Abstract

This study aims to determine and analyze the effectiveness of leadership change in order to improve public services at the Regional Income Board of East Java Province is expected to increase the potential of East Java's Original Income. The research method used guidance with interview and observation. Analytical technique using qualitative analysis based on phenomenon with descriptive format.The results based on the results of qualitative data processing through interviews and observations in general that this leadership change is considered very effective because it can encourage leaders to be encouraged to create new ideas that are innovative, brilliant, strategic so as to improve the quality and performance of public services both intensification and related extensification directly with the increase in the PAD. The effectiveness of the change of leadership of KUPTB has been considered successful because the changes are felt especially in the increase of local revenues in each KUPTB which is then calculated globally throughout East Java.

Abstract

Local autonomy that revolves in Indonesia has provided opportunities for villages to develop independent villages in accordance with the potential of the villages —in line with the Undang-Undang Nomor 6 Tahun 2014 concerning Villages. The most common health problem in the rural areas and directly related to the quality of Indonesian human resources is stunting. For this reason, this study is intended to illustrate how the strategy of increasing the capacity of organizations and increasing the capacity of village officials in efforts to prevent stunting in villages. Besides the government, stunting prevention in Pandeglang also involves the private sector and academics. These sectors are directly involved in increasing village capacity to prevent stunting. This study used a qualitative approach with descriptive method. Data collection techniques were in-depth interviews, observation, and study of documents related to the research topic. From the results of the study it was found that the ability of organizations in planning, implementing, and evaluating programs, managing village funds, socialization and communication, partnerships, fostering village government and village communities, became the dominant factor in handling stunting in Pandeglang.

Abstract

Work Measurement is a management controlling in a company to investigate the work standard if the organization reaches the target or not. In Ministry of Home Affairs’ decree number 61 at 2007, article 127 clause 2 which pointed that the BLUD evaluation and assessment work is purposed to measure the level of the BLUD result management achievement is like decreed in business strategy and estimate plan. One of the work measurement methods comprehensively is using the balanced scorecard. It uses four perspectives; they are the customer perspective, the financial perspective, the internal business process perspective, and the learning and growth perspective. This research aim is to analyze Badan Layanan Umum Daerah work in the customer perspective, the financial perspective, the internal business process perspective, and the learning and growth perspective. This research method is quantitative descriptive, uses primary and secondary data. To measure the customer perspective work, it uses customer satisfaction survey to 100 patients. To measure the financial perspective, it uses liquidity, solvency and activity ratios. The internal business process perspective uses the indicator of outpatient and hospitalization service measurement. While the learning and growth perspective uses employee work satisfaction survey to 87 employees of RSUD dr. Koesma Tuban district. The research result in RSUD dr. Koesma Tuban district can be concluded that from the result financial perspective measurement can be categorized to measure financial perspective. There is one ratio with deficient category from three ratios which are measured, it is activity ratio. The internal business process perspective measurement, for outpatient indicator is gotten from outpatient visit which tends to increase year by year, and hospitalization indicator only has four of six indicators which are not in ideal value. Abstract

The Langgar in the tradition of the Javanese community, in some other areas known as the Tajug, the Surau, and the Mosque. In general, this langgar building has parts of the room such as a curing, main room, and porch, for worship activities and Islamic religious education using the halaqah and Sorogan methods. This research which uses ethnographic descriptive method seeks to describe the events of human resource development through religious education and the processes that take place in it. From this research, it was found that the method of human resource development in Langgar was through the Halaqoh educational institution (learning circle) with the Sorogan technique so that it necessitated mixed learning methods. The institutionalization of the values of Islamic teachings through this mixed learning process is interesting to study so that in this study the process of institutionalization through Islamic religious education in Langgar Jati, Sidorejo, Sugio, Lamongan, East Java.

