Abstract

The demands of the workforce of skilled labor encourage job seekers to attend job training and apprenticeship to add to their skills. Pekanbaru City Manpower Office to create and implement employment programs for job seekers to create a program that is the Internal Apprenticeship Program in collaboration with Private Work Training Institute in Pekanbaru city. Total employment after training and apprenticeship in 2016 is 85% where as many as 143 participants are absorbed into the world of work. This means that the implementation of the program in accordance with the expected where the participants who trained and traded to get a job and make their own business (independent). The purpose of this study is to see how the Implementation of Internal Apprenticeship Program by the Municipal Labor Office Pekanbaru Year 2016 and know what factors that influence it. Researchers use the Nakamura and Smallwod theory which mentions that there are three dominant ways to know the success of program implementation: bureaucratic obedience to policies set forth in the Act, Functioning of routine procedures in the implementation of the program and the achievement of program objectives. This research uses qualitative descriptive method, data collection techniques through observation and interview where the parties involved in this research as an informant. The results of this study indicate that the implementation of Internal Apprenticeship Program by the Department of Work in Pekanbaru City in 2016 runs well where the labor absorbed is 85%. This can happen because the three components in the successful implementation of the program, namely the bureaucracy compliance with the policies set forth in the Act, the functioning of routine procedures in the implementation of the program and the achievement of program objectives that are well designed and executed. Factors influencing the Implementation of Internal Apprenticeship Program by the Manpower Office of Pekanbaru City in 2016 is a good coordination between all implementing parties of domestic apprenticeship programs and adequate facilities and infrastructure.Keywords: Implementation, Apprenticeship and Training Institute

Abstract

Billiard is one type of ball game that can build a self-image and can lift the dignity of the nation in foreign countries. At first this billiard sport is only a means to achieve physical and spritural health and can build a good character personality. Currently the development of billiard sports in the country has developed quite rapidly. With many match event, billiard sports have the same opportunities as other sports where billiards are also played in SEA GAMES, ASIAN GAMES, and world-class games, proved the many enthusiasts of this sport. The purpose of this study was to find out whether the billiard sports conducted by the community in accordance with the permits issued by the Mandau district government. In addition, to find out the causes that affect so that this billiard sport is misused by people in the district of Mandau. This study used qualitative research methods. The study consisted of five informants selected by using purposive sampling technique. This study uses data collection techniques such as in-depth interviews, observation, and documentation. The results of this study are the standards and licensi of this sport is not eligible. So it can be concluded that in Mandau sub-district there is still a billiard palce that has not been licensed so far i expected to the authorities in the subdistrict Mandau to be more assertive again in a comprehensive effort related to the exercise permit licensi in order to run in accordance with its function as a place for the means of exercise and able to reduce actions that disturb the people lived around the place billiard.Keywords: community, billiard, licensing.

Abstract

Service quality in a hotel is a very influential on guest satisfaction. The better of the service quality provided the higher the level of guest satisfacation. This study aims to (1) find out how the services at the Niagara hotel parapat (2) to know the satisfaction of guests at the hotel Niagara Parapat (3) to determine the effect of service quality to guest satisfaction at the hotel Niagara Parapat. The sample in this study was 100 people, drawn from the number of guest population at the Niagara hotel by using the accidental sampling technique. Technique of collecting data of this research using questioner. The classical assumption test uses the normality test, multicollinearity test, and heteroscedasticity test. Data analysis technique used in this research is Multiple Linear Regression Analysis. Hypothesis Testing, Multiple Determination Coefficient Analysis (R2). Based on the results of the study known: there is a significant positive effect on the quality of service to the guest papacy at the hotel Niagara Parapat, shown by the results of multiple linear regression analysis Y = 3.341 + 0.306 x1 + 0.012 x2 + 0, 205 x3 + 0.388 x4 + 0.166 x5 + e. F arithmetic (43, 587)> F table (2,311) with significant (0,000) <0.05. The value of coefficient of determination (R2) is 69.9% and 30.1% is separated by other factors not included in this regressi model.Key words: Service Quality, Guest Satisfacation

