The purpose of  this  research  is  to  determine how  the market  structure of banking industry  in  Indonesia. The research using Rosse-Panzar Test  (PR) methods. Using panel  data  of  10  banks  in  Indonesia which  has  the  largest asset  ratings,  this PRapproach will produce H-Stat value which  is  the sum of  three main coefficients ofbanking inputs (labor, capital and funds). With H-Stat valued at 0.931 can be con-cluded that the Indonesian banking industry into the category of monopolistic mar-ket.

Municipal  bonds may  be used  as  a  source of  regional  funding.This  study aims  toanalyze the feasibility of issuing municipal bonds as an alternative source of financ-ing local infrastructure and analyze the strategies to be implemented by the govern-ment in the issuance of local bonds. Analysis tools used in this study were descriptivestatistics and SWOT analysis. The analysis showed that municipal bonds are an alter-native worth considering as a source of financing funding than other areas.Keywords: municipal bonds, the financing area, the SWOT.

This research aims to analyze the volatility of exchange rate (Rp/US$) on the Indone-sian economy. The Method of analyze uses Autoregressive Conditional Heteroscedasticiy(ARCH)/Generalized Autoregressive Conditional Heteroscedasticiy (GARCH) that wasdeveloped by Arize, (1995) and Zainal (2004). The result show that volatility ofexchange rate (Rp/US$) has extreme point at 1997/1998. At that time, economic crisiswas happen on the Indonesian economy, where the value of exchange rate volatilityRp/US$ have reached at point 0,250.Keywords : volatility, exchange rate, ARCH,GARCH

The objectives of this research are: (1) to analyze the market structure of subsidizedfertilizer in East Java, (2) to analyze the need of subsidized fertilizer which should beallocated to their farms, (3) to observe the deviation, if any, of subsidized fertilizerdistribution along the distribution channel.This research found that the market struc-ture has the following characteristics: the access of market information is generallyquite even among distributors at the same level but not between different level. Fromthe market conduct point of view, it is found that there are rent seeking behaviorsresulting in some deviation in distribution channel as mentioned above. It is the resultof market structure being characterized by oligopolistic in nature. Such market struc-ture and conducts result  in the level of fertilizer prices far above the highest retailprice set by the government, but farmers are forced to buy because they are in emer-gency need.Keywords : Fertilizer, rent-seeking, oligopoly, scarcity

This study aims to see how far the implementation of the performance of PublicFinancial Management (PFM) in accordance with applicable standards and regula-tions. The survey shows that in general the performance of public financial manage-ment in East Flores Regency categorized as very good; from the nine areas that wereanalyzed, seven areas were very good in the category of regulatory framework; Plan-ning and Budgeting: Cash Management: Procurement of Goods and Services; Debtand Public Investment: Asset Management, and the last External Audit and Over-sight. One area is in both categories of Internal Control and the fields are at very lowcategory of Accounting and Reporting. The result of this study recommends that theforce placed on each SKPD or Bachelors degree in Accounting and Finance for fi-nancial management in a professional area. In the extreme, this study recommendsthat the chief of Budget, Accounting, Accounting and Reporting, and Verification atthe Department of Finance and Asset Areas on each District/City should be headed bya person with qualifications or Bachelors degree in Accounting and Finance.Keywords: performance, public financial management, degree in accounting.

The purposes of this study were to analyze the implementation of the Indonesian con-stitutional  values  in  Indonesia  and  in  the  regional  level of  trade policies  (AFTA-ASEAN Free Trade Area). The method used is a qualitative approach. The findings ofthis research stated that there are some trade policy that misses thebasic values  of the1945 Constitution and Pancasila, resulting inmismanagement in development policyand therefore contributesto lowering the level of public welfare in general. The policy,among others, is the policy of trade protection is not based on the principle of wealthcreation and equitable distribution, but is based on the behavior of crony-capitalism;government policiesrelated to foreign ownership in an investment is still not heedingthevalues  and principles of broad benefit of welfare, justice andequity; and governmentprotection policies in the agriculturalsector is still not optimal to create a high com-petitiveness.Keywords: constitution, international trade, welfare and equity.

Changes in performance-based budgeting system (performance budgeting) that pro-motes community participation, provide an important role in Parliament as represen-tatives of the people drafting process, in accordance with Law no. 17 of 2003 on StateFinance. Implementation of the people’s rights in the budget can be realized in com-munity involvement in participatory planningand budgeting process. This study aimsto (1) to know  legislators understanding in Batu City and its implementation to thefunction  of budgeting,  (2)  to  evaluate  the  performance  of budgeting  in Batu City.Using a qualitative approach, results of this study are: (1) Legislators’ understandingin Batu City tend to function as a means of budgeting “bargain†with local govern-ment, and  lack of  touch on  the  substance  to  the public welfare,  (2)Parliament hasused “Alat Kelengkapan Dewan† associated with  the  budgeting  of  the  “BadanAnggaranâ€, frequently board members’s budget is more  than  the amount of budgetapproved by the municipal government of Batu City. But this condition still happenedbecause the government afraid of the revenue and expenditure budget (APBD) notapproved by parliament.Keywords: budget, parliament batu, legislative functions

The aim of this research is to determine the progress of minimum wage policy inIndonesia, and their linkage to the 1945 Constitution article 27 act 2. The implemen-tation of minimum wage policy in accordance with that constitution, at least shouldbe a few things to do. This includes needs such as decent living as a component ofminimum wage determination. Furthermore, it needs to fill the necessity of transpar-ent effort and intense socialization of benefit provision in the minimum wage. Inaddition it must be clear about the protected status of workers in minimum wagepolicy. This study aims to assess the contribution of local economic independence for theurban community village of Candi Renggo, Singosari District in the short term fromthe aspects of finance, energy and food; and analyze whether independence was simultaneously able to survive in the long run. The analysis showed that the economicand social resource for the urban community is quite adequate so that resources can besynergy between mutually exclusive and weaknesses. For the people in selected vil-lages have the ability to develop and demonstrate a significant contribution, althoughthe level is still low. The results of this study partially and simultaneously to thecombined respondents (agricultural and non agricultural sector) contribution provedadequate, but not yet able to explain in detail the contribution was sufficient forrespondents who work in agriculture and non agricultural sector alones.Keywords: local economic independence, urban society

The research goal is to find how far the degree of sustainability of rural financialinstitutions that exist and to identify the variables that determine what operationalsustainability yaginstitutions concerned. From the results of statistical tests and thediscussion can be summarized as follows: The degree offinancial sustainability forrural finance institutions significantly affected by the variable operating cost andrevenue variables which level income has a positive relationship while variable costshave a negative relationship. The influence of variable operating costs are relativelygreater than the influence of income variable; Good Rate Revenues and Cost ofOperations has a positive relationship and the real magnitude of value of receivables/loan value; level offinancial sustainability of institutions did not show a clear patternof relationship with the efficiency (either from the indicator value of loans per staffand per-unit cost of borrowing/Cost per unit of Money Lent); Compared with theindicator Cost per unit of Money Lent, the value of loans per staff show a clearerpattern of relationship with the magnitude of the Average-Performing Asset (the Costper unit of Money Lent did not show a clear pattern of relationship with the Average-Performing Asset). Average value addition is dominated by the Performing AssetValue Receivable. It can be concluded that the greater the value of Average Perform-ing Assets, the greater the value of receivables and the more efficient institutions KSP.Keywords: financial institutions, sustainability
