Abstract

The regulation No. 6, 2006 that rules the management of state/ local properties has changed the management of state assets. It is hoped that this rules can set a better asset structure and management. Fixed assets such as land and buildings are special concerns for the government. The value of land and building by 66% of total fix assets listed on LKPP 2015 illustrates their potentials. A well-managed assets is certainly necessary so that the assets can be organized effectively, efficiently, and provide added value. This study aims to determine the process of asset inventory, legal audit, asset valuation, asset optimization, as wel as the supervision and control of land and buildings in the central government units of Palu City. This is a qualitative research. Questionners distributed to 64 working units that manage land and buildingss. The result conclude that the inventory of assets, legal audit, asset valuation, also monitoring and control of land and buildings have been implemented very well. While the implementation of the asset optimization are at moderate level.

Abstract

This Research Target is to know and analyse the Implementation of  Career Development of Aparatur State Civil in Office at Land Affair of Sigi Regency. This Research Type is research qualitative with the informan selected by the seven of people. Data collecting use the perception technique, interview and documentation. Technique analyse the data used by that is (1) Data collecting ( 2) Data Discount ( 3) Data Presentation ( 4) Verification ( 5) Theory Conclusion used in this peneletian that is Opnion Hasibuan ( 2008) measuring career development by means of  measure the Diklat, Achievementi ASN, Mutation And Promotion. Pursuant to result of research and analysis done/conducted by a researcher is hence concluded as follows: (1) Career Development of Aparatur State Civil inin Office at Land Affair of Sigi Regency seen from factor Diklat not yet maximal or not yet walked better (2) Career Development of Aparatur State Civil in Office at Land Affair of Sigi Regency seen from factor of Achievement ASN not yet maximal (3) Career Development of Aparatur of State Civil in Office at Land Affair of Sigi Regency seen from Mutation factor not yet maximal or not yet walked better and (4) Career Development of Aparatur State Civil in Office at Land Affair of Sigi Regency Sigi seen from Promotion factor not yet maximal or not yet walked better.

Abstract

The purpose of this research is to understand the compliance of Mayoral regulation objectives on the implementation of the billboard through the implementation process. This study was conducted by using qualitative methodology rules as the basis. The concept used in this study comes from the implementation of Van Meter and Van Horn, the basic sizes and policy objectives, policy resources, communication among organizations and implementation activities, characteristic of the implementing agencies, economic environment, social and politic, tendency of the implementers. The results of this research show that basically, the six indicators have been quite good, but the communication among the institutions needs to be improved in order that the coordination of the five agencies that implement the policy can work well. Besides, Human Resources are also not maximal in implementing the policy due to lack of personnel that making it difficult to maximize the Mayoral regulation.

Abstract

This study aims at determining the extent of success of Homeless Children Protection Policy Implementation at the Social Service Office of Central Sulawesi. The type of this research is descriptive qualitative. The informants are the caretaker of Head of Department of Central Sulawesi Province, Programs Planning Section which is in charge of children, Department of Social Welfare Central Sulawesi province in charge of the child, the Vice Chairman of Commission IV DPRD Central Sulawesi that is in charge of children, the Chairman of the Children Protection Institution Central Sulawesi as NGOs that concerns about children. The data collection techniques in this research are observations, interviews, and documentations. The results of this research were analyzed by using the theory of Van Meter Van Horn that is six indicator of the success of an implementation including: 1) Basic Measures and Policy Objectives 2) Policy Resources 3) Communication among Organizations 4) Characteristics of Implementing Agencies 5) Disposition Implementor 6 ) Economy Condition, Social and Politic. The research results show that the homeless children protection policy implementation at Dinas Social of Central Sulawesi Province has not been fully successful as not all aspects are met, for axample WC is not good, bedroom is very small. especially the lack of special programs for homeless children due to lack of budget (material resources), especially the lack of special programs for homeless children due to lack of budget (material resources).

