Abstract

The aims of this research are: 1) to determine and analyze the influence of work ability, work experience, and work discipline on civil servants’performance at Bahodopi District Office, Morowali Regency;  2) to determine and analyze the influence of work ability on civil servants’ performance;  3) to determine and analyze the influence of work experience on civil servants’ performance;  4) to determine and analyze the influence of work discipline on civil servants’ performance. Type of the research is explanative that shows the causalities between independent and dependent variabels, and consist of 30 respondents who selected through census method. Based on multiple linear regressions analysis test, the research concludes that:  1) work ability, work experience, and work discipline simultaneously influence civil servants’ performance at bahodopi district office, Morowali Regency;  2) work ability significantly and positively influence civil servants’ performance;  3) work experience significantly and positively influence civil servants’ performance;  4) work discipline significantly and positively influence civil servants’ performance.

Abstract

Coal mining company's performance in the period 2008-2014 is slowing, it is caused by an economic slowdown in China dampen sales performance, coupled with jebloknya selling prices, changes in government regulations such as the ban on exports and higher royalty costs and production control could hurt earnings coal miners. This study aims to determine liquidity ratios, and profitability solvabelitas coal mining company listed on the Indonesia Stock Exchange in 2011-2014. This research is descriptive research, of the 22 population, drawn five (5) samples. namely PT Adaro Energy Tbk, PT. Bumi Resources Tbk, PT. Bayan Resources Tbk, PT. Indo Tambangraya Tbk, and PT. Tambang Batubara Bukit Asam (Persero) Tbk. Based on the research results can be summarized as follows: a) based on the results of the calculation of the liquidity ratio analysis for 4 years, there are three companies in a liquid condition, namely PT. Indo Tambangraya Tbk, PT. Coal Tambang Batubara Bukit Asam Tbk and PT. Adaro Energy Tbk, while two other companies, namely PT ilikuid conditions. Bumi Resources Tbk and PT. Bayan Resources Tbk., b)based on the results of the calculation solvabelitas ratio analysis, there are two companies in a state solvable, namely PT. Indo Tambangraya Tbk and Coal Bukit Asam Tbk, while 3 other companies, namely PT. Adaro Energy Tbk., PT. Bumi Resources Tbk, and PT. Bayan Resources Tbk. in conditions insolvabel. c) based on the results of the calculation of the main profitability ratio analysis of net profit margin then it can be concluded that PT. Adaro Energy Tbk, PT. Indo Tambangraya Tbk and PT. Bukit Asam coal mining in the condition of a profit in the year 2011-2014, while PT. Bumi Resources Tbk. and PT. Bayan Tbk.dalam a loss in 2013 and 2014.

Abstract

This study aimed to analyze the implementation of driving license issuance policy at Traffic Unit of Palu Resort Police, particularly of the theoretical test; and to know the factors causing driving license applicants being not able to pass the theoretical test. Respondents in this study were 3 (three) Police personnels, namely Head of Traffic Unit, Head of Identity Registration Sub-Unit, and Theoretical Test Operation Officer; and three (3) applicants of driving licenses, respectively the A, B, and C driving licenses. Data collection techniques used were observation, interviews, and documentation. The results showed that the implementation of driving license issuance policy at Traffic Unit of Palu Resort Police comprising four indicators, namely communication, resources, impacts, dan bureaucracy, had been done, but at the indicator of communication, socialization about Traffic Law was not right on target so that many people who were not able to answer the questions in the theoretical test. From the resources indicator, many applicants who did not master information technology (computer) so that the theoretical test was still constrained in computer operating and lack of facilities and infrastructures, like rooms and other facilities. The results of the study of the implementation of driving license issuance at Traffic Unit of Palu Resort Police can be expressed not showing good results because all aspects of Edward III’s Theory, namely communication, resources, impacts, and bureaucratic structure had been done, it was just the indicators of communication and resources had not been running as expected, meanwhile the indicators of disposition and bureaucratic structure had been running as expected by people.

Abstract

This research aims at analyzing the supervision of civil servants in Health Department, Palu City. This research uses a qualitative method. This research located on Health Department, Palu City. The informants of this research were taken by using purposive sampling technique and 7 (seven) informants were chosen. The techniques of the data collection are observations, interviews, and documentations. In this research, the researcher uses Milles Hubermen Interpretation approach. This approach is to bring out the meaning and significance of the problems, cases, and situation researched. The result of this research shows that 1. Monitoring. The monitoring has been performed fairly well by the leadership in this regard by the Head of Section, Head of Division, Secretary, Head of Department. 2. Inspection. The inspection by the leadership in this case the Head of Section and Head of Division has been well performed, but not at the secretary and Head of Department. 3. Evaluation. The evaluations conducted by the Head of Section, Head of Division, Secretary, and Head of Department is categorized as well.

