Abstract

This research aims at determining the extent of regional ​​property management at the Department of Education, Youth and Sports of District Sigi having been well executed. This research uses a qualitative approach. The determination of research location and key informants was done purposively, with five informants. The obtained data were analyzed progressively based on the data information of the informants that were obtained through observation, interviews and documentation. The result shows that the regional property management at the Department of Education, Youth and Sports of District Sigi is not running well, judging from four aspects (The Use Theory Edward III). This is because the 4 (four) aspects studied explain that the communication aspect shows the lack of socialization implementation, the main source aspect specifies the lack of human resources and budgetary resources, the disposition aspect indicates the lack of responsibility of the manager of the regional property and bureaucratic structure aspect shows the inexistence of SOP of regional property made.

Abstract

The study focuses on determining and analyzing the influence of competency and career development on officials’ performance in The Office of Inspectorate, Tojo Una-Una District. Population consists of 43 officials who selected through census method. Data processing uses Statistical Product and Service Solution (SPSS 18.0) with multiple linear regressions as the method of analysis. From the test, the study finds that: 1) competency and career development simultaneously have significant influence on officials’ performance in The Office of Inspectorate, Tojo Una-Una District; 2) competency significantly influences officials’ performance in The Office of Inspectorate, Tojo Una-Una District; 3) career development significantly influence officials’ performance in The Office of Inspectorate, Tojo Una-Una District.

Abstract

The objectives of this research are: 1. To explore and analyze simultaneous effects of technical and non-technical skills on employees’ performance at The National Road Work Unit Region III Central Sulawesi; 2. To explore and analyze the effect of technical skills on employees’ performance; 3. To explore and analyze the effect of non-technical skills on employees’ performance; 4. To explore and analyze the dominant variable that affects the employees’ performance. As an explanatory research, which shows the relationship between variables, the research selected 73 respondents by census sampling method as its samples. Based on multiple linear regressions, the results indicate that: 1. Technical and non-technical skills simultaneously have significant effects on employees’ performance at The National Road Work Unit Region III Central Sulawesi; 2. Technical skills have significant effect on employees’ performance; 3. Non-technical skills have significant effect on employees’ performance; 4. Non-technical skills have dominant and significant effect on employees’ performance.

Abstract

This research aims to find out the health service quality in government hospital Mokopido Tolitoli. This was a qualitative research where the data obtained and collected through interview with informants selected. The results reveal that health service quality of the hospital viewed from 5 aspects such as reliability, responsiveness, assurance, emphaty, and tangible have not been maximal due to the public still do not feel what is called an excellent service. Fast response service in the hospital still do not appear because there are still many procedures wasting time and the public find difficulties to receive immediate information.

Abstract

The aim of this study; (1) to determine the effect of physiological needs, safety needs, social needs, esteem needs and self-actualization needs simultaneously (synchronously) on the performance of the follow-up team in North Mamuju District Inspectorate; (2) to determine the effect a partial physiological needs (people) on team performance follow-up; (3) the effect of the partial safety needs (people) on team performance follow-up; (4) the effect of the partial social needs (people) on team performance follow-up; (5) the effect of the partial award needs (people) on team performance follow-up; (6) the effect of partially self-actualization needs (people) to follow up the performance of the team. This type of research is quantitative descriptive and verification approach. This study population Inspectorate Team Follow-up on the North Mamuju regency with the number 40 with census sampling techniques so that the entire population sampled. Data collection techniques including observation, questionnaires, and documentation, while the technique of data analysis using multiple linear regression. The results showed; (1) physiological needs, safety needs, social needs, esteem needs and self-actualization needs simultaneously (in unison) affect the team's performance follow-up to the Inspectorate of North Mamuju regency, with the effect of 80.2% and the degree of relationship very strong; (2) the physiological needs partial (individual) effect on the performance of the team follow-up; (3) safety needs partial (individual) effect on the performance of the team follow-up; (4) social needs partial (individual) effect on the performance of the team follow Further; (5) the need for a partial award (people) affect the team's performance follow-up; and (6) self-actualization needs partially (individual) effect on the performance of the team follow-up.

