Abstract

One of the functions of government is the service function, the government must provide the best service to meet the needs of the community in all aspects. This is being carried out by the Sungai Petai village government, where to achieve excellent public services, the Sungai Petai Village Government is presenting an Application or Mobile-based Public Service called Kampung Page. This research aims to explain the implementation of the Kampung Page application in Sungai Petai Village in 2021. The research method used is a qualitative method by explaining descriptive data. The type of research data used is primary in the form of data obtained from research informants and secondary in the form of data obtained from related documents. Then the research location was in Sungai Petai Village, Kampar Kiri Hilir District, Kampar Regency. This research found that the implementation of the Kampung Page application in Sungai Petai village in 2021 is running quite optimally. The implementation of the public service system through the Kampung Page application in Sungai Petai village makes the public services provided more effective and efficient. The community's obstacles in using the Kampung Page application are very minimal and make the level of public trust in the Kampung Page application quite high. The reliability of using the Kampung Page application can be said to be adequate because there have been no complaints from the public regarding the speed of accessing this application. The Sungai Petai government has provided a lot of support to the community, including providing an admin chat feature, socializing the use of the Kampung Page application, providing a manual book to the community as a guide to using the Kampung Page application, and also providing kiosks at the village office for people who still lack understand how to use the Kampung Page application. However, there is still a need to improve the features of other service areas so that all service areas can be utilized optimally. Then there needs to be further outreach and training from the Sungai Petai Village government to increase knowledge and active community participation in using the Kampung Page application. Abstract

This research analyzes the role of the Indonesian House of Representatives (DPR RI) in addressing the issue of climate change. Climate change is a pressing global topic that affects the environment, including Indonesia. It is considered the 6th National Priority in the National Medium-Term Development Plan (RPJMN) for the period 2019-2024. Addressing climate change requires the involvement of various stakeholders, including the parliament. The DPR RI has three main functions and an additional function, which is representation. One form of representation is through parliamentary diplomacy, which supports the diplomatic efforts of the government. This study employs a qualitative method, using data collection techniques such as literature review from books, journals, articles, websites, and interviews with experts from the Inter-Parliamentary Cooperation Agency (BKSAP) to strengthen the understanding of the role of the DPR RI. The research applies the perspectives of Constructivism and Parliament Theory to evaluate the role and identify the root causes of the issues in this study. The findings of this research demonstrate that the DPR RI has been actively addressing climate change through parliamentary diplomacy from 2019 to 2022. The DPR RI participated in 22 international forums, produced 16 cooperation agreements, and provided representation and legitimacy in understanding climate change legislation. The role of the DPR RI during the period of 2019-2024 indicates that it fulfills both functions by actively engaging in forums and knowledge exchange as the basis for legislation. Abstract

Implementing promotions from Travel Bureaus is a way to attract as many people as possible to use or buy the products offered as well as to show the company's various products and attract public attention to the company's services. This research aims to find out the promotions carried out by PT. Widadifa Tours & Travel in order to increase sales of tour packages to reach sales targets and to find out the efforts made to increase the implementation of tour package promotions at PT. Widadifa Tours & Travel Pekanbaru. This research uses a qualitative method with a descriptive approach to describe and display the conditions that exist at the research location by collecting data and information obtained directly from the field. The key informants in this research are the Main Director, Accounting Staff and Ticketing Staff from PT. Widadifa Tours & Travel. In this research, the data collection techniques used were interviews, observation and documentation. From this research it can be seen that the promotion of services carried out by PT. Widadifa tours & Travel Pekanbaru is advertising, sales promotion, publication and personal selling. Of all the promotions carried out, publication information and personal selling are the promotions that have the most influence on product sales and purchases. However, it does not rule out the possibility that other promotions carried out will also have an influence on the sales products they offer. Keywords: Travel Agency, Promotion, PT. Abstract

