Subdistrict of Siak Regency, Indonesia. This research endeavor seeks to critically assess the efficacy of collaborative governance in the amelioration of peatland degradation and its ramifications on food policy. The methodological framework employed in this study is qualitative descriptive, utilizing data collection techniques that encompass comprehensive interviews, empirical field observations, and rigorous document analysis. The results indicate that institutional frameworks and leadership dynamics are pivotal dimensions that significantly affect the efficacy of collaborative efforts, notwithstanding the observed weakness in coordination among stakeholders. The predominance of governmental authority in decision making processes, coupled with a general lack of public awareness regarding the significance of peatland conservation, constitutes substantial barriers to progress. As a strategic intervention, the implementation of food diversification initiatives, such as the cultivation of hybrid coconuts, maize, and sweet potatoes, is advocated to mitigate reliance on rice and to enhance local food security. The study advocates for the fortification of participatory platforms, the enhancement of cross-sectoral coordination, along with community empowerment through educational programs and innovations in eco-technology. By adopting a more inclusive approach to collaborative governance, there exists a potential to foster sustainable food systems within regions characterized by vulnerable ecosystems, such as peatlands.

Abstract

Sistem ketahanan pangan hendaknya disinergikan dengan melibatkan antar-pelaku dan antar-daerah sebagai kunci keberhasilan daerah dalam program ekonomi kerakyatan dan pengentasan kemiskinan. Akantetapi jika melihat kondisi dan permasalahan alih fungsi lahan pertanian, termasuk sawah menjadi perkebunan kelapa sawit di Kabupaten Siak, maka perlu adanya peranan Pemerintah Daerah Kabupaten Siak dalam merumuskan konsep pengendalian alih fungsi lahan pertanian menjadi perkebunan dan Permukiman Penduduk untuk mendukung terwujudnya ketahanan pangan di Kecamatan Sabak Auh. Produksi pangan yang belum memenuhi kebutuhan konsumsi pangan di Kecamatan Sabak Auh menjadi salah satu persoalan penting dalam pembangunan daerah di era otonomi daerah, dimana kewenangan pembangunan pertanian telah dilimpahkan kepada pemerintah daerah. Hasil penelitian ini menunjukkan bahwa Ketahanan Pangan di Kecamatan Sabak Auh memerlukan keputusan politik yang berpihak dan menguntungkan bagi pelaku agribisnis pangan untuk mengatasi masalah pemenuhan kebutuhan atas konsumsi pangan sebagai sumber energi dan protein. Persoalan mendasarnya adalah program peningkatan ketahanan pangan yang dirancang dalam rencana strategis jangka pendek dan jangka menengah belum menunjukkan hasil yang nyata di Kecamatan Sabak Auh, dan sampai saat ini Kecamatan Sabak Auh belum mampu memenuhi meningkatkan angka Produksi Pangan, yang terjadi adalah bahwa alihfungsi lahan semakin masif masih terjadi di Kecamatan Sabak Auh, dan artinya secara tidak langsung program peningkatan ketahanan pangan di Kecamatan Sabak Auh belum berhasil.

Abstract

Kegiatan pengabdian ini dilaksanakan dalam rangka meninjau perencanaan pencegahan stunting di Kabupaten Bengkalis. Angka stunting di Kabupaten Bengkalis pada tahun 2021 sebesar 21,9% dan akan menurun menjadi 8,4% pada tahun 2022. Hasil ini menjadikan Kabupaten Bengkalis sebagai kabupaten dengan angka stunting terendah di Provinsi Riau bahkan melampaui nasional.Urusan pemerintahan di bidang kesehatan merupakan urusan wajib. layanan dasar. Kegiatan pengabdian ini dimaksudkan untuk menambah pengetahuan para pihak dalam merancang perencanaan, menjalin koordinasi dan meningkatkan partisipasi masyarakat dalam rangka mendukung terwujudnya zero stunting di Kabupaten Bengkalis. Peserta kegiatan pengabdian ini berjumlah 30 orang yang terdiri dari kepala desa, PLKB , Puskesmas, Tim Pendamping Keluarga, Ahli Gizi, Tokoh Masyarakat, dan PKK. Metode pengabdian dilakukan dengan brainstorming, penyampaian materi dan diskusi. Dampaknya, perencanaan perlu melibatkan unsur Pemerintah Daerah dan Pemerintahan Desa sesuai kewenangannya serta memberikan ruang untuk melibatkan masyarakat dan swasta. Hal ini dapat berdampak pada harmonisasi dan kerjasama masyarakat untuk terlibat dalam program dan kegiatan penurunan angka stunting. Sehingga pelaksanaan program dan kegiatan penurunan angka stunting mendapat dukungan dari masyarakat.

