Abstract

The study is aimed to comprehend Agropolitan framework in developing of nationalpolicy, and specifically its opportunity in East Java Province. Agropolitan is regionaldevelopment that is based on broadly agricultural development in term on-farm, off-farm and the supporting sector.  Until 2003, it has developed 29 agropolitan areas ineach province excluding DKI Jakarta.  Fund sharing contribution for the agropolitandevelopment were (i) cetral government, 10 to 20 percent; (ii) province government,21 to 40 percent; and (iii) regency or municipality government 41 to 60 percent.  InEast Java, Pasuruan and Sidoarjo regency were proposed as agropolitan area basedon  some  reasons  as  follows:  (i)  perform  significant  entrepreneurship  of  humanresources; (ii) in line with the development plan of Agribusiness Market Center inJemundo  Village,  Sidoarjo  Regency;  and  (iii)  provide  a  high  access  to  TanjungPerak harbor and Juanda International Airport.  Both regency areas have resultedleading  commodities  such as  estate  plant  (mangoes, apple,  sugarcane),  fisheries(bandeng), horticulture (high altitude vegetables), livestock (cow-milk and poultry),and wood craft and mebellair (from forest product).Keywords: Agropolitan, East Java, Pasuruan-Sidoarjo, leading commodity

Abstract

The impact of economic crisis in Indonesia is the occurrence of so many fundamentalchanges  in  the  economic  order,  social,  political,  and cultural  life  of  the  countrywhich determines  the country’s direction.  In one side,  it  is  the biggest changes  inmodern Indonesian history, but on the other hand, it contributes to the complexity ofthe recovery problem economy. The weakness of  the  Indonesian economy, the bigamount  of  the  firm’s  short-term  loans  in  foreign  currency  (dollar) without  anyprotection / hedging, weak banking systems in Indonesia and the weak of the realsectors, could be a lessons for us so that Indonesia will no longer mired in economiccrisis. Besides economic, there are also weakness of political and social structure,financial and banking system, the system of ownership, and also  the system of lawand democratic system itself. Several behaviors that could promote or complicatethe crisis in facing the turmoil of the endurance life is the greater of expendituresthan revenues in both economic activity and living  in a society and state, and  thecrisis of cultural values (the closure, feudalism, and tribalism).Keywords: economic crisis, monetary, rehabilitation

Abstract

This article  is made  in order  to  find a model of BUMN privatization  that able  toprovide benefits  for  the government and  the  Indonesian people  in the  future, andalso able to improve the performance of the BUMN themselves, so that they can beexist  and  could  compete  in  the  world market.  This  paper  concludes  that  theprivatization of BUMN to the private placement method by foreign investors with theinvestment in above 50% will provide the most optimal benefits. Some benefits willbe obtained by using this model of privatization, including the increase of the abilityto  access  opportunities  in  the  international  market,  the  existence  of  technologytransfer, the occurrence of positive changes in work culture, and the application ofprinciples of good corporate governance in the management of BUMN. In order tominimize the risk of rejection in the privatization process of BUMN, it is suggestedthat the government should make a clear privatization of state-owned systems andprocedures, adequate dissemination to relevant parties, as well as implementing atransparent privatization process.Keywords: privatization, BUMN, income’s distribution

Abstract

Forests are important resources for humans, since forests can provide added valueas well as the lungs of the world. forest management is faced with the HPH licenseHPH (Forest Management Right), which was often used as a means to earn a profitfor themselves. There is collusion in the form of license sales which gives benefit toboth  parties. Where  the  goverments  get  the money  as  the  benefit  while  theentrepreneurs get profit to exploit the forest and  the security guarantees  from  thegoverments.  In  here,  there  is  Patron-klien  pattern. Here  actually,  governmentintervention is needed as in the neo-classical theory. But, the fact the governmenthad  failed  to  intervene  because  of  the  limited  human  resources and  governmentadministration. So, it needs to strengthen the role of the moratorium Stake Holderand NGOs in the monitoring of forest management.Keywords: HPH, collusion, patron-client, government failure

