Abstract

This paper describes Russia’s decision in issuing veto against the UN Security Council resolution drafts on Syria civil conflict in 2011 to 2012. The conflict in Syria is a civil conflict that demands the Syrian president to step down. In the face of the civil conflict, the Syrian government often used military and armed forces that resulted in the loss of life of many civilians. Seeing the Syrian government action taken in the face of this conflict, the UN Security Council drafted resolutions on Syria to help resolve the internal conflicts. The first draft of the UN Security Council resolution was made in 2011and was vetoed by Russia and China. The second UN Security Council resolution was drafted back in 2012, and Russia and China once again vetoed it. The theory applied in this research is foreign policy and the rational actor model with nation-state as the level of analysis. Foreign policy, based on the rational actor model is considered as a result of the actions of rational actors. Analysis of the nation-state level to examine how a decision can be made to produce a policy. Sources of data used in this study is from books, journals, newspapers and the Internet. The study founds that the two vetos by Russia at the sessions of the UN Security Council were taken because Russia has a political and security interests in Syria. Russia does not want to lose its influence and hegemony in Syria.Keywords: foreign policy, the Security Council resolution, civil conflict, veto

Abstract

This paper describes the effect of fishing cooperation between the Republic of Indonesia andthe Philippines in addressing IUU Illegal Fishing in waters lie within the borders of both countriesin theSulawesi Sea. Because of the proximity of the geographical location of both countries andboth feel harmed by illegal IUU fishing, the two countries commit bilateral cooperation inaddressing this problem.All the data and statistics were gathered from books, journals and the internet. This paperuses International Cooperation theory by K.J Holsti, that tell about how the cooperation betweenboth countries runs.This study shows that the cooperation between both countries have a significant differencesabout the amount of IUU Illegal Fishing cases. IUU Illegal Fishing cases pressed till the lowestlevel every years. Abstract

This research explains about the repressive action of Russia government to pressing development of civil society in Russia through a policy to force out USAID from Russia. USAID is the greatest donor to development democracy and civil society in Russia. This research begins by explanning about relationship USAID and Russia with development of Civil Society Organization (CSO) in Russia. This research is using State and Non-Governmental Organization (NGO) relations theory. In this matter, this research is using Containment/Sabotage/Dissolution mode, which is the Russia government as Semi-Authoritarian Regime will do anything to defend national stability, include pressing development of civil society. This research uses qualitative method with techniques of writing a literature review through secondary data already available from the literature. This research shows that Russia government policy is impact to Russia NGOs because that NGOs have received assistance from USAID. Before Forcefulness out USAID from Russia by Russia government, Russia have legalized the rule to regulate about NGOs. That rule is Foreign Agents Law have legalized in July 2012. Foreign Agents Law is reaction to increased civil society activity in last 2011 until early 2012. This research shows that Russia NGO is suffer as result Forcefulness out USAID from Russia is Golos as independent association of monitoring election is just one in Russia. Golos is association pro-democracy and opposes Putin‟s government. Abstract

This paper is analysing about counterinsurgency Colombia to against paramilitary group in Colombia to help address the humanitarian crisis that occurred because of civil conflict in Colombia. Conflict in Colombia involving the Fuerzas Armadas Revolucionaries de Colombia (FARC) and the Government of Colombia is one example of a threat to human security in this case is a citizen of Colombia. Thousands of people confirmed dead, and hundreds more injured and displaced into the surrounding area. Colombia has a strategy to fight the Colombian rebel group. Espada de Honor strategy in the fight against the FARC rebel group was born from previous strategies that have not been fully successful in combating the FARC rebel group that Plan Colombia and Plan Patriota. Colombia is a country full of prolonged conflict is filled with murder, brutally massacre, violence, and even abduction by rebel group FARC. Abstract

This paper explains about the effectiveness of the North Atlantic Treaty Organization (NATO) led the International Security Assistance Force (ISAF) in Afghanistan in 2002-2012. NATO is an international organization that emphasizes the military defense sector in the countries of the North Atlantic. While ISAF is an inter-state cooperation that aims to make the program successful reconstruction of Afghanistan. This paper begins by explaining what is being done mission ISAF in Afghanistan, the first mission is done ISAF mission for security, reconstruction and construction of the second and the third rule. Mission most emphasized by ISAF in Afghanistan is security, because of the threat of the Taliban to Afghanistan, as well as the spread of narcotics. That is why Afghanistan had help from NATO. However, whether effective or not assistance is done through NATO ISAF to Afghanistan?.In fact, the research concluded that the program performed the NATO-led ISAF to help Afghanistan is not effective, or can be said to have not been successful, because we can see the current state of Afghanistan, they are still not ready to face the threats of the enemy, in Afghanistan there are still many the spread of narcotics, it indicates that the NATO program for about twelve years of the leadership of Hamid Karzai is still not much change.Keywords: security, threat, ISAF program effectiveness, government of Hamid Karzai.