Abstract

The  purpose  of  the  research  is  to  be  achieved  :  To  determine  and  analyze  the  PolicyImplementation Assistance Fund Operating Expenses (BOS ) in Palu , the research method used is qualitative , and in this study there were some informants who understand the problems studied , as for who is the informant here is as follows: Head of Education Palu , Head of Basic Education , the School Committee , the Parent recipient BOS, Elementary School Principal and Principal of Instruction Petobo SDN 06 Lolu , type of data used is primary data and secondary data . Data was collected through observation , interviews , and documentation . The researchers of this study suggest  several  research  results  ,  communication  is  one  of  the  main  factors  in  policy implementation , communication becomes a major pathway for the implementation of each program. Human resources are the main factors that should be held by each institution or unit both government and non-government institutions , Vice versa if the perspectives of the different implementing the decision makers , the process of implementation of a policy becomes increasingly sulit.dan In case - such cases the executor will use discretion and sometimes subtle ways to inhibit , or will benefit each individual in the process of policy implementation.

Abstract

This aim of this research is to determine and analyze: 1) officials’ expenditure realization, goods and services expenditure, and capital expenditure on budget variances on the governmental units in palu city, 2) significant impact of officials’ expenditure, goods and services expenditure, and capital expenditure simultaneous on budget variances on the governmental units in palu city, 3) significant partial impact of officials’ expenditure on budget variances on the governmental units in palu city, 4) significant partial impact of goods and services expenditure on budget variances on the governmental units in palu city, 5) significant partial impact of capital expenditure on budget variances on the governmental units in palu city.The sampel of 25 governmental units in Palu City area is chosen through purposive sampling method. Method analysis used is  quantitative and multiple linier regressions analysis. The result show that officials’ expenditure realization, goods and services expenditure, and capital expenditure simultaneously have significant impact on budget variances on the governmental units in Palu City. Partial tests show that officials’ expenditure realization and capital expenditure has in insignificant impact on budget variances on the governmental units in Palu City. The value of coefficient determinant of 0.605 indicates that 60.5% of budget variances is impacted by officials’ expenditure realization, goods and services expenditure, and capital expenditure; while 39.5% is impacted by other variables that are not studied.

Abstract

This Research Aimed At Finding Out The Work Performance Of Financial Administration Staff At The Assest And Financial Management Office Of Central Sulawesi Province. This Research Used A Qualitative Method By Employing Snowball Technique In Order To Select The Informants For The Research Purpose. The Techniques Used For Data Collection Were Observation, Interview, And Documentation. The Work Performance Of The Financial Administration Staff At The Asset And Financial Management Office Of Central Sulawesi Province Did Not Run Well. Of 7 Indicators Observed, 6 Ones Were Not Optimal. 1) Objective, In Terms Of Financial Administration Management, Did Not Go Through The Existing Mechanism. 2) Financial Administration Standart Was Not Implemented Well Due To The Absence Of Information System Of Provincial Financial Management Resulting In Frequently Late Report Submission.4) Tools Of Facilities Were Limited, Particulary Computer 5) Human Resource Competence Was Limited, Only 5 Staff And They Were In Contrast Wit Their Expertise. 6) Motivation Mechanism Was Not Optimal Due To The Absence Of Reward And Punishment Program For The Staff. The Research Indicates That Indicator. 3) Opportunity Has Run Well. All The Result Of The Financial Administration Process Areaccesable And Published.

Abstract

Officials who are currently devoted to providing the best services to the community are recruited through a series of procedures and deemed to meet certain requirements for obtaining high performance. It is described in various theories that the performance of a person is influenced by several factors such as motivation, discipline in work, and compensation given as a form of appreciation of his/her performance at work. The aims of the study is to analyze simulatneous an dpartial influence of motivation, disiplin, and financial compensation on the performance of officials in The Deaprtment of Local Revenues in Tojo Una-Una District. Data is analyzed with multiple linear regressions analysis. Population comprises of 32 officials who selected as respondents through census method. The result reveals that motivation, disiplin, and financial compensation simultaneously and partially influence the performance of officials in The Deaprtment of Local Revenues in Tojo Una-Una District.

Abstract

This study aims to determine Implementation Completed Illiteracy Movement in District Central Banawa Donggala, through qualitative descriptive approach based on the model of implementation of Edward III in Nawawi (2009: 136-138), consisting of: Communication, Resources, Disposition and Bureaucratic Structure , The number of informants as much as 7 (seven) determined by informants who know the problems that dieliti. The data collection is done by observation, interviews, and documentation. Based on the results of research and discussion, the process of policy implementation Completed Illiteracy Movement of 4 (four) communication factor, Resources, disposition and structure of bureaucracy has been running optimally. Only factors Resources, especially financial resources are still lacking, especially in terms of funding Illiteracy Program Completed in Donggala district included in the district of Central Banawa.