Abstract

This study entitled "THE EFFECT OF E-GOVERNMENT APPLICATIONS VEHICLE TAX PAYMENTS ON THE PERFORMANCE OF CASH ADMINISTRATION". Revolutionary technology telecommuni-cations, media and information technology (ICT) affects the increasing demands and expectations of the public on fast public service, accurate, and inexpensive but excellent. Democratization, impacting the increasing demands people's participation in public policy, demand transparency, accountability and quality of public performance. Descriptive research is a study of the problems in the form of the current facts of a population which aims to test hypotheses or answer questions relating to the current state of the subject under study. Correlational research is to study the characteristics of the problem in the form of a correlational relationship between two or more variables which aims to determine whether there is an association between two or more variables, as well as how far the correlation that exists between the variables studied. The research method of data with secondary data research types are the type of research data obtained institutional data from the Unit Pelaksana Teknis Dinas Pendapatan Provinsi Jawa Timur through observation, also use this type of research primary data obtained through field surveys. The research sample used all employees serve as responden. The collecting data through observation and questionnaire. Answer the problem formulation used descriptive statistical analysis tool with the help of a frequency table and regression models using SPSS release 16. Hypothesis testing produces, indicating that the hypothesis 1 is accepted, it means the variable partial application of e-Banking System has a positive and significant impact on the performance of Cash Adminstration. The results of hypothesis testing indicates that the hypothesis 2 in this study received, meaning that in partial Revenue Application Implementation (SAP) has a positive and significant impact on the performance of Cash Adminstration Variation of performance can be explained by the Adminstration Cash independent variables of e-Banking System Implementation and Application of Revenue Application (SAP) and while the  explained by other factors. The Performance of Cash Administration will rise properly Implementation of e-Banking System and Application System Application Revenues(SAP) is well managed.

Abstract

National program development of socio-economic infrastructure is a program that aims to accelerate the economic development of rural communities based on local resources, reduction of disparities between regions, reducing poverty, improving the management of local governments at the district, sub-district and village as well as the strengthening of local institutions at the village level. The purpose of this study are: (1) How is the effectiveness of implementation of PNPM-PISEW program  in strategic area of Tabalong; (2) Finding the factors that supported and obstacles of the implementation of the  PNPM-PISEW, and (3) Formulate an alternative model that can be applied to community empowerment in Tabalong.This research done by qualitative approach by using formative evaluation to measure the effectiveness of the implementation of PNPM-PISEW program. The data collected through interview and documentation. Data analysis by descriptive analysis.The results of research shown that PNPM-PISEW implementation is not optimum yet. So this policy outcome is moderate effectively. Some factors may be identified as supporting  like as society obedience; local government support and public participatory, so the obstacle factors like as lack of sinergisity and lack of  individual and social capacity of  target group.The positive outcome of the PNPM-PISEW in Strategic Areas Tabalong are the increase of  income, increase of  employment opportunities, and increase the capacity of the local government.

Abstract

Program transmigrasi dari Pemerintah Provinsi Jawa Timur bekerja sama dengan Pemerintah Provinsi Kalimantan Utara telah menempatkan masyarakat transmigran pendatang asal Jawa Timur di Satuan Permukiman (SP) 5,  (SP) 6 dan (SP) 8 di Desa Tanjung Buka, Kecamatan Tanjung Selor, Kabupaten Bulungan, Provinsi Kalimantan Utara dengan harapan terjadi difusi inovasi keterampilan pertanian kepada warga masyarakat Dayak di tempat baru. Permasalahan yang diteliti adalah mengapa difusi inovasi keterampilan pertanian kepada masyarakat Dayak di Desa Tanjung Buka, Kecamatan Tanjung Selor, Kabupaten Bulungan Provinsi Kalimantan Utara dalam program transmigrasi asal Jawa Timur tidak terwujud? Dengan menggunakan metode observasi dan dokumen maka temuan penelitian di lapangan menunjukkan ternyata perubahan yang berupa diffusi inovasi keterampilan pertanian tersebut tidak terjadi di masyarakat Dayak di Desa Tanjung Buka, Kecamatan Tanjung Selor, Kabupaten Bulungan, Provinsi Kalimantan Utara sebagai akibat dari perbedaan sistem sosial ke dua masyarakat

