Abstract

Registrasi bidan merupakan sebuah proses dimana seorang bidan harus mendaftarkan dirinya secara periodik guna mendapatkan kewenangan dan hak untuk melakukan tindakan profesionalnya setelah memenuhi syarat-syarat tertentu yang ditetapkan oleh organisasi profesi bidan. Tujuan penelitian ini yaitu menganalisis pengaruh motivasi bidan terhadap implementasi kebijakan registrasi bidan. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan crosssectional. Variabel independen yaitu motivasi bidan sedangkan variabel dependen adalah implementasi kebijakan registrasi bidan. Populasi dalam penelitian ini adalah semua anggota IBI ranting kecamatan kota pamekasan, dengan sampel sebanyak 141 bidan. Pengambilan sampel dengan simple random sampling. Analisis yang digunakan yaitu analisis univariat dengan tabel distribusi frekuensi, analisis bivariat dengan crosstab dan uji statistik dengan menggunakan regresi logistic. Berdasarkan hasil penelitian diperoleh data bahwa motivasi bidan sebagian besar memiliki motivasi kuat. Implementasi kebijakan registrasi bidan sebagian besar tercapai, dari hasil uji statistik dengan menggunakan coeffitient contingency menyatakan bahwa ada pengaruh antara motivasi bidan dengan implementasi kebijakan registrasi bidan. nilai r nya adalah 0,749 sehingga korelasinya kuat dan faktor motivasi dapat mempengaruhi implementasi kebijakan registrasi bidan sebesar 74,9 % dan 35,1 % dipengaruhi oleh faktor lain. Bidan harus tetap meningkatkan motivasi untuk pengembangan diri dan organisasi profesi sehingga dapat memalksimalkan pelayanan kesehatan kepada masyarakatKata Kunci: Motivasi bidan, Implementasi kebijakan, registrasi bidan

Abstract

The purpose of this study is to formulate the efforts that can be done to develop the quality of Islamic Education in Indonesia. The type of research is descriptive qualitative. The data used in this study are qualitative data that are collected using literature study method and processed using qualitative analysis techniques. The study findings suggest that efforts to develop the quality of Islamic Education in Indonesia include: 1) Integrating products from the development and advancement of science and technology into the Islamic Education system; 2) Applying a comprehensive approach and learning method that combines Islamic education provided at school, in the family, and in society, balanced by communicative delivery and exemplary practice of Islamic values; 3) Implementation of quality management of Islamic Education covering the management of educational institutions and all components of education in it, including teachers, learners, educational facilities, learning process, and community relations; 4) Increasing the welfare of teachers to encourage the improvement of the work ethos, which in turn will be able to contribute maximally in improving the quality of Islamic Education; and 5) Directing learning practices in Islamic Education on the purpose of increasing understanding, mastery, and application of Islamic values by learners.

Abstract

Tujuan penelitian ini adalah mengetahui bagaimana kebijakan keselamatan dan kesehatan kerja (K3)  MPS KUD Tani Mulyo Lamongan, mengetahui kesesuaian kebijakan K3 dengan peraturan yang berlaku, dan mengetahui komitmen kebijakan Keselamatan dan Kesehatan Kerja sebagai upaya perlindungan tenaga kerja pada MPS KUD Tani Mulyo Lamongan. Penelitian ini merupakan jenis penelitian deskriptif kualitatif dan sebagai obyek penelitian adalah Mitra Produksi Sigaret (MPS) KUD Tani Mulyo Lamongan. Dengan menggunakan teknik purposive sampling peneliti mengumpulkan data dari key informan, dan teknik probability sampling dari 469  karyawan produksi sebagai sample penelitian. Untuk mengetahui komitmen kebijakan K3 di MPS KUD Tani Mulyo, peneliti meneliti 4 elemen, yaitu sumber daya, komunikasi dan kepedulian, pelatihan dan kompetensi, dan tugas dan wewenang. Hasil penelitian menunjukkan bahwa :(a) MPS KUD Tani mulyo telah berkomitmen dengan kebijakan K3 sesuai dengan Permenaker Nomor PER.05/MEN/1996. (b) Elemen sumber daya, dengan telah  menepatkan organisasi K3 (P2K3) pada posisi yang dapat menentukan keputusan perusahaan, yaitu dengan diketuai oleh direktur utama secara langsung, menyediakan sumberdaya manusia, sarana dan anggaran/dana yang diperlukan di bidang K3. (c) Elemen komunikasi dan kepedulian, MPS KUD Tani Mulyo hendaknya perlu memperhatikan motivasi karyawan dalam berperilaku sehingga tujuan akhir proses komunikasi dapat tercapai yaitu berperilaku aman dan dengan menerapkan sistem hadiah dan hukuman dalam penerapan K3. (d) Elemen pelatihan dan kompetensi, MPS KUD Tani Mulyo melaksanakan pelatihan secara internal dan eksternal untuk meningkatkan kompetensi personel dalam bidang K3. (e) Elemen tugas dan wewenang MPS KUD Tani Mulyo telah menetapkan personel yang mempunyai tanggung jawab dan wewenang yang jelas. (f) MPS KUD Tani berhasil dalam komitmennya untuk melindungi karyawannya  dengan  keberhasilan penerapan kebijakan K3, hal ini dapat dibuktikan dengan  selalu diraihnya penghargaan zero accident  (kecelakaan nihil) sejak tahun 2003 sampai dengan tahun 2011. Kata kunci :  kebijakan K3, komitmen, perlindungan tenaga kerja

