Abstract

This Study have purpose to measure the website quality of Transparency Public Information in Pejambon Village. Website utilization in Government activity progress is the first step e-Government implementation. In Bojonegoro Regency, one of village which successfully implementing the transparency public information based on website is Pejambon Village Government. Village located in the Sumberrejo Sub-District has received many awards, in Regency, Province, and also National. It indicates that Pejambon Village Government has a good quality website, that can be an example for other village. Webqual 4.0 based on community or users perception is the method used to find out the quality of the website. This research is descriptive with quantitative approach. Results of the research showed that website quality of Pejambon Village Government based on usability, information usability, and service interaction quality dimension is in the high category. Abstract

This paper aims to examine the implementation of the Government Resource Management System (GRMS) in order to address problems in local government and local financial management from the Smart Governance point of view. It is based on a qualitative descriptive research involving interviews with various stakeholders, observation and analysis of relevant document. In line with its focus, this research uses smart city theory focusing on one of the dimensions that is relevant to this research problem, namely, smart governance. This research finds that the City Government of Surabaya has implemented the concept of Smart Governance in the management of regional finance through the GRMS system. The implementation of Smart Governance is evidence from five criteria, which include: 1) Participation in decision making: manifested in E-Planning process; 2) Public and social services: materialized in E-Procurement process; 3) Transparent Governance: manifested in e-Planning and e-Procurement processes in which in E-Planning the community is involved in the formulation of development planning through E-Musrenbang, and the auction process in E-Procurement; 4) Political strategies and perspectives: materialized in all GRMS processes because the whole system of GRMS is a strategy that integrates bureaucratic activities from upstream (the top or decision making level) to the downstream (to the community or citizen) so that it represents good local government and especially local financial management. By using GRMS, the overall local government and regional financial management process in the City of Surabaya can be done easily, effectively, efficiently, participatory and accountably.

Abstract

Significant changes in the development of science and technology have had an impact on the implementation of public services. The government is required to increasingly provide transparent and accountable public services to the wider community. Along with the development of technology, the method of submitting complaints about public services has also changed, people can now submit their complaints through a system called LAPOR (People's Aspiration Service and Online Complaints to the Community). However, not all levels of society understand how to use the system, so the Administration Department, FISIP, Airlangga University initiated a community service program to socialize the LAPOR system in Semanding Village, Semanding District, Tuban Regency. The method used is a seminar with a structured two-way interaction pattern so that it is more focused in discussing issues or complaints that exist in the village to be submitted to the government. abstrakPerubahan yang signifikan dalam perkembangan ilmu pengetahuan dan teknologi membawa dampak dalam implementasi pelayanan publik. Pemerintah dituntut untuk semakin menyediakan pelayanan publik yang transparan dan akuntabel kepada masyarakat luas. Seiring dengan perkembangan teknologi, metode penyampaian keluhan akan pelayanan publik juga ikut berubah, masyarakat saat ini bisa menyampaikan keluhannya melalui suatu sistem yang disebut LAPOR (Layanan Aspirasi dan Pengaduan Online Rakyat pada Masyarakat). Akan tetapi tidak semua lapisan masyarakat memahami bagaimana menggunakan sistem tersebut, sehingga Departemen Administrasi, FISIP, Universitas Airlangga menggagas kegiatan pengabdian masyarakat sosialisasi sistem LAPOR di Desa Semanding, Kecamatan Semanding, Kabupaten Tuban. Metode yang digunakan adalah dengan seminar dengan pola interaksi dua arah yang terstruktur sehingga lebih terfokus dalam membahas mengenai permasalahan atau keluhan yang ada di desa untuk disampaikan kepada pemerintah.

