Abstract

The drugs trafficking abuse and circulation has show increasing and tends to destroy the future generation of the nation, the government policy was appointed permanently the national narcotics derpartement (BNN) as a government department non ministry to prevent and against illegal drugs trafficking in Indonesia.The problem that author want to describe in this thesis is how rehabilitations services and implementation to drugs addict is going to do by National Narcotics Department (BNN) in province of East Java.The National Narcotics Department do the public service in many programs, the rehabilitation is doing by a prosedur and determined by number of people who will serve out rehabilitation at the pointed place by the national narcotics department. But in implementation of doing the rehabilitation there is obstacles that hamper the rehabilitation fluency of the national narcotics rehabilitations in province of East Java.Keywords: Drugs, public services, rehabilitations

Abstract

In Vocational Education, analysis of the internal and external environment is a major step in the preparation of strategic planning. In general, strategic planning consists of three steps: strategy formulation, strategy implementation, and strategy evaluation. Strategy formulation includes developing a vision and mission, identifying external opportunities and threats to the organization, determining internal strengths and weaknesses of the organization, setting long-term goals, formulating alternative strategies, and choosing specific strategies to be implemented. The atmosphere and environment are critical components in the formulation of organizational goals, so that organizational improvement requires all relevant information towards achieving SMK quality. With a good organizational culture, organizations will develop far compared to organizations with weak culture. Analysis of the internal and external environment that integrates culture and the main task of this organization requires a learning process that includes the development of abilities in cultural transformation and transformation in SMK The research method used is a qualitative method with approach of feomenology. Research location in SMKN 2 Pekanbaru, Riau.

Abstract

Healthcare is the service delivery intangible nature, by therefore measurement of health care costs in no quite simply using size - only financial measures but must also using size - non-financial measures. Along with increasingly society demands against cause community health services become more hearts selectively choose services of a hospital. In Tuban, health facilities in the last 5 years been progressing well. A number of health care facilities, both public and private spread in various corners in the district of Tuban. But unfortunately, it has not been accompanied with good service quality. Yet many people who complain of health services. The complaint include related health services that are less professional, less complete laboratory facilities, supply drugs that are not qualified and indications misdiagnosis in patients. Of these issues, it is still traumatized society. This research is a qualitative descriptive study, conducted in dr. R. Koesma Tuban hospital using qualitative data analysis techniques to the steps of data reduction, data display and conclusion. Supporting factors in this study is the socialization of health care programs, facilities and infrastructure, and has authority in the organization of medical services and medical and non-medical support. While the limiting factor is no gap between the provision of incentives for civil servants and non-civil employees, there are officers who provide health services does not match SOP. Suggestions from this research is to recruit new personnel or skill improvement through training for human resources in dr. R. Koesma hospital to the needs of the specialist personnel, improve the management of hospital budgets in order to be able to finance it’s operations, as well as to improve the welfare of its employes, as well as effective communication training to be more professional in serving patients.Keywords: Implementation, Policy, Health Service

Abstract

This process the researchers tried to describe the symptoms as the symptoms manifest themselves on observation in the meaning to collect data that is raised through the experience of the subject.From this research, it can conclude: Basic policy implementation public aspirations network which still not exist in particular, and refer to Peraturan Walikota Pasuruan No. 16 Tahun 2013, (1) Lack of development plan socialization at the village and sub-district cause of less people participation in development plan process or musrenbang (musyawarah rencana pembangunan). Musrenbang results as a form of public aspirations network is not optimal yet, because of the unavailability of human resources personnel who have competence in planning activities at the village and sub-district. (2) Public participation of Pasuruan relation to the budget process, in the case process of participations are considered false: Legislative has not been able to encourage public participation in the budget process of Pasuruan, both in terms of participation and policies of regional planning and budgeting process. People of Pasuruan independently has not been able to formulate problems and draw up a program of proposed activities to resolve these issues, so that people do not have a sense of belonging to the planning of the development. (3) The effectiveness and efficiency of policy implementation public aspirations network by the institution of Pasuruan Parliament if it focuses on participatory planning based on the problems and needs of the community can be obtained through the investigation of problems and needs.

