Abstract

Shemale in fact socially ostracized by the community, this is because that transvestites pass things that are contrary to the common view and religion. On the one hand should be placed as a social reality that is not inevitable existence.This study uses qualitative research with phenomenological approach. Subjects consisted of five transgender people in the city Bagansiapiapi selected by using purposive. The study used data collection techniques in-depth interviews, observation, and documentation study. To achieve the validity of the data in this study, researchers used the extension of participation and triangulation.The results showed first, transvestites City Bagansiapiapi motif consists of a motive for (Because motive) that is stuck in the wrong spirit, trauma, lack of parental attention, and economic demands. While the motive (in order to motive) that wants to be a normal man, remains a drag queen, and want to be recognized presence in the community. Second, the meaning that is given to him that transsexuals felt himself despised, merrasa he resigned and felt sorry. Third, the communication experience categorized into two pleasant communication experience in the form of a good reception from the family, affection and attention gained from the pair, non-discrimination and their support. And communications experience unpleasant form of satire and taunts from family, romance and the threat of conflict jeers and insults from the neighborhood.Keyword : phenomenon , Shemale, motive, meaning, communication experience

Abstract

Society Empowerment Program based Hamlet (PMB-RW) was one of construction program provided by government of Pekanbaru city. This program purposed to empower all society started from a Hamlet (RW). The implementation of this program had needed participation from society in order to achieve a program purpose. The participation of this program was men and women. In 2015, this program can reach socialization stage in form was training. The training had done needs a woman as the main participation. The main participation in the training was woman.This function of this research was to determine woman’s participation in PMB-RW program. The woman’s participation were training and the influence factors of woman’s participation in Tuah Karya district. The training was include a sewed training, a cooking training and tambourine.The concept theory used by researcher was a participation theory created by Sutoro Eko, society empowerment, decentralization and gender. This research was qualitative and descriptive research that had purposes to give a systematical and factual description about woman participation in program implementation. The collection of data in this research was using an interview, an observation and documentation.The result of this research showed that a woman had participate in PMB-RW program especially in training implementation of Tuah Karya district. Some factors that influence the participation were from intern factors such as; the willingness/awareness and occupation. Besides, from extern factor are the leadership and facility factor.Key words: woman’s participation, society empowerment.

Abstract

This study aims to determine the profile of used clothing traders on Jalan Veteran Berastagi and to find out the strategy of trying used clothing traders on Jalan Veteran Berastagi. The method used in this study is a qualitative research method, with data collection techniques carried out through observation, interviews and documentation. The subjects in this study were used clothing traders at Jalan Veteran Berastagi, Karo Regency. Determination of informants is done by using purposive sampling technique, as many as 5 informants selected based on certain criteria. Selling used clothes has several strategies that must be carried out by traders, such as promotions, choosing a strategic location, recognizing customers, satisfying consumers, being consistent in trying. These various methods are carried out by traders to maintain their business to increase family income. The strategy in selling is very necessary so that the merchant stays in the running of the business so that it can continue the next generation.  Keywords: Used Clothing Trader, Business Strategy

Abstract

The development of culture on the dynamics of one's life or society is complex. It has existence, sustainability and also become a social heritage. A person or group of people who innovate can influence the culture and provide opportunities for cultural change. Culture belonging to a community group will not escape the cultural influence of other groups, with contacts between groups or through the process of diffusion. A social group will adopt a particular culture when it is useful to overcome or meet the demands it faces.Research Objectives (1) To know the process of assimilation of culture or assimilation between Malay Culture with the culture of the immigrant community in Senapelan Sub-district Pekanbaru City. (2) To know the important factors that encourage and hamper the happening of the assimilation between Malay culture with the Culture of the Immigrants in Senapelan Subdistrict, Pekanbaru City.Factors that encourage the process of cultural assimilation in community life in Senapelan and Pekanbaru, based on the results of research proved that the tolerance factor to adjust themselves between ethnic, mutual benefit in various aspects of life and the sympathy towards each other, Become the driving factor of the assimilation process in Pekanbaru.Keywords: Assimilation of Malay Culture, Cultural immigrants

Abstract

Sarang Island is an island in the Hinterland region of Batam City.  The phenomenon that arises in education on the Sarang Island is the government budget for boat fuel money to take children to school less, the mindset of parents of students lacking on the importance of children's education, low economy, and the ability of teachers not yet qualified.  The purpose of this study was to determine the development of education on the island of the city of Batam.  The concept that can be used in this study is that there are three factors that can influence the success of implementation according to Ripley and Franklin, namely Compliance, Routine Activity, and Policy Performance.  The selection of informants in this study used a purposive sampling technique.  The results showed that the Batam City Education Office had not been maximized in the development of education in the Hinterland region especially the Sarang Island.  Inhibited mindset of parents in education so that school teachers try to change the mindset of parents towards their children's education.  The inhibiting factors of the development of the education sector on the island of the Sarang is the profession of parents is a fisherman and a low economy and information that is difficult to enter into the island environment. Keywords: Policy, Policy implementation, Development of education

Abstract

In a work of music there are elements that are important in addition to musical arrangements. One of the most important things in a music is the existence of the lyrics of the song. Through song lyrics written by listeners songwriters are invited to interpret through the brain that stores experience and knowledge an process it as a basic foundation in digesting the beauty of the song lyrics. This study aims to express the meaning of denotation, connotation, an the myth of moral messages contained in the lyrics of Esok Kan Bahagia.Research method used is semiotics analysis of Roland Barthes. Research uses a qualitative-interpretative from of research. The subject of this research is the lyrics of Esok Kan Bahagia. The object of research is the meaning of denotation, connotation, and myths in the lyrics of Esok Kan Bahagia. In data collecting researcher using documentation technique, an literature study.The result of the research slow that the lyrics of Esok Kan Bahagia tune present the meaning of the moral message that is seen directly from the meaning of denotation, connotation, and myth in every lyrics of the song. Moral message in the lyrics of Esok Kan Bahagia song that is moral message of human relationship with god in the form of sincerity and always grateful to him. Human moral message with humans in the form of an invitation to fight and spirit. Human moral message with human person in the form of optimistic and more patient.

