Abstract

The author uses a qualitative and descriptive approach in this article. Data collection through participant surveys, interviews and record keeping. Use tools such as the following: interview guide, field information, and storytelling. Data validation uses triangles (method, source, and time) and is analyzed for data reduction, data presentation, and results. In this study, the aim is to solve/clarify the problems that arise in the performance of duties for police officers at Sukabumi Regency Resort, in order to improve the performance of Sukabumi Regency Resort. The work of the summer police is a very important thing that needs to be done, although the policy making and preparation of the program should be adjusted according to the local policies as well as the discipline of all the officers.

Abstract

Tourism is a community need and the government's mainstay to earn non-oil and gas foreign exchange. Dairi is one of the regency that has huge tourism potential, but it has not been managed properly and has an impact on socio-economic conditions. The purpose of this study is to find out how the strategy that has been carried out by the Department of Tourism and Culture of Dairi Regency to develop tourism and to find out what strategies can be used to develop tourism. This research process begins by identifying and analyzing strategic values, internal and external environment, as well as supporting and inhibiting factors. The next process is determining strategic issues using SWOT analysis techniques and formulating tourism development strategies. The method is a descriptive research method with a qualitative approach. The steps used in data collection include: interviews, observation, documentation, and literature study. The strategies used in developing tourism include: SO strategy (Strength Opportunity), ST strategy (Strength Threat), WO strategy (Weakness Opportunity), and WT strategy (Weakness Threat). The results of the research on the SO strategy showed that Dairi Regency has good potential in the tourism sector due to its geographical location and a large number of tourism destinations. For ST strategy, the Department of Tourism and Culture in Dairi Regency always coordinates with relevant agencies in the maintenance and development of existing and new tourist destinations. The WO strategy found that there was a lack of financial support from the local government and inadequate human resources. The WT strategy found a lack of improvement in service quality, and uneven infrastructure development.

Abstract

The purpose of this study was to determine the Effectiveness of the Cash Social Assistance Program on Overcoming the Economic Problems of Communities affected by Covid-19 in Tigaraksa District. The problem in providing BST in Tigaraksa District is to discuss the effectiveness of cash social assistance in helping people affected by COVID-19, especially on community economic problems. The method used by the researcher is a quantitative method with descriptive research type, with a sample of 386 taken using random sampling of the community in Tigaraksa District. The results showed that the effectiveness of the cash social assistance program scored 69.4%. This shows that the effectiveness of the cash social assistance program in Tigaraksa District is in the good category. overcoming economic problems got a score of 78.8%. This shows that overcoming economic problems in Tigaraksa District is included in the good category and there is a significant effect of the effectiveness of cash social assistance programs on overcoming economic problems, with the magnitude of the effect given by the effectiveness of cash social assistance programs on variables of overcoming economic problems in Tigaraksa District of 90, 4%.

Abstract

The purpose of this study was to find out how the role of local wisdom in supporting deforestation monitoring policies in Langkat Regency, North Sumatra. This research method is qualitative with purposive sampling and the informants are the Technical Implementation Unit of the Forest Management Unit (KPH) Region I Stabat and the people who live and live around the forest in Langkat Regency. Data collection techniques are interviews, observation, and documentation. The data was processed and analyzed as a whole and systematically. The results of this study indicate that the implementation of the the Undang-Undang Republik Indonesia Nomor 18 Tahun 2013 concerning Prevention and Eradication of Forest Destruction in the implementation of monitoring of deforestation in the Forestry Service of KPH Region I Stabat is still not in accordance with community expectations such as legal certainty, sustainable forest existence, management and utilization of forest products, capacity and coordination of law enforcement officers. The role of local wisdom in supporting deforestation policies in Langkat Regency is that the forest management carried out by the government has not fully accommodated the community based forest management pattern. Forestry policy is still oriented towards state-dominated forest management system. The state-based forest management pattern relies on the government as the main actor in forest management, which is then supported by large capital owners, while the position of the community (customary community) is in a determining position. Legally political; this policy is inseparable from the need for natural resources, especially in the forestry sector.

Abstract

One of the government's tasks is to provide fair and decent salaries and ensure the welfare of civil servants. In addition to salaries, civil servants are given allowances and other facilities based on statutory regulations. The provision of additional employee income to employee performance within the Banjarmasin City Government is expected to improve performance and employee productivity, and improve employee welfare. The purpose of this study was to determine the provision of additional employee income to improve employee performance and the factors that support and inhibit this policy. The research approach used in this research is a qualitative approach. The type of research used is descriptive qualitative. To explore information on the provision of additional employee income, the authors determine informants, including the Mayor of Banjarmasin, the Regional Secretary of the City of Banjarmasin, and the Pokja Team for Providing Additional Employee Income at the Banjarmasin City Government and employees within the Banjarmasin city government. The results of this study indicate that the provision of additional employee income within the Banjarmasin City Government has increased employee performance and productivity and obtained the factors that support and hinder this policy based on performance indicators according to Dwiyanto (2006) namely: Productivity, Service Quality, Responsiveness, Responsibility, and Accountability. The five performance indicators have improved and affected employee performance by providing additional income.