Abstract

In assisting in running the affairs of the concurrent government and general government affairs in the law on the local government, the Head of the Regency / Municipal Region is assisted by the regional apparatus of the kabupaten / kota. The juridical existence of the regional devices occurs between changes Law Number 23 Year 2014 with Law Number 32 Year 2004. Elements of Regional Apparatus pursuant to Article 120 paragraph (2) of Law Number 32 Year 2004 regarding Regional Government consists of; 1. Regional Secretariat, 2. Regional Offices, 3. Regional Technical Institutions 4. Regional Secretariat, and district. Therefore, it can be seen that the sub-district and kelurahan institutions are part of the regency / municipal apparatus, so the Camat and Lurah are directly responsible to the mayor This research was conducted in December 2016 until June 2017. The purpose of this research is to know the implementation of the change of the status of the kelurahan institution as a regional tool to be as a subdistrict device in Marpoyan Damai Sub-district, Pekanbaru City. The method used is qualitative descriptive method, where the researcher tries to explain the occurrence of change from the side of the working relationship of the Lurah and Camat, which until now is only coordinated to be superior and subordinate (Head of Sub-district becomes the direct superior of Lurah). Data collection techniques in this study is to use interviewing techniques and documentation. Based on interviews to all informants and based on supporting data and information obtained by researchers when conducting research. It can be concluded that the Status and Authority of the Village since the enactment of Law No. 23 of 2017 on Regional Government until the end of 2016 the status of urban village institutions remains as a regional tool, only since the beginning of 2017 the kelurahan status has changed into the kecamatan apparatus, Law Number 23 Year 2014 Regarding Pemerinrah area effectively in 2017 and the enactment of Regional Device Organizations (OPD) Local Government of Pekanbaru new cityKeywords: Local Government, Regional Device, Sub District Kelurahan

Abstract

Institute Tertasatanatan is a collective organizational implementer representing organizations in and out, in carrying out the task of community empowerment in the village / kelurahan responsible to Village Deliberation / Village. The Village Innovation Institution is also the lowest organization in the organizational structure as the implementer of the community empowerment policy at the village / kelurahan level so that the board is required to have the knowledge and skills and positive attitude especially in carrying out its duties and functions in community empowerment. However, when viewed from the activities of each institution in the village of the river has not been running in accordance with the objectives of its formation, has not run things that are encouraging. The purpose of this research is to know the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict of Kampar Regency and to know the inhibiting factor of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Sub-district Kampar Regency. When viewed from its type, this research belongs to qualitative research. The results of the research show that the role of Community Empowerment Institution in Community Empowerment in Sungai Pagar Village Kampar Kiri Subdistrict Kampar Regency as Facilitator, Mediator, Motivator and Dinamisator get different result which the role of LPM Sungai Pagar Urban Village has not done its job according to LPM reference. The design of this research is qualitative descriptive. The subject of this research is the key informant that isCSR (Corporate Social Responsibility) Manager Banyan Tree Resort Bintan and additional informants is community LagoiKepulauan Riau. Data collection techniques used were observation, documentation, in-depth interviews and document studies. Data analysis techniques refer to the theory expressed by John Elkington (2007). The results showed that CSR (Corporate Social Responsibility) Banyan Tree Resort Bintan plays an important role in building social welfare community lagoiKepulauan Riau through such as entrepreneurship and opening of employment, environment such as greening, nature conservation, energy use efficiently, and social such as education, training and compensation.Keywords : CSR, building prosperity of the social environment community

Abstract

This research aims to explain the role of international labour organization (ILO) against child labour in thailand in 2010-2014. Thailand is one of the transit countries, source, and destination for child labor internationally. This condition causes the Thai government began to realize the urgency of the dangers of child labor. The development of anti-trafficking level Thai government intensively conducted since 2006. However, since 2006 anyway, Thailand experienced a significant increase in child labor. This research was designed to investigate the causes of the increasing cases of child labor in Thailand along the Thai government increased efforts in combating child labor.The method of data collecting is done by collecting secunder data, then analyzed in qualitative to obtain the draft about the main problem by using deductive method. The method of this research is the method of qualitative descriptive. The data is obtained through secunder data such as, book, journal, magazine, newspaper and website.International Labor Organization (ILO) focuses on eliminating the problem of child labor with the problem formulation, ILO used cultural and economic factors as the main causes of child labor. In cultural factors, there is the view that the way of life of indigenous communities and beliefs both put women under men. This ultimately has implications for the emergence of child labor. While economic factors are based on the factors of poverty, unemployment led to the migration flows have implications for the emergence of crime background material, then put forward the argument that child labor can occur because of the assumption that child labor as a reasonable step to make ends meet. The existence of migration flows in Thailand with hopes of finding a better life also make things worse.Keywords: ILO, Thailand, Child Labor, Cultural factor, Economy factor