Abstract

This research aims to find out the effort that made to revitalize of settlement area in riverbanks Palu and find out the public response on implementation of the revitalization. Type of research was qualitative, while the method used survey. The research show that implementation of the revitalization of the settlement riverbanks Palu area can have a positive impact on public economic with the space of economic activity.

Abstract

This study aims to Analyze Work Discipline of State Civil Apparatus In the Legal and Organizational Section of the Regional Secretariat of Sigi Regency. This study uses the Work Discipline theory proposed by Soejono (1997: 67), as an indicator of the discipline of work as well as factors that affect the Work Discipline, including: 1) Timeliness, 2) Using office equipment well, 3) High responsibility, And 4) Obedience to office rules. Research This research is qualitative descriptive research. Informant of the study was determined using Purposive Techniques researcher as much as 6 people. Data analysis in this research is done by stages: 1) Preparation of unit or data editing, 2) Categorization or data grouping, 3) Interpretation or interpretation of data meaning, and 4) Drawing conclusions and research suggestions. The results showed that the Civil State Apparatus Work Discipline in Legal and Organizational Section of Regional Secretariat of Sigi Regency has not run well. This is because of 4 (Four) aspects used to measure the discipline of work are: 1) Timeliness, 2) Using office equipment well, 3) High responsibility, and 4) Obedience to office rules. There are still two aspects that have not gone well, namely aspects of Timeliness and Aspects of Obedience to the rules of the Office. While the other two aspects are running well is the aspect of Using Office Equipment with Good, and Responsibility aspect High.

Abstract

The purpose of this study was to determine The Quality of Administrative population service at Kali Village Office of Biau District in Buol Regency. The theory is used to measure the quality of service is a theory proposed by Taliziduhu Ndraha , dimensional quality of service includes speed, accuracy, easiness and equity. This research is classified as descriptive research. With a qualitative approach., This type of data consists of primary data and secondary data. Retrieval and data collection is done through observation, interview, documentation and triangulation. Data analysis was carried out by means of data collection, data presentation and inference. the results of this study show that service quality indicators of speed and accuracy showed unsatisfactory conditions while indicators accuracy and equity shows in quite satisfactory condition.

Abstract

This research is aimed to determine and analyze: 1) the result of internal control and completion of follow-up losses on financial performance of The Local Governmental Work Units in Poso Regency; 2) the significant effect of internal control and completion of follow-up losses on financial performance of The Local Governmental Work Units in Poso Regency; 3) the significant effect of internal control on financial performance of The Local Governmental Work Units in Poso Regency; 4) the significant effect of follow-up losses completion on financial performance of The Local Governmental Work Units in Poso Regency. Statistical test by using multiple linear regressions with SPSS program 17.0 shows that: a) the result of internal control and completion of follow-up losses have significant effect on financial performance of The Local Governmental Work Units in Poso Regency; b) internal control has significant effect on financial performance of The Local Governmental Work Units in Poso Regency; c) follow-up losses completion has negative significant on financial performance of The Local Governmental Work Units in Poso Regency.

Abstract

This study aims to determine the implementation of Level IV Leadership Training and Education Policy in Regional Employment Board of Palu City. The type of research used in this study was qualitative descriptive research. Informants in this study amounted to 6 people consisting of 1 Head of Training and Education Division,2 Heads of Subdivisions, 2 Field Person-in-Charge ,and 1 Participants ofLevel IV Leadership Training and Education. The types of data were primary and secondary data. Data were collected by means of interview, documentation, and triangulation techniques. Analysis of data used in this studywas Miles and Huberman Model, i.e. data reduction, data presentation, and conclusion. The theory used in this studywas the theory of Edward III consisting of four aspects: communication, resource, disposition/attitude, and bureaucratic structure. The result shows that:first, the communication aspect had not been effective, forthe obstacles in the communication of the committee to the participants was still in frequent. Second, the resource aspect had not already been adequate,neither resources of officers, facilities,or infrastructures. Third, the disposition aspect had not run as expected, for lack of the implementors’ awareness to remain on policy goals. Fourth, the absence of operational standards and procedures (OSP) regardingLevel IV Leadership Training and Education. Thus, the researcher concludes that the implementation of Level IV Leadership Training and Education had not been effective as expected.

Abstract

This study aims to determine and analyze the level of community participation as well as aspects related to the level of community participation in the implementation of rural infrastructure development. The approach used in this study is a qualitative approach with purposive sampling techniques and the data were collected through interviews and delivered questionnaires. Then, the data were analysed by qualitative approach and it was supported by quantitative data. The results of this study show that: First, the level of community participation in the implementation of the program of Village allocation fund) in Buntongi village is still low. Second, the aspects related to public participation in the implementation phase namely the type of employment and income. Meanwhile the level of education only affects the planning stage as well as monitoring and evaluation.
