Abstract

General elections are a means of democracy to form a system of state power that is sovereign by the people and representative deliberations outlined by the 1945 Constitution. The central government has issued Law Number 7 of 2017 concerning General Elections. In 2020, Bengkalis Regency will return to carrying out the duties of the people by carrying out the 2020 Bengkalis Regent and Deputy Regent Elections. The election held this time is far different from the previous Pilkada, this is because it was the first time the Pilkada was held in the midst of the Covid-19 pandemic. With regard to the Simultaneous Pilkada in 2020 which also coincided with the occurrence of the Covid-19 Pandemic, the government is swift and has the right thinking and anticipates that the Pilkada will continue and be carried out properly. This study aims to determine the mechanism for the election of the Regent of Bengkalis Regency in Class II A Correctional Institutions during the Covid-19 pandemic. The type of research used is descriptive qualitative research, while the data collection techniques used are interviews and documentation. While the informants in this study were 8 people, namely Disdukcapil, KPUD officers, Bawaslu, Deputy Head of Bengkalis Class II A Prison, Supervisory Committee officers and Prisoners. The data used are primary data and secondary data, data analysis techniques with data reduction, data presentation and verification. Based on the results of the research that has been carried out, it was found that the implementation of the Bengkalis Regency Regent Election in Class II A Correctional Institutions during the Covid-19 pandemic went according to existing regulations. However, in terms of the mechanism, there are still several mechanisms that have not gone well, namely the limited implementation of the campaign due to the Covid-19 Pandemic, and the large number of convicts who cannot vote for several reasons, namely the lack of political educational background and some of the convicts who are constrained because of their identity. who were detained when they were prisoners in the prison before. Abstract

This research was conducted to determine the application of Sapta Pesona and the obstacles in implementing Sapta Pesona at the Natal Beach tourist attraction. This research was conducted in Natal Village, Mandailing Natal district. The research method used in this research is descriptive qualitative. The research subjects were the Mandailing Natal District Tourism and Culture Office, the Natal Market II Community and Business Actors at Natal Beach. The data collection techniques used in this research are observation, interviews and documentation. The results of the research found that the Sapta Pesona elements that have been implemented at Natal Beach are: (1) safe elements, (2) orderly elements, (3) cool elements and (4) friendly elements. Meanwhile, three elements have not been implemented, namely: (1) clean elements, (2) beautiful elements, and (3) memorable elements. Keywords: Application, Sapta Pesona, and Natal Beach

Abstract

Indonesia as the largest coconut producing country in the world is faced with a coconut production problem that has not been able to meet the supply needs of the domestic coconut processing industry. Lack of supply of raw materials that occurs due to low productivity of farmers' plantations and the revitalization of the coconut processing industry that occurs in Indonesia. The method used in this research is descriptive analytic method. The perspective used is the perspective of liberalism and uses reciprocal theory. This theory says that the actions of a country will be retaliated according to what has been done with the principle of applying justice. The occurrence of a shortage of supply of raw materials that occurred as a result of the export of coconut raw materials that occurred. This affects the fulfillment of the need for supply of raw materials for the domestic coconut processing industry. Abstract

This research aims to determine the description of the attractiveness and efforts to increase the attractiveness of the Al-Jami' Air Tiris Mosque tourist attraction, Kampar Regency. Kampar Regency is nicknamed the Land of Verandas of Mecca. Another nickname given to the district whose capital is Bangkinang City is Bumi Sarimadu which upholds cultural values, customs and religion in its daily life. The Jamik Air Tiris Mosque is a religious tourist attraction in Kampar Regency which was built in 1901 AD on the initiative of a great cleric named Datuk Engku Mudo Sangkal. This mosque is located on the banks of the Kampar river, precisely at the Usang Air Tiris Market. Sources were obtained through interviews, observation and documentation. Based on the research results, the conclusion of this research is that the attraction of the Jami' Air Tiris Mosque, Kampar Regency, which was built during the Dutch colonial period, is divided into history and the building itself. Abstract

This study aims to comprehend the dynamics of trading activities of used imported clothing (thrift) in Senapelan Market, Pekanbaru City. To analyze the existing phenomenon, the researcher employs Max Weber's theory of rational action. This study employs a qualitative method utilizing data collection techniques through observation, interviews, and documentation. Subject selection is based on specific criteria, involving a total of 3 individuals as informants, comprising traders of used imported clothing, and 1 key informant, namely the Head of the Trade Division of the Pekanbaru City Industry and Trade Office. The research findings elaborate on the trading situation, activities, and relationships formed as factors that motivate and sustain the trade of used imported clothing in Pekanbaru city, despite government prohibitions. The presence of government regulations related to the ban on used imported clothing is not yet fully optimized in terms of implementation, thus requiring efforts and programs to be designed in order to enhance the enforcement of regulations to address the issues posed by used imported clothing, which brings significant impacts to Indonesia. Abstract

Tourism is a sector that plays a very important role in efforts to increase foreign exchange in every country. Almost all countries in the world are competing to develop their tourist attractions. The tourism industry is seen as having very promising prospects and providing many benefits for the country. This research aims to determine the influence of Instagram social media marketing on consumer interest at Selera Restaurant Nongsa Point Marina Resort Batam. The data analysis technique used in this research is quantitative descriptive analysis, namely a research method by collecting, grouping, then arranging it so that it can be scrutinized based on relevant theories in connection with the problem being discussed and then conclusions are drawn to get the essence of the research results. namely frequency. The data collection techniques used by the author in collecting data are observation, questionnaires, and documentation. It is hoped that this research will be used as material for consideration in determining marketing strategies via Instagram social media, and can also be used as a reference for utilizing Instagram social media, to be able to introduce the Selera Restaurant profile at Nongsa Point Marina Resort Batam so that it can create advantages and be able to compete with other hotels. The research provides suggestions and hopes for the hotel to be able to increase the use of Instagram social media as a promotional medium for restaurant tastes and the profile of Nongsa Point Marina Resort. Abstract

