Abstract

This research aims to know the level of payment of wages and workers’ rights received of labour outsourcing company PT Jawari Sentosa, Tualang, District Siak, under the provisions of the legislation in force, namely the Minister Regulation of Labour No. PER-01/MEN/1999 about Minimum Wage and the Law No. 13 of 2003 about Employment. This research took a number of respondents as many as 61 people.Data were obtained through questionnaires and interviews with key informance then further processed to be tested by the Minister Regulation of Labour No. PER-01/MEN/1999 about Minimum Wage and the Law No. 13 of 2003 about Employment. So we can see the level of the payment of wages and workers’ rights received of labour outsourcing company PT Jawari Sentosa, Tualang, District Siak in accordance with the provisions of laws and regulations that are applicable.The results showed that the company has not fully implement policies regarding the payment of wages by the Minister Regulation of Labour No. PER-01/MEN/1999 about Minimum Wage is equal to 73 % that have not been implemented properly and the rights of workers under the Law No. 13 of 2003 about Employment is equal to 66 % that has not been properly implemented.Keyword: Payment of Wages, Workers' Rights, Analysis

Abstract

This research deals with the commercial sexual exploitation of childrenwhich occurred in Indonesia between 2002-2007 where it involves sexualexploitation in Singapore as the country that uses child sex Indonesia services thisresearch aims to know the policies or measures the Government on the protectionof Children in order to provide protection on commercial sexual exploitation ofchildren.The results showed that the Government's policy on the protection ofChildren has not been implemented to its full potential, it is caused by severalfactors, namely: first, in terms of substance, the Government do not haveregulations governing the protection of children, especially child prostitution,both in terms of the structure still lack that special institutions provided by theGovernment for child victims of commercial sexual exploitation.In this studyrecommended several positive steps such as making special laws to protectchildren, especially child victims of CSEC, improve facilities and infrastructure(set up specifically for the rehabilitation of child victims of CSEC, NGOsspecifically dealing with child victims of CSEC, database development childvictims of CSEC) in order achieve maximum results, improving cooperationbetween the Government with relevant agencies, to disseminate laws andregulations relating to the protection of children, especially child victims of CSECKey words : Sexual Explotation, Government's policy, and Protection of children

Abstract

This study used qualitative research methods that the source data is taken from books, journals, newspapers, internet, and previous research has relevant data with the title. Perspectives and levels of analysis used in this study is that the state as the main actor. By using the theory of liberalism and foreign policy analysis, will describe the direction of the object of analysis. This study will explain the factors that led the United States impose economic embargoes against Myanmar. To find out how the domestic situation in Myanmar before and after the embargo dropped by United States. As well as to see the effects on the fall of the economic embargo. Myanmar in the value of the United States has violated the human rights of the people. Myanmar which is led by a military junta, is considered refusing to uphold democratic values. This study will answer how the United States seeks to enhance the role, as well as trying to meet the economic interests of Southeast Asia region. The United States seeks to indoctrinate values of liberalism, democracy, and human rights freedom of Southeast Asia region. If a country refuses it, then it will have a great opportunity to drop in the economic embargo as happened in Myanmar. This is the strategy of the United States foreign policy to meet national interests and enhance the role of Southeast Asia region.

Abstract

This research study titled Underground Metal Community about The Urban Lifestyle in Pekanbaru. Music is a means to express of happiness, resentment and so on. On development in todays times, music is divided into several streams called genre. One stream of music that is played with a high enough skill and unusual sounds in the ears of the general. Underground metal music was born in 1960s in England and France by the events that accompanied the French Revolution and 1980s music is growing.See the development of the entertainment wolrd in Pekanbaru now been much influenced various musical genres. One of the genre is growing and demand is underground metal music. Now there are many people who give a bad score for musicians, music fans and connoisseurs of underground metal music called metalhead. This study wants to see the profile of undergound metal community, how to interpret metal music. The next music is not just music that is heard through the ears, music also brings other cultural objects. Such as how to dress, use of leisure time, haircut, make up, and so called lifestyle. This research also look like what metalhead lifestyle in the city of Pekanbaru.From the result obtained indicate that the formation of underground metal community based on share musical tastes, namely metal music. Metal music gives the meaning as an economic tool, entertainment and communication. Metal music also affects their lifestyle, independent lifestyle. Metalhead believe that their lifestyle give identity for them as metalhead.Key word :Community, Metal Music, lifestyle

Agricultural development as the realization of government policy has been scattered in various areas with different potentials, because the different potential pertaniuan the implementation of development will be based on the availability of natural resources which is dominant in the area and carrying capacity of the other. Abstract

With the potential of the river through the Kampar of Kampar district, artificial reservoirs and some areas where the land is suitable for development of freshwater aquaculture has become the lifeblood of the district for the development of freshwater aquaculture Riau province have been used as minapolitan by the district directorate of aquaculture . The authors are interested in examining the government control of fishing effort in Kampar district. This study aims to determine the implementation of the monitoring conducted by the Department of Fisheries Kampar and the factors that affect the implementation of the surveillance . Control theory is the rationale in this study . The method used in this research is descriptive metoe analysis with qualitative approach that seeks to analyze the problems that arise in the field and tried to describe as clearly as possible. In the process of monitoring conducted by the Department of Fisheries Kampar district , there are some problems that occur due to oversight that does not work as expected , the problem is where the entrepreneur fish do not get effective coaching and also the lack of funding for entrepreneurs capitalize fish so that the fish businessmen sufficiently constrained to grow their businesses .This research was conducted in Kampar district Particularly in Reservoir Hydroelectric Koto Panjangsubdistrict XIII Koto Kampar , which is the key informants in this study is the Head of Department and Secretary of the Department of Fisheries , Sub Line of Business and Data , Business Sector Sub Fisheries Department of Fisheries , Head XIII Koto Kampar , Tanjung Alai village head , village head Merangin , Entrepreneur fish in hydroelectric reservoirs Koto Panjang , and community leaders .From the results of this study concluded that the lack of effective and weak supervision conducted by the Department of Fisheries Kampar district against businessman fish in reservoirs Hydroelectric Koto Panjangsubdistrict XIII Koto Kampar.Keywords : Expectation , Allocation , Performance Monitoring , and Corection Action.