The existence of a Child Social Welfare Institution (LKSA), in this case an orphanage, is not determined by the number of children who receive services, but the measure is the accreditation of the LKSA. Accreditation of Social Welfare Institutions (LKS) is an effort to measure the level of appropriateness of services and standards for institutions in the field of social welfare. The aim of this research is to determine the role of the Social Service in supporting the implementation of LKSA accreditation in Karimun Regency in 2022-2023, as well as to find out what obstacles factors are experienced by the Social Service in supporting the implementation of LKSA accreditation in Karimun Regency. The theory used in this research is about the Role of Government with indicators of Government as Regulator, Government as Dynamisator, and Government as Facilitator. The research approach used is a qualitative approach. This type of research is descriptive. The research location is at the Karimun Regency Social Service. The types and sources of research data are divided into primary data using purposive sampling techniques and secondary data in the form of supporting data related to the implementation of LKSA accreditation. Data collection techniques were used by means of interviews and documentation. The results of this research are that the role of the Social Service in supporting the implementation of accreditation for Child Welfare Institutions (LKSA) can be said to have not run optimally because there are still several obstacle factors in assisting the process of implementing this accreditation, namely limited budget funds, limited time and frequency of socialization, lack of facilities and inadequate infrastructure and facilities, as well as a lack of understanding and knowledge from LKSA managers regarding accreditation. Abstract

BUMDes Nambus Bestari is a BUMDes located in Tanjung Darul Takzim Village, Tebing Tinggi Barat District, Meranti Islands Regency. This BUMDes is included in the advanced BUMDes category and received an award as one of the Most Advanced BUMDes in Meranti Islands Regency in 2021. This research aims to find out how the Nambus Bestari BUMDes is managed so that it can become an advanced category and increase the village's original income. The location of this research was carried out in Tanjung Darul Takzim village. The type of research used is a qualitative method and descriptive research type with data collection techniques in the form of observation, interviews and documentation. The number of informants in this research was 9 people. The results of this research are that the governance of BUMDes Nambus Bestari applies 4 principles, namely Transparency by opening up information to the public, Accountability by reporting responsibility for each activity, Fairness which makes all BUMDes parties must make policies by consensus so as to create a sense of justice for the community and parties. Abstract

The purpose of this research is to determine the condition of foreign refugees from Afghanistan in Indonesia as well as the history of the early background of refugees coming to Indonesia. Also to find out the cause of Australia cutting off the resesttelement of refugees in Indonesia. How the impact of the anti-resettlement policy on foreign refugees from Afghanistan in Pekanbaru and the attitude of refugees after the Anti-Resettlement policy in Pekanbaru. This study was analyzed using qualitative methods with interview techniques of foreign refugees from Afghanistan, observation and literature. Using migration theory according to Khalid Koser in 2003 stated in his book entitled "New African Diasporas" related to migration security which is divided into 3 main dimensions of migration security, namely human, state, and global security. Explain about input, which is how a regulation or law is made and then produces output, namely the impact of the results of the law. In theory, this relates to Australia issuing an anti-resettlement policy against foreign refugees from Afghanistan registered with UNHCR Indonesia. The results of this study can be concluded that anti-resettlement policies are issued by Australia on economic and Islamophobic grounds or related to national security. This has a major impact on foreign refugees from Afghanistan in Indonesia regarding their life security, their children's education, their jobs, marriages, and their mental or mental health in the future. Abstract

The Department of Industry and Trade is an executive element of the Regional Government in the field of industry and trade. One of the tasks of the Industrial and Trade Department of the City of Pekanbaru is to monitor the activities carried out by private entities in the management of the Lower Market. The problems in this study are not optimum processes of supervision carried on by the industrial and trade department of the city of pekanbaru, thus decreasing the attractiveness and competitiveness of the lower market. The purpose of this research is to look at the monitoring process carried out by the Industrial and Trade Department of Pekanbaru City in the year 2022-2023. This research uses descriptive qualitative research methods with primary data sources and secondary data. Data collection techniques are interview techniques and documentation techniques. Data analysis techniques are Data Reduction, Data Presentation, and Conclusion Drawing. The results of this study are the surveillance carried out by the Industrial and Trade Department of Pekanbaru City in the management of the market under 2022-2023 has basically been implemented in accordance with the existing rules. But in that year there was a transition period, in which the current managers in the lower markets were replaced, so that the monitoring process was not working significantly. Besides, there are also obstacles among them, polemics between the lower market trader with the new manager as well as the process of transferring the trader from the bottom market to the TPS lower market. Abstract