Abstract

Program transmigrasi bertujuan untuk meningkatkan kemakmuran. Salah satu indikator kemakmuran adalah akses para transmigran terhadap kepemilikan barang-barang elektronika, selain indikator-indikator yang lain. Berangkat dari permasalahan tersebut di atas maka penelitian ini akan mengidentifikasi seberapa besar peluang para transmigran asal dari daerah provinsi Jawa Timur ini terhadap barang elektronika. Depnakertrans selaku pembuat kebijakan model KSAD dalam program transmigrai perlu diukur tercapainya tujuan program, karena itu evaluasi dilakukan untuk mengetahui konsekuensi kebijakan, dan efektivitas dampak kebijakan. Dengan metode deskriptif kualitatif penelitian ini berhasil menemukan bahwa salah satu indikator kemakmuran yang ditinjau dari aspek kepemilikan transmigran atas barang-barang elektronik ternyata kurang relevan. Hal ini nampak ketika diperbandingkan kepemilikan barang-barang elektronika antara sebelum dan setelah transmigran ditempatkan di lokasi transmigrasi yang terjadi justeru tidak meningkat pada benda elektronik tertentu. Sebaliknya terdapat benda elektronik tertentu yang justeru ada dan dimiliki setelah mereka berada di daerah transmigrasi karena kebutuhan, misalnya adalah solar cell akibat akses listerik dari PLN yang belum bisa diperoleh.

Abstract

To find out the performance of government officials in the implementation of public services at the Tajung Palas Tengah Sub-district office in Bulungan Regency and to find out the supporting factors and hamper the performance of government officials in implementing public services at the Tajung Palas Tengah Village Office in Bulungan Regency. Type of qualitative descriptive research. Informants were Head of Village, Secretary of Kelurahan, Head of Government Office, Kasi Kessos and community economy Kasi empowered the community, and Community leaders were two people. Data collection techniques are observation, interviews, and documentation. Data analysis techniques are data collection, data reduction, data presentation, and conclusion drawing. The results of the study show that the performance of public services at the Tanjung Palas Tengah Sub-District office in Bulungan Regency has gone well. Productivity Kelurahan employees carry out duties in accordance with their respective duties, and are able to complete tasks in a timely manner in accordance with community demand. The performance shown by the obedience of the kelurahan employees in carrying out their tasks has gone well. Obedience includes obedience to time, kelurahan employee code of ethics, adherence to leadership, and obedience in completing tasks. Employee performance in cooperation is good. Cooperation supports the implementation of good service because it supports each other and shares work according to their duties and functions. Employees are responsible for serving the community. Supporting factors for public service performance at the Tanjung Palas Tengah Village office are the ability of employees to provide good public services. Cooperation with employees, cooperation supports the success of urban village officials in providing good public services.

Abstract

Education as a means to foster and enhance the dignity of the nation, the major media to revive the character of the Indonesian nation, and as the formation of the concept of nationalism. Education system in Indonesia has been viewed yet managed to build Indonesia's human character. The system of education in Pamekasan been contained in Regulation No. 13 Year 2006 on Implementation of Education. However, these regulations do not contain the concept of education in a comprehensive and substantial, so it does not have a significant impact on the character development of students.Based on the basic ideas of this study very strategic position to evaluate the education legislation, in order, first to analyze why education is not effective regulation, so it has not had a positive impact for the formation of the character of the students, both to analyze the factors causing ineffective education regulations. All three analyzes efforts to streamline the regulation of education in character building of students. The research was conducted using qualitative research approach by interview, observation, and document analysis. The findings of this study is the first regional district education Pamekasan Regulation No. 13 of 2006 did not have a positive impact in shaping the character of the students, so that local regulations are necessary improvements, as some criteria for the success of the policy is not optimal. Second, causes no impact to the effective education of local regulations; lack of socialization, lack of loyalty and quality of human resources, lack of facilities and supporting infrastructure, lack of commitment to implementing education, low exemplary teachers, and the lack of unity among all stakeholders of education in shaping the character of students. Third, for effective implementation of local regulations in order to have a positive impact on the educational development of students' character; matter of local regulations must contain a substantial character education and konperhenship, the operational guidelines and institutional character education, the commitment of the implementers to implement local regulations with good education (good execution). The monitoring and evaluation, penalties for students who violate firmly and pedagogical. Recommended study: Required the improvement of local regulations to be more done about the substantial and comprehensive character education. Regulations required the regents. Socialization improving local regulations evenly to the level of the educational unit. The existence of monitoring and evaluation team. Abstract

The purpouse of this research is to examine the Existances of Ulun Ondot Burial Ceremonial as a traditions of Bulusu Ethnic. The study focus in Pungit Village, Regency of Bulungan, North Kalimantan. The research approach is quantitative methods were used of random sampling technic. The result of this research was shown the tradition of Ulun Ondot as a haritage culture in Bulusu Ethnic. The composition of many tradition in Bulusu Ethnic, likes a wedding, birth or death ceremony as behalf of many haritage in tresury on this society. The roles of local government is very important for the existances of Ulun Ondot Traditions.