Abstract

The aim of this research is to know about the use of cell phone in the society of the students in Faculty of social and politic knowledge, in the University of Riau. In this research, there are some fundamental problems : First, the function of the cell phone for the students of Faculty of social and politic knowledge in the University of Riau. Second, the way students in Faculty of social and politic knowledge allocated their fund for their cell phone. And the third, the cell phone as their life style. The technique of collecting data is using the descriptive qualitative analysis. It is an analysis which given an information about the situation, indication and phenomenon in details based on the reality that to be found.After conducting the research, the researcher analyzed that most of students who use the cell phone are female sex and living far from their parents, so it means that they live in the outer part of Pekanbaru city, or even outer part of Riau Province. Most of them are just busy with their lecture, and only 2 % of them are taken a part time jobwhile their doing their lecture. It is because they are in the early degree, besides that some of them thought that they just want to focus on the lecture they afraid that if they take a part time job it will disturb their study. About the fund allocation, the data shown that the respondents are usually get the money from their parents, they tend to used the money to buying pulse for communication. However, the researcher dividing the functions of the cell phone into some functions : First, the cell phone as a tool for communication. Second, the cell phone as a tool to get the information. Third, the cell phone as a tool for entertainment. Fourth, the cell phone as an internet media. Fifth, the cell phone as a tool for photography. And then the last, it is used for games.The cell phone which is a technology for communication, not only have some positive functions. But, it also have some negative sides, for example the cell phone which has some fiturs such as bluetooth and camera which can be used for watching porn movie, indeed taking a porn picture or video. Also, the use of cell phone can gives a bad effect for the users such as consumtive behaviour, if the using of the cell phone is not balance with it’s benefit. In conclution, based on 40 responsents, we know that they use the cell phone because : 1) they need a communication tool, 2) because of social environment, and 3) the need for entertainment.Keyword : cell phone, lifestyle and function cell phone.

Abstract

Sustenance REZEKI RIDHO (0901133225) , " Policy Implications of e - ID card Budgeting in District Tambusai and North Tambusai Rokan Hulu in 2011-2012". This research is motivated by the existence of programs designed by the Central Government through the Minister of the Interior of the national ID card in order to make the data population in Indonesia is not a double . Related to this would be the main implementers of Local Government . Similarly circuitry Rokan Hulu . The program began in 2011, but can only be effectively implemented in mid-2012 . It is the target of becoming the fastest districts in the implementation of the national e - ID card . It turned out that the plan is achieved , but it turned out to be the result of the implementation of e-ID in Rokan Hulu itself varies . Of the 16 districts are the two districts with the lowest implementation , namely Kacamatan Tambusai and North Tambusai . Allegedly this is caused by the implementation of the policy system operasipnal incorrect e - ID card , which is set equal anggaranyang for all districts , whereas these two densely populated districts would require more budget too much . In this regard certainly drawn up plans to be realized . However , what has been planned that the results have not been able to reach the target . Where these two districts until today have to process people who have not made the recording , resulting in the delivery of data center becomes slow.The results of this study indicate that : 1 ) the implementation of e-ID in the District of North Tambusai Tambusai and relatively slow . 2 ) budgeting system which does not consider the real conditions in the field to be one of the obstacles that have implications for other aspects . 3 ) the lack of public awareness of the importance of the e - ID card program . 4 ) the availability of facilities such as electrical and instrument recording is limited to one of the barriers to the implementation of e - ID card recording in District Tambusai and especially North Tambusai. A political party is an organized group, whose members have orientation, values and ideals are the same. Political Recruitment is the process by which individuals enroll warrant or to occupy a position. Recruitment is a two way process , and its nature can be formal or informal. Recruitment candidates are strongly associated with the selection of leadership, both internal party leadership and the broader national leadership.The coalition formation occurs at the end of the second second, at which time the Indonesian Democratic Party of Struggle has not determined what his choice would form a coalition with the party. At the end of the second second official register at the County Election Commission on Wednesday, May 29, 2013 on Pekanbaru.Lukman Edy is a young political leaders who have served at the level of the House of Representatives (DPR RI) 2 Riau electoral district , has held a strategic position in the CBA , the Secretary-General (Secretary General) and the position of Minister of Rural Development. His advancement to the Governor of Riau seats into its own political record for the Riau area on the General Election in 2013 has 5 pairs Candidates for Governor and Deputy Governor and a figure advanced young people as a candidate for governor. Abstract

The existence of the Territorial Army Command Institute for New Order have negative impact in the lives of democratization . Since the passing of the post- 1998 reforms in order to impact the immediate reform of the TNI . territorial development and function Koter Army Institute started getting noticed by the public . Pros and cons also extends both external and internal military . Pro - reform elements of society , pro-democracy and pro- military professionals , both individuals and institutions , such as Agus Widjojo , Wirahadikusumah , Awaloedin Djamin , Impartial , and Propatria Pusdeham openly communicated its refusal . Broadly speaking, the function of territorial and territorial army units they value against the idea of a professional army . Functions according to their territorial besides not directly related to military functions , also not in accordance with the needs of national defense and development strategy of modern warfare .