Abstract

This study aims to analyze and describe various challenges and potentials in village economic equality. Based on the facts exposed, there arethe condition of the village is still lagging behind, so it is necessary for the economic empowerment of the MSME community to be proven to contribute to the Indonesian economy. The condition of the village is still lagging behind, so it is necessary to empower the community's economy. MSMEs have an important role in national development, namely employment, income distribution, rural economic development. However, in addition to the various obstacles that arise, there is a potential that creates opportunities to achieve economic equality in the village in accordance with the 17 goals of the SDGs. The research method applied in this research is the qualitative method of content analysis regarding the equitable distribution of the village economy. Data analysis using Nvivo 12 Plus. The results of the study reveal that the potential for village economic equality includes various aspects, namely the support of the central government, SDGs program, participation, technology and information support and natural resources with the highest rating, namely the support of the central government with a figure of 67.07%. The results show that they contribute to the formulation and development of science, especially government science related to the development of village SDGs, especially regarding the challenges and potential for equitable distribution of the village economy.

Abstract

In every organization, human resources play a very strategic and decisive role. In addition to their role as managers, human resources play determining the organization’s success in achieving its goals. This study aims to assess the effect of performance allowances and work culture on employee performance at the Directorate of Operations of the National Search and Rescue Agency. This study uses a quantitative approach. The population of this study is all civil servants (142 employees) at the Directorate of Operations of the National Search and Rescue Agency located on Jl. Angkasa Jakarta. The sampling technique uses a systematic sampling, obtaining 36 employees. Data collection of this study uses a survey method through Google Form. Data are analyzed using multiple linear, data analyses. Based on the calculation using the Ordinary Least Square method for the variables of Performance Allowance (X1), Work Culture (X2), and Employee Performance (Y), the regression equation is Y= 11.647 + 0.071 X1 + 0.465 X2. The study results show that the performance allowance, work culture, and employee performance simultaneously had a significant effect on the employee performance at the Directorate of Operations of the National Search and Rescue Agency. The multiple regression results show that the regression coefficient of the Performance Allowance and Work Culture variables proves that there was a positive effect on employee performance. Thus, it can be concluded that the Performance Allowance and Work Culture variables together have a significant effect on the Employee Performance at the Directorate of Operations of the National Search and Rescue Agency. Therefore, the better the Performance Allowance and Work Culture, the higher the Employee Performance at the Directorate of Operations of the National Search and Rescue Agency. Furthermore, the organization’s core values ​​should be stated in standard operating procedures in activities/tasks to improve work culture and employee performance.

Abstract

This study discusses the Tentara Nasional Indonesia-TNI and Kepolisian Republik Indonesia-Polri (Indonesian National Army- Police of the Republic of Indonesia) Cooperation strategy and the Jakarta Provincial Government in accelerating handling of COVID-19. This Study using the theory of Organizational Resources from George R. Terry. The aim is to describe Cooperation regulations, activity methods, readiness of human resources and the availability of infrastructure facilities in accelerating the handling of COVID-19. The method used is an observational case studies method with both quantitative and qualitative approaches (mix method) and uses SWOT and AHP for analysis. As a result, the first strategy is to create cooperation policy regulations, the second strategy is to increase public awareness of implementing Health protocols, the third strategy is to create superior human resources, and the fourth strategy is to realize the readiness of facilities and infrastructure.

Abstract

As a form of respect and fulfillment of the rights of persons with disabilities in working, the Government issued an affirmation policy by opening the formation of persons with disabilities as the Aparatur Sipil Negara-ASN (State Civil Apparatus). In the implementation of ASN recruitment, there are several problems faced, including the formation of persons with disabilities that are not filled and requirements that have not accommodated the interests of persons with disabilities. One problem is the non-fulfillment of the formation, or the tan caused by the job analysis. This study aims to describe the process of job analysis for persons with disabilities in the recruitment and selection of ASN with a type of narrative descriptive research. Data collection was carried out through interviews with informants from the Ministry of State Apparatus Empowerment and Bureaucratic Reform, the State Civil Service Agency, the Ministry of Social Affairs and Australia Indonesia Disability Research Advocacy Network and document studies by reviewing the literature on job analysis for persons with disabilities and regulations related to job analysis. The results showed that the process of analyzing job analysis of jobs in the context of planning ASN needs as stipulated in the Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 1 Tahun 2020 concerning Job analysis and Workload Analysis does not specifically regulate for persons with disabilities. The availability of facilities and the lack of a comprehensive understanding of the issue of inclusivity in the fulfillment of the right to work for persons with disabilities are factors in the emergence of job requirements that are not accommodating to all kinds of disabilities. The provision of accessibility and decent accommodation has not been a major concern in the preparation of the ASN job analysis.

Abstract

Singapore is categorized as a Developed Country because of its developed trading industry among Southeast Asian countries. The existence of Singapore is inseparable from the presence of residents. As is known, most residents of Singapore are the result of migration policies due to the lack of population. Singapura recorded a record decline in people over the past year. The government's annual brief report revealed that the restrictions and conditions of the Covid-19 pandemic were one of the leading causes. Singaporean population also fell 0.7% to 3.5 million, while permanent residents (PR) fell 6.2% to 0.49 million. This is the first drop from YoY, both in population and population since data was collected in 1970. Migration is the movement of people from one area to another aimed at living sedentary, which goes beyond the administrative/political boundaries. The move made by a resident is usually immigrant because he has the desire to live a sedentary life for a long time. This research uses a qualitative descriptive method with literature review research. The results showed that one of the factors driving migration from Indonesia to Singapore was the lack of labor in Singapore. The process of self-formation into a Singaporean identity through migration, adaptation, and integration stages. Singapore has a policy toward migrant workers. The policy is specifically related to skills and age. If workers’ skills do not meet the criteria, the Government applies a policy to upgrade skills by conducting certified training. The Basic Skill Certificate (BSC) and Skill Evaluation Certificate (SEC) have been implemented since 1998.