Abstract

The poverty alleviation has been a main problem in Indonesia for a long time. Thenumbers of poverty has been increased for more than one­third in the crisis that hasreturned into the before­crisis period. Meanwhile, Indonesia has experienced a greattransformation in social and political in line with the development of full spirit ofdemocracy  by  the  existence  of  government’s  decentralization,  and  also  a widertransparency than what we have in the past. The commitment of the government inalleviating poverty has been  stated  in Rencana Pembangunan Jangka Menengah(RPJM)  2005­2009  which  based  on  the  Strategi Nasional  PenanggulanganKemiskinan  (SNPK). However,  the  rate  of  poverty  is  still  high,  viewed  from  anyfactors. This paper focuses on the discussion of poverty that did not abate in spite ofvarious poverty alleviation programs has been announced by the government. Thewriter has analyzed the absolute phenomena of poverty based on the political view,which  the variables are related  to  the economic growth since  the basic  economicactivities could affect the level of poverty (Weede, 1986, saunders, 1986, Castles,1990, 1991, in Lane & Ersson, 2002).Keywords: poverty, Indonesia, economic and political perspectives

Abstract

This research examines and analyzes the use of Artificial Neural Networks (ANN) asa forecasting tool. Specifically a neural network’s ability to predict future trends ofinflation is tested. Accuracy is compared against a traditional forecasting method,multiple linear regression analysis. Finally, the probability of the model’s forecastbeing  correct  is  calculated  using  conditional  probabilities. While  only  brieflydiscussing  neural  network  theory,  this  research  determines  the  feasibility  andpracticality of using neural networks as a forecasting tool for inflation in Indonesia.This study builds upon the work done by Edward Gately in his book Neural Networksfor Financial Forecasting. This research validates the work of Gately and describesthe  development of  a  neural network  that  achieved an  86  percent probability  ofpredicting an  inflation  rise, while multiple  regression  analysis  is only  to predictinflation that achieved a 16%.  It was concluded that neural networks do have  thecapability to forecast inflation and, if properly trained, we could benefit from the useof this forecasting tool.Keywords: neural networks,  inflation,  time  series analysis,  forecasting, artificialintelligence

Abstract

The  objectives  of  this  research  were  to  analyze Community-Based Managementapplication,  influence and  factors  to management of coastal resources especiallyincreasing fisherman income on 5 districts in sub-province Tuban. The results showedthere are extensive community participation, capacity building and village coastalmanagement  plans. These  plans  are  significant  in many  ways. Abstract

This  research will measure  the potential output  in  Indonesia using Kalman-filterand Hodrick-Prescott Filter. The model will  observe  the variations of output  gapand inflation in Indonesia. The model of Kalman Filter shows a long-term trend ofoutput nearly to actual output than the other model, however it shows a slow responsethan Hodrick-Prescott Filter.Keywords: Output Gap, Inflation, Kalman filter and Hodrick – Prescote Filter.

Abstract

East Java Province was the first province with the largest amount of poor peoplein Indonesia. Irawan and Romdiati said that in their invention, 72% of the poorfamily depend their main income on the agricultural sector and most of them livein village area. This research has been done in Ngebrong Orchard, Tawangsarivillage Pujon Sub district, Malang Regency and used phenomenology approachin order to find the true reality which is hidden in human awareness that causedthe poverty. Some significant findings are found  in this research. Firstly, somecircumscription, such as geographical Isolation, lack of water resources – dependonly on climate and rainy season - has caused them suffer in poverty. Secondly,no monetary  and government  institution  care  their need  for a  non collateralcredit and assistance which will help them to leap from their condition. Thirdly,non clear  land working agreement makes  them have no  future  stable  incomeassurance. Fourthly,  cultural boundaries,  such as buwuh culture and  povertyhereditary culture make them more powerless. And the last, Fifthly, the acceptanceof their present life is a matter of being forced to submission, there is no other wayfor them to go rather than to accept it, and in fact it will help them happier.Keywords: Poverty, Farm Household, Suistainability
