Abstract

The problem behind this research was that the community had less participation in the discussion for development Planning in Kelurahan Silae. This resulted in not achieving the main purpose of this program. This research aimed at investigating the participation, attitudes and views of the villagers in the discussion for village development planning in Kelurahan Silae, the sub-district of Ulujadi, the City of Palu. The research used C. Ericcson’s Participation Theory (Slamet, 1993:89) in wich participation is divided into three roles: planning, implementation, and control. This research used qualitative method and employed purposive sampling technique with five employed. The methods used for collection data wereobservation, interview, and documentation. It is found that community participation in the discussion for development planning in Kelurahan Silae, the Sub-district of Ulujadi, the City of Palu did not run well. The villager’s attitudes and view reflection the three roles under investigation were they apathies, did not care, and did not put trust in the local government. These problem came us because the voices of the community were not responded well by local government’s parties. The relevant parties provided less extension and information relating to the mechanism, from the initial stage to the implementation of the village community discussion and to the fundable program within the local government of Palu.

Abstract

This study aims to analyze the implementation of civil servant discipline policy at Palu City Department of Revenue and Financial and Asset Management. This study uses qualitative method. The location of this research was the office of Palu City Department of Revenue and Financial and Asset Management. The informants in this study were selected by using purposive method, i.e. informant selection with certain considerations to assign 6 informants. Data were collected through observations, interviews, and documentations. In this study, the researcher used the approach of Miles and Hubermen interpretation analysis, to bring up what the meanings of the problems, cases, conditions, or circumstances, that were studied.The results of this study show that: 1. Communication via transmission: clarity and consistence had not been good. 2. Resources: civil servant resources were adequate, while budgetary resources were not specifically budgeted. 3. Disposition: it had not run as it should. 4. Bureaucratic structure: it was implemented fairly well because there had been operational standards and procedures.

Abstract

The purpose of this study was to reveal the results of the implementation evaluation of Performance Accountability System for Government Agencies (Sistem Akuntabilitas Kinerja Instansi Pemerintahan - SAKIP) at Organization Bureau of Central Sulawesi Regional Secretariat and to find out the inhibiting and supporting factors in the implementation of the SAKIP, reviewed based on the policy evaluation theory of William N. Dunn using the variables of: 1). Effectiveness, 2). Efficiency, and 3). Adequacy. The type of research used was qualitative research with purposive sampling method in determining informants of research and the number of selected informants was 5 people, while the data collection techniques were 1). Observations, 2). Interviews, 3) Documentations. Results showed that the Organization Bureau of Central Sulawesi Regional Secretariat had been implementing the Regulation of Central Sulawesi Governor Number 26 of 2011 on the Guidelines for the Preparation of Performance Establishment and Government Agencies Performance Accountability Reporting within the Central Sulawesi Governance, and had carried out its main duties and functions by means of the Apparatus Development Division, particularly the Performance Monitoring and Evaluation Subdivision and Performance Capacity Development Subdivision, but had not run optimally as a whole. The lack of optimality in the regulation implementation was due to the existence of inhibiting factors, namely: 1). The establishment of outcome performance targets that had not yet in part reflected performance as expected, for the difficulty in measuring the success of the outcome performance. 2). Limited human resources, especially of the Apparatus Development Division as the organizer of the SAKIP to interpret the Regulation of Central Sulawesi Governor Number 26 of 2011.

Abstract

This study aims to determine the level of influence the implementation of policies enhanced relationship to the quality of service at PT. Bank BCA, Tbk. Palu Branch. Program of Bank BCA banking relationship is a close relationship with the customer enables us to get to know customers and their needs better than competitors, so we can help customers with solutions and superior service - where competition is difficult and / or take a long time to build competency. Policy implementation Nugroho opinion, nothing related to the way in order to achieve policy goals. Implemented through the form of programs and through derivatives. Derivatives are defined is through project interventions and intervention activities. Activities in the management of policy implementation can be arranged sequentially among others, 1) Implementation Strategy (praimplementasi), 2) Organizing (Organizing), 3) mobilization and leadership; 4) Control. In this study, using quantitative methods of data analysis techniques used in data processing are Simple Linear Regression Analysis. The sample in this study consisted of Employee and Customer Bank BCA. Sampling techniques that researchers use to study is accidental sampling. The results showed that the independent variables in this study are Enhanced Relationship Policy Implementation have influence with the dependent variable Service Quality Bank BCA. Based on the results of a simple regression analysis treated the Enhanced Relationship Policy Implementation have an influence on service quality BCA with value - average interval coefficients between 0.60 to 0.799 and included in the category of a strong relationship level.

