Abstract

ABSTRACT The village government is the organizer of government affairs and the interests of local communities in the government system of the Unitary State of the Republic of Indonesia. One of the functions of the village government in administering government affairs is to organize population administration. To bring order to population administration, the village government must make efforts. One effort that can be made by the village government is by implementing policies. This research aims to determine the efforts of the Pandau Jaya Village government in controlling population administration in 2020-2022 and to determine the inhibiting factors in controlling population administration in Pandau Jaya Village. The method used is a descriptive method with a qualitative research type. Data collection techniques use interview and documentation methods. The types of data in this research are primary data and secondary data. The analysis technique used is qualitative descriptive data analysis. The results of this research are that the Pandau Jaya Village Government has made efforts to control population administration through implementing the policies of Law Number 24 of 2013 concerning Population Administration, Kampar Regency Regional Regulation Number 8 of 2019 concerning Population Administration, and Pandau Jaya Village Circular Letter Number 470/ PEM/PJ/I/2018 Concerning Village Administration management. In this case, the Pandau Jaya Village Government has carried out policy implementation by conducting outreach to the residents of Pandau Jaya Village. The aim of this outreach is so that residents of Pandau Jaya Village who still have family cards outside Pandau Jaya Village can immediately move their family cards to Pandau Jaya Village. The existence of inhibiting factors means that the efforts made by the Pandau Jaya Village Government in controlling population administration have not achieved their objectives. So until now there are still many residents of Pandau Jaya Village who have family cards outside Pandau Jaya Village. Keywords: Policy Implementation, Population Administration, Inhibiting Factors.

Abstract

The increase in crimes that often occur in the community has caused prison sentences to soar, resulting in overcapacity. The Riau Province Regional Office of Law and Human Rights has the main tasks and functions in carrying out legal services throughout the territory of Riau Province. One of them is coaching inmates at the Bengkalis Class IIA Penitentiary. Less than optimal coaching can result in prisoners not getting the purpose of the correctional system so that they have the potential to recidivate after being released from their punishment period. There are several obstacles that result in the coaching carried out at the Bengkalis Class IIA Penitentiary not running smoothly. There needs to be an effort by the Riau Regional Office of Law and Human Rights in coaching activities and overcoming the problem of overcapacity at the Bengkalis Class IIA Penitentiary. This study aims to determine the implementation of the main tasks and functions carried out by the Riau Regional Office of Law and Human Rights in providing guidance to prisoners at the Bengkalis Class IIA Penitentiary. This research method uses a qualitative approach with descriptive research type. The research location was at the Riau Regional Office of Law and Human Rights and the Bengkalis Class IIA Penitentiary. The data collection techniques used were interviews and documentation. The results showed that implementation of the Mandate and Function of Riau Regional Office of Law and Human Rights in rehabilitating is monitoring and evaluation. It aims to analyze all coaching activities at the Bengkalis Class IIA Penitentiary which is given the freedom to plan and carry out rehabilitation according the talents and interests of inmates. Development activities are carried out based on indicators of the success of improving the quality of individual prisoners. However, the implementation of coaching has not optimally because several obstacles. Obstacles such as overcapacity, quality and quantity of officers, limited facilities and limited participation in the rehabilitation activity. Keywords: Mandate and Functions, Rehabilitation, Inmates

Abstract

Indonesia as the largest coconut producing country in the world is faced with a coconut production problem that has not been able to meet the supply needs of the domestic coconut processing industry. Lack of supply of raw materials that occurs due to low productivity of farmers' plantations and the revitalization of the coconut processing industry that occurs in Indonesia. The method used in this research is descriptive analytic method. The perspective used is the perspective of liberalism and uses reciprocal theory. This theory says that the actions of a country will be retaliated according to what has been done with the principle of applying justice. The occurrence of a shortage of supply of raw materials that occurred as a result of the export of coconut raw materials that occurred. This affects the fulfillment of the need for supply of raw materials for the domestic coconut processing industry. Abstract

The clean water and sanitation crisis is an issue that is still the focus of the international community, because it can affect national and global activities. The problem of clean water and sanitation is alsostill a big problem that continues to be faced by Indonesia. Limited funds to increase the development of access to clean water and sanitation facilities that are evenly distributed is the reason Indonesia needs assistance from outside parties to help overcome these problems. This research will describe how the World Bank as an international financial organization helps address water and sanitation problems in Indonesia through the PAMSIMAS III program. This study uses descriptive qualitative method and data collection techniques for documentary studies and literature studies. In analyzing this topic, researcher use the perspective of institutional liberalism with the level of international system analysis and foreign aid theory in the form of grants and loans. This research shows that the World Bank's financial assistance in the PAMSIMAS III program is considered effective in increasing access to clean water services and improving healty sanitation facilities in Indonesia, specially in Riau Province. This can be seen from the increasing percentage of households that have access to clean water services and the increasing number percentage of households that have access to sanitation. Abstract