The government plays a role in providing support and coordination to the Family Welfare Empowerment Team (PKK) to ensure the implementation of effective and sustainable family welfare programs. This research aims to describe the Implementation of the Family Welfare Empowerment Program (PKK) in Mandau District in 2023. Research methods This method uses qualitative methods with Grounded Research type research. The types of data used in this research are primary data and secondary data, primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. The research location was carried out in Mandau District. Data collection techniques in this research are interview and documentation techniques. Implementation of the Family Welfare Empowerment Program is seen from the compatibility between the Program and the Users, the compatibility between the Program and the Implementing Organization, and the compatibility between the Benefit Group and the Implementing Organization. The findings in this research are that people can take part in all PKK programs regardless of age and several other characteristics, fulfilling their needs for information and education regarding health, nutrition and healthy lifestyles. Fulfilling the needs of several groups, such as pregnant women, toddlers and the elderly, then in the implementing organizational aspect, TP PKK can carry out implementation in various ways, namely identifying problems, setting goals, establishing strategies, then carrying out implementation, seeing community involvement and participation, then see adaptation and evaluation. Abstract

The village government plays a role in facilitating the community and providing good direction to the community regarding the development and empowerment goals that will be implemented. The community plays a role in contributing thoughts, energy and property for the success of empowerment and development. The village government plays a role in implementing Dasawisma activities through its role as Facilitator, Regulator and Dynamisator. The problem in this research is that the Tapung Jaya village government is not optimal in carrying out its role as village government.The aim of this research is to determine the role of the Tapung Jaya village government in optimizing the village community empowerment program through dasawisma in 2021 and to determine the supporting and inhibiting factors in carrying out its role as village government referring to the theory of the role of village government according to Ryas Rasyid, 2010, namely the role of government as Facilitator, Regulator And Dynamisator. This research is descriptive qualitative research with the main data sources being primary data and secondary data. The data collection techniques used were interview and documentation techniques. This data analysis technique is Data Reduction, Data Presentation and Conclusion Drawing. The results of this research are that the role of the Tapung Jaya village government as the main driver in empowerment activities carried out by the Tapung Jaya Village PKK is not yet optimal, such as a lack of funds and other infrastructure such as skills training, participation and land to create dasawisma gardens and the existence of inhibiting factors in carrying out its role. Abstract

Traditional medicine badah ayam is a non-medical treatment or alternative medicine for the Minang people who use chicken as a medium for treatment. This research was conducted in Nagari Lubuk Basung, West Sumatra. The purpose of this research is to find out the process of implementing traditional medicine badah ayam and the reasons why people still use and trust this treatment. In this study the technique of taking the subject by using snow ball and purposive sampling which criteria have been determined in this study. The theory used in this study uses the theory of social action (traditional action and value rationality) put forward by Max Weber and health belief model theory. This research uses a qualitative approach with a descriptive type. To obtain relevant research results, researchers conducted interviews with 8 subjects and also made direct observations in the field. The results of this study are that there are procedures for carrying out treatment and the reasons people use and trust this treatment. This traditional medicine uses chicken as a medium in which the disease in the patient's body is transferred to the chicken and you can see the disease suffered, then the chicken is consumed by the patient along with the spice leaves given by the person treating it. The reason people use this treatment is because of family traditions, treatment is more effective than medical treatment, diseases that do not go away. The reason people believe in this treatment is because this treatment has existed since ancient times and has survived to this day, family habits, and also the results and effects provided by traditional medicine to install badah ayam. Abstract

The performance management of civil servants (PNS) at the Regional Civil Service Agency of Riau Province is expected to be able to realize the potential of state officials to have clearer and measurable performance. However, in its implementation there are still problems such as the decreasing number of merit system assessments in the performance management of civil servants (PNS) in Riau Province. This research aims to describe the implementation of performance management for civil servants (PNS) and the factors that influence the implementation of performance management for civil servants (PNS) in the Riau Province Regional Civil Service Agency. This research uses a qualitative research method with a descriptive approach, which can be interpreted as a problem solving process that is investigated by describing the condition of the research subject based on the facts that appeared during the research which was continued based on existing theories. Then, data collection techniques in this research include interview and documentation techniques. Furthermore, the data analysis technique uses qualitative descriptive analysis techniques which include data collection, data reduction, data presentation, and drawing conclusions or verification. The results of this research indicate that the implementation of performance management for civil servants (PNS) in the Regional Civil Service Agency of Riau Province still faces complexity in the dimensions of objective performance assessment through the e-attitude application which often experiences disruptions and is still in the development stage to be improved. Changes in regulations from Government Regulation (PP) Number 46 of 2011 to Regulation of the Minister of State Apparatus Empowerment (Permen PAN) Number 6 of 2022 also cause changes in performance management, but this transition also creates challenges, such as returning to manually inputting performance assessments which are not effective and efficient. Apart from that, organizational culture factors have a significant influence on the implementation of performance management for civil servants (PNS), where organizational culture that has not been properly embedded in civil servants (PNS) has resulted in the implementation of public services that is not yet optimal.