Abstract

The high society who do not use their right to vote, this is proof that the public has no confidence in political parties. This study aimed to: Analyze the level of public confidence in political parties with a tendency for people not to use their voting rights in the election of regional heads and deputy heads of regional and analyze resources and affect the high thrust people do not use the right to vote in local elections and deputy head. The subjects were the informants fieldwork which includes members of the Commission, political parties, community leaders and the public in the West Surabaya. Further analysis of studies using qualitative descriptive approach. The first findings, suggesting that the level of public trust in Surabaya on political parties is relatively low, this is reflected in the increasing trend of people who are not using the right to vote on the election for the head of the provincial and district levels in the city of Surabaya. Secondly, resources and barriers that affect the high encourage people not to use their voting rights in local elections at the provincial and municipal levels, is strongly influenced by the high level of corruption of the political actors, political system factors, lack of public confidence in the political parties, and attitudes public apathy towards elections provincial and municipal levels.Keywords: Faith Communities, Political Parties and not vot

Abstract

Berangkat dari sebuah fenomena yang berupa sebagian besar unsur pimpinan puskesmas di Kabupaten Bangkalan dijabat oleh pihak yang berkopetensi fungsional (dokter), sedangkan regulasi menyatakan bahwa kepala puskesmas harus seorang sarjana dibidang kesehatan yang kurikulum pendidikannya mencakup kesehatan masyarakat, penelitian ini bertujuan untuk menganalisis pengaruh instrumen implementasi kebijakan dan keterlibatan aktor terhadap kebijakan publik.Penelitian ini termasuk jenis penelitian survey dengan rancangan explanatory research dan menggunakan pendekatan kuantitatif. Data dikumpulkan dengan menggunakan kuesioner kepada 138 responden. Responden kepala dinas kesehatan dan pegawai dinas kesehatan, tokoh agama, tokoh masyarakat, serta LSM yang ditentukan dengan menggunakan teknik sampling purposive sampling dan pegawai puskesmas yang ditentukan dengan teknik sampling acak (area random sampling). Untuk menguji pola hubungan yang dibangun peneliti menggunakan alat analisis Structural Equation Modelling (SEM) dengan bantuan program SPSS (statistical program for the social science) versi 20.Hasil penelitian ini menunjukkan bahwa: 1. Semakin tersedia instrumen implementasi kebijakan publik, semakin bagus pula kebijakan dalam pengelolaan puskesmas; 2. Semakin tinggi keterlihatan aktor, semakin bagus pula kebijakan publik tentang pengelolaan puskesmas; 3. Semakin bagus implementasi kebijakan publik, semakin bagus pula revitalisasi puskesmas; 4. Semakin bagus kebijakan publik, semakin bagus pula revitalisasi publik; 5. Semakin tepat penempatan pejabat, semakin bagus pula revitalisasi puskesmas.

Abstract

This Road Transportation Policy Mapping Study in Indonesia departs from the problem of road congestion which is the cause of various problems of inefficiency, time wastage, depression, increasing pollutants that are not environmentally friendly. The government as a regulatory agent is demanded to provide a policy solution to avoid this problem again. All the policies taken by the government are never enough to stop congestion. Vehicle volume continues to increase every time while the length and width of the road does not increase. This study formulates the question of how is the road transportation policy map in Indonesia? By using the library research method. The findings show that the road transportation policy in Indonesia includes various policies on Transportation Development, Operational Policy, Road Traffic and Transport Network Policy, Traffic Engineering Management Policy, Infrastructure Monitoring and Maintenance Policy. The study of road transportation policy mapping in Indonesia also produced findings that it turns out that in Indonesia there is already a road transportation policy sitematics which in an orderly manner is already in an orderly hierarchy, starting from the highest policy to the lowest policy, namely technical in the field. From the study of road transportation policy mapping in Indonesia produced findings that all existing road transport policy products include: a. Undang-Undang Nomor 14 Tahun 1992 concerning Road Traffic and Transportation; b. Undang-Undang Nomor 22 Tahun 2009 concerning Road Traffic and Transportation; c. Peraturan Pemerintah Nomor 34 Tahun 2006 concerning Roads; d. Peraturan Menteri Pekerjaan Umum Nomor: 13 /PRT/M/2011 concerning Procedures for Road Maintenance and Ownership; e. Peraturan Menteri Pekerjaan Umum Dan Perumahan Rakyat Republik Indonesia Nomor: 20/Prt/M/2016 concerning Organization and Work Procedures of Technical Implementing Units in the Ministry of Public Works and Public Housing.
