Abstract

State protection for citizens and society should be developed and facilitated without any discrimination. This also applies to public services which should be provided by the public sectors disregarding any limitations of the beneficiaries. This has become a big issue if it is related to what the Indonesian public sectors have facilitated so far. State laws, regulations and policies had been established with little compliance from the public sectors. The government themselves tended to ignore the situation, consequently the results of public services for the people with different abilities (difabel) had gone long unnoticed. This paper aimed at highlighting the needs of ensuring public services accessible to their beneficiaries disregarding their physical, mental, or language limitations and urging the needs of improving awareness as well as real actions for combating differences and discriminations and empowering the Difabel society with more access to public services. Providing more access for difabel society to public services would surely contribute to the improvement of state protection for its citizens and society.   Keywords: Accessibility, Difabel, Public Services

Abstract

Kebumen is an agricultural area in Central Java Province. Indicator is shown by the number of farmers as much as  > 50%  of total population and agricultural sector's contribution to the economy of region as big as 34.71%. The contribution of the agricultural sector is interesting to know the productivity of agriculture in each district. This paper uses Data Envelopment Analysis tool Banker-Charnes-Cooper (DEA-BCC) input in measuring productivity in the agricultural district. Analysis results show that as many as four districts efficiently and twenty-two districts are inefficient.

Abstract

The local government here how can overcome existing problem. To that's local government have to can develop;build harmonious and harmonic relation with corporate world and society to realize to arrange good governance. Essensi from delivering birth of Law No. 32/2004 and Law No. 33/2004, for example are: Variety in unity, Political paradigm, using democracy principle, justice and generalization. Economic paradigm which emphasize at area competitiveness in face of global emulation through enableness of society. Problem of arising out along with journey of Autonomy Area, the local government have conducted stages;steps of inovatif in exploiting of natural sumberdaya and also available human being sumberdaya. When powered existing excellence in an optimal fashion of course will be able to move forward area economics marked with prosperity of society. But, if such excellence just for simply fulfilling formal ground, hence society will not obtain;get something benefit. Pursuant to its source, hence writer divide to become innovation of adoptif, innovate self-supporting innovation and instruktif. Result of research conclude, that 1) Ability of Municipalities innovation in Kaltim still relative lower 2) paradigm of governmental as steward of society not yet fully run; and 3) Condition of politically in labile center storey level cause doubt of leadership in area.  Keywords:  innovation, local government

Abstract

Education is the right of every citizen. East Kalimantan Province has a 12-year free education program. Gross enrollment ratios Primary School level in 2009 reached 112.30 percent and high school level GER ranked fourth nationally. On the other hand, East Kalimantan Province also has limitations in education facilities and infrastructure. Some barriers are factors such as land area, population distribution is uneven and limited transportation infrastructure. With these achievements and constraints, it is necessary to evaluate the education in East Kalimantan province. Furthermore, in conducting the evaluation used data analysis tools Envelopment Analysis (DEA) model of Banker Charnes and Cooper (BCC) with output orientation. Results Analysis showed that District/Municipality covers a relatively efficient Paser District, Berau District, Manilau District, Balikpapan Municipality, Samarinda Municipality Penajam Paser District, Tarakan Municipality, East Kutai District, West Kutai District, and Bontang Municipality. While the relatively inefficient covering Kutai Kartanegara District, Bulungan District, Nunukan District, District/Municipality that became a reference in the increased efficiency is Paser District, Berau District, Samarinda and Bontang Municipalities. Furthermore, the Municipality of Samarinda is the most efficient evaluation unit and at most be a reference to increased efficiency.Keywords : evaluation, education, eficiency, and East Kalimantan.Pendidikan adalah hak setiap warga Negara. Provinsi Kalimantan Timur (Kaltim) telah memiliki program pendidikan gratis 12 tahun. Angka Partisipasi Kasar (AKP) jenjang Sekolah Dasar (SD) pada tahun 2009 mencapai 112,30 persen dan APK jenjang Sekolah Menengah Atas (SMA) Kaltim menempati urutan ke-empat nasional. Disisi lain, Provinsi Kaltim  juga menghadapi kendala keterbatas dalam sarana dan prasarana pendidikan. Kendala tersebut disebabkan beberapa faktor antara lain luasnya wilayah, penyebaran penduduk yang tidak merata dan terbatasnya prasarana trasportasi. Dengan prestasi dan Kendala tersebut, maka perlu dilakukan evaluasi  penyelenggaraan pendidikan di Provinsi Kaltim? Selanjuntya, dalam melakukan evaluasi digunakan alat analisis Data Envelopment Analysis (DEA) model Banker, Charnes, dan Cooper (BCC) dengan orientasi output. Hasil Analisis menunjukan bahwa kabupten/kota yang relatif efisien meliputi Kabupaten Paser, Kabupaten Berau, Kabupaten Manilau, Kota Balikpapan, Kota Samarinda, Kabupaten Kutai Barat, Kabupaten Kutai Timur, Kabupaten Penajam Paser  Utara, Kota Tarakan. dan Kota Bontang. Sedangkan yang relatif belum efisien meliputi Kabupaten Kutai Kartanegara, Kabupaten Bulungan, Kabupaten Nunukan, Kabupten/kota yang menjadi referensi dalam peningkatan efisiensi adalah Kabupaten Paser, Kabupaten Berau, Kota Bontang dan Kota Samarinda. Selanjuntya, Kota Samarinda merupakan unit evaluasi yang paling efisien dan paling banyak menjadi referensi peningkatan efisiensi.Kata kunci: evaluasi, pendidikan, efisien dan Kaltim

