Abstract

Digital transformation initiatives in Indonesia often encounter challenges when implemented through top-down, technocratic approaches that overlook local sociocultural contexts. In a culturally diverse nation, aligning innovation with local realities becomes essential for sustainability and inclusivity. While collaborative models like the Quadruple Helix (QH) are gaining traction, limited research examines the integration of local knowledge systems into formal innovation frameworks in Global South settings. This study bridges the QH model, comprising government, academia, industry, and civil society, with local knowledge to develop an inclusive, culturally embedded digital innovation framework. Employing a mixed-method sequential explanatory design, the research was conducted in Malang City, Indonesia. Quantitative data were gathered from 400 respondents across QH sectors, followed by 16 in-depth qualitative interviews. Analysis utilized Structural Equation Modeling (SEM) and NVivo-based thematic analysis. SEM results indicate that QH collaboration intensity significantly enhances the effectiveness of digital transformation (β = 0.487, p < 0.001), with this relationship further strengthened by local knowledge integration (β = 0.376, p < 0.001). Socio-cultural context moderates both relationships (β = 0.312 and β = 0.289, p < 0.001). Qualitative findings underscore trust-building, reciprocal communication, and cultural sensitivity as critical mechanisms. This study pioneers a culturally embedded framework that reconceptualizes digital transformation as a socio-technical dialogue, positioning local communities as equal knowledge producers. It advances public administration theory and offers actionable pathways for designing community-based, participatory, and contextually appropriate digital policies, ensuring technology serves local needs.

Abstract

This study examines the quality of national health insurance services at the South Sumedang Health Centre through the lens of public service values. In Indonesia, primary healthcare centres are mandated to deliver equitable and accountable services, yet they often operate under limited resources and infrastructure. This research aims to evaluate how public service principles, namely equity, transparency, and accountability, are reflected in the implementation of healthcare services at thelocal level. A qualitative descriptive approach was used, involving interviews, observations, and document analysis. The evaluation framework adopts five dimensions of service quality: tangible, reliability, responsiveness, assurance, and empathy. Findings reveal that while the assurance and empathy dimensions are relatively strong, particularly in staff behaviour and attentiveness, the health centre faces considerable challenges in infrastructure, staff availability, and administrative responsiveness. Tangible aspects, such as overcrowded waiting rooms and the lack of digital registration systems, hinder service efficiency. In terms of reliability and responsiveness, service delays and insufficient personnel affect patient satisfaction. The study concludes that although the South Sumedang Health Centre demonstrates commendable efforts to ensure compassionate care, systemic improvements are necessary. Recommendations include infrastructure upgrades, digital systemintegration, and enhanced staff capacity through targeted training. This research offers practical insights for health administrators and policymakers to improve service delivery in resource-constrained settings. It reinforces the importance of aligning healthcare services with core public service values.

Abstract

This study aims to analyze the impact of restructuring regional institutional bureaucracy from a capacity-building perspective, focusing on the case of the East Nusa Tenggara Provincial Government, a border region adjacent to Timor-Leste. In the context of institutional reform, this research evaluates the implementation strategies, processes, and outcomes of regional organizational restructuring in borderareas, where Government Regulation (PP) No. 18 of 2016 lacks provisions for border affairs management, creating unique coordination challenges with the Ministry of Home Affairs. The research employs a qualitative approach, using data collected through interviews with 11 key informants, observations, and documentation spanning 2016-2024. The results indicate that restructuring follows right-sizing principles, reducing the regional apparatus from 42 to 38 units while strategically accommodating border coordination functions. However, the primary challenge in building bureaucratic capacity lies in the lack of strong political commitment from local leadership. Critically, following border governance resolution, public service innovations surged from zero (pre-2022) to 122 innovations during 2023-2024. This study proposes a four-dimensional capacity-building framework for border provinces, adding Geopolitical Institutional Adaptation as a fourth dimension to the conventional dimensions. To achieve effective institutional reform, synergy between reform policies, geopolitical considerations, and institutional capacity is required to create an efficient bureaucracy responsive to public needs.

Abstract

This innovation offers an active and responsive approach by targeting marginalized groups such as the elderly, people with disabilities, and individuals with mental disorders in Bima City. The service covers the basic administrative processes of registration and issuance, as well as the on-site distribution of population documents. The purpose of this study is to examine how inclusive services function as a public service innovation for the vulnerable population in Bima City and how effective the program is in ensuring equal access to identity. Despite advances in digital facilities, challenges remain that hinder biometric data recording and document issuance. This qualitative study uses observation, interviews, and documentation. Data analysis includes data collection, presentation, reduction, and conclusion/verification. The limitation of this study is the difficulty in communicating with persons withdisabilities and individuals with mental disorders. The findings show that an identity document can be issued after biometric recording is complete. However, civil registration services in Bima City still face significant difficulties, especially in reaching vulnerable groups. Technical problems, such as unstable internet or power outages, are serious obstacles. Social and cultural factors, such as people’s unwillingness to participate due to health concerns, also contribute to delays in service delivery.

Abstract

This study aims to analyze how implementing the Internet of Things (IoT) can accelerate the transformation of smart cities in Indonesia, particularly by improving the efficiency of public services in the transportation, security, and environmental sectors. The study also identifies strategies and challenges faced by local governments in adopting IoT, including infrastructure limitations, data security, and human resource readiness. The method used was bibliometric analysis with data retrieved from the Scopus database covering publications from 2014 to 2023. A total of 187 documents were selected through a systematic screening process and analyzed using VOS viewer software to explore trends, keywords, and collaboration networks. The results show that global IoT implementation continues to grow and positively impacts cities' operational efficiency. However, in Indonesia, barriers remain, including digital infrastructure inequality and weak regulatory frameworks. The analysis also shows a shift in research focus from technical aspects to issues of governance, data protection, and system interoperability. Recommendations from this study include the importance of collaboration among the government, the private sector, and academia, the improvement of digital infrastructure, and the development of adaptive policies and national cybersecurity standards. The findings contribute to the development of academic discourse and the formulation of digital transformation policies. The limitation of this study lies in the nature of bibliometric analysis, which does not evaluate the qualitative depth of each publication and may overlook contextual nuances in local policy implementation. Future research should combine a bibliometric approach with field studies to improve contextual understanding and policy relevance.

Abstract

Prior Learning Recognition (RPL) has emerged as a strategic instrument in Indonesia’s bureaucratic reform agenda, yet its implementation within regional government remains fragmented. This study applies Edwards III’s policy implementation model, comprising communication, resources, disposition, and bureaucratic structure, to critically analyze institutional readiness and governance constraints in the adoption of RPL. A qualitative content analysis of 42 regulatory, strategic, and academic documents reveals persistent challenges: inconsistent policy communication, limited assessor capacity, inadequate digital infrastructure, uneven leadership commitment, and the absence of standardized operational procedures. These constraints highlight that RPL barriers are structural and organizational rather than merely technical. The study contributes theoretically by extending Edwards III’s framework to competency recognition in public administration, empirically by mapping institutional dynamics of RPL in regional bureaucracies, and practically by offering strategic recommendations for talent management and merit system reform. By bridging classical implementation theory with contemporary human resource innovation, this research advances understanding of RPL as a policy instrument foraccelerating bureaucratic transformation in Indonesia’s decentralized governance system.