Abstract

AbstractThe phenomenon of violence against women is a pandemic. There are many studies on violence but studies focusing on governance are rare. Governance involves various stakeholders with different roles so that they often face problems of coordination, integration, and synchronization. This problem also occurs in East Java. As a leading sector in handling victims of violence against women and children, the Office of Women's Empowerment and Child Protection and Population (DP3AK) of East Java Province faces challenges in the form of effective models in handling victims of violence. Meanwhile, cases of violence against women and children are very high. DP3AK requires a digital governance model in handling victims of violence more effectively on a stakeholder basis. This study offers a solution in the form of a digital platform that is able to connect victims with stakeholders.Keywords: digitalization, governance, violence against women and children, stakeholdersAbstrakFenomena kekerasan terhadap perempuan bersifat pandemik. Kajian terhadap kekerasan sangat banyak namun studi berfokus pada tata kelola jarang dilakukan. Tata kelola melibatkan berbagai stakeholders dengan peran berbeda sehingga sering menghadapi masalah koordinasi, integrasi dan sinkronisasi. Problematika tersebut juga terjadi di Jawa Timur. Sebagai leading sector penanganan korban kekerasan terhadap perempuan dan anak, Dinas Pemberdayaan Perempuan dan Perlindungan Anak dan Kependudukan (DP3AK) Provinsi Jawa Timur menghadapi tantangan berupa model efektif dalam penanganan korban kekerasan. Sementara itu, kasus kekerasan terhadap perempuan dan anak sangat tinggi. DP3AK membutuhkan model tata kelola digital dalam penanganan korban kekerasan yang lebih efektif dengan berbasis stakeholder. Abstract

This study aims to analyze stakeholders in forest resource management in Tugusari Village, Bangsalsari District, Jember Regency. This research is motivated by the drastic reduction of critical land in Jember Regency, or in other words, there is success in forest conservation in the period 2011-2015. In answering the problem formulation and analyzing stakeholders using a stakeholder approach with Overseas Development Administration theory to identify stakeholders. Meanwhile, for the categorization and interrelation of stakeholders using Reed's theory. This study uses descriptive qualitative method. The results of this study have identified primary, secondary and key stakeholders. The primary stakeholders were LMDH Wana Makmur and the Tugusari Village Government. Secondary stakeholders are PHW Unit VII Bondowoso Jember working area. The key stakeholder is the public company Perhutani KPH Jember. Meanwhile, the stakeholder category consists of key players, contact setters, subjects, and crowds. The key category is the public company Perhutani KPH Jember. The contract setters, namely the Village Government. Subjects were LMDH Wana Makmur and Crowd, namely UPT PHW VII Bondowoso, Jember working area. While the interrelation between LMDH Wana Makmur stakeholders and the public company Perhutani KPH Jember went well because they often held coordination meetings and collaborative involvement. Thus it can be concluded that the success of forest resource management in Tugusari Village, Bangsalsari District Jember is due to the excellent interrelation of key players and subjects.

Abstract

This research aims to describe the power of policy entrepreneurs in disability-inclusive policy-making. Disability-inclusive policy in the Jember Regency of East Java, Indonesia, is a result of a thirteen-year- long struggle of the disability groups. Their struggle started as a series of demonstrations, petitions, and hearings with the Regional House of Representatives and the Regent. It then continued with a series of debates and negotiations with the policy-makers. This descriptive- qualitative research utilized Kingdon’s multiple stream framework analysis to capture the stipulation of Regional Regulation Number 7 of 2016 on the Protection and Fulfillment of the Rights of Persons with Disabilities. The informants were six disabled persons and two former members of the Regional House of Representatives. The study finds that the problem stream was raised through demonstrations, petitions, and hearings; the policy stream was done through efforts to include the draft of the disability act in the regional legislative program. Policy windows took place during the momentum initiated by the stipulation of a nationwide disability-inclusive policy by the state government, and, finally, policy entrepreneurs act through lobbies and negotiations. This study concludes that the disability policy-making process in Jember Regency was influenced by the strong power of policy entrepreneurs. Disability groups and the Regional House of Representatives as a policy entrepreneur force acted quickly to take advantage of the open policy window momentum, and, finally, the policy maker ratifies local regulations regarding the protection and fulfillment of the rights of persons with disabilities.

Abstract

This article aims to analyze the implementation of the defense spending policy in the fiscal year 2020 at the Ministry of Defense. The problem is focused on the success or failure of the implementation of defense spending policies in the fiscal year 2020 by using the theory of policy implementation by George C. Edward III. This study uses a qualitative approach with a descriptive method. The data were collected through documentation or literature study and analyzed qualitatively using an interactive model. This study concludes that the implementation of the defense spending policy has not been effective, especially in the procurement of the main weapon system equipment. This is a challenge faced by the Ministry of Defense. The procurement of the main weapons system can increase defense strength. However, the procurement of the main weapons system equipment that is still on raw materials from abroad shows the need for the development of the domestic defense industry. So support in the form of a larger budget and government commitment is very much needed so that the defense force can increase as well as the independence of the domestic defense industry can be realized immediately.