Abstract

Improved governance at this time is encouraged through the implementation of bureaucratic reforms program that has entered the second stage (2010-2014). One considerable area of change in the bureaucratic reform that needs to be improved is public services, especially in the current era of regional autonomy nowadays where the regions have opportunity to innovate, be creative, and create the best model to achieve improved quality of service to the community. One important effort suggested by the author to improve the quality of public services is to do public service management reform, to fulfill completeness of organizational development, and implementation of zero management in public service activities. If this can be implemented, it is expected that people's satisfaction is achieved, which together will show the better performance of the government, and in the aggregate will show the successful implementation of bureaucratic reforms.Keywords : Bureaucratic reform, public service, regional autonomyPerbaikan tata kelola pemerintahan yang saat ini digalakkan melalui pelaksanaan program reformasi birokrasi sudah memasuki tahapan atau gelombang kedua (2010-2014). Salah satu area perubahan reformasi birokrasi yang cukup penting untuk ditingkatkan adalah pelayanan publik, terutama di era otonomi daerah saat ini yang memberikan kesempatan kepada daerah untuk berinovasi, berkreasi, dan menciptakan model terbaik demi pencapaian peningkatan kualitas pelayanan kepada masyarakat. Upaya penting yang disarankan oleh penulis untuk meningkatkan kualitas pelayanan publik adalah dengan melakukan pembenahan manajemen pelayanan publik, memenuhi kelengkapan pengembangan organisasi, serta penerapan manajemen zero dalam aktivitas pelayanan publik. Jika hal ini mampu dilaksanakan, maka diharapkan kepuasan masyarakat akan tercapai, yang secara bersinergi menunjukkan kinerja pemerintahan yang semakin baik, dan secara agregat menunjukkan keberhasilan pelaksanaan reformasi birokrasi. Abstract

Theresearch aims to detect and understanding accountability of organization existence YLPMD Lampung with governance paradigm. This research use qualitative method with grounded research approaches with reason is to build theory that start from data. The research finding shows that YLPMD Lampung to carry out accountability organization existence passes some mechanisms, they are: 1). Clarifying guiding philosophy, vision and mission, and goal; 2). Improving certainty and law status clarity; 3). Actuating organization chart based on program; 4). Improving democratic leadership pattern; and 5). Strenghening decision making mechanism and responsibility. The result of this study also provides information that through the implementation of mechanism have been closer NGOs YLPMD Lampung on values such as trust, responsiveness, healthy organization climate, legality and public legitimacy, clarity direction of the organization, rules and laws, and the acceptance of stakeholders and the public. As the research findings, this study proposed a proposition that when the NGO implementing the mechanism of accountability through clarifying guiding organizational philosophy, vision, mission and goals with the foundation of the real problems of society; legal status, structure, functions, and relations between structure–based focus of the work; strong leadership the ideology of civil society, networks, and togetherness; and decision-making mechanisms, and accountabilit. The NGOs can make use accountability values such as trust, responsiveness, healthy organizational climate, legality and public legitimacy, clarity direction of the organization, rules and laws, and stakeholders and public acceptance”.  Keyword :  governance, accountability, NGOPenelitian ini bertujuan untuk mengetahui dan memahami akuntabilitas keberadaan Ornop YLPMD Lampung dengan paradigma governance. Penelitian ini menggunakan metode kualitatif dengan pendekatan grounded research dengan alasan untuk membangun teori, khususnya teori substantif, yang berasal dari data. Hasil penelitian ini memperlihatkan bahwa akuntabilitas eksistensi organisasi YLPMD Lampung yang diwujudkan melalui mekanisme: 1). Kejelasan guiding philosophy, visi, misi dan tujuan organisasi; 2). Kejelasan status hukum organisasi; 3). Kejelasan struktur organisasi, fungsi dan relasi antar struktur organisasi; 4). Aturan formal kepemimpinan  dalam organisasi; dan 5). Aturan dan pelaksanaan mekanisme pengambilan keputusan dan pertanggungjawaban. Hasil penelitian ini juga memberikan informasi bahwa melalui pelaksanaan mekanisme-mekanisme telah mendekatkan Ornop YLPMD Lampung pada nilai-nilai seperti trust, responsiveness, iklim berorganisasi sehat, legalitas dan legitimasi publik, kejelasan arah organisasi, rule and laws, dan penerimaan stakeholders dan masyarakat. Sebagai temuan penelitian, studi ini mengajukan suatu proposisi bahwa ketika Ornop menjalankan mekanisme akuntabilitas keorganisasian melalui kejelasan guiding philosophy, visi, misi dan tujuan dengan landasan persoalan nyata masyarakat; status hukum; struktur, fungsi, dan relasi antar struktur berbasis fokus kerja; kepemimpinan yang kuat secara ideologi civil society, jaringan, dan kebersamaan; dan mekanisme pengambilan keputusan, dan pertanggungjawaban. Abstract