Abstract

The Government of Bojonegoro Regency was an Indonesia representative in Open Government Partnership (OGP) of Subnational Government Pilot Program. This achievement raised new energy to implement openness in rural government. This policy was also in line with Rural Law. Mean while, to implement government openness, the use of e-Government was highly prioritized. By e-Government, the governance would be effective and efficient. However, only one of 419 villages in Bojonegoro succesded in implementing government openness, that was Pejambon Village. This village won the best website in East Java in 2016 and 2017. There after, it took the first place as the most informative and transparant village in national level in 2018. This research uses qualitative descriptive research methods. The results show that in general the success of E-Government implementation in the open government in Pejambon village is influenced by three main factors. First governing factors that include vision, leadership, and funding. Second, organizational factors that include policy, human resources, and collaboration. Third, technical factors that include IT infrastructure and IT standars. However, there are some indicators that need to get attention and improved by the village government of Pejambon, namely Funding, human resources, and IT infrastructure. If not immediately handled seriously, the future will impede the implementation of open government in Pejambon village.Keywords: Open Government, Succes Factors, e-Government, Grassroots, Village

Abstract

In accordance with the demands of professionalism of teachers, the government issued Law No. 14 Year 2005 on Teachers and Lecturers. Teachers are professional educators with the primary task of educating, teaching, guiding, directing, training, assessing and evaluating students in early childhood education, formal education, primary education and secondary education. Population were all state high school teachers in NTB who have followed and passed the certification of teachers, a total of 2499 teachers, with respondents    educator (Teachers who have received the realization allowance educator certification in the province). From the test results for the model in this study, the Generalized Least Square Estimation (GLS), the analysis of structural equation model (SEM), proportional random sampling method and software support Amos 20, at 200 State High School teacher respondents who had graduated and certified educator, able to explain the influence of teacher certification, teacher competence, teacher motivation and job satisfaction of teachers on state high school teacher performance in NTB. The results showed that: teacher certification significantly affect teachers' competence and motivation of teachers at state high schools in NTB, it indicates that the certification program, encouraging increased competence and motivation of teachers. Certification of teachers do not significantly affect job satisfaction, it indicates that the teacher certification program, there is currently satisfied teachers make state high schools in NTB. Competence of teachers work significantly affect job satisfaction and teacher performance. Teacher job satisfaction significantly affect the performance of teachers. Teacher certification significant indirect effect on teacher performance through motivation as an intervening variable. The results of this study indicate that the increase in performance of the teachers do not arise directly as a result of teacher certification, but the performance of teachers will increase preceded the increase in work motivation of teachers. Teacher certification is not significant indirect effect on the performance of teachers through teacher job satisfaction. The results of this study indicate that the increase in the performance of teachers is not related to the certification of teachers. Abstract

Intisari: Inovasi Pelayanan Publik Bagi Penyandang Disabilitas Melalui Layanan Pojok Braille (Studi pada Dinas Perpustakaan Umum dan Arsip Daerah Kota Malang). Pelayanan publik seharusnya dapat diakses oleh semua pihak tanpa terkecuali termasuk bagi penyandang disabilitas. Inovasi-inovasi dilakukan oleh pemerintah untuk dapat mewujudkan pelayanan publik yang dapat dinikmati semua pihak. Inovasi Layanan Pojok Braille oleh Dinas Perpustakaan Umum dan Arsip Daerah Kota Malang merupakan inovasi pada perpustakaan umum bagi penyandang disabilitas. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasil dari penelitian ini menunjukkan bahwa Inovasi Layanan Pojok Braille merupakan inovasi produk, inovasi kebijakan, dan inovasi proses. Kualitas dari inovasi ini dapat dilihat melalui dimensi tangibles, reliability, responsiveness, assurance, dan empathy. Faktor-faktor yang mempengaruhi pengembangan inovasi ini meliputi kepemimpinan, budaya inovasi, kualitas pegawai, tim kerja, kinerja inovasi, dan jaringan inovasi.

