Abstract

This study aims to examine the participation of elderly residents in the Integrated Primary Health Services (ILP) Posyandu program at Simaung Indah ILP Posyandu, Talawi Mudiak Village, Talawi District. The ILP Posyandu is a government initiative designed to bring healthcare services closer to all stages of life. This research uses a descriptive method with a qualitative approach. The findings show that elderly participation in the ILP Posyandu activities remains low, mainly due to several factors: lack of information about the event schedule, changes in the service system that merge child, adult, and elderly services into a single session, and the elderly’s work commitments. Low attendance is also influenced by dissatisfaction with the new service system, such as the unavailability of medication on-site and an environment considered less comfortable for elderly individuals. To address these issues, Wilcox’s participation theory is applied, including steps such as improving information dissemination, direct consultation with the elderly, joint decision-making, collaboration in implementation, and providing ongoing support and motivation to participants. Through these strategies, it is hoped that elderly participation in the ILP Posyandu program can be increased, leading to better health monitoring among the elderly population in the area.

Abstract

Geothermal energy is one of Indonesia's most promising renewable energy sources, particularly in areas along the Ring of Fire. However, managing geothermal energy often involves complex dynamics, including policy, governance, and local community resistance. This article aims to analyze the dynamics of geothermal energy policy governance in Indonesia, focusing on the case of Padarincang, Banten. This research uses a qualitative method with a case study approach. Data was collected through in-depth interviews with stakeholders (central government, local government, and local communities), observation, and documentation from government reports, media, and academic publications. The research findings indicate that geothermal energy policy in Padarincang demonstrates a conflict of interests at various government levels (national, regional, and village) and non-state actors (investors, mass organizations, and civil society). Community resistance arises due to weak participation mechanisms and a lack of communication between governance levels. This study emphasizes that the success of Indonesia's energy transition is highly dependent on strengthening collaborative governance across all levels and actors.

Abstract

The World Class University (WCU) agenda has become a strategic issue in the development of global higher education, including in Indonesia. The government has consistently encouraged universities, both State Universities (PTN) and State Islamic Universities (PTKIN), to increase their international competitiveness through regulatory policies, publication incentive programs, and institutional internationalization. This study uses a literature review approach with a qualitative meta-analysis method to identify WCU strategies, challenges, and opportunities in Indonesia. The results show that despite a significant increase in the number of international publications, academic collaboration, and global recognition of Indonesian universities, there is still a considerable gap between policy ambitions and implementation realities. The main inhibiting factors include weak governance transparency, political intervention, limited research budgets, low lecturer qualifications, and an internationalization orientation that is more instrumental than substantive. On the other hand, the successes of other countries, such as Malaysia with its publication incentive policy, Singapore through national policy integration, and India, which faces access inequalities, provide important lessons for Indonesia. These findings emphasize the need for a reflective internationalization strategy, rooted in local values and supported by collective leadership and the use of digital technology. Thus, achieving WCU status is not only about fulfilling global indicators, but also about building adaptive governance, strengthening a culture of research, and reinforcing Indonesia's academic identity on the global stage.

Abstract

This study examines the formulation of property tax (Pajak Bumi dan Bangunan/PBB) exemption policy by the Dewan Perwakilan Rakyat Daerah (DPRD) of Palembang City in the context of improving social welfare. Using a qualitative case study approach, the research explores how the policy was formulated, the supporting and inhibiting factors, and its implications for fiscal capacity and citizens’ welfare. Data were collected through in-depth interviews, participatory observation, and document analysis, and analyzed thematically. The findings show that the policy formulation process was participatory yet compromise-based, involving DPRD, the local government, and the community. Supporting factors included political commitment, executive support, and public participation, while constraints included fiscal limitations, bureaucratic resistance, and political dynamics among DPRD factions. The results reveal that the PBB exemption policy successfully reduced the financial burden on low-income households without significantly decreasing local revenue, thereby enhancing both tax compliance and political legitimacy. This research contributes to public policy studies by demonstrating how local fiscal policies can balance social justice with fiscal sustainability.

Abstract

AbstractEducation is a right for every individual in the world, and the state is responsible for providing it. However, this is not the case for refugee children. They face difficult circumstances, making education a low priority in their lives in refugee camps. Indonesia, as a transit country for many refugees, strives to provide these educational opportunities. This study explores the barriers and adaptation strategies faced by refugee children in the formal education process in Pekanbaru. This research used qualitative research methods and a case study approach. Ten informants were interviewed, and several reference sources were downloaded from the Publish of Perish application to fulfill the data requirements. The results indicate four factors hindering the education process of refugee children in Pekanbaru: legal, infrastructure, community, and cultural factors. Three adaptation strategies are implemented in the education of refugee children: general policy, technical services, and program monitoring