Minister of Marine Affairs and Fisheries policy to remove fishery retribution, is intended to ease the burden and increase the income of fishermen. The implementation still cannot yet to be implemented in Subang Regency, due to the absence of the clarity of legal instruments and mechanisms for compensation for the elimination of fisheries retributions. The purpose of this research is to determine the impact of regional income, fish market operations, and fishermen, if elimination of fisheries retributions applied in Subang Regency. Analysis of research is conducted by using descriptive exploratory method through to case study approach, supported by primary and secondary data. The results showed, if the fishery retribution abolished: First, it would reduce this source of revenue assets Subang Regency; Second, it will cause the fishing Blanakan Sub-district helpless when experiencing difficulties; Third, there will be no impact of fish market in Blanakan Sub-district. The terms of policy implications, government (Ministry of Marine Affairs and Fisheries) should make a rule (Peraturan Menteri) to remove the fisherie retribution, and provide solutions of compensations mechanism to remove of fisheries retribution.Keywords: Impact, Policy, Abolition, Fishery retributionKebijakan Menteri Kelautan dan Perikanan untuk menghapus retribusi perikanan, dimaksudkan guna meringankan beban dan meningkatkan pendapatan nelayan. Implementasinya masih belum dapat diterapkan di Kabupaten Subang, karena tidak diikuti kejelasan instrumen hukum dan mekanisme kompensasi atas dihapuskannya retribusi perikanan. Tujuan penelitian ini untuk mengetahui adanya dampak terhadap PAD, operasional TPI, dan nelayan, jika penghapusan retribusi perikanan diterapkan di Kabupaten Subang. Analisa penelitian dilakukan menggunakan metode deskriptif exploratif melalui pendekatan studi kasus, yang didukung data primer dan sekunder. Hasil penelitian menunjukkan, jika retribusi perikanan dihapuskan: pertama, mengurangi sumber aset PAD Kabupaten Subang; kedua, menyebabkan nelayan Kecamatan Blanakan tidak ada yang membantu apabila mengalami kesulitan; ketiga, tidak berdampak terhadap TPI di Kecamatan Blanakan. Implikasi kebijakannya adalah bahwa pemerintah (KKP) harus membuat Peraturan Menteri untuk menghapus retribusi perikanan, dan memberikan solusi mekanisme kompensasi untuk menghapus retribusi perikanan. Abstract

This article is set to explore the important role at Indonesian local government which have been mandated by the constitution to manage disasters in their respective regions. It also encourages that sustainable disaster management be included in the local governments development plan documents, in order to strenghten the understanding of that disaster management is one of main responsibilities of the government in providing protection to its people. It is also suggested that there be eight points/ areas of participation in managing disaster which are expected to provide cleaner patterns in local disaster management before, and after the disaster takes place.Key words : disaster threat, policy handling in regionsArtikel ini mencoba mengupas peran penting Pemerintah Daerah yang telah diberikan kewenangan oleh konstitusi dalam rangka penanganan bencana diwilayahnya. Penulis mendorong agar penanganan bencana dapat secara berkesinambungan dimasukkan ke dalam dokumen perencanaan pembangunan daerah, juga memberikan penguatan pemahaman bahwa penanganan bencana adalah salah satu tugas utama Pemerintah Daerah dalam rangka memberikan perlindungan kepada masyarakat. Diakhir tulisan, penulis merumuskan konsep delapan titik partisipasi penanganan bencana di daerah yang diharapkan dapat memberikan arah dan pola yang lebih jelas dalam penanganan bencana di daerah, pada saat dan setelah bencana terjadi.Kata kunci : ancaman bencana, kebijakan penanganan di daerah

