The purpose of this study analyzes the political economy aspects of the implementation of the financial assistance of local government at Desa Tasik Juang Jaya subdistrict of Lubuk Batu Indragiri Hulu in 2011 - 2015. The village is the basis of economic and political power that needs serious attention from the government. This makes the development planning for rural development as the object and not as a subject of development again. Political arena of local budgets is happening now continuously shown local government. At least through the third paragraph of Article 212 of Law 32/2004 (substitutes Law No. 22/1999), local governments are given wide space to perform budgetary policy to the village. The discretion of local governments (counties) in the budgeting to the villages, stagnated against Law No. 22/1999. Despite the progress editorial in describing the source of village income (note Article 212 paragraph 3 point c of Law No. 32/2004), still create an impression of the village's financial fate handed to local governments / districts. Construction of thought believes that the village has not been able to be independent, have limited human resources, and weak financial management. Results showed a significant difference between the required amount of funds available on the RKP village in the Medium Term Development Plan Rural (RPJMDes) prepared by the Village Government and the elements of society with a number of Budget Village (APBDes) each year is indications of problems in financial planning and management in Desa Tasik Juang. The condition indicates the intervention of local government in the planning and preparation of particular postal APBDes Financial Assistance Provincial / District / City. The politicization of the budget has already occurred in the village of Tasik Juang. One eye revenue budget very strategic financial help local governments to target politicization, apparently showing an impressive amount of decline in 2015. Even the likelihood that the role of community participation through Musrenbang just sham and a pretense (Camouflage). This research is a Government Science research that is in the realm of the Village Government System Study Field. The Village Fund is fully managed, in accordance with the laws and regulations, efficient, economical, effective, transparent and responsible by paying attention to a sense of justice and fulfilling and fulfilling the interests of the community. This research is important to provide an overview of Village Fund Management in the context of development both for physical development in this case, facilities and infrastructure as well as community empowerment in the village, especially in Ulak Patian, Kepenuh District, Rokan Hulu Regency. Planning, Implementation, Disbursement, Reporting and Control, Coaching, and Supervision. The management of ADD conducted by the District Government of Ulak Patian Village has fulfilled the technical regulations stipulated in the laws and regulations. But the process is still not optimal. This can be seen from the reporting and disbursement that corrects the delay. For the Realization Reporting process the use of ADD has not been in accordance with the predetermined schedule causing delays in disbursement. Likewise with the responsible responsibility for the use of ADD, the community cannot produce the work of the village government and accountability to local governments that do not carry out on time. Factors that influence the management of Village Fund Allocation in Ulak Patian Village add the quality of the Human Resources of the Village Government Apparatus in the District of Ulak Patian in Kepenuh which have an average high school / high school and junior high school education.Keywords: Management, Allocation, Village Funds

The development of health in Indonesia is aimed at raising awareness, willingness, and healthy living capability for every person in order to realize a degree of health level. Demam Berdarah Dengue (DBD) is an infectious disease caused by Dengue virus. The spread of this disease in Indonesia is widespread almost evenly in all major cities, including Pekanbaru City. In 2015 an explosion of dengue fever patients so that Pekanbaru City should be set the status of Extraordinary Events (KLB).The purpose of this study is to find out how much responsiveness of Pekanbaru city government in the prevention of Demam Berdarah Dengue (DBD), related to the non-stipulation of the status of Extraordinary Occurrence (KLB) in 2015. Type of research used is descriptive research type with qualitative analysis method. This research was conducted in Pekanbaru City. Technique of data collection is done by observation, interview and documentation. While the data analysis is done by qualitative analysis. Researchers use triangulation techniques as a technique to check the validity of data.The results of the study based on service user complaints indicator, bureaucratic apparatus attitude in responding to service user's complaints, the use of service user's complaints as a reference for improvement of public services, government action in providing service and placement of service users in the prevailing service system indicates that government responsv less in facing DBD . This is evidenced by the non-stipulation of the status of Extraordinary Events (KLB), in addition to preventive efforts undertaken by the government is not optimal and evenly distributed throughout the region as well as the government's new actions felt after the fall of human lives.Keywords: Responsiveness, Demam Berdarah Dengue (DBD)

One of the poverty alleviation programs carried out by the government is to provide assistance in the form of basic needs of rice to poor households so that this is expected to reduce poverty in the region. The implementation of the poor rice distribution program is carried out one of them in the Siak Hulu District of Kampar Regency with the target of poor households with an economic category of poor households.This research uses descriptive qualitÂ Â ative method by describing the current state of the subject and object of research based on the facts that occur. The research location is in Siak Hulu Subdistrict, Kampar Regency and the writer collected research data from interviews with research informants as well as documentation of books, government regulations, journals, mass media several internet media sites.This research concludes that the implementation of the poor rice distribution program (Raskin) in Siak Hulu District, Kampar Regency was carried out in accordance with government regulations ranging from district level distribution to the point of ransom. Several factors that hampered the implementation of the poor rice distribution program (Raskin) in Siak Hulu Subdistrict, Kampar Regency were the lack of communication and socialization among the implementation team, the low quality of implementing resources, the attitude of program implementers who were not serious and the absence of clear operational standards in the distribution raskin in Siak Hulu District so that the price sold does not match the price of the redemption point.Keywords: Â implementations, program and rice poor. The problems of public housing and residential areas as a government affair compulsory basic services organized by the Pekanbaru City Government have practically been implemented, but there are still various problems that remain unresolved.This study aims to determine the Pekanbaru City Government's actions in implementing compulsory affairs in the field of public housing and residential areas and to determine the pattern of integrating interests between the government, the private sector and the community in developing housing and residential areas in Pekanbaru City. Primary information sources (informants) are determined by purposive sampling and the necessary data are collected by interview techniques and literature study.From the results of this study it is known that the Pekanbaru City Government's actions in implementing compulsory affairs in the field of public housing and residential areas are carried out by meeting the needs of the House as one of the basic human needs in the framework of enhancing and equitable distribution of people's welfare, but in its implementation there are still MBRs that have not yet have Residential (Houses) and Budget Allocation that have not led to the need for RLH for MBR, Realizing decent housing and settlements in a healthy, safe, harmonious, and orderly environment. Where what happens is the granting of residential area permits that do not pay attention to environmental aspects and the development of residential and residential areas, in fact many do not pay attention to environmental aspects such as water catchment area closure, river flow and land contour changes, give direction to regional growth and population rationale that will be rational but the Selective Office of the City of Pekanbaru has not been selective in issuing permits to build buildings and support development in the economic, social, cultural and other fields that can be done by providing housing in urban areas and carried out in stages and adjusted to the ability of citizens.In addition, the integration of interests between the Government, Private Sector and the Community in the Development of Housing and Settlement Areas in the City of Pekanbaru is carried out by efforts to implement the Standardization of Housing Development, Supervision and control of housing development and implement improvements in housing quality.

