Abstract

Implementation of a new structure of organization and working procedures in Universitas Brawijaya brings a significant change. Some administration and supervising staff lost their positions. As a result, the university analyzes to select a suitable career promotion system to hire the best man for the best position. The merit-based system becomes a selected strategy as it allows Universitas Brawijaya to appoint individuals with the right competence. The objectives of this study were to analyze the implementation of a merit-based system in administration and supervising staff promotion in Universitas Brawijaya and HR strategy the university applied. The finding showed that the university has implemented a merit-based system for administration and supervising staff promotion. All eligible candidates have equal opportunity, information about the selection process was accessible for everyone (transparent), and the university designed a passing grade for the promotion process. However, administration (lack of competence) and psychological (non-conducive atmosphere for implementation of the merit-based system) aspects became issues the university should encounter. Thus, Universitas Brawijaya should have adequate planning to make sure that the merit-based system is the only system used for administration and supervising staff career promotion.

Abstract

This study aims to analyze the conflict management model in a comprehensive and detailed manner are as follows; (1) Analyzing conflicts between communities and mining companies; (2) What is the model of conflict management between communities and mining companies from the perspective of social security. Using a qualitative approach, and an Interactive Model analysis of Miles and Huberman, conclusions are obtained: First, Conflicts between communities and mining companies, such as (a), the existence of conflicts in the form of ongoing demonstrations; (b), the type of conflict in the form of conflict between social classes and political conflicts; (c) the causes of conflicts in the form of inadequate socialization, lack of disclosure of information on Mining Management, Differences of Interest, The existence of impacts in the form of loss and reduction of community production land and environmental damage as well as unresolved Impact Compensation. Second, Conflict Management Model viz. (a) conflict management style uses competition conflict management style and avoidance conflict management style, (b), the pattern of conflict management approach that is negotiation, mediation and conciliation which has not been effective so that it needs an arbitration step in conflict resolution.

Abstract

Based on the description of the background, the purpose of this study is to examine and explain the effect of leverage on the value of real estate companies listed on the Stock Exchange in Indonesia, with investment and dividend as mediators. This study is explanatory research. Explanatory is research conducted to explain the influence of variables through testing hypotheses. The population in this study is all real estate companies listed on the Indonesia Stock Exchange. The total population was as many as 44 companies. This study used four variables, which consisted of one exogenous variable and three endogenous variables. The categorized variables in exogenous variables are leverage (X) and as endogenous variables (Y) are (a) investment [Y1], (b) dividends [Y2], and (c) the company value [Y3]. The analytical method used is Generalized Structural Component Analysis (GSCA). The results of this study indicate that high dividend payments will cause a decrease in the value of the company. Several arguments can explain this. First, the market considers that at present the condition of the company has the opportunity to grow, so the company should focus on funding investment activities. Besides, also, with intense competition in the real estate sector, companies to be able to survive in the industry must have product innovations. The dividend payments are considered inappropriate by the market. The consequence of dividend payments is that companies will use high amounts of leverage. This is reinforced by the results of this study finding an indication of the use of high leverage will cause an increase in dividend payments.

Abstract

The business activities of coastal communities do not only run based on business mechanisms, the business problems often are solved by social mechanisms. The aim of this research is to identify the types and role of social capital in the configuration among actors of coastal communities’ business contracts. This study uses a qualitative approach by phenomenology method to capture the actual phenomenon of business contracts relationship on coastal communities. The results show that the types of social capital can be seen from first, the trust: a lasting unwritten employment contract and debt that had never paid off. Second, the network: reflected in the closeness of the actors’ relationship which is influenced by the experience of cooperation, adherence to business contracts, and contractual ties to strengthen social relations. Third, the norm: the contract is applied to all business activities (business financing to fish marketing). In turn, social capital contributes to the running of business contracts due to the strong ties among fishermen and ship managers (pengambek) which can maintain the sustainability of fishing businesses, facilitate the information networks, minimize conflicts, and maintain brotherhood among actors.

Abstract

This study aims to determine the performance of service quality from students' perceptions of study programs in tertiary institutions using Gap analysis with measurement instruments using Higher Education Performance (HedPerf) modified into 5 (five) factor/dimension structures. The method used in this study is a quantitative method with a descriptive approach, sampling using the Probability Sampling technique in Proportioned Stratified Random Sampling. Data analysis uses the Importance Performance Competitor Analysis (IPCA) method which is a form of analysis that answers criticism of the IPA analysis, especially regarding competitor factors. Where data samples are taken from study programs which are the focus of research and from study programs that become competitors. The results obtained from this study indicate that 10 service items require immediate action to improve the quality of service performance. Especially from the variable reputation that has a dominant position to be immediately reformed.

