Abstract

Objective to know the form of an evaluation of the aspects of the barriers of government policy on financial supervision in Finance and Asset Management Agency District of North Mamuju. This type of research is qualitative. The method used is the collection of the data include: interviews, direct observation, and Documentation. Based on the results of the research implementation implemntasi Policy manajmen Finance Agency Financial Management and Asset District North Mamuju still need mandapat subsidy centers, because of the budget than income became a benchmark of the failure of the implementation of regional autonomy because of the data known that the region still require subsidies from and the center has not been able to manage existing resources seen from policy changes related to the welfare of society, it should be analyzed the characteristics of the problem. The amount of local expenditure than revenue due to the region in the process of financial management override of political communication between local government and parliament that is representative of the totality of the percentage of the population covered by the target group. So the program to achieve policy goals are not.

Abstract

The purpose of this research to know and analysis for income factor with parsial and simultaneous, price and rate, amount the tools use the electric, the individual into family and the wide of building towards electric demand in consumer household in Guntarano village of Tanantovea district of Donggala Regency. The research population are 60 households that have electric network in PLN (state electric company). Remember the research population is limited relatively, that only 60 households that have electric network from PLN, so that the samples are all population in research or use a census technique where that all population member get opportunity as the sample. The collecting of primary and secondary data have been done by questionnaire and documentation. Thus, hypothesis test in research use multiple linear regression analysis method, the result of research indicate that income factor, price and rate, amount the tools use the electric, the individual into family and the wide of building with parsial and simultaneous which affect with significance towards the household electric demand in Guntarano village of Tanantovea district of Donggala Regency, and there are the factor that support and constrain of household electric demand in Guntarano village of Tanantovea district of Donggala Regency.

Abstract

This research aimed to analyze the leadership style of the head of the provincial research and Development office of Central Sulawesi (Balibangda) and the inhibiting factors of his leadership style.The technique used to draw the research sample was purposive sampling by giving a priority to the competent parties. The theory or leadership style used for the analysis was directive leadership style,supportive leadership style,participative leadership style,and work performancebased leadership style by Robert House.The research showed that the leadership of the head of the provincial Research and Development office of central sulawesi was successful.Furhermore,in getting the success,the styles used by the head of the Provincial research and Development Office of central participative in undertaking his leadership responsibilities.

Abstract

Teachers’ professionalism is very dominant and important in formal education because, for the learnes, it becomes role model foe them. The succesful of education implementation  is determined by teacher’s professionalism in providing the learners with learnibg activity. SMP Negeri 19 Palureveal that teachers’ preparing teaching instrument and media. This is shown by some teachers who got difficulties in developing learning process due to locking technology of learning. This research used qualitative method, in wich the data were analyzed data descriptively to describe the research result. It is found thet teachers’ professionalism in improving learning quality has not run well. The teachers lack competence in appllying teaching media. Lack creativity in managing leraning procces, and still get difficult in arranging appropriate lesson plan due to lock of treaning and insufficient facilities. Thus, teachers’ professionalism improvement be balanced with sustainable evaluation for the sake of identifying successful level of teaching output and improving a better education goal.

Abstract

This Research Target is know and analyse the Policy Implementation of[is Solving of dispute Land Ground in Palu Town of this Research Type is research qualitative with the informan selected by the four of people. Data collecting use the technique interview and documentation. Technique analyse the data used by that is  (1) Editing (2) Subdividing (3) Interpretation Mean (4) Withdrawal of Conclusion and Suggestion. Result of Research (1) policy Implementation of solving of land;ground dispute in Office of Land;Ground of Palu Town seen from factor of standard and policy target not yet walked better, seen from time duration still in solving of dispute, so that society feel saturated in managing dispute and visit upon the office of Land;Ground of Palu Town. (2) policy Implementation is solving of land;ground dispute in Office of Land;Ground of Palu Town seen from Resource factor not yet walked better this matter is seen from there no fund prepared to the solving of dispute and also medium also not yet adequate. Like there no counter of denunciating of land;ground dispute. (3) policy Implementation is solving of land;ground dispute in Office of Land;Ground of Palu Town seen from factor comunicatioan, characteristic, political and economic social condition and also disposition factor not yet walked better, this matter is seen by that tren of dispute denunciating every year tend to increase later;then facility which disedikan not yet adequate  and also supported by result of interview with the informan conducted by a field telling not yet walked better

Abstract

Tujuan penelitian ini yaitu:1). Untuk mengetahui apakah citra toko, atmosfer toko dan pertunjukan toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu.2). Untuk mengetahui apakah citra toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu 3). Untuk mengetahui apakah atmosfer toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. 4). Untuk mengetahui apakah pertunjukan took berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. Penelitian ini menggunakan tipe penelitian deskriptif kausal dalam menjelaskan pengaruh antar variabel melalui pengujian hipotesis dengan melibatkan 80 responden yang diambil dengan teknik purposive sampling. Berdasarkan hasil pengujian dengan menggunakan metode analisis regresi linear berganda, disimpulkan bahwa: 1) citra toko, atmosfer toko dan pertunjukan toko secara simultan berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu;2) Citra toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu; 3) Atmosfer toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu. 4) Pertunjukan toko berpengaruh positif dan signifikan terhadap pembelian tidak terencana pada Distro Bellrock di Kota Palu.

