Abstract

The goal in this study to mengetahui kinerja employees in Regional Development Planning Agency of North Mamuju regency. This type of qualitative research. The informants employees in Regional Development Planning Agency of North Mamuju regency, with the technique of determining the informant is purposive sampling. Data collection methods include observation, interviews and documentation, while the technique of data analysis include data reduction, data presentation, and conclusion (verification). The results showed that the employee has not fully have the ability because of the shortage of human resources who are less supportive so membua tpegawa ikurang understand the duties and less professional in their work. While motivas employees to do the job is not maximized because there are employees who must be suppressed and ruled by superiors at work, as well as the persistence of the employees should be given the training, guidance and education to support the quality of his work. But in terms of infrastructure and facilities, employees have been supported by it, other than that pegaai also receive additional incentives in the form of employee income.

Abstract

This study aims to determine the effect of variable competencies (knowledge, skills, self-concept, personal characteristics and motives) on the performance of employees at the Department of Education, Culture, Youth and Sports Mamuju Utara and influence competency partially on employee performance: the effect of knowledge, skills, self-concept, personal characteristics and motives of the performance of employees at the Department of Education, Culture, Youth and Sports of North Mamuju regency. The population in this research that all employees are scattered on each unit of work / field / secretariat within the Department of Education, Culture, Youth and Sports of North Mamuju regency. The method used is a survey that is explonary causal relationship in the form of a survey which aims to find out the pattern of a causal relationship between the variables of competence with the performance by using multiple linear regression analysis. The results showed that the variables competencies (knowledge, skills, self-concept, personal characteristics and motives) simultaneously significant effect on employee performance. Partially, the variable most dominant influence of competence, namely the skills and self-concept is the smallest influence on the performance of employees at the Department of Education, Culture, Youth and Sports of North Mamuju regency.

Abstract

The problems of this research are the legal consequences of the execution of the collateral vehicles that do not yet have a Fiduciary certificate in consumer financing agreement in Palu and the roles of relevant agencies without going through the execution of fiduciary registration in consumer financing agreement in Palu. The objective of this research is to determine the legal consequences of the execution of the collateral vehicles that do not yet have a Fiduciary certificate in consumer financing agreement in Palu and the roles of relevant agencies without going through the execution of fiduciary registration in consumer financing agreement in Palu. This research uses empirical legal research that uses primary and secondary data then presented in the form of inductive thinking pattern -of specific to general things. The research concludes that the legal consequences of fiduciary execution that is not registered in terms of the debtor committed  torts so that the normatively, the creditors unauthorizedly use parate executie (direct execution), and the process of execution should be done by filing a civil lawsuit to the District Court through the process of the Civil Procedure Code until downs of judge's verdict that has permanent legal force. The execution which uses executorial title based on Fiduciary certificate, then the sale of collateral objects should be submissive and obedient to the Law of Civil Procedure. The role of the Ministry of Law and Human Rights in supervising fiduciary certificating is related to creditors' obligations of certifying fiduciary through the attribution of authority granted by the state under Article 12 UUJF.

Abstract

The problems in this research were: 1) how was the change of correlation between the regional Legislative and Executive in the process of district regulation establishment of Parigi Moutong regarding budget 2012. 2) restricting factors of the change of correlation between the Legislative and Executive in the process of district regulation establishment of Parigi Moutong regarding budget 2012. This research used qualitative methods, in order to obtain in-depth description of regional Legislative and Executive in the process of district regulation establishment. Collecting data by using in-depth interview and documentation. Research location was in regional parliament and local government district Parigi Moutong. The results showed that in the discussion of regional regulation regarding regional budget in 2012 Parigi Moutong faced obstacles in its establishment. ti was caused by some factors such as communication, human resources, disposition, and structure.

Abstract

The Research intends to determine the influence of work satisfaction, work dicipline, and work culture on the official performance in The Department Of Manpower And Transmigration Central Sulawesi Province, both positively and significantly. This research, is considered a survey, and conducted from March to April 2016. Its population consists of 132 officials, who are civil sevants, in The Department Of Manpower And Transmigration and Respondents are selected based on census technique. Data collecting methods are questionnaire, documentation, interviews, and observations. The data used in this research is qualitative and quantitative included the primary and secondary data. Methods of analysis, is multiple regression analysis. The result of the test show that work satisfaction, work discipline, and work culture simultaneously have positive and significant influence on officials performance in the Department Of Manpower And Transmigration Of Central Sulawesi Province. Partial test shows that work satisfactions, work discipline, and work culture partialeously have positive and significant influence on official performance in The Department Of Manpower And Transmigration Central Sulawesi Province.

Abstract

This study is aimed to explore and analyze: 1) budget drafting participation, government officials’ performance, job satisfaction, and organizational commitment in Palu governmental offices; 2) the effect of budget drafting participation on officials’ performance; 3) whether job satisfaction moderates the influence of budget drafting participation on officials’ performance; 4) whether organizational commitment moderates budget drafting participation on officials’ performance. The population consists of 1036 people with 91 samples selected, including heads of office, secretaries, and head sections. The result shows that: 1) budget drafting participation has significant effects on officials’ performance in Palu governmental offices; 2) job satisfaction moderates the effects of budget drafting participation on officials’ performance significantly; 3) organizational commitment moderates the effects of budget drafting participation on officials’ performance in Palu governmental office.

