Abstract

Dinoyo Ceramic Village of Malang City is a village that has distinctive community socio-cultural and economic characteristics. Almost all of the community of Dinoyo Ceramic Village work as ceramic makers and traders from generation to generation. Dinoyo Ceramic Village has a history well-known for its ceramic industry that has existed since the 1950s and supposedly the community ability to make ceramics has emerged since the days of the Kingdom of Kanjuruhan in the 8th century AD. This study aimed to reveal the space identity themes formed by physical and socio-economic elements and to disclose the concept of space identity or genius loci of Dinoyo Ceramic Village. This study used a descriptive explorative method with a narrative descriptive analysis technique. The results showed that the space identity themes constructed from the physical and socio-economic elements are “Jagongan” Space, “Bale” Space, “Bebarengan” Space, and “Dodolan” Space. “Bebarengan” is one of the space identity concepts in Dinoyo Ceramic Village. “Bebarengan” is defined as a unity or togetherness found in the terns of Activities, Performers, Space Quality, Elements, and Space Settings.

Abstract

Fisheries is one of strategic sub-sectors that economically, ecologically, and socio-culture plays an important role in national development. Involvement of fishing communities in various things is needed from planning, organizing, implementing and controlling. Community Development as a concept other than to accommodate participation as well as to increase the capacity of community self-reliance. The purpose of this research is to identify, analyze, describe the development of Minapolitan area of Sei Ijum Raya Village in improving people's welfare, community involvement of Sei Ijum Raya Village in development of minapolitan area based on community development, as well as supporting and inhibiting factors. The research method used is qualitative research method with descriptive approach using qualitative data analysis of interactive model. The findings in the potential field of Sei Ijum Raya Village can support the sustainability of minapolitan area development supported by the local government policy, the mechanism and stages of the planning process in accordance with KEPMEN / RI No.18 of 2011, and encourage participation and involvement of the community in development to achieve optimal benefits for common progress in community development concepts. Supporting factors: Availability of natural resources, increasing perceptions of fishing communities in increasing income, local wisdom of fishing communities. Inhibiting factors: Regional commitment, Human resources, infrastructure.

Abstract

One indication in the absorption of local budget is due to the weakness of planning which resulted in the absorption of the budget is not maximal and concentrated at the end of the budget year. After analyzing the problems in the implementation, then a scenario along with a strategy to be achieved in the planning of acceleration of budget absorption in East Kotawaringin regency to be realized at the beginning of the year and there is no accumulation at the end of the year. The research method used is qualitative descriptive by using TAIDA (Tracking, Analysing, Imaging, Deciding, Acting) method as a tool for conceiving scenarios and strategies to face every possible scenario. Based on the analysis, the most influential and uncertain trend is derived from budget planning and local government commitment. There are four scenarios, namely scenario A, scenario B, scenario C, and scenario D. In order to improve the effectiveness of the program / activity so that the local government finish the program and activities on time with good budget realization level, it is necessary to apply appropriate strategy according to the condition may occur based on a description of the scenario that has been compiled.

Abstract

Background of this research is implementation of regional autonomy which gives broad authority to regions to manage of their own regions, including financial management. To managing local financial needed transparency and accountability and to realize it takes the control and Government Internal Control System (SPIP). Internal control plays a role overseeing government activities at the implementation of the budget and also to improve the quality of local government financial report.The purpose of this research to analyze application of Government Internal Control System in Implementation of APBD to improve quality of financial report of local government of Pangkep regency. This research uses descriptive research method with qualitative approach. Result of this research is application of SPIP in Pangkep Regency is adjusted with Annual Supervision Work Program (PKPT) Inspectorate of Pangkep Regency that determined by regent. In application of supervision activity, the surveillance apparatus of  government’s internal (APIP) began to review at planning phase that budget activity plan of  regional work unit (RKA-SKPD) review as a quality assurance in order to produce a quality APBD. SPIP is important to improve the quality of financial report because APIP oversees the financial management that will impact on the quality of financial report. In the application of SPIP in Pangkep Regency there are some factors internal and external that support and obstacles.

Abstract

The government of Malang City has set a policy to reduce poverty that becomes a guarantee for the poor to be prosperous. However, there has been lack of coordination, synergy, and integration of implementers, and the fact that the programs are not targeting the right people; these all have made the policy goals not achieved. Therefore, this study aims to describe and analyze the implementation of poverty reduction policies conducted by the government of Malang according to the implementation model proposed by Grindle. Data collection is done by interviews, observations, and document reviews. Data analysis technique employs the one by Miles et al. The results show that the poverty rate in Malang City has decreased. The poor are getting more prosperous. However, there are programs that are not targeted well and are not sustainable because the poor people trained are less competitive due to small capital and low production technology. In addition, the monitoring and assistance after training is unavailable, the implementers are lacking in focus on the poor or policy objectives, and there has been lack of coordination, synergy, and integrity in the implementation. In addition, the ego of the policy implementing team, the lack of control of the executive leader against subordinates, the bad management of resources,  the lack of utilization of technology resources in the follow up of community efforts, the low allocation of the empowerment budget, and too many implementers affecting the interests of the target group have made the situation even worse. Thus, the goals are not achieved according to the plan.

Abstract

The government has set a 30% quota of women's representation in the legislature, including Malang City. The existence of women's representation to see women's participation in politics, as well as their role in making gender responsive policy. The policy formulation model used is Easton's 'political system'. The objectives of this research are: 1) to analyze the role of female parliamentarians in the formulation of gender responsive policies. 2) to describe supporting factors and inhibiting factors in the formulation of gender responsive policies. The method used in this research is qualitative with descriptive research type. Data collection was done by observation and interview technique. Source of data comes from primary data and secondary data. The result of the research shows that women representation in DPRD Malang is not maximal, their role in initiating gender responsive policy is still lacking, but in the outside they still have concern especially protection for victims of violence of woman and child.

Abstract

Generation Millenial or Gen Y is the labor force that will dominate in every company in the next few years in Indonesia, as well as in banking such as Bank Rakyat Indonesia and Inspection Office of BRI Malang in particular. The purpose of this research is to know the influence of situational leadership, organizational culture and training on employee performance and work motivation of millenial auditors at Inspection Office of BRI Malang. This study used a sample of 63 millenial auditors with partial least square method (PLS). The results of this study indicate, situational leadership has significant influence on employee performance and work motivation of millennial auditor at the Inspection Office of BRI Malang. However, organizational culture has insignificant influence on employee performance and work motivation and also has insignificant influence on employee performance through work motivation. Training has insignificant influence on employee performance but has significant influence on work motivation and also on employee performance through work motivation. Work motivation has significant influence on employee performance. The findings in this study indicate that a rigid organizational culture and training that does not improve skills and provide a space of appreciation to the millennial auditor, have insignificant influence on employee performance and work motivation at the Inspection Office of BRI Malang.