Abstract

This research intends to find out and analyze the influence of commitment, competency, and work environment on teachers’ performance in Districk of Mamuju Regency (case study in SMAN Pasangkayu and MA DDI Pasangkayu). Population in this study consists 41 teachers’as civil servants. The research employs multiple linear regressions analysis to explain the influence of independent variables towards dependent variable, both simultaneously and partially. Hypothesis test is conducted on significant level α≤0,05 by using SPSS 16. The test results show that commitment, competency, and work environment simultaneously have positive and significant influence on teachers performance with the adjusted R2 of 0,825 or 82,5%. The remaining is explained by other variables that are not studied. Commitment positively and significantly influences teachers’ performances with regression coefficient of 0,051 with sig. 0,003; competency positively and significantly influences teachers’ performances with regression coefficient of 0,650 with sig. 0,000; work environment positively and significantly influences teachers’ performances with regression coefficient of 0,282 with sig 0,000.

Abstract

This study aims to: (1) to acknowledge and analyze the achievements of Local Revenue (PAD) North Mamuju regency year period from 2004 to 2013; and (2) To determine and analyze the financial condition of local government district of North Mamuju dependency ratios in terms of regional financial and local self-reliance ratio to achieve financial independence of North Mamuju regency over the period 2004-2013. There are several tools of analysis are used in this study, such as, trend analysis, regional financial dependency ratio (RKKD), and the regional financial independence ratio analysis. The results provide the conclusion that: (1) The achievement of the locally generated revenues of the North Mamuju regency in the period between 2004 and 2013 experienced a growth trend in each year; and (2) the financial condition of the North Mamuju government in order to achieve financial independence for the period 2004 to 2013 was assessed by the assessment criteria are in a good financial condition. It gives the sense that the level of dependency of the North Mamuju government regency to the central government aid is low, marked with a small proportion of their locally generated revenue (PAD) to the regional fund balance.

Abstract

The study aims to analyze: 1) simultaneous influence of competency, motivation, and work discipline on teachers’ performance in Immnuel Educational Foundation of Palu; 2) partial influence of competency on teachers’ performance in Immanuel Educational Foundation of Palu;  3) partial influence of motivation on teachers’ performance in Immanuel Educational Foundation of Palu; 4) partial influence of work discipline on teachers’ performance in Immanuel Educational Foundation of Palu. Type of study is quantitative descriptive. The results show that the R square value is 0.429 or 42.9%  that means that independent variables of competency (X1) , motivation (X2) , and work discipline (X3) influence the performance of teachers in Immanuel Educational Foundation, Palu of 42.9% while 57.1% is influenced by other variables that are not studied. Estimation value of R is 0.655 or 65.5% that shows that competency, motivation, and work discipline influence teachers’ performance in Immanuel Educational Foundation of Palu.

Abstract

The objective of this research are 1) to determine and analyze the consistency between strategic planning and operational planning in Central Sulawesi Government, 2) to determine and analyze the consistency between planning and budgeting in Central Sulawesi Government. The evaluation results are arranged in a matrix Consolidation Planning and Budgeting that include integration between RPJMD with RKPD, RKPD with PPAS and PPAS with APBD of the Central Sulawesi in year 2013, 2014 and 2015. The results of the studi shows that: a) the level of consistency with RPJMD and RKPD program is very good with average of 81.18% b) the level of consistency between RKPD and PPAS programs and activities is very good at 95.58 and 85.01) c) the level of consistency between PPAS and APBD on average is very good at 95% and 91,81% respectively. Meanwile, consistency of budgeting PPAS with APBD decreased in three years period. Factors that cause inconsistencies are 1) low capability of planning staff 2) change in organizational structure 3) additional of programs and activities 4) the lack of leader commitment to maintain budget consistency of 5) lack of detailed cost 6) adjustments policy with The Central Government.

Abstract

The problem studied was how the legal accountablity of nurses and patients in axercising their rights and satisfying their obligations pursuant to Law Number 8 Year 1999 about Customer Pritection was. The purpose of the  research was to identity and analyze the right and obligations of the Protection. It was a normative juridical research based on Primary Legal Material, Secondary Legal Material and Tertiary Legal Material. It was concluded that the nurses were accountable to observe the  condition of patients, care the patients, dokument the health of patients, maintain the safety of patients, deliver services in accordance with nursing service standards, professional standards, stndards operation procedures, and prevailing law and regulations. The patients must supply with true information, be honest about their health status, follow advices given by doctors and nurses, respect all regulation effective in the health service facilities, pay charges and fees  for health service rendered to them and exercise their right after satisfying their obligtions.
