Abstract

This research analyzes China's strategic interests in implementing the Belt and Road Initiative (BRI) project in the Democratic Republic of the Congo (DRC) during the 2021-2024 period. The study is motivated by the anomaly in China's foreign policy, which continues to inject massive investments into DR Congo's mining and infrastructure sectors despite the country's high political vulnerability and armed conflict risks. Utilizing a qualitative approach and document study method, this research investigates the strategic calculations behind this anomaly through the frameworks of classical realism, rational actor theory, and the concept of national interest. The findings reveal that the implementation of the BRI in DR Congo is not merely a form of development cooperation, but an asymmetric geostrategic instrument driven by two primary Chinese national interests. First, economic well-being interests manifested in efforts to monopolize the upstream and downstream supply chains of critical minerals to sustain its domestic green technology industry, while simultaneously eliminating geoeconomic competition from the Western Bloc, such as the Lobito Corridor initiative. Second, security interests realized through the private securitization of mining assets by co-opting local military security forces (FARDC), expanding military diplomacy, and protecting global logistics routes. In conclusion, the integration of geoeconomic expansion and asset securitization through the BRI project solidifies DR Congo as a vital subordinate satellite state to ensure the sustainability of China's raw material supply and geopolitical supremacy. Abstract

The Malacca Strait border region is a narrow area separating North Rupat, Indonesia, from Malacca, Malaysia. The Strait of Malacca varies considerably in width, ranging from 27 to 115 Nautical Miles (NM). The Strait, separating North Rupat from Malacca, Malaysia, is only about 20.99 Nautical Miles (NM). It is a highly strategic fishing and shipping zone, but is highly vulnerable to illegal practices, both from North Rupat and from abroad, including neighboring Malaysia. This study employed qualitative methods, collecting survey data from fishermen and the local government of North Rupat District. The theory used is regime compliance, to determine whether the regulations implemented in North Rupat are in accordance with the provisions of UNCLOS 1982. The constructivist perspective used is commonly used in conjunction with regime theory. This perspective explains that regional regulations are adopted from the international regime. The results of this study that the North Rupat government has implemented a series of efforts, including outreach and patrols, to address the practice of fishermen taking fish into Malaysian waters. These efforts have succeeded in reducing the number of small-scale fishermen taking and selling fish in the area by 2024. Abstract

The WTO's role in resolving the trade dispute between China and Australia regarding the imposition of anti-dumping duties on Australian red wine products (DS602). The dispute arose from China's policy of imposing anti-dumping duties on Australian wine imports, citing dumping and subsidy practices that were detrimental to China's domestic industry. Australia then challenged the policy at the WTO, arguing that it violated the provisions of the Anti-Dumping Agreement and the Dispute Settlement Agreement (DSU). The outcome of this dispute resolution is in accordance with Article 3.6 of the DSU, namely through a mutually agreed solution, which provides an opportunity for both countries to resolve the dispute amicably outside the WTO panel's decision while maintaining the applicable regulatory provisions.The results of this dispute resolution are in accordance with Article 3.6 of the DSB, namely through a mutually agreed solution, which provides both countries with the opportunity to resolve the dispute peacefully outside the WTO panel's decision while maintaining the applicable regulatory provisions. Abstract

One of the most fundamental rights of children in Indonesia that must be fulfilled is the right to education. However, to this day, many children have not yet fully obtained their educational rights. Therefore, this study aims to analyze the strategies implemented by the Education Office of Pekanbaru City in addressing issues related to children's educational rights, particularly school dropouts. This research employs a qualitative approach with a descriptive research type. The research data were collectively gathered through interviews and subsequently elaborated with secondary data, including previous studies as well as institutional documents and regulations relevant to the research topic. The data analysis techniques applied in this study consist of data presentation, data reduction, and conclusion drawing. Based on the research findings for the period 2024-2025, the strategy implemented by the Pekanbaru City Education Office in addressing school dropout issues has been carried out systematically through strengthening data collection, cross-institutional collaboration, and the optimization of non formal education, which has contributed to a slight decline in the number of school dropouts in 2025. This strategy has proven effective in significantly reducing the dropout rate, although it is still subject to limitations in data validity, socioeconomic conditions, and the need to strengthen persuasive approaches and ensure more sustainable institutional coordination. Therefore, this study recommends that the Pekanbaru City Education Office further optimize efforts to strengthen mindset transformation, improve data validity, and implement continuous persuasive approaches in order to achieve more optimal and sustainable long-term outcomes. Abstract

This study analyzes the role and strategy of PPI Australia in responding to the brain drain phenomenon. The escalation of the brain drain of skilled workers from Indonesia to Australia is driven by inequalities in the domestic employment ecosystem and the high appeal of welfare in the destination country. This human capital flight phenomenon threatens the resilience of national human resources. Amidst these dynamics, the Indonesian Student Association (PPI) in Australia occupies a strategic position as an intermediary forum for the student diaspora. The method used is descriptive qualitative with a case study approach. Data collection was conducted through in-depth interviews with PPI executives, representatives of the Indonesian Embassy (KBRI), and the student diaspora, supported by documentary analysis. The data were then examined using the foundations of the Constructivist Perspective, Diaspora Network Theory Theory, and Group Level of Analysis. The results show that PPI Australia addresses the brain drain pragmatically, acknowledging it as a rational individual choice stemming from structural limitations in Indonesia. The organization has repositioned its role from demanding physical repatriation to acting as a transnational catalyst focused on optimizing brain circulation and brain linkage. This strategy is implemented through career facilitation programs, knowledge dissemination (such as KIPI), the preservation of national identity (such as Pesta Rakyat), and collaborations with government and industry representatives. Although effective in maintaining emotional bonds and facilitating knowledge transfer, this organizational intervention faces structural limitations and remains palliative (a temporary relief). Ultimately, these measures have not been able to fundamentally stem the flow of the exodus as long as the allure of the Australian work ecosystem continues to outpace the readiness of domestic industries.