This research is based on the occurrence of a phenomenon in which Japanese popular culture such as manga, anime, and cosplay has experienced an increase in interest in Indonesia over the past years. Various Japanese cultural events often held in various city in Indonesia, including Kota Pekanbaru. This shows how Cool Japan's strategy is successful in promoting Japanese popular culture. With the development of Japanese popular culture in Kota Pekanbaru, of course it has more or less an impact on the social life of the people. This paper shows how the impact caused by the phenomenon of the development of Japanese popular culture in Kota Pekanbaru is. This research uses the perspective of critical theory and the cultural hegemony theory. The method used in this research is descriptive qualitative with observation, interview, and data collection techniques both physical and digital. The results showed that the Japanese popular culture has an impact on hegemony in social life. The high exposure of Japanese popular culture popularity has resulted in increasing enthusiasts to Japanese popular culture, high levels of consumption form a hedonistic or creative lifestyle depending on how to react, s and finally the formation of a community of lovers of Japanese culture Keywords: Japanese popular culture, cultural hegemony, Pekanbaru, Indonesia

Abstract

This research conducted at PT Pegadaian Persero Tapi Bandar Branch Padang City has the aim of being able to determine and evaluate financial performance from 2017 to 2021 using the Economic Value Added method. The secondary data used in this study is in the form of financial statements taken at PT. Pawnshop Persero Tapi Bandar Branch for a period of 5 years, namely 2017 to 2021. The approach in this study was also assisted by data collection through the documentation method. The analytical tools used to generate EVA value in this study are Net Operating After Tax (NOPAT), Invested Capital (IC), Weighted Average Cost Of Capital (WACC), Capital Charges (CC). The results of the study explain that the financial performance of this company is good because the EVA value is positive from 2017 to 2021, although in the last year the value of EVA has decreased from the previous year. This happened as a result of a decrease in company profits. Keywords : Economic Value Added, Financial Performance

Abstract

This study aims to determine the effect of product mix and store atmosphere on repurchase interest at Prilly Clothing Pekanbaru partially and simultaneously. In this study, the method used is a quantitative approach and uses analytical tools, namely SPSS version 23. The respondents in this study are consumers who make purchases at the Prilly Clothing Store as many as 99 respondents. Furthermore, the research results obtained are that there is a positive and significant effect between Product Mix (X1) and Repurchase Interest (Y), Store Atmosphire (X2) has a positive and significant effect on Repurchase Interest (Y), and Product Mix (X1) and Store Atmosphire (X2) has a positive and significant effect on Repurchase Interest (Y) at Prilly Clothing Stores in Pekanbaru City. Abstract

This study analyzes how modernization in Japan occurred due to the influence of Japan's defeat when the Satsuma troops faced British in the Anglo – Satsuma War which was triggered by the death of a British Shanghainese merchant in Namamugi. Japan is aware of their country's differences in strength in terms of military and technology, to improve both of these things the Satsuma people continue a modernization project called the Shuseikan Project with the main founder of this project a daimyo from the 28th Satsuma clan, this project continued with a new mission after sent several students from Satsuma to study in England and bring new knowledge upon their return to Satsuma. This study uses a qualitative method, with data collection techniques through literature study sourced from several books, journals, articles, websites. This study uses the perspective of Liberalism and Modernization theory. The results of this paper show that Japan is the first country in Asia to have succeeded in imitating the industrial revolution by absorbing knowledge from the West and increasing military strength and new technologies thanks to the Shuseikan project in Satsuma. This success can be seen as a butterfly effect from the Namamugi incident which escalated into a major war between Japan and Britain so that Japan realized the difference in strength and the importance of modernizing. Abstract

This study analyzes the Dynamics of Medan-Gwangju City Cooperation within the Sister City Framework in the 2017-2021 period. The Medan City Government has carried out this collaboration since the signing of the Memorandum of Understanding (MoU) in 1997. International cooperation which generally involves a state has been transformed in terms of actors so that it involves sub-state actors as actors in international relations, this is included in the phenomenon of paradiplomacy as an effort advancing regional potential in accordance with the mandate of regional autonomy policy. In the long course of cooperation involving the two sub-state or regional government actors, of course there are dynamics in the relationship and problems that occur in the cooperative relationship. This research was using qualitatively descriptive using several methods in data collection, including interviews, observations, and literature studies from books, journals, websites, and documents related to this collaboration. This study uses the perspective of liberalism and paradiplomacy theory. The results of this paper show how in accordance with the theory of paradiplomacy, the Medan City Government seeks to maximize the potential of the area contained in the City of Medan. However, in an effort to maximize the potential of the area which is manifested in the form of cooperation within the sister city framework, there are dynamics that occur during a cooperative relationship as well as problems and potential for cooperation that have not been optimized and then this paper can be used as material for consideration of City Government policy making. Abstract

Indonesia as the host in the G20 High Level Conference in Bali places Indonesia in a position as a mediator in the formulation of the problem and the cooperation that will be built by all G20 members. Of the many existing issues, Indonesia brought Sustainable Energy Transition to be one of the priority issues that will be discussed during the presidency this time. Factors and driving force of Indonesia so as to make the issue a priority issue the main focus in this study. In order to obtain more specific accuracy to the results of this study, researchers use the theory of green politics as a basic reference for this research. Green Politics Theory itself has the goal of through cooperation that is dujalu by countries whose nods are expected to create a balanced environment and prosperity for all living things. The results of this study will explain the factors and efforts made by Indonesia in realizing energy transitions through cooperation in the G20 forum. Indonesia is also expected to integrate the interests of developing countries in general and the interests of countries in Southeast Asia specifically. The role of Indonesia in every G20 Summit is to always advance the interests of developing countries and uphold the creation of an inclusive and sustainable global economic system. Through the Transitions Working Group (ETWG) Indonesia encourages energy transitions for all G20 members, namely through energy accessibility, increasing net energy, and increasing energy financing.