Abstract

In accordance with Peraturan Kepala Kantor Otoritas Pelabuhan III Tanjung Perak Nomor: HK: 208/01/04/OP.TPr-12, concerning Systems and Procedures for Ship and Goods Services in Kalimas Terminal Article 2, Kalimas Terminal Pier is only for ships carrying out activities loading and unloading of goods. With the provisions, the type of KM (Motor Boat) with a maximum overall length of 55 meters, KLM (Motorcycle Sailing Boat), PLM (Motorcycle Sailboats) and traditional ships. This regulation is strengthened by Surat Edaran Nomor: 11M-003/13/19/Syb.TPr-13, concerning Safety, Order and Smoothness of Ship Traffic at Kalimas Pier, Tanjung Perak. Traditional ships, KLM/PLM and KM alone can be in Pelra Kalimas. That, too, is only allowed to load and unload, if not have to exit. It turned out that a large ship with a cargo capacity of 1,000 tons-3,000 tons entered and filled Kalimas. Because at this time the water is receding, the large KM cannot get out of Kalimas. Its presence as well as close the traffic of small ships. Large vessels meet at Pos 1-3, while traditional vessels, KLM/PLM are 'isolated' at posts 4-5. On the other hand, the Policy of the Peraturan Menteri Perhubungan Republik Indonesia Nomor: PM 146 of 2016 has governed all the provisions of the Operation of the Seaport including the Surabaya Kalimas Port. Research with this qualitative method found that the implementation of the policy was going quite well but there were still some obstacles in the operation of the port of Kalimas.

Abstract

Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis model sinergisitas antara Pemerintah Pusat dan Pemerintah Propinsi Bengkulu yang efektif untuk melahirkan ketahanan pangan, implementasi program aksi tentang ketahanan pangan di Propinsi Bengkulu, dan mengetahui permasalahan-permasalahan tentang ketahanan pangan guna  peningkatan kesejahteraan petani dan masyarakat di Propinsi Bengkulu serta langkah-langkah apa yang telah dan harus dilakukan guna mewujudkan ketahanan pangan serta peningkatan kesejahteraan petani di masa mendatang. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan fokus penelitian adalah pandangan dan sikap aktor stakeholders dalam implementasi kebijakan Program Aksi Ketahanan Pangan Provinsi Bengkulu, meliputi kesiapan sumber daya, proses implementasi dan lain-lain.Kata kunci: Implementasi, Ketahanan Pangan, Bengkulu.

Abstract

Employee performance is a benchmark for a person's success in carrying out its duties. Performance influenced by several factors, both from the employees themselves are self-motivation, as well as from outside himself as leadership and remuneration. This study aims to determine whether there is influence of leadership, work motivation and remuneration of the employee's performance at the Regional Office of Directorate General of Taxation East Java I, either partially or simultaneously. And to determine which factors most influence on employee performance at the Regional Office of Directorate General of Taxation East Java I. This research was conducted at the Regional Office of Directorate General of Taxation East Java I with a sample of 100 people. The independent variable is leadership (X1), work motivation (X2), and remuneration (X3), while the dependent variable is the performance (Y). Data using multiple regression analysis. After analysis and verification of hypotheses, then the conclusions in this study are: Calculation partially explained as follows: 1) leadership (X1) = 4.515 t count > t table = 1.984; 2) work motivation (X2) t = 5.717> t table = 1.984; 3) remuneration (X3) t = 2.044> t table = 1.984. So leadership, work motivation and remuneration partially have significant influence on the performance of employees in the Office of the Directorate General of Taxes in East Java I. So the first hypothesis is accepted. Multiple linear regression calculations yield the value of F = 45.264, while the magnitude of the F table = 2.70 level of significant (a) of 5%. So leadership, motivation, and remuneration together have a significant effect on the performance of employees in the Office of the Directorate General of Taxes in East Java I. This means that both the proposed hypothesis is accepted. Based upon the results of the standardized beta coefficient of each independent variable is known that the dominant variables that affect the performance of employees in the Office of the Directorate General of Taxes in East Java I is indicated by the motivation to work with the highest beta coefficient of 0.465.Keywords: Leadership, Work Motivation, Remuneration, Performance
