Abstract

Service is the most important thing in organization which is run in either private service or government service. Many ways have been done by organization to give the best service for consumer satisfaction. One indicators of service successfulness is there is not any complaint from customer for the service which they got. Even thought if there is complaint, as a good organization, it has to be accepted and it is able to be solved well. Service is as a part from the servive itself. In other word, it is not separated from service that was given before. In many service cases usually consumers are in weak position as an effect from service that was given precisely caused consumer lost their right. For example in Prita Mulyasari’s case, she had to be willing lost her freedom for couple days because she was arrested in jail for her complaint by an email. She was not satisfaied because of the service dissartisfaction. Learning from Prita’s case, we as Indonesian consumer, it is the right time to recognice our right in order to get and to demand the best service without frightened.  Keyword: Service, Protection, and consumer

Abstract

As one of the massive disaster mostly happen in East Kalimantan, flood is caused by many factors. And one of the cause that significantly contributes that disaster is forest destruction or deforestation. Nowadays, forest destruction has become a serious threat to forest ecosystems in Indonesia. Government, business industries, and society still treat environment as a free commodity. The exploitation of nature resources and environment also hasn’t been done wisely, it is maximally exploited without considering the preservation of the environment and resources to support the existing environment. Actually we have been able to feel its effect, but unfortunately, we still pay no attention to it. And flood then, is becoming one of the effect that frequently surge East Kalimantan. However, deforestation is not the only factor that causes flood, so, a comprehensive effort in treating flood is needed because factors that cause flood are inter-related one each other.  Keywords: banjir, deforestasi, Kalimantan Timur

Abstract

The success of local government in carrying out the development will be seen from the extent of changes that occur after regional development programs and activities are implemented. Nevertheless, a good development is also preceded by a good planning process. It is because development is series that began through the long process of planning, implementation, monitoring and evaluation. Abstract

Poverty is a problem which always appear in each economy. Whom live in the poverty is the victim from economy system which unbiased in their limitation. During the time economy system tend pay attention to the economy growth compared with result redistributing of development, so the wide of disparity become progressively. In fact, both of the other is not interfere in, exactly it contrary strengthening each other. Economy growth can be done at the same time with result of redistributing development. Here, government is the important roles, with their policy, government can be redistribute result of economy growth so it can be prosperous all the people in the region. The region with have own resources, really have larger opportunity than other region to decrease the poverty. With that properties, government can make a lot of programs to decrease the poverty. But the history indicate that a lot of states which have not resources  get better prosperity than state which rich of resources. The management of resource is the key, if truly managed will become benediction, but if not truly managed it will become curses.  Keywords : poverty, economy growth, resources

Abstract

Decentralization is a perfect concept but it doesn’t always demonstrate its superiority in the implementation stage. Approximately 80% new autonomous regions in Indonesia are considered to be failed in implementing decentralization values. In order to achieve the expected outcomes, decentralization should be accompanied by appropriate preconditions such as careful planning, effective implementation, and sufficient capacity both in individual, institutional, and system level.  In the context of East Kalimantan Province, decentralization is perceived as an opportunity to accelerate local development through broader authorities and wider financial resources. In other words, East Kalimantan Provincial Government is visioning decentralization as an instrument to run governance reform and, at the same time, as a precondition to better development processes. Besides, the implementation of decentralization in East Kalimantan Province is directed to produce a synergistic win-win relationship with the central government, not a kind of trade-off or zero-sum relationship. In that sense, East Kalimantan Provincial Government has formulated priority agendas on local development issues. These priorities would be combined with pillars of bureaucratic reform as key leverage and indicators to measure the progress of local development in the wide-decentralization era.  Keywords: Desentralisasi, Otonomi Daerah, Kalimantan Timur

Abstract

Bureaucracy Reform is a national program consists of three pillars; organization structure and design, business processes, and human resources. Since government is a huge complex system with hierarchy, formal and rigid rules, therefore to succeed the reform, it must be  executed gradually but systematically, consistently, and seriously (Effendi, 2009). With this conception, organizational performance evaluation for government organization becomes an essential tool supporting the continuity and the consistency of reforms as evaluation provides judgement and information of where we are now - the present performance, and hence would assist to find what next steps to run for achieving the better performance suitable to the final goal.  Expectation of evaluation benefits implies the requirement of reliable peformance indicators that suitable to the soul and the goal of the reform in which transparency and accountability are among them. Based on this opinion, this paper discusses the expectation of bureaucratic reform, the peformance indicators of available instrument of performance evaluation, the concepts of performance evaluation, and some alternatives that could be adopted to improve the prevailing performance indicators. Abstract

Pegawai sebagai sumber daya manusia adalah faktor penting dalam suatu organisasi. Untuk itu diperlukan pengembangan pegawai sebagai suatu proses pembelajaran dalam rangka memperbaiki kinerja individu, tim dan organisasi  yang dituangkan dalam bentuk pelatihan. Pelatihan adalah sebuah aktifitas yang cukup kompleks dan harus direncanakan dengan matang sehingga dapat menjawab kebutuhan dan memberikan hasil yang tepat. Ada 3 (tiga) tahap dalam merencanakan sebuah pelatihan yang efektif, pertama melakukan pre training melalui kegiatan mengidentifikasi kebutuhan pelatihan, menciptakan sasaran pelatihan yang tepat dan  mempersiapkan materi, kedua adalah ‘on going training’ dengan  memilih metode dan teknik komunikasi. Terakhir, post training yaitu kegiatan mempersiapkan dan membuat evaluasi pelatihan (training evaluation).  Keywords: Human Resource Development,Plan,Training, Effectivenesss.

Abstract

The success of the bureaucratic reform could be achieved if the basic foundation, namely human resource of apparatuses have been able to managed with optimal and sustainable. In order for apparatus management reforms can be realized, can be used 2 (two) approaches; using external approach, encompassing policy approaches and systems; and internal approach, encompassing approach to cultural development and the inculcation values of organization. Abstract

The objectives of this study are (1) to search the effect of communication  in public service process; (2) to search communication models which effectively support to public service delivery. This study uses descriptive analysis method and qualitative approach. The data is based on the result of public complaint survey to AW. Sjahranie Hospital’s service in Samarinda and the researcher’s observation during the workshop on public complaint management. The result of this study that there are still many problems in communication implementation between hospital’s employee and public, because the service provider often do not give information clearly both by talking, written or picture/signs. That’s way the communication in this hospital has not effective nor interactive yet. The lack of communication tends to produce misunderstanding excess in delivering public service. Therefore, good communication between civil servant and public is urgent in this hospital to create the same understanding and reduce wrong perception. The effective communication can be built through interpersonel communication, and use media just alike an interesting writting board, pictures or signs that are easy to see.  Keywords: communication, effectivity, public service

Abstract

Over this time period, strategies for implementing effective nutrition intervention programmes have long been sought after. These have stressed not only feasibility of implementation and short-term out-comes, but efforts to promote sustainable nutrition programmes have been of great concern. The nutrition intervention programmes successed at province East Kalimantan should identified mechanisms by which experience to efforts develop recovery of community nutrition status not enough revitalization of Posyandu and Puskesmas but should be integrated development which to make a village as integrated development planning unit with nutrition as a part of welfare indicator community. To make these integrative efforts possible, political will, social mobilization, nutritionist and other related personnel must understand the nature of nutrition problems and have access to information system which provides proper and timely information.  Keywords: Nutrition Problems, Intervention Programmes, Experience In Other Countries