ABSTRACT Participatory budgeting is a process where the community can contribute to budget decision making and the community is also actively involved in formulating agendas based on real needs which are then agreed to be priorities that will be implemented. Participatory budgeting in budget planning will produce development activities that suit community needs. The research method used in this research is a qualitative method with a descriptive approach. The data collection technique uses interview and documentation methods. The data analysis process includes data reduction, data presentation, and drawing conclusions. The research location is Simpang Village, Medan City. This research found that the application of participatory budgeting in the Village Fund Allocation (ADD) in Simpang Village, Medan City, Kelayang District, Indragiri Hulu Regency in 2021 has not been implemented well. The relatively low level of community participation in involvement in ADD budget planning can be seen in the RKPDes musrenbangdes so that meeting community needs is not realized optimally. On the other hand, there are transparency efforts by the village government in financial management in fulfilling open access in information media to avoid budget misappropriation. The aspect of community involvement in the process has not been specifically regulated by a Village Regulation, however the village government has been guided by Indragiri Hulu Regency Regional Regulation Number 12 of 2020 in initiating community involvement. Apart from that, community involvement also includes the regional/physical dimension. This is reflected in the existence of deliberations at the hamlet level. Abstract

This research analyzes how the implementation of the work plan between the Maritime Security Agency of the Republic of Indonesia and the United States Coast Guad (USCG). Indonesia as a country which is the fulcrum of two oceans, has an obligation to build maritime strength, in order to maintain maritime sovereignty and wealth as well as a form of state responsibility in maintaining shipping safety and maritime security. This is also in line with Indonesia's Vision, namely the Vision of Becoming a World Maritime Axis. There are many maritime threats such as IUU (Illegal Unregulated Unreported Fishing), transnational crimes, separatism, as well as territorial violations and border conflicts. One of Indonesia's efforts to overcome this is to form a Maritime Security Agency. To increase Bakamla's capability, maritime security cooperation was carried out with the United States, in this case cooperation between Bakamla and USCG. This research uses qualitative research methods, with data collection techniques, namely literature studies originating from books, journals, reports, documents, newspapers, internet sites, and reports. This study uses the perspective of Neorealism and the theory of International Cooperation and the concept of Policy Implementation. The implementation of the work plan between Bakamla and USCG went well and the activities carried out were in accordance with the contents of the work plan. There is a decrease in the number of violations at sea which is evidence of an increase in maritime security and safety in Indonesia. Keywords: World Maritime Axis, Bakamla, USCG

Abstract

Merangin Regency is one of the areas in Jambi Province which is rich in tourism potential. Merangin Regency has many natural tourist attractions. If this tourist attraction is managed and developed well and appropriately, it will become an interesting tourist destination to visit. There are still many tourist attractions that have limitations and problems. Such as a lack of information regarding the existence of tourist attractions and a lack of facilities and infrastructure. This research was conducted to find out the role of the Regional Government in tourism development as a regulator, facilitator and dynamist and what are the obstacles in developing tourism in Merangin Regency. This research was conducted using a qualitative research approach with descriptive research type. With data collection techniques through interviews and documentation. The results of this research show that the role of Regional Government in tourism development includes: 1) The role of the Government as a Regulator by making policies regarding maintenance and carrying out monitoring and evaluation 2) The role of the Government as a Facilitator of government involvement by creating programs and carrying out physical development and also carrying out tourism promotion, 3) The role of the Government as a dynamist by providing training to the community. Obstacles in developing tourism in Merangin Regency are community participation, limited infrastructure, limited funds.