Abstract

Ponorogo Regency has the potential of tourism, including natural tourism, religious tourism and cultural tourism. The tourism sector has not been explored optimally so it has not become a tourist destination. This study answers two fundamental problems, namely the first to describe the tourism potential and the implementation of the development that has been carried out and secondly to develop a management model for Ponorogo tourist destinations in order to achieve development goals as a tourism area capable of increasing the PAD and economy of the Ponorogo community. Qualitative methods are used in research, primary and secondary data sources. Speakers were the Ponorogo Tourism service apparatus, cultural and tourism activists, NGOs. Field data results are interpreted, researchers interpret data by reviewing symptoms based on their perspective, comparing with previous studies. Research Results 1) Ponorogo has tourism potential, both natural, cultural, religious, culinary and cultural arts, creative economy. Tourism development in Ponorogo has not been optimal due to limited socialization and communication, infrastructure to tourist destinations is inadequate. The synergy between stakeholders has not yet been established so that tourism potential has not been optimal in providing economic impact to the community and increasing PAD. 2) The tourism development model certainly starts from the mapping of potential and management of development in an integrated and mutually reinforcing manner between tourism potentials. Tourism development needs to support a legal umbrella in the form of a Regional Regulation. Tourism development is carried out collaboratively by all parties so that all parties are jointly responsible for achieving success. All parties contribute according to the position and authority attached to high integrity and commitment

Abstract

One of the demands on the Department of Population and Civil Registration of Bungo Regency is to provide services to the community to achieve orderly population administration but from the writer's initial observation, data collection officers in the field found it difficult to optimize data collection, because SAD lives in nomadic life. detected by the assessor. While the purpose of this study was to determine the effectiveness of the SAD data collection at the Population and Civil Registry Office of Bungo Regency. In this case, it will be analyzed how the effectiveness of SAD data collection relating directly to the orderly Administration which is set forth in the regulation of the Minister of the Interior Number: 11 of 2010 concerning guidelines on data collection and issuance of population documents for vulnerable population administration. In this study, researchers used a descriptive qualitative research method by looking at research subjects who became this study. While in data collection techniques, researchers use the literature study technique, field studies consisting of observations, interviews, and documentation. Descriptive data analysis techniques in analyzing data, i.e. with data that has been collected from interviews and documentation or library studies will be analyzed and interpreted to find out its meaning and meaning. The results of the study prove that effective data collection will spur an increase in the orderly administration of optimal population, besides, it is recommended to the Department of Population and Civil Registration to register in a sustainable manner in the Bungo Regency, especially to remote communities, although there are still many deficiencies in it but have appeared changes and differences in Bungo District.

Abstract

Untuk meningkatkan kinerja Posyandu, pada tahun 1999 pemerintah menerapkan kebija-kan revitalisasi Posyandu. Meskipun begitu, sampai saat ini masih banyak masalah dalam pelayanan Posyandu kepada masyarakat. Penelitian ini bertujuan untuk mengkaji implementasi kebijakan revitalisasi Posyandu di Kalimantan Selatan, mengkaji faktor-faktor yang mendukung dan menghambat kinerja Posyandu, dan model pengembangan Posyandu yang sesuai di Kalimantan Selatan.Penelitian ini menggunakan metode kombinasi pada saat bersamaan (mixed methods-concurrent embedded), dimana bobot pembahasan metode kualitatif lebih dominan dari pada metode kuantitatif.Kebijakan revitalisasi Posyandu belum diketahui secara mendalam baik oleh pembina maupun pengelola  Posyandu. Tujuan, peran dan kejelasan program Posyandu hanya ber-dasarkan kebiasaan turun-temurun. Pengelola Posyandu mempunyai kompetensi sesuai ketentuan. Pelayanan Posyandu belum berorientasi pada masyarakat pengguna. Biaya operasional Posyandu sangat tergantung bantuan pemerintah. Kegiatan Posyandu sesuai dengan budaya setempat, terutama di pedesaan. Posyandu dikelola sendiri oleh masyara-kat, pemerintah menyediakan tempat, sarana, dan dana operasional. Kader Posyandu mempunyai insentif tetap dengan jumlah yang wajar. Kebijakan revitalisasi Posyandu belum sepenuhnya berjalan sesuai tujuan. Motivasi kader, penghasilan kader, lokasi Posyandu, status kepemilikan bangunan Posyandu, biaya operasional, insentif kader, dan pembinaan Posyandu berhubungan dengan kinerja Posyandu.Kata kunci: Kebijakan, revitalisasi Posyandu
