Abstract

This study aims to analyze the implementation of the legislative function of the Regional House of Representatives (DPRD) of Pekanbaru City in the formulation of Regional Regulation Number 1 of 2024 concerning Regional Taxes and Levies and to identify the factors that hinder its implementation. The study employed a qualitative method with a descriptive approach. Data were collected through interviews, documentation, and document analysis involving members of the Pekanbaru City DPRD, the DPRD Secretariat, the Legal Division of the Pekanbaru City Government, and other related parties. The analysis was based on the stages of the legislative function stipulated in Law Number 12 of 2011 concerning the Formulation of Laws and Regulations, namely planning, drafting, deliberation, joint approval, and enactment. The findings reveal that the implementation of the legislative function of the Pekanbaru City DPRD in the formulation of Regional Regulation Number 1 of 2024 has generally been carried out in accordance with the applicable procedures and mechanisms. The DPRD played an active role in the preparation of the Regional Legislative Program, the discussion of the draft regulation, joint approval with the local government, and the enactment process. However, several obstacles were identified, including limited discussion time due to the DPRD’s extensive agenda and limitations in human resources regarding legislative drafting techniques. Therefore, strengthening the capacity of DPRD members and improving coordination between the DPRD and the local government are necessary to optimize the legislative function in regional regulation-making. Abstract

This study examines the New Development Bank (NDB) as an instrument of collective economic diplomacy for BRICS nations in offering an alternative international financial architecture amidst IMF and World Bank dominance. Western dominance reflected in asymmetric voting powers and the structural traumas of Structural Adjustment Programs (SAPs) has driven BRICS to consolidate influence into an emerging collective power. The NDB emerges as a manifestation of institutional power upholding the principles of Sovereign Equality, Non-Conditionality, and sustainable development. The research employs a qualitative descriptive approach with library research techniques within the 2020-2024 scope. The analytical framework relies on G.R. Berridge’s Theory of Diplomacy and Negotiation, which explores institutional expansion through Prenegotiation, Around-the-table Negotiations, and maintaining Diplomatic Momentum. The findings indicate that NDB’s strategies include accelerating project approvals to six months, implementing Country Systems, strengthening accountability via the Independent Evaluation Office (IEO), and initiating de-dollarization through local currencies. However, NDB's expansion is constrained by high global standards, initial credibility hurdles, low local currency liquidity, and the Global South's systemic dependency on the West. In conclusion, NDB's effectiveness depends on its consistency in expanding inclusive membership (BRICS Plus outreach) and its capacity to gradually build global operational credibility Keywords: BRICS, New Development Bank (NDB), Ecnomic Diplomacy, IMF, World Bank, Western Dominance

Abstract

Toxic masculinity has become one of the social issues that contributes to gender inequality and creates barriers to inclusive workplaces. As a business coalition committed to promoting gender equality, the Indonesia Business Coalition for Women Empowerment (IBCWE) has undertaken various initiatives to raise awareness of toxic masculinity among companies and the public. This article discusses IBCWE's role in fostering awareness through workplace capacity-building programs, educational activities, public campaigns, research dissemination, and knowledge-sharing platforms. The findings indicate that these efforts have helped encourage greater understanding of toxic masculinity and initiated discussions on more equitable workplace practices. Nevertheless, deeply rooted masculine norms remain a challenge, indicating that raising awareness requires continuous collaboration among organizations, companies, and society to support the development of more inclusive workplace environments.
