Abstract

Analysis of the quality of Service for Issuing a Fund Disbursement Order In Regional Financial And Management Agency Board Of Yahukimo Regency. This study aims to: describe and analyze the quality of service and the inhibiting factors in the issuance of a Fund Disbursement Order at the Regional Financial and Asset Management Agency of Yahukimo Regency.   This research uses a quantitative approach with a descriptive statistics type of research. The sample was taken using purposive sampling techniques of 75 respondents from a population of 294 service recipients. Data were collected through observation, interviews and questionnaires. The data analysis technique used is an descriptive statistics. Based on the results of the analysis, it shows: the quality of service for issuing a warrant for disbursement of funds through five dimensions, tangibless, reliability, responsiveness, assurance and emphaty concern gets quality criteria, namely good and not good. In addition, there are three inhibiting factors in the service of a warrant for disbursement of funds, namely: facilities and infrastructure, the culture of the apparatus and the ability of the apparatus. Thus, it is hoped that the Regional Financial And Management Agency Board Of Yahukimo Regency will be obliged to increase the procurement of facilities and infrastructure and can work with training institutions to develop the capabilities of officials who can encourage the improvement of service quality.

Abstract

Analysis of Investment Acceleration Policy in Areas Affected by the Sidoarjo Mud Disaster (Study of Sidoarjo Regent's Regulation Number 52 of 2020 concerning the Implementation of Accelerating Investment in Areas Affected by the Sidoarjo Mudflow). Background Research is Sidoarjo Regent Regulation Number 52 of 2020 despite being implemented, Porong District as one of the districts in the typology zone affected by Lapindo heat mud, has an unfavorable economic condition, when compared to other districts in the same area. Problem Formulation In this study: What is the formulation, implementation and evaluation of investment acceleration policies in the Sidoarjo mud disaster affected area (study of Sidoarjo Regent Regulation Number 52 of 2020 concerning Implementation of Investment Acceleration in Sidoarjo Mud affected areas)? The findings in the field show that the policy formulation (Winarno, 2014), related to the target group and the absence of alternative policies. Implementation of Policy (Grindle, 1980: 11), related to the absence of socialization to investors and entrepreneurs to eliminate the negative stigma of Lapindo Sidoarjo mud which causes fear of entrepreneurs and frequent changes in human resources responsible for the implementation of policies, with the transfer of knowledge that has not been maximized. Policy Evaluation (Dunn, 2003), related to measuring devices/indicators that are clearly stated and standard which are the benchmark of the measurement of policy success.

Abstract

Accreditation Process Consultation for Testing Laboratory Development (Study on UPTD Testing and Quality Certification Center in North Maluku Province). Testing laboratories play a crucial role in controlling and evaluating the quality and safety of products based on regulations and standards. Laboratory development through process consultation can improve the quality and effectiveness of the organization, including in preparing laboratory accreditation. This study used a descriptive qualitative research method to describe the efforts of testing laboratory development with process consultation strategies at UPTD BPSMB in North Maluku Province. Data sources used were interviews, observations, and documentation. In order to improve the quality of their testing laboratory, accreditation is needed. UPTD BPSMB in North Maluku Province chose the National Standardization Agency to assist them in preparing laboratory accreditation by conducting consultation processes before submitting their accreditation process to the National Accreditation Body (KAN), considering issues such as personnel who do not understand and implement SNI ISO/IEC 17025 and incomplete quality documents.

Abstract

Community Empowerment in the Context of Poverty Alleviation Through the Development of All Villages (BANGSAKU) in Urumb Village, Semangga District, Merauke Regency. Community welfare in Merauke Regency cannot be realized due to the high level of poverty. Efforts to achieve community welfare must be carried out in a systematic and planned manner so that they receive systematic and continuous treatment. The purpose of this research is to find out community empowerment with efforts to improve the standard of living of the people of Urumb village, Semangga District, Merauke Regency in overcoming poverty. The type of research used is research with a qualitative approach. Research informants totaled 7 (seven) people. The technique used in data collection is using the interviews method(based on interview instructions) observationinterview and documentation. In addition, the data analysis carried out consisted of three stages, namely data summary, data presentation, and drawing conclusions. The results of this study indicate thatcommunity empowerment it didn't go well. Thisis known from several aspects such as the lack of human resources and the lack of awareness from the community in managing natural resources with existing potential. The supporting factor in community empowerment is its abundant natural resources, while the inhibiting factor is the lack of routine training from the government in strengthening community empowerment capacity.

Abstract

Strategic Planning Process of The Communication, Informatics, and Statistics Office of North Maluku Province in Information and Documentation Management (A Study on the Information and Documentation Management Office of North Maluku Province). This article discusses the strategic planning process of the Department of Communication, Informatics, and Persandian in North Maluku Province in managing information and documentation, with a focus on a case study of the Public Information and Documentation Officer (PPID) in the province. The study found that the current strategic planning process is not optimal, with challenges including lack of understanding, resource allocation, stakeholder involvement, communication, and coordination. These issues have resulted in ineffective and inefficient management of information and documentation. The article recommends improvements such as team formation, stakeholder involvement, resource allocation, and enhancing the quality of the website and information technology to achieve effective and efficient management of information and documentation.

