Abstract

The Location determination is a strategic issue both in business and public. There are many factors leads to management decisions in expanding or relocating their business facilities. A few existing theory and method in determining location have tend to refer to the profit oriented issues, where more of its decision variables are able to measured precisely. The most common method used was procedure ranks method, gravitational centre analysis method and the linear programming method. Recent development have shown that many location determination issues have been resolve by using Analytical Hierarchy Process (AHP) method. A few disadvantage of the traditional AHP method that was requirement of every factors or indicators in the same level to be independent have been anticipated by using Fuzzy sets theory approach. The military base location determination is a complex issue which involve unmeasurable variables. Fuzzy AHP method which was developed from a very good traditional AHP methodology used to solve multi-criteria decision making that involves variables that can not be measured accurately, such as problems of determining the location of military bases. This study uses six factors/variables with 27 indicators into consideration in the decision making process to determine where the Naval base right. Data processing results show that respondents from all stakeholders in general tend to put the weight of the defense factor, security factor and the factor of ideology as a factor that has the greatest weight to be taken into consideration. The final result of the determination of alternative locations, placing the eastern of Indonesia as an alternative with the highest priority. western of Indonesian is the second priority, the last alternative is western of Indonesia. Keywords: Location determination, military base, AHP Fuzzy

Abstract

The purpose of this study was to determine the effect of cooking oil price, substitute prices, income and population to the demands of cooking oil in the city of Banda Aceh and magnitude of price and income elasticity of demand for cooking oil in the city of Banda Aceh. Measurement of the request made by linear Marshallian demand function (Marshalian Linear Demand Function). This study uses time series data starting from 1980 to 2003. The type of data is secondary data obtained from Connecticut, and Department of Trade and Industry and other related agency. Data were analyzed with OLS approach (Ordinary Least Square). Demand function estimation results show satisfactory results. This is evident both from the testing of universal and partial, in which all independent variables in this study significant effect on demand for cooking oil. In addition, the estimated elasticity coefficients have the elasticity <1, in accordance with the expected theory. Based on estimates of the price variables have negative and substitute prices, income and population have positive influence on demand is inelastic and cooking oil, it is also in accordance with the theory. Koefiien determinant (R2) equal to 98.03%, which means the independent variable consisting of variable oil price, substitute price, population and income affect the demand for cooking oil by 98.03% and the rest of 1.97% influenced by other variables. Keywords: Demand Analysis

Abstract

Microfinance institutions are well accepted as an effective instrument in alleviating poverty. In Indonesia, microfinance institutions can be divided into two categories: (i) bank including BRI (Peoples’ Bank of Indonesia) and BPR (Credit Union Bank), and (ii) non-bank sectors such as Koperasi, Lembaga Dana dan Kredit Pedesaan (LDKP) and Badan Kredit Desa (BKD). LDKP gets formal legalizations from local government, while BKD supervised by BRI has also formal status from local government. Based on Surat Keputusan Bersama (SKB) published by four ministries, BKD should be transformed into three forms: BPR, Koperasi or Rural Government Enterprise (Badan Usaha Milik Desa/BUMdes).This paper provides background research for potential policies to contain BKD in dealing to institutional transformation and discusses (i) key indicators influencing microfinance institutional transformation, (ii) BKD practices associated with microfinance institutional regulations. An institutional economics framework suitable for analyzing these problems is developed and presented. Based on interviews, BKD transformations depend on five indicators: (i) instrument capitalization, (ii) decision process, (iii) business orientation, (iv) relationship with costumers and (v) business plan. There are three options in terms of BKD regulation. First, there are lack of capital and human resources, when BKD should be transformed into BPR or Koperasi. Second, when there is no change in BKD practices, local government (PEMDA) should be active in monitoring and evaluation to minimize moral hazard evidence. Third, when purpose of transformation is empowering BKD, transformation should be viewed as a long-term process, where BKD assosiation will play a crusial role in BKD practices. Keywords: microfinance, Badan Kredit Desa(BKD), institutional transformation, micro corporate governance