Abstract

Transformational Leadership Camat in Improving Performance Employees Office in Mantikulore District Palu.As for the purpose of this research is to know the leadership of transformational camat in improving the performance of employee of Mantikulore District Office of Palu City. The main theory of transformational leadership Benard M. Bass is used as a reference that includes Attributed Charisma, Inspirational Motivation, Intellectual Simulation and Individualized Consideration. Research method used in this research is qualitative approach. The place of the research in the Camat office of Mantikulore Kota Palu with informants of seven people selected purposively. Technique of collecting data by observation, interview and documentation. By method of data analysis through data collection, data reduction, data presentation, and conclusion. Based on the results of research obtained, it can be concluded that the leadership of Camat transformational in improving the performance of employee offices Mantikulore District Palu City has not run well. When viewed from the four indicators of transformational leadership, one indicator of which is categorized quite well is: the attribute of charisma, the staff assume that the leader has a good leadership style should be a role model. It can be seen that the staff responded admiringly, respecting and believing the advantages possessed by a leader. meanwhile, three indicators, inspirational motivation, intellectual stimulation and individual consideration categorized as still less good, this is caused by: weak internal motivation owned by the sub-district that has not been able to inspire subordinates in the aspect of work until the fulfillment of all the goals of the organization; lack of skills in terms of staff knowledge and skills; lack of sub-district heads concerned the staff's needs for education and career development.

Abstract

This study aims to determine and analyze the influence of motivation, work discipline and organizational culture on official performance in Transportation Departement of Parigi Moutong. The selection of 47 respondents is using census technique. Method of analysis is multiple linear regressions. The result shows F-value equals to 24.008 on ά = 0.05 or F-sig value <0.05 with F-significance equals to 0.000, which means that independent variabels simultaneously have positive but non-significant influence on the dependent variable. Partially, the result show that motivation has positive but non-significant influence on performance with sig-value of 0.199; work discipline has positive and significant influence on performance with sig value 0.001; organizational culture has positive and significant influence on performance with sig value of 0.005

Abstract

This study aims at analyzing the Organizational effectiveness on the Office of Technical Implementation Unit (UPTD) of Tolitoli Representative in Palu using qualitative descriptive analysis. Informants of this research are the officers in Technical Implementation Unit Office (UPTD) of Tolitoli Representative, other associated institutions and staying guests, which are determined purposively with data collection methods consisted of observation, interviews and documentation, while the technique of data analysis includes data reduction, data display and drawing conclusions and verification. Results of the research show that the organizational effectiveness of the UPTD office of Tolitoli representative has not been completely worked well yet, due to several factors of organizational effectiveness which are not executed, i.e. the factor of organizational characteristic where in the arrangement of the organizational structure, it is necessary to repair or realignment by adding some level of departemenization for grouping tasks and responsibility into multiple unit/section, environmental characteristics, namely internal environment, especially the provision of office facilities and accommodation needs to be recovered and revamped to improve the quality of service, and to its external environment in terms of the relationship with the institutions in the capital of Central Sulawesi province is already running well. The officers characteristics, considering the human resources, need to be increased in terms of capability and expertise through education, training and courses, as well as the implementation of policies and management practices needs to set up the Operational Procedures Standard (SOP) and the Minimum Service Standards (SPM) to improve the quality of service to the organizational effectiveness.

Abstract

The aim of this research is to analyze: (1) the contribution of agriculture sector in the next five years (2015 - 2019) in Central Sulawesi, (2) the elasticity of employment chance of agricultural sector in the province of Central Sulawesi, and (3) the number of employment chance in agriculture sector in the next five years (2015 - 2019 year) in Central Sulawesi province. This research uses literature approach that collects theories related to the aspects researched, obtained from textbooks, journals and previous studies. The results show (1) Averagely, the PDRB contribution of Agriculture Sector in 2015-2019 was 65.57% higher than the average PDRB contribution in Agriculture Sector 2000 to 2014 (59.04%). This shows that the agricultural sector needs special attention in order to improve the economy in Central Sulawesi, (2)  Employment Chance Elasticity in Agricultural Sector in Central Sulawesi Province is 0.1513. As the elasticity is between 0 and 1, the positive employment growth rate and the rate of productivity growth is also positive and (3) the rate of employment chance increase rate for the agricultural sector is 0.94% per year. The amount of agricultural employment of 2015 to the 2019 in Central Sulawesi province is 2,109,834 inhabitants. In 2015 - 2019, expansion of employment opportunities in Central Sulawesi is still occupied by the agricultural sector, so that for the next five years the estimation of number of agricultural sector reaches 2,109,834 inhabitants. The number of job opportunities increases or the inclination is positive (Positive Trend).