Abstract

The Koto Kari Mosque Lake tourist attraction is a new destination opened in 2016 and managed by the village together with tourism awareness groups and the private sector under the Mata Air Berkah Village-Owned Enterprise (BUMDes) since 2020. However, its management still faces limitations, both from the BUMDes and the community, requiring support from the Tourism and Creative Economy Agency (Pordakwis), the village government, and the Tourism Office. Development issues include destination management, marketing, institutions, and the creative economy. The purpose of this study is to describe collaborative governance and the inhibiting factors of the local government and village government in the development of the Koto Kari Mosque Lake tourist attraction in Kuantan Singingi Regency in 2021. This study uses a qualitative approach conducted in Koto Kari Village, Kuantan Tengah District, Kuantan Singingi Regency. The data used consists of primary and secondary data. Data collection techniques were carried out through interviews and documentation to obtain relevant information in the development of the Koto Kari Mosque Lake tourist attraction. The results of the study indicate that the implementation of collaborative governance in the development of the Koto Kari Mosque Lake tourist attraction has been running but is not yet optimal. Collaboration between stakeholders has not been supported by regular dialogue and consistent commitment. Inhibiting factors include the lack of a structured meeting schedule, weak agreements on business relocation, limited institutional capacity, and the absence of an integrated monitoring system. Abstract

Parking is a crucial aspect of traffic management and urban mobility because it impacts safety, comfort, and smooth transportation. Parking management in Pekanbaru City is regulated by Regional Regulation Number 2 of 2009 concerning Traffic and Road Transportation, specifically Article 251, which regulates the obligations of parking attendants. However, in practice, parking attendants still fail to comply with these provisions. This study aims to describe the supervision of parking activities in Pekanbaru City in 2023. The research location is Binawidya District, using a qualitative descriptive approach. Data were obtained through interviews and documentation, then analyzed through data reduction, data presentation, and conclusion drawing. The study uses Syafri Sofyan's supervision theory, which consists of four indicators: expectation, allocation, monitoring performance, and corrective action. The research results show that parking supervision in Pekanbaru City is suboptimal. Based on the expectation indicator, some parking attendants have not complied with the attribute and ticket requirements. Regarding allocation, the number of personnel and supervision facilities are inadequate. Performance monitoring is ineffective due to low public awareness of complaints. Meanwhile, corrective action has not provided a deterrent effect, resulting in repeated violations. Strengthened supervision is needed to improve order and the quality of parking services in Pekanbaru City. Keywords: Supervision, Activities, Parking

Abstract

Strategy is an art of achieving goals through three stages, namely formulation, implementation, and evaluation. A strategy must be designed to address issues that arise within a particular environment. The City of Pekanbaru consistently records the highest number of cases of violence against women compared to other regencies/cities in Riau Province. This study aims to identify and explain the strategies implemented in preventing violence against women. The main problem in this research is that Pekanbaru remains the area with the highest number of cases of violence against women in Riau Province. This study employs a descriptive qualitative approach to understand the strategies of the Office of Women’s Empowerment, Child Protection, and Community Empowerment (DPPAPM) of Pekanbaru City in preventing violence against women. Data were collected through interviews, observations, and primary documentation studies, as well as secondary sources including books, journals, and online references. The findings of this study, analyzed using Fred R. David’s strategic theory, show that the strategic role in this research is reflected in the coordination and synergy conducted by DPPAPM Pekanbaru City with various actors in efforts to prevent violence against women in 2024. The strategies are implemented based on the Strategic Plan (RENSTRA) of DPPAPM Pekanbaru City for 2023–2026. The preventive strategies include socialization activities, policy advocacy, and the execution of assistance and service duties. However, DPPAPM Pekanbaru City has not sufficiently designed clear programs and sub-programs within its Work Plan (RENJA), and clear indicators of success are not yet present in the 2024 Institutional Performance Report (LKJIP).