Abstract

Liquors are one element that make up a major category of Narcotics, Alcohol, Psychotropics and Addictive Substances (NAPZA in Indonesian abbreviation). Addiction to liquors can cause mental disorders that may corrupt reasoning, sensing and behavioral functions (Dadang, 2005). Malang City Resort Police Department has conducted a campaign titled with “Socialization of Impacts, Juridical Aspects, and Mitigation of NAPZA” to influence public attitudes and awareness. Interpersonal communication worked by coordinator (mentor) on Maluku students, which is done by focusing on dimensions of openness, positiveness, empathy, supportiveness and equality,has providedMaluku students with knowledge about liquors and also prevent them from building habits of consuming liquors. The purpose of this study is to the correlation between interpersonal communication dimensions and anti-liquor campaign strategies toward Maluku students in Malang City. Research type is a correlation (relationship) study with quantitative approach. There are two variables in this research, namely, Interpersonal Communication Dimensions (X) and Anti-Liquor Campaign Strategies(Y). Sample size is 62 Maluku students who join at Forum Mahasiswa Maluku Bersatu (FMMB). Data were directly obtained from respondents with questionnaire. Hypothesis was tested using Spearman’s correlation coefficient assisted with SPSS Version 23 for Windows. Result of research shows that interpersonal communication dimensions have positive relationship, but in low category, with anti-liquor campaign strategies toward Maluku students in Malang City.

Abstract

Policy implementation holds an important position in the public policy cycle, as it determines the success or failure of policies formulated. The defense industrial base is one of the important public policies in many countries because it can play a multi-faceted role function, among which are as a politico-diplomatic status, an economic driver, and a centrifugal force for growth. However, as a public policy, the outputs and outcomes of DIB policy implementation are determined by, among others, key policy issues, policy formation processes, and policy directions or objectives. Abstract

Engagement is an initial action before a marriage. In jurisprudence, it is considered as a bond in which, if it is canceled unilaterally it will cause legal implications such as the injured party. The research used a juridical empirical method. The nature of the research was descriptive analytic. The result of the research shows that in the unwritten Mandailing customary law, the process of engagement is done orally based on their belief, starting from adat procession. The procedure of engagement in the Mandailing community in the post-jurisprudence is that the series of the engagement is in the written form to make it authentic evidence to be used when there is a dispute in the cancelation of engagement. The Mandailing customary law at Pasar Binanga Village does not recognize default complaint in litigation when one of the parties breaks it as it is stipulated in Article 1243 and Article 1365 of the Civil Code. However, the Supreme Court’s Ruling No. 396K/Sip/1958 and No. 68K/Pdt/2009 states that the cancelation of engagement by one of the parties in customary law is considered a default and illegal based on the consideration that the engagement is a pledge between the future groom’s side and the future bride’s side which has to be made by good faith.

Abstract

The research purpose was to find out the relation between the Tourism Department of East Lombok Regency and the society which framed by Public Relation in order to increase the visitors after the earthquack through Tourism Promotion. The method of this research was descriptive qualitative. The research’s result showed that the tourism promotion strategy by public realtion was sufficient in increasing the visitors. The Tourism Department of East Lombok Regency cooperated with the society in promoting the tourism of East Lombok by using either electronic or printed media which available in East Lombok Regency or Nusa Tenggara Barat Province, such as Kancanata Radio, Selaparang tv, Suara NTB, Lombok Today and Radar Lombok. In addition, in oder to facilitate the promotion, the Tourism Department of East Lombok created about 55 Pokdarwis or tourism community that spread at all destinations in East Lombok. However, there were some troubles in promoting East Lombok tourism objects such as the facilities and the human resources who incompetent in managing tourism objects, therefore, the government have to optimalize in providing empowerment, socialiszation, training and educating to increase the quality and the competence to every pokdarwis in East Lombok Regency.

Abstract

This study examines the impact of organizational culture on employee engagement and employee performance. Within the organization, organizational culture plays an important role in building employee engagement, and ultimately in Employee Performance. The causality study is used to analyze the influence of the variables involved in this study. This type of research is quantitative descriptive with multi-stage sampling. The data was collected by using a questionnaire to 251 respondents from 9 branch offices of government banks, Malang regional offices. Data were analyzed using smartPLS (Partial Least Square) which includes measurement models and hypothesis testing. The findings indicate that organizational culture has a direct and significant positive influence on employee engagement and employee performance. Besides, organizational culture also has a significant indirect positive effect on employee performance through employee engagement. Bank managers, practitioners, and research institutions can use the findings to enhance organizational culture, employee engagement to drive employee performance.
