Development from the village can form a strong village economy that can support the national economy. One of the efforts that can be made in building the village economy is through Village-Owned Enterprises (BUM Desa). The purpose of this research is to describe and analyze the phenomenon of successful management of BUM Desa “Sewu Barokah” in Penatarsewu Village, Tanggulangin District, Sidoarjo Regency in the perspective of collaborative governance. This research is analyzed through the theory of Goldsmith and Kettl which states that there are eight criteria for the success of collaborative governance. This type of research is qualitative descriptive with a case study research design. The technique of determining informants uses the snowball technique, while the data collection techniques are through interviews, observation, a document study, and online data search. Meanwhile, the data validity test was done by triangulating the data source and triangulating the method. This research resulted in findings that the success of BUM Desa “Sewu Barokah” increased its income by three times during the Covid-19 Pandemic because of the involvement of stakeholders. The successful management of BUM Desa “Sewu Barokah” in Penatarsewu Village is by the eight criteria for successful collaborative governance, including networked structure, commitment to a common purpose, trust among the participants, governance, access to authority, distributive accountability/responsibility, information sharing, and access to resources

In this study, the authors looked at local government innovations that focused on the Samarinda City Government in the midst of the Covid-19 pandemic. The focus of this research is on people's perceptions of local e-commerce applications which are the innovations of the Samarinda City Government in Handling Covid-19. This research is qualitative research using a qualitative descriptive approach. The data used in this study are premiere data obtained through online surveys and the play.google.com website as support. In addition, the author also made observations on the Behambinan application to obtain more in-depth data. The results showed that only 24 percent of respondents knew about the Behambinan e-commerce application. This is because the socialization carried out by the Samarinda City Government is not optimal. The lack of socialization affects people to prefer e-commerce that is familiar in society. In addition, the local e-commerce application Behambinan is not only used as innovation during a pandemic, but its realization must touch and have an impact on society.

Kayutangan Heritage Village is a tourism village that presents the authenticity of the village with all the historical relics in the form of buildings with Dutch colonial pattern, culinary, and socio-cultural people in it that become an attraction to be visited and enjoyed so as to bring up memories of the past. Kayutangan Heritage Village is managed and developed independently by The Tourism Conscious Group (Pokdarwis). This study aims to know, describe and analyze the Development of Tourism Villages through a Community Based Tourism (CBT) Approach in Kayutangan Heritage Village, Malang. The method used in this study is descriptive qualitative. Sampling techniques used are purposive sampling and snowball sampling. The results of this study show that Kayutangan Heritage Village has fulfilled all dimensions of CBT development, namely economic dimension, social dimension, cultural dimension, environmental dimension and political dimension as has been conveyed through the theory of CBT development dimension by Suansri quoted by Sunaryo (2013:142). However, the implementation of the development of Kayutangan Heritage Village through CBT has not been optimal, because there are some things that are still not considered in the economic and environmental dimensions.

This research is motivated by the many complaints from the implementation of online learning at various levels of education caused by the Covid-19 pandemic. What is felt is that in the education sector, learning is carried out face-to-face into online learning. The purpose of this study was to determine how the implementation of online learning at SD Negeri Gedangan Sidoarjo Regency and what are the supporting and inhibiting factors for implementing online learning at SD Negeri Gedangan Sidoarjo Regency. This research used descriptive qualitative research methods by observing, interviewing, and documenting. The results of this study indicate that online learning delivery communication is considered good enough, resources in online learning still have several problems with facilities that are still not fulfilled. The disposition is good with the assurance of the implementation of online learning by being given an internet quota, but it is still not optimal and still has some obstacles. The bureaucratic structure has gone well with the formation of the team. There are supporting factors, namely providing internet quotas, high participation, and conducting bureaucratic arrangements. Meanwhile, the inhibiting factor is inadequate facilities.

The purpose of this study was to determine the policy instruments used by the Surabaya City Government to move street vendors to Bulak Fish Center. The background is because not all street vendors are ready to occupy the Bulak Fish Center. This study uses Howleet and Ramesh's theory to categorize policy instruments into three groups: Voluntary, Combined, and Compulsory Instruments. The research method used is descriptive qualitative with in-depth interviews. The research results reveal that the Surabaya City Government uses only five types of policy instruments. First, families and communities provide information to the community about the relocation of street vendors to Bulak Fish Center. Second, policies provide space to interact with street vendors, community leaders, and religious groups. Third, the policy of providing information and advice to all Surabaya local governments to keep Bulak Fish Center alive for a month. Fourth, the policy prohibiting selling in the old location. Fifth, the policy is to provide cleaning staff and transport vehicles directly to roadside vendors. However, 50 percent of the street vendors are still willing to occupy the Bulak Fish Center. Thus, the policy tools used by the Surabaya City Government have not been optimal, so that it has become a factor in the failure of roadside trade relocation operations.