The Integrated District Administration Service (PATEN) written in the Minister of Home Affairs (PERMENDAGRI) regulation Number 4 of 2010 is the organizer of public services in the Subdistrict from the application stage to the stage of publication of documents in one place. The purpose and objective of the Integrated District Administration Service is to make the Subdistrict a community service center that embodies the service node for the One Stop Integrated Service Agency / Offic This research study uses analytical methods on public service theory. This study uses a type of qualitative research. Data analysis unit with interviews with several speakers, with primary and secondary research data The results of the research are the Implementation of Integrated District Administrative Services (PATEN) in Moving Certificate Services in Bungaraya District in accordance with the Minister of Home Affairs regulation number 4 of 2010. For service time in Bungaraya Subdistrict, it applies according to the type of each service, while costs Community service does not need to incur any costs in performing services in the Bungaraya District office. But in Bungaraya Subdistrict still has shortcomings including the number of service personnel who are still minimal and infrastructure facilities that still need to be added again. The communication factor runs effectively in the District office as well as the disposition factor and organizational structure where from these factors really greatly affect the implementation of PATEN in the office, it is different from the natural resources factor, especially HR which still lacks the implementation of services in Bungaraya District office Keywords: PATEN, Implementation and Service

Pos Indonesia Sudirman Unit Pekanbaru City is the center of the Post Office in Pekanbaru. PT. Pos Indonesia Sudirman Unit Pekanbaru City which from year to year has decreased the level of employee work discipline due to lack of supervision conducted.This study aims to find out how internal control over the work discipline of PT. Pos Indonesia (Persero) Unit Sudirman City of Pekanbaru, then also to find out the factors that affect the work discipline of employees in PT. Pos Indonesia Sudirman Unit Pekanbaru City. The location of the study was conducted in Pekanbaru, PT. Pos Indonesia Jalan Sudirman. Furthermore, data collection techniques were carried out by interview, documentation and literature study.The results of this study are the Internal Control of Employee Work Discipline of PT. Pos Indonesia Sudirman Unit Pekanbaru City has not been running optimally. The current condition of drug abuse in Indonesia is a very worrying problem, Indonesia is in a state of emergency on drugs. Drugs have spread throughout districts and cities in 33 provinces. This means that no area is free from drug trafficking. Geographically, Riau is close to neighboring countries such as Malaysia and Singapore, so it has a high potential for conflict. Its strategic location makes Riau an entry point for radicalism and drug trafficking. This situation has resulted in Riau, especially Pekanbaru City, becoming an area that is vulnerable to the infiltration of drug trafficking in the community.Â Â Â Â Â Â Â Â Â This study aims to describe the implementation of the duties and functions of the Pekanbaru City National Narcotics Agency in the Prevention of Narcotics Abuse in Pekanbaru City in 2018. In addition, to determine the inhibiting factors for this implementation. This research uses descriptive qualitative methods and data collection techniques based on observation, literature study and interviews.Â Â Â Â Â Â Â Â Â The results of this study can be seen that the implementation of the duties and functions of the Pekanbaru City National Narcotics Agency in Preventing Narcotics Abuse in Pekanbaru City in 2018 is quite good, but there are several problems such as ineffective implementation of the duties and functions of the City National Narcotics Agency, the establishment of anti-drug-oriented development policies by the Pekanbaru City BNN. in the field of prevention. Â Â Â Â Â Â Â Â The drainage system is a way of removing excess unwanted water in an area. With the drainage system, excess water can be channeled into the drainage channel. When the rainy season arrives, there will be puddles or flooding on the roads and also inundate the market area below. One of the factors in the occurrence of inundation is high rainfall, clogged drainage channels and cannot function properly. From this problem, it is necessary to manage damaged / problematic drainage channels so that the water flow can flow properly.This research was conducted with the aim of describing the management of the drainage system in Pasar Bawah Jl Saleh Abbas in 2018. This research is a case study research with a qualitative approach. The location of this research is the Public Works and Spatial Planning Office of Pekanbaru City. The data collection techniques used were interviews and documentation. The data analysis technique used is qualitative data analysis.The results of the study concluded that the Drainage System Management has not been running optimally, this is due to the unclear field responsible for handling this drainage problem and the absence of a special activity program so that the process in the activities carried out cannot be completed.Â Keywords: Management, drainage system