Abstract

The problem that often occurred in the implementation of early childhood education (ECE) was there were still many ECE apparatuses and institutions that were not aware of the ECE policy, so this study aimed to analyze the implementation of early childhood education policy in Palu City and it was expected to provide an overview of the implementation of the ECE policy. This study used qualitative research to find out the facts and phenomena that occurred associated with the implementation of the ECE policy. The author used the indicators of Edward III, namely: communication, implementer attitude, resources, and bureaucratic structure. Informants in this study were those deemed to know and be involved in the policy implementation.Data used were primary data which was obtained directly from the informants and secondary data which was obtained indirectly. Data were collected through interviews, observations, and documentation. Data analysis consisted of three phases: data reduction, data presentation, and conclusion. The results show that the implementation of the ECE policy in Central Sulawesi had not been optimal:from Communication aspect, there were still officials who did not know the contents of the ECE policy; from Attitude aspect, there was still discrimination from the employees; from Resources aspect, there were apparatus resourcesof Palu City Department of Education and Culture particularly of the Early Childhood, Non-Formal, and Informal (PendidikanAnakUsiaDini, Non-Formal, dan Informal – PAUDNI) Divisionwho hadskills and reliabilities, but not all had the same opportunity to be a reliable employees, although there were facilities provided by the Department. While its bureaucracy structure had been very good, but there were still employees who were not aware of their duties and functions as shown at the bureaucracy structure board.

Abstract

This research aims at ascertaining The Implementation of Village Fund Allocation Policy in Kinovaro Sub-district, Sigi Regency. This research uses Edward III theory, namely communication, disposition, bureaucracy structure, and resource. This research uses a qualitative approach. The research setting and informants were determined purposively. The collected data were analyzed in stages based on the information from the sample which obtained from observations, interviews, and documentations. The informants are 5 (five) persons. The techniques of the data collection are observations, interviews, and documentations. The results of this research show that: the implementation of village fund allocation policy in Kinovaro Sub-district, Sigi Regency is not optimal yet. Because from four indicators investigated, three of them did not run well, they are communication (lack of socialization), resource (human resource and facilities and infrastructure are inadequate), disposition (lack of commitment), the only indicator that runs well is bureaucracy structure.

Abstract

This research is aimed to analyze the process of budget planning and implementation in The Department  of  Tourism and Creative Economy, Palu City. It is a descriptive qualitative and selects 4 (four) financial managers as its main respondents. The result indicates that the process of budget planning in The Department of Tourism anD, Renja-SKPD, KUA, PPAS, RKA-SKPD, and APBD, which are compiled into a budget implementation document/DPA. However, budget allocation for each program is disproportional and disregards the procurement standard analysis. Moreover, budget implementation has been executed based on the regulation and yet, is not supported by qualified human resources, who have knowledge of financial management. Fund disbursement is often delayed because of waiting for the provision of funds letter/SPD and there is also a delay in money supply process/GU because the financial report is not handed to the treasure on time.

Abstract

Theobjective of this research was to find out the implementation of e-Goverment in increasingpublic service at comunication and information official of central Sulawesi province. The Main theory employed was e-goverment theory covers (1) content development , (2) competency building, (3) Connectivity, (4) Cyber Laws, (5) citizen Interfaces, and (6) Capital. It was also supported by President Instruction No. 3 year 2003. The research method employed was qualitative research setting. The research setting  was at communication and information official of central Sulawesi province with 5 informants who chosen purposively as the sample. The tehnique of data collection were interview, observation and documentation. The technique of data analysis was descriptive model by Robson With case study approach. The research results showed that the implementation of e-government in Increasing Public Service at Comunication and Information Official of Central Sulawesi  Province  have  run  well  enough  such  as  Capital  and  Content  Development  and Connectivity even tough still need improvement. Competency Building and Citizen interfaces were less cinsidered where as Cyber Laws was not judged because it was nationally so it needed to be improved by Central Government. Primarily, there was two issues encountered in conducting the main  duty  and  function  of  e-Government  section.  The  first  was  infrastructure  availability, supporting facility such as server, computer, and website from Communication and Information Official were lack. The second was human resources availability particulary those had IT background and technical officers to solve administration and digital information issues. To solve the  issues,  e-Government  had  already  done  some  efforts  at  Communication  and  Information Official of Central of Sulawesi Province. The first efforts was providing and requesting infrastructure availability,  supporting  facility of e-Government.  The second  was  asking  to  the secretariat which would be forwarded by Regional Officery Board to provide technical and IT officers to proceed electronic information and administration.