Abstract

Corruption in Indonesia has leaded big impact and be a fundamental problem. It even has been setted in mind, that's why it needs serious preventing action from all sides. In general corruption is done by goverment officers who are doing administration duty of goverment, because of intentional factor to misuse the anthonty caretessness and even lack of accuration can be decived by law of criminal of corruption. Corruption case that has been happened was the case of area liberation for the guard-house of PLN in Samarinda that caused several public administration officers or civil servants are affected by criminal corruption punishment so that civil servants should be careful in performing their duty and not violate the laws, the effect for another government officers are afraid in doing their duty/task.Keywords : Corruption, civil servant, public administration task. Perbuatan korupsi di Indonesia selama ini telah membawa dampak yang sangat besar dan merupakan masalah mendasar bahkan telah mengakar sedemikian rupa, sehingga pemberantasannya perlu keseriusan dari semua pihak. Pada umumnya korupsi dilakukan oleh pegawai negeri yang sedang menjalankan tugas administrasi negara, karena unsur sengaja, menyalah gunakan wewenang, kelalaian dan bahkan kurang cermat bisa terjerat dijatuhi hukuman pidana korupsi. Pengalaman yang telah terjadi adalah kasus pembebasan lahan untuk kepentingan pembangunan gardu PLN di Samarinda, yang mengakibatkan beberapa pejabat administrasi kota Samarinda dijatuhi pidana korupsi, sehingga pejabat administrasi negara harus super hati-hati dalam mengemban tugas administrasi negara, akibatnya  terhadap pegawai negeri yang lain  ketakutan dalam menjalankan tugasnya.Kata kunci  : Korupsi, pegawai negeri, tugas administrasi negara.

Abstract

The objective of this study is searching the outcomes of development implementation conducts by local governments in Kalimantan. This research uses descriptive analysis method and qualitative approach. The data is collected by interview with key informants in local governments and supported by secondary data. The result of this research are firstly, development in regional of Kalimantan remains great problems. It can be seen that development performance in several regions are still supported by exploitation on non-renewable natural resources, that has environmental risk. In other hand, several regions which has no natural resources meet trouble in accelerating their development performance. Even it still remains declining in economic growth and increasing in unemployment. Secondly, refer to regional planning document found that local governments tend to place short term output as main orientation in regional development, and not outcomes that should give long term benefits and impacts for the people.Keywords : outcome, district's development, regional KalimantanTujuan studi ini adalah untuk mengetahui dampak dari implementasi perencanaan pembangunan daerah kabupaten di regional Kalimantan. Metode yang digunakan adalah analisis deskriptif dengan pendekatan kualitatif. Untuk mendapatkan data dilakukan melalui interview dan pengumpulan data sekunder. Kesimpulan yang dihasilkan meliputi beberapa hal yaitu pertama, bahwa secara umum implementasi pembangunan daerah di tingkat kabupaten masih menjadi tantangan yang berat. Hal ini terlihat di beberapa daerah yang memiliki kinerja pembangunan yang bagus ternyata ditopang oleh sumber daya alam yang tidak dapat diperbarui, dan seringkali mengabaikan faktor lingkungan. Sementara di daerah lain yang tidak bisa mengandalkan potensi sumber daya alam mengalami kesulitan untuk mengakselerasi kinerja pembangunannya, bahkan masih ada daerah yang mengalami penurunan pertumbuhan ekonomi serta peningkatan jumlah pengangguran. Sementara dari aspek pembangunan fisik, pembangunan infrastruktur dasar khususnya jalan di beberapa kabupaten cenderung lambat. Kedua, dilihat dari dokumen perencanaan, realisasi pembangunan di beberapa kabupaten masih cenderung berorientasi pada keluaran (output) jangka pendek. Pemerintah daerah masih berorientasi pada pelaksanaan program dan kegiatan jangka pendek dan kurang memperhatikan manfaat dan dampak jangka panjang (dampak/outcomes) yang seharusnya bisa dinikmati oleh masyarakat.Kata kunci : dampak, pembangunan daerah, regional Kalimantan