Abstract

This research analyzes the reason of Spain preassured England over sovereignty of Gibraltar. This research want to know why did Spain keep on preassuring Gibraltar. The small region on point of Europe has much values such as economic, geopolitic and tourism. Those values made England and Spain had conflict. This is the reason why the writer interested in this research. This dispute started when Spain transfered sovereignty of Gibraltar to England in Spanish Succession War. Spain dispute Gibraltar from England because it had much potentials and very strategic. As the consequence, Gibraltar made twice referendum; on 1967 and 2002. The result of the referendum was Gibraltar people continued to live under England and rejected be apart of Spain. In another side, Spain preassure Gibraltar because Spain believed that Gibraltar as the main income for Spain in tax and fishing sector. Spain got protest about so much smuggling of tobacco in border Gibraltar-Spain and sink spiked concrete blocks into the sea by Gibraltar. This is reason why Spain lose out income from smuggling of tobacco and fisherman can not fishing on Algeciras Bay/ Gibraltar Bay. In this research writer using theory of Kenneth Waltz; Three Image. The Theory has three level analysis, that is individual, state and international system. Writer using level analysis of state, because this conflict involve two state. This study used methode of explanation, that is method to explain the problem in a particular and method library research, such as books, journals, magazine, media electronic, and the other source. The research showed Spain keep on preassureGibraltar,that is provocate on border of the sea (Algeciras Bay/ Gibraltar Bay), push down borderland, threat a €50 ($67) charge on crossings borderland and threat to close air of Spain for Gibraltar flight.These is all of provocate about the economic.Keyword: Dispute of Gibraltar, Utrech Treaty 1713, referendum, smuggling of tobacco, sink spiked concrete blocks into the sea, lose out income of Spain, provocated, Three Image Theory.

Abstract

ASEAN Intergovernmental Commission on Human Rights (AICHR) was established in 2009. Its main functions are to promote and to protect human rights and fundamental freedoms of the people of ASEAN. Since the beginning of its formation, AICHR has been criticized for being a toothless institution. This is because of the weak nature and power given to this body. This paper analyzes what the future lies for AICHR. Will it continue to become a partial human rights mechanism or will it transform into an independent human rights body. It is argues that several factors will determine the future of AICHR. Firstly, is the ability of AICHR in internalizing human rights norms. Secondly, is the commitment of ASEAN countries to human rights promotion and protection. Thirdly, is the endless endeavor coming from civil society not only criticizing but also supporting AICHR. The structure of this paper is as follows. The first section elaborates theories on why states join or signing human rights regime or treaties. This will be followed by providing a brief profile of ASEAN and emphasizing on the organization norms. Next, the paper explains the anatomy of AICHR and provides brief comparison between AICHR and several regional human rights systems. The origin and the development of AICHR are discussed in the next section, followed by analyzing the future of AICHR.

Abstract

             This research analyses the United States (US) foreign policy on dealing with cyber threats coming from China. These threats include state-sponsored intellectual theft, cyber espionage and evasion of export control laws. President Barack Obama struck a deal on intellectual aircraft theft with Xi Jinping but the deal was not effectively implemented. Under the administration of Donald Trump, the US rescinds the Obama?s administration strategy and replaces it with the National Security Presidential Memorandum 13 (NSPM-13).            This research uses the perspective of  neo-realism which focuses on the impact of the anarchic international on states behavior. It applies the rational actor model in the formulation of foreign policies. This research relies on data collected from books, journals, and websites.This study shows that the decision to release Presidential Memorandum 13 was based on the calculation that China threatening America defense and economy. NSPM 13 demonstrates to strengthening America?s cybersecurity capabilities and securing America from cyber threats. Abstract

The focus of this paper explains the foreign policy of Australia regarding the domination and expansion of China in Indo-Pacific. China's rise which consists of economic and military revolution, partnership, investment, and trade, has remade the landscape of regional system and also created tensions for other countries. Australia notices that China’s economic power will have geopolitical implications that will affect its national interest in the future. That is why Australia must have a good strategy and foreign policy to counter China's influence while remains engaged and builds a strong partnership with China.This paper uses the perspective of Neorealism which focuses on the anarchy structure, distribution of power, security dilemma, and also the balance of power in the system. Using the balancing and engagement theory, this research aims to unveil Australia’s strategy and approach to China’s rise. The hypothesis examined using the level of analysis of the nations as it directly related to Australia's Foreign Policy White Paper 2017 that primarily focuses on Indo-Pacific opportunities for Australia. This research shows the Australian government has a strong commitment to create a peaceful and open Indo-Pacific region to coordinate its position by building and increasing cooperation and partnership with other countries around Indo-Pacific. So that they can achieve a balance of power in order to counter and moderate China's influence and border its growth in the vast and complex Indo-Pacific region, so that it is not overlapped with the interest of other countries. Meanwhile, Australia also tries to remain engaged with China by increasing the partnership and investment to preserves the strong and good relationship between both countries.  Keywords: Indo-Pacific, Foreign Policy White Paper, China Rise, Domination, Balancing and Engaging.

Abstract

This study discusses refugees who have been stranded in a transit country for years. These protracted refugees have to deal with a reality that the chance of getting resettlement in a third country has become slim, and the option of returning to their country of origin will only jeopardize their lives. Indonesia is not a state party to the 1951 Refugee Convention that lays a responsibility to assimilate refugees in the resettlement countries. Indonesia, however, has opened its door for refugees based on humanity’s solidarity and the fact that Indonesia’s legal framework on human rights acknowledges the right to seek asylum in other countries and abides by the non-refoulement principle. The situation has become problematic when the number of refugees coming to Indonesia has continued to increase, but Indonesia does not have a comprehensive refugee policy to support them. By looking at the case of refugees living in Pekanbaru, this study concludes that Indonesia should consider the local integration option as one of the viable solution to the protracted refugee situations in Indonesia.
