Abstract

This study aims to analyze the religiosity approach in the implementation of Islamic religious training programs for inmates at the Class IIA Narcotics Prison in Yogyakarta. The main focus is to explore how the religiosity approach is applied in the training process and the obstacles encountered during its implementation. This research uses a qualitative method with a descriptive approach, where data is collected through interviews, observations, and document analysis. The training program conducted through the At-Tawwabin Islamic Boarding School has been shown to play a significant role in enhancing inmates' religiosity, including in the dimensions of belief, worship, experience, knowledge, and practice. However, there are challenges in the implementation, particularly regarding the varying motivation of inmates in participating in the training program. The findings are expected to contribute to improving the effectiveness of Islamic religious training programs at the Class IIA Narcotics Prison in Yogyakarta and provide input for stakeholders in managing religiosity-based training.

Abstract

Penelitian ini bertujuan mengidentifikasi bentuk usaha, dasar hukum, serta perlindungan hukum negara terhadap Kelompok Wanita Tani (KWT) Patra Bina Mandiri di Desa Ujung Alang, Kampung Laut, Kabupaten Cilacap, dalam pengelolaan produk pangan dan batik berbasis mangrove. Penelitian menggunakan metode hukum normatif-empiris dengan pengumpulan data primer melalui observasi, wawancara, dan kuesioner, serta data sekunder dari bahan hukum primer, sekunder, dan tersier. Analisis data dilakukan secara kualitatif. Hasil penelitian menunjukkan bahwa usaha KWT memenuhi kriteria Usaha Mikro sebagaimana diatur dalam Undang-Undang Nomor 20 Tahun 2008 tentang UMKM dan Peraturan Pemerintah Nomor 7 Tahun 2021, karena dijalankan secara sederhana, kolektif, dan menghasilkan produk olahan mangrove bernilai ekonomi. Namun, secara kelembagaan KWT belum berbadan hukum dan masih beroperasi sebagai persekutuan perdata berdasarkan kesepakatan internal dan Surat Keputusan Kepala Desa. Oleh karena itu, bentuk usaha yang paling sesuai bagi KWT adalah UMKM kelompok dengan legalitas Nomor Induk Berusaha (NIB) guna memperoleh perlindungan hukum, akses permodalan, serta peluang pengembangan usaha. Perlindungan hukum negara terhadap KWT tercermin melalui kemudahan perizinan, dukungan pemberdayaan, dan pengakuan hak masyarakat dalam pemanfaatan sumber daya mangrove secara berkelanjutan.

Abstract

This study aims to analyze the legal form and implementation of forest management in the Perhutani Forestry Partnership scheme in the East Banyumas Forest Management Unit (KPH) area, with a case study in Kaliputih Village, Purwojati District, Banyumas Regency. The main problem formulated is What is the legal form of forest management in the Perhutani Forestry Partnership in the area and How is forest management implemented in the scheme. This study uses an empirical juridical method with analytical descriptive specifications, collecting primary data through interviews, observations, and documentation, as well as secondary data from laws and regulations and related literature. The results of the study indicate that the legal form of forest management is based on a regulatory hierarchy starting from the 1945 Constitution, Law No. 41/1999, Law No. 6/2023, Government Regulation No. 23/2021, Government Regulation No. 72/2010, Ministerial Regulation of the Environment and Forestry No. 9/2021, to Perdir Perhutani No. 13/2023 and No. 6/2024, which regulates the transition from Joint Community Forest Management (PHBM) to Perhutani Forestry Partnership (KKP/KKPP). Field implementation involves activities such as pine resin tapping, land use under stands (PLDT), and jenitri agroforestry, but is still dominated by old patterns based on social customs without cooperation agreements (PKS) that fully comply with the new regulations. The main obstacles are the institutional readiness of the Forest Village Community Institution (LMDH) and the Social Forestry Community Cooperative (KMPS), understanding of regulations, and administrative adjustments. The study concluded that forest management in Kaliputih Village has been productive and ecologically sustainable, but is still in the transition process towards more formal and accountable governance. Recommendations are given to strengthen communication, administrative assistance, institutional capacity building, and forest economic diversification to support the sustainability of inclusive and sustainable management.