Abstract

The purpose of this study to determine and analyze factors include individual factors, leadership, systems, team and contextual influence on the performance of regional financial manager at regional work units in Palu City. The results of the analysis of hypothesis testing showed a direct effect positive and significant correlation of factors between the individual, leadership, teams, systems and contextual to the performance of a financial management area on the sectors in Palu city, with correlation coefficients (Multiple R) = 0.835 means that the observed variables have a strong relationship with the dependent variable. While the coefficient of determination (Adjust R Square) of 0.685, which means that 68.5% of the independent variables are able to explain the dependent variable, while 31.5% is influenced by other variables in this study.

Abstract

The research was to identify whether or not the provincial development could create people welfare and prosperity through provincial budgets and how the control over the provincial budgets. It was a normative research. The results  of the research showed that in planning the provincial development programs using the provincial budgets, the provincial government still needed grass root aspirations in order to secure the provincial developments were consistent with the people expectations in accordance with the potencies in the province.

Abstract

This research was conducted with the purpose of analyzing the bureaucrat working motivation on People Welfare Division and Region Secretariat Society Parigi Moutong Region and the barrier factors. This research was a qualitative descriptive research that using Abraham Maslow needs hierarchy theory. The phenomena observed was physical needs, safety needs, social needs, reward and self-actualization needs. The informants of the research were the staffs on Social and Welfare Division who worked for many years and also the other officers with senior degree. The data used was the primary data which directly obtained from the informants that then was compared to secondary data with the technique of data collection done through interview, observation and documentation. Next, the data analysis done in the stage of data reduction, data display and drawing conclusion. The research result found that there was a difference between ideal value and the fact in the field so that it was concluded that seen from physical needs part then the income obtained was not very appropriate if faced by the recent life needs; safety needs was not ful, filled because the minimum facilities; social needs was not fulfilled caused by the officer interaction did not run well as well as the reward and self-actualization needs.

Abstract

This study aimed to analyze the policy evaluation of corporate social responsibility and the impact the management of mineral mining rock in Donggala District of Labuan pursuant Company Law No. 40 of 2007 on corporate social responsibility. The method used is descriptive qualitative method of observation, interviews and documentation. Mechanical election informants purposive sampling as many as 10 people. The theory used is Brigman and Davis in Bajuri and Yuwono (2003: 140-141) that is input, process, output and outcome that the study results showed that the Social Responsibility Company or known as (CSR) not run optimally and do not reflect the ideal conditions in accordance with the policies and performance expectations of the public in accordance with the regulations that govern it, with some of the aspects that influence, among others: : 1) .Input, related support resources that have adequate human resources and money. 2) .it, in the implementation of the indicator right on target and to still not optimal. 3). Output, an indicator of policies for the less give effect to the public good. 4). Outcome that the company's social policy is less a real impact to the community as well as the impact of the environment around them is the loss of clean water sources, erosion, and dust in the mining area in the district of Donggala Labuan.

Abstract

Social welfare policy for elderly is a policy to improve the productivity and life quality of elderly through the program of Productive Economic Bussines. To realize the policy, the implementation is needed, so that the program of productive economic Business can increase the social welfare of elderly. The research objective is to analyze the implementation of the social welfare policy ( law No.13 of 1998 on social welfare for elderly). Social minister makes a policy of social services for elderly in the form of productive economic business program as a social investment for the productive elderly in the District of West Palu. This is a qualitative descriptive research. The data collection is through observations, interviews and documentation. The theory used is a theoretical model of policy implementation By Rippley and Franklin, due to the implementation model Rippley and Franklin emphasizes on the aspects of policy content. According to Rippley and Franklin, success of a program implementation can be viewet by the three factors; a) compliance perspective which measures obedience of apparatus; b) successful implementation is measured from the fluency routines and lack of problems, and c) a successful implementation leads to the satisfactory performance of all parties, especially the group of beneficiaries. The results showed that the implementation of the Social Welfare Policy For Elderly In The District Of West Palu has been performed well.