Abstract

PPP is a big house for Moslem, but then this political parties with symbolize Ka’bah often attacked of conflict around the secretariat among the conflict between faction on beginning stand, conflict of Djaelani Naro and politicians NU. After reformation PPP obtain the serious problem who influential on gaining vote in General Elections 1999. Declined of gaining vote PPP make the PPP determine coalition on Pilpres 2014. In beginning determine of coalition PPP return obtain conflict, begin with attitude Suryadharma Ali who reputed unilateral by 27 DWP when attend open compaign political parties of Gerindra. Then, the conflict fluctuate when KPK decide SDA as accused of corruption donation of Haji on year 2010-2011 and 2012-2013. PPP doing Mukernas in Bandung and dismissal SDA as chief from position as chief in PPP. However, SDA opposed dismissal herself and claimed Mukernas in Bandung is illegal. Then, SDA dismiss some caretaker daily PPP that is, Romahurmuziy, Emron Pangkapi, Suharso Monoarfa, Lukman Hakim Saifuddin, Reni Marlinawati, Joko Purwanto, Dini Mentari, Emalena Muslim, Aunur, Rusli Effendi, Yusroni Yazid, Hizbiyah Rohim, Siti Maryam, Siti Nurmala, and Mahmud Yunus.The aim of this research is to explain about process of happen the conflict PPP on year 2014-2016. From this research eventually will be seen how about the conflict it be ongoing. The approach theory is used as instrument of analysis conflict PPP on year 2014-2016 is a theory of political parties and conflict. While, the method by using Library Resesarch consider as most important of data aggregate and documentary.Based on the result of research, the conflict internal PPP start from decision SDA as accused case of corruption criminal. Abstract

Athirah movie is a film that lifts the reality of polygamous life, polygamy is an issue that is still a debate in society. Different from previous polygamy-themed films, this film is a true story of a wife's struggle as well as the mother of Vice President Indonesia, Jusuf Kalla. Theoretically, many women express disagreement on polygamous marriage, but in practice women are always in a position of being cornered, having no choice and difficult bargaining and even not having the ability to reject men's desire for polygamy. Starting from this, some Indonesian filmmakers view the interesting polygamy phenomenon to be lifted into a film masterpiece. This study aims to determine the impact of polygamy for wives and children represented in Athirah films viewed from the level of reality, level of representation and ideology level.This study used qualitative methods analyzed by semiotic analysis of John Fiske. Subjects and objects in this study is the observation of the audio and visual display in the scenes of the film Athirah with data collection techniques used are observation, documentation, and literature study.The results of this study show there is a representation of the impact of polygamy on the wife and children in the Athirah film. Representation of the impact of polygamy on the wife and children contained in the film is seen from the three levels suggested by John Fiske: at the level of reality, the impact of polygamy on wives and children is seen in aspects of appearance, speech, behavior, gestures, expressions and environment. At the representational level, the technical and conventional codes present in the Athirah film depicting the impact of polygamy on wives and children are reflected through aspects of camera, lighting, music and sound. The level of ideology that can be inferred, the depiction of the polygamy values and the polygamous wife's struggle so that the ideology concluded is the ideology of patriarchy and feminism.Keywords: Representation, Impact, Polygamy, Semiotics

Abstract

This study was motivated by the issue of bureaucracy in the Building Construction Permit (IMB) service at the Meral District office in Karimun Regency. Attempting to find out how the bureaucracy capabilities in the service of building permits (IMB) through the concept of Bureaucratic Capability in the service of building permits (IMB). As well as knowing what factors faced by the bureaucracy in the service of building permits (IMB) in Meral sub-district. This type of research is qualitative. This study aims to describe systematic and accurate real conditions in the field related to facts and research analysis units, as well as field observations based on certain facts (information). Data collection methods are carried out by means of interviews and documentation. The results of the study explain that the capability of the bureaucracy in the District of Meral is still not good. This is due to the many shortcomings that are seen from Institutional, Human Resources, Finance, and Technical Resources indicators. The deficiencies are significant, especially in technical resources where there is no Standard Operating Procedure (SOP), resulting in an ineffective service process that results in not achieving good bureaucratic capability in the Meral District of Karimun Regency.Key Words: Kapabilitas,Birokrasi Kecamatan, Izin Mendirikan Bangunan (IMB)

Abstract

Disaster management is an action taken at the time before, during, and after disasters. Kampar Regency is one of regencies in Riau Province experienced frequent flood events in some regions. In addition due to the overflow of rivers in Kampar regency result of the opening of the door power (hydropower) Long Koto Kampar, flooding in Kampar also be caused by heavy rains. The purpose of this study was to determine how the flood disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar and to determine the factors inhibiting the flood disaster management. The research is a qualitative research with descriptive approach. The collection of data is needed both primary data and secondary data were collected through interviews, observation and documentation and then analyzed so that it can be deduced from existing research problems. The results of this study found that implementation of disaster management conducted by the Regional Disaster Management Agency (BPBD) Kampar not implemented to the fullest, it is caused by several factors inhibiting the ability of human resources, people, budgets, and organizational structures that are not performing their duties and functions. Keyword: Disaster Management, Disaster Management Agency