Abstract

ENGLISHPopulation growth, tourism activities and fast development in the Karimunjawa Islands have created adverse impact on the quality of the coastal and marine environment. Coastal and marine areas are very vulnerable to environmental changes, so it requires proper management. The purpose of this study is to analyze the development plan for coastal and marine areas in the Karimunjawa Islands, Jepara Regency. This study uses a qualitative approach while secondary data are collected from books, journal articles, regulations, and relevant online news. Obtained data is analyzed qualitatively using an interactive model. The results show that the management or utilization of resources in the Karimunjawa Islands still encounters a number of crucial problems. The development of coastal and marine areas in the Karimunjawa Islands must comply with the regulations as well as consider ecological, economic, and social aspects as a basic of sustainable development concept. Since various activities carried out by the local community or tourists also give negative impact on the environment, related action plans need to be formulated and executed well by stakeholders. INDONESIAPertumbuhan penduduk, aktivitas pariwisata, dan pengembangan pembangunan di Kepulauan Karimunjawa menimbulkan ancaman yang membahayakan kualitas lingkungan pesisir dan laut. Hal itu dikarenakan kawasan pesisir dan laut sangat rentan terhadap perubahan lingkungan sehingga diperlukan pengelolaan sumber daya secara tepat. Tujuan dari penelitian ini adalah untuk menganalisis perencanaan pengembangan kawasan pesisir dan laut di Kepulauan Karimunjawa, Kabupaten Jepara. Penelitian ini menggunakan pendekatan kualitatif dengan pengumpulan data sekunder yang diperoleh dari buku, artikel jurnal, peraturan perundang-undangan, berita online yang relevan dengan masalah penelitian. Data dianalisis secara kualitatif menggunakan model interaktif. Hasil studi menunjukkan bahwa pengelolaan atau pemanfaatan sumber daya di Kepulauan Karimunjawa masih ditemukannya sejumlah permasalahan yang krusial. Pengembangan kawasan pesisir dan laut di Kepulauan Karimunjawa harus berpedoman pada peraturan perundang-undangan yang berlaku sekaligus memperhatikan aspek pembangunan secara berkelanjutan dalam rangka mencapai tujuan ekologi, ekonomi, dan sosial. Perlu dilakukan upaya untuk meminimalkan terjadinya dampak negatif dari berbagai aktivitas yang dilakukan oleh penduduk lokal ataupun wisatawan.

Abstract

Slum areas can generate bad impacts on health and the environment. Thus, the government of Surabaya city arranges TAHU PANAS innovation through a social rehabilitation program for unfit for habitation to overcome. The program has achieved good output. This is evidenced by an increase in program beneficiaries every year, a decrease in the percentage of slum areas, and an award from the Ministry of PANRB as an outstanding innovation. This research aimed to determine and describe the success of the implementation process of this program in overcoming slum settlements in Surabaya city. The success of this implementation can be understood by the theory of policy implementation by Hill & Hupe as an analysis tool. We used qualitative methods through document analysis to discuss these issues. The results showed that the implementation process seen from the characteristics of the policy was optimal because the level of ambiguity and conflict was low; policy formation is adequate in terms of policy objectives, policy standards or targets, human and financial resources as well as incentive policies; the policy transfer process is quite clear and detailed; the effect of the implementor response is quite optimal both in terms of disposition and behavior; horizontal relations between organizations are adequate; positive target group response; and the policy environment that has supported the running of the policy. The implementation process in this program to tackle slum settlements in the city of Surabaya is optimal enough, thus, successful implementation can be achieved.

Abstract

The objective of the study was to explain the phenomenon of the dilemma of policy objectives faced by Surya Sembada Regional Drinking Water Company (PDAM) in Surabaya City.State enterprises work with two policy objectives: social and economic objectives. Studies on the dilemma of policy objectives have not been specifically conducted on state enterprises, given that the involvement of political elements cannot be separated from the business processes of state enterprises. This study attempts to examine the theoretical findings of Lipsky’s conflict of policy objectives (2010). Furthermore, Groenendyk (2013) and Christensen et al. (2018) also develop academic results on the reprioritization of policy objectives from elected officials. This study using phenomenology research. The analysis in this study is based on in-depth interviews with executives, legislative, bureaucrats, company managers, and observations and literature studies to support the findings. The results found three things. First, each social and economic objective has five aspects. Second, conflicts still exist between these policy objectives even though Surya Sembada Regional Drinking Water Company (PDAM) has succeeded in achieving its social and economic policy objectives. Third, the reprioritization of the policy objectives from the elected officials (mayors and council members) is dominated by the role of mayors who strengthen social objectives.