The European Union integration undergoes various long dynamic processes. Based on the views of academics, integration is defined as an effort to hand over all state functions to supranational organizations. The use of Qualified Majority Voting (QMV) is considered as an attempt to make the Council of Ministers a supranational institution. With the existence of QMV, member countries can no longer freely reject policies that are very likely to be carried out in the unanimous mechanism that has been implemented previously. After the implementation of the 2009 Lisbon Treaty, policymaking in the Council of Ministers will use the double majority mechanism which came into force on November 1, 2014. Basically, the double majority is an extension of the QMV mechanism by adding certain criteria in determining the majority of votes. There are three criteria that must be met in the double majority mechanism such as population criteria, supporting member countries criteria, and blocking criteria. The implication is that a country will find it difficult to unilaterally oppose the policies being discussed in the Council of Ministers. The reduced power of the state in the policy-making process indicates that the Council of Ministers continues to evolve towards a supranational institution. Based on these facts, the supranational of the Council of Ministers that develops through the use of the QMV mechanism will have a positive impact on the integration of the European Union as a whole.

Complaints are an important factor to assist the government in improving the quality of public services. During 2016-2020 in the City Government of Surabaya, the Green Open Space Cleaning Service was ranked as the top 5 Regional Apparatus Organization that received a lot of complaints. The highest complaint was related to public street lighting in the city of Surabaya. The purpose of this study was to determine the service for handling complaints about public street lighting(PJU) at the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) Surabaya City. This research uses qualitative methods with qualitative data analysis techniques. The results showed that the complaint handling service of the Dinas Kebersihan Ruang Terbuka Hijau (DKRTH) was based on the Peraturan Daerah No. 4 Tahun 2014 Pasal 38 Ayat 2 concerning the Complaint Handling System, namely: 1). In the institutional aspect, there are a series of work rules, allowed and prohibited actions in handling complaints, and information provided to the public. 2). Procedural aspects, response when receiving complaints and follow-up complaints. 3). Integrative, available channels between officers and available media channels for the public. 4). Comprehensive in nature, examines the type and nature of complaints.

As a result of the Covid-19 pandemic that hit all countries including Indonesia, it has an impact on all business sectors including MSMEs. The condition of the Micro Businesses in the Sidoarjo Regency is not much different from the Micro Enterprises in other areas. The purpose of this research is to describe the Micro Business Empowerment Strategy Fostered during the pandemic at the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. The research method used in this research is the descriptive qualitative research method. The location of this research is in the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. The focus of this research is on the Strategy for Empowerment of Fostered Micro Enterprises in the Pandemic Period at the Office of Cooperatives and Micro Enterprises, Sidoarjo Regency. Sources of data used in this study are primary data and secondary data. Data collection techniques used in this study, namely observation, interviews, and documentation relating to existing information in the field. The results of the research can be said that the empowerment of Fostered Micro Enterprises during the pandemic carried out by the Sidoarjo Regency Cooperatives and Micro Enterprises has been running by following the applicable rules. And there is a need for better data collection for the Micro Businesses that exist in each sub-district in Sidoarjo Regency

Slum areas can generate bad impacts on health and the environment. Thus, the government of Surabaya city arranges TAHU PANAS innovation through a social rehabilitation program for unfit for habitation to overcome. The program has achieved good output. This is evidenced by an increase in program beneficiaries every year, a decrease in the percentage of slum areas, and an award from the Ministry of PANRB as an outstanding innovation. This research aimed to determine and describe the success of the implementation process of this program in overcoming slum settlements in Surabaya city. The success of this implementation can be understood by the theory of policy implementation by Hill & Hupe as an analysis tool. We used qualitative methods through document analysis to discuss these issues. The results showed that the implementation process seen from the characteristics of the policy was optimal because the level of ambiguity and conflict was low; policy formation is adequate in terms of policy objectives, policy standards or targets, human and financial resources as well as incentive policies; the policy transfer process is quite clear and detailed; the effect of the implementor response is quite optimal both in terms of disposition and behavior; horizontal relations between organizations are adequate; positive target group response; and the policy environment that has supported the running of the policy. The implementation process in this program to tackle slum settlements in the city of Surabaya is optimal enough, thus, successful implementation can be achieved.

The focus of this research is how to improve employee engagement at the PT.X head office by examining the relationship between organizational culture and organizational perceptions of employee engagement with organizational commitment as a mediator. This research uses quantitative approach, which is a study that aims to explain a cause of the occurrence of social phenomena, which the phenomenon will be explained by conducting an objective measurement. Primary data collection through the dissemination of questionnaires to 74 respondents. Data analysis using the partial least square equation model or can be known as SEM-PLS. Based on the results of research that has been found, it can be concluded that organizational culture variable does not give a significant direct positive influence on employee engagement, whereas when viewed on variables perceived organizational support and organizational commitment, these two variables have a significant positive direct affect on employee engagement. If the direct influence relationship between organizational culture and employee engagement does not have a significant influence, but when the variable is mediated by organizational commitment, then the results state that there is a significant positive influence relationship between the two variables. This shows that the organization's commitment to succeed has a significant role in mediating the relationship between organizational culture and employee engagement.