Abstract

Analysis of the Stakeholders Roles in Poverty Reduction (Study on Poverty Reduction in Lamongan District). The problem of poverty in Lamongan Regency arises because the potential and power have not been optimally utilized, beside that opportunities for collaboration and integration among stakeholders have also not been properly utilized. The strategy of the Regional Government is still focused on reducing poverty which is implemented in programs and activities. The government is complacent about the importance of Stakeholders management, so the strategy does not work well. Therefore, it is important to have a stakeholder analysis to obtain information related to stakeholder mapping and the process of involvement in poverty reduction in Lamongan District. The first step is to determine the interests and influence of various groups in relation to policy. Next identify the role by using the interests Matrix of the main policy actors. The final step can be with mapping, then a model of stakeholder involvement in Poverty Reduction in Lamongan Regency can be compiled. The results of the mapping will show which stakeholders are key and which play a lesser role in poverty alleviation. Another effort is made to improve performance in accordance with the policies that have been prepared

Abstract

The government a public service organization certainly has an obligation to provide excellent service to all people. Excellent service often becomes polemic where people are dissatisfied with the services provided by the government because the service quality is lowand not on time. One of the methods by BPS of West Kalimantan Province is to carry out bureaucratic reform with the aim of knowing whether or not bureaucratic reform is effective in achieving organizational goals. This study used descriptive qualitative method. The data will then analyzed in depth using analysis by conducting an analysis based on the interpretation of primary secondary data. The results of the research show that bureaucratic reform BPS North Kalimantan Province still not optimal because there are still many employees who neglect their duties and responsibilities. In addition, BPS North Kalimantan Province needs to innovate to improve employee performance so that organizational goals can be achieved.

Abstract

The main focus of this research is the implementation of the accelerated rehabilitation and reconstruction program policy after the earthquake natural disaster in North Lombok Regency. The substance of the problem was identified how to implement the rehabilitation and reconstruction program policy after the earthquake natural disaster that occurred in North Lombok Regency. The theory used in the approach to research problems is the theory of Edward III (2002) using several indicators, namely communication, resources, dispositions/attitudes and bureaucratic structure. The research method used is a qualitative research method with data collection techniques through observation, in-depth interviews and data condensation. The results of the study show that the implementation of the post-earthquake rehabilitation and reconstruction program policies in North Lombok Regency still requires competent resources as implementers and communication that is built between policy makers and those implementing the policy must be clear, accurate and consistent so that miss communication does not occur. In addition, there are indicators of bureaucratic structure that need attention, namely there must be an appropriate division of responsibilities.

Abstract

Capacity building of Tourism Human Resources in Supporting the Development of Labuan Bajo City Towards a Super Premium Tourism Destination (Study on Human Resources of the State Civil Apparatus of Dinas Pariwisata, Ekonomi Kreatif dan Kebudayaan of West Manggarai Regency). Tourism activities require human resources as the main actors in advancing these activities. Reliable human resources must have the capacity both in competence and ability /skills to be able to support development activities. The intended human resource is tourism human resource who works in the public sector. In the scope/public sector, the government must prepare competent State Civil Apparatus or ASN, especially in the field of tourism where ASN must be able to become a facilitator of tourism activities. Tourism human resource capacity building which aims to support the development of super premium tourism in West Manggarai Regency is part of development administration with a special purpose. Development administration is part of public administration which specifically targets the development of various aspects, one of which is human resource development. Therefore capacity building is part of public administration. The focus of this research is 1) Capacity building of human resources for the State Civil Apparatus by looking at recruitment, training, payroll system or salaries, and condition of work. ASN capacity-building activities have an impact on services to the public in meeting their information needs.

Abstract

Government Human Resource Capacity in Managing Poverty Alleviation Programs for Communities Affected by the Covid-19 Pandemic (Study at the DKI Jakarta Provincial Social Service). Normatively, the poor and abandoned children are cared for by the state, so qualified human resources are needed. Through this, the results of the research were found: (1) The capacity of the Government's Human Resources (HR) in managing the rubble alleviation program for the recovery of the COVID-19 pandemic community was carried out quite well, however, some TKSK could not use computers and there were no minimum educational bridge requirements. In fact, when it is related to the duties and functions of ASN, honorary personnel also require a sufficient level. (2) The new capacities that must be mastered by DKI Jakarta Province Social Service Employees are carried out quite well, the researchers found a lack of employee capabilities in efforts to minimize disposal bag areas through the development of basic service infrastructure. (3) Efforts to increase HR capacity were carried out well, but it was found that the DKI Jakarta Social Service Office did not yet have an agenda in evaluating the capacity building program that had been implemented, even though this evaluation was important to ensure that the capacity building program was carried out properly and was truly beneficial. in increasing the capacity of regional apparatus according to the needs.