Abstract

After the reformation in Indonesia in 1998 the life of the Indonesian nation has undergone many changes, one of them in the political field, where for 32 years under the authoritarian government of an authoritarian new order. The change was marked by the amendment of the 1945 Constitution four times in the period 1999 to 2002. The existence of the amendment impact on political freedom, among others, with the birth of new political parties both ideologically religious and nationalist. The election participants in 1999 differed markedly from the election during the New Order period, during which the New Order period was only followed by two political parties (PDI and PPP) as well as one Golongan Karya (GOLKAR) and in the 1999 election followed by 48 old political parties as well new. As a democratic country, the presence of a political party is a necessity, in which its presence is expected to become a channel for the aspirations of society, the balance of political power and as a means of criticizing and controlling the ruling government. However, with many political parties, it is not uncommon for clashes of political interests between parties, so the tendency of political parties to focus more on the interests of their own party and forget its main function as channeling the aspirations of the people.Political education is a very important agenda. Because in carrying out the development of a nation requires a requirement for the political education of the people. The politically-educated citizen is a citizen, so he can consciously participate independently or indirectly in the development process. The presence of political parties can be seen in its role in passing political education to the people. Abstract

This study discusses the influence of globalization on the development of LGBT (Lesbian,Gay, Bisex, and Transgender) in Indonesia. Indonesia has a history of LGBT development from year to year which is still spelled out surreptitiously. In 2015 the United States constitution adopts same-sex marriage, it becomes a momentum of international LGBT openess. The American decision has influenced other countries to make silimar constitutions and even pave the way for LGBT Asia’s struggle particularly. Indonesia as a member country of the UN is inseparable from the recomendations to accept LGBT. Today this community becomes lifestyle,economic value and trend. Five years back, araund the year 2010 LGBT in Indonesia is still in the concentration of the population as a key transmitter of HIV/AIDS virus, but then the sexual violence that emerged on the surface of children, street children conducted by adult, homosexual in Indonesia is still seen as a crime.This study uses the analysis of querr theory and globalization, which is a method of qualitative research.Key Words: LGBT, History of Indonesian’s LGBT, Globalization, Querr Theory

Abstract

This research was conducted at Kelurahan Sungai Mempura, Kecamatan Mempura, Kabupaten Siak. The purpose of this study is to know analyze the inhibiting factors in an effort to maintain the Malay at Kelurahan Sungai Mempura, Kecamatan Mempura, Kabupaten Siak. The focus of this research is the efforts of the government and the community in maintaining Malay Culture at Kelurahan Sungai Mempura, Kecamatan Mempura, Kabupaten Siak. The technique of determining samples in a purposive sampling and set the number of samples as many as 9 people. The author uses qualitative descriptive method and Instrument data is observation, interview and documentation.Research conducted, the authors found that in maintaining the Malay culture, the effort of society is to preserve the Malay cultural values, inculcate the cultural habits of Malay and pass on the knowledge of Malay culture. The community is very guarding the culture that still survives at Kelurahan Sungai Mempura, Kecamatan Mempura, Kabupaten Siak and also introduces to the younger generation although there are some people who do not care anymore with local culture, people always do the habits of Malay culture in everyday life. Government efforts in maintaining Malay culture is by doing development, supervision and development. Inhibiting factors in maintaining Malay culture are tolerance, influence of outer culture or modernization, budget, community character, and ideological education. Factors that are very obstacles in maintaining Malay culture that is the character of society and ideological education because of the very open nature of society and high education makes people quickly recognize the outer western culture, which makes it difficult to maintain the Malay culture.Keywords: Culture, Effort, Factor, Malay
