Abstract

This study aims to identify and analyze the relationship between direct and indirect between the effectiveness of internal control, equity compensation and understanding of government accounting standards for indications of fraud through the commitment of the organization as an intervening variable. The results showed that the seven hypotheses have met the statistical criteria for the analysis of PLS (Partial Least Squares). Respondents in this study is the head managers, Head of Sub Division of Finance, Treasurer and Treasurer Revenue Expenditure amounted to 140 people from each SKPD and techniques of data collection with questionnaires. The analytical tool used is the analysis of PLS (Partial Least Squares) with the help of statistical program WarpPLS version 2.0. The results showed that the seven hypotheses have met the statistical criteria for the analysis of PLS (Partial Least Squares). The results of this study stated that, directly or indirectly, the effectiveness of internal control, equity compensation and understanding of government accounting standards had a significant influence on the indication of fraud through the commitment of the organization as an intervening variable in financial managers in Central Sulawesi province.

Abstract

This study aims to determine how the performance of employees in the service of e-ID card in Sindue Donggala District Office. This research using qualitative methods. As for the informants in this study were employees and the community Sindue District of Donggala, as for the data used in this study are primary data and secondary data through observation and interviews with employees of Head Office Sindue with the District Public Sindue, in this study research Performance Concept of Agus Dwiyanto consists of five indicators, namely: Productivity, Quality of Service, Responsiveness, Responsibility, and Accountability. The performance of employees in the service of ID card in Sindue Donggala District Office based on results of the study found that the performance of employees in the service of ID in the District Office Sindue still sluggish and less effective. The results also revealed that the service performance of employees is not maximized it is closely related to the responsibility or accountability of employees and service quality districts which include the ability responsiveness in providing services. While productivity and responsibility was also still relatively low it is closely related to the quality of employee performance is a reflection of poor employee performance to the public.

Abstract

This research intends to describe and to analyze the inhibiting and driving factors of Sigi Regency government in the policy implementation of distinctive education allocation fund. Method used is descriptive qualitative where the informant were taken through purposive sampling. Data were collected through interview, observation, and document review related to the policy implementation of distinctive education allocation fund. The process of data analysis covered data reduction, data presentation, and conclusion. The result of this research revealed that the inhibiting and driving factor determined by the content of the policy, the form of the policy, and the reputation ofactor. Financial resources are the concern of the policy indicators being implemented, in addition to the policy benefits which with the assistance of DAK in the education sector can accelerate the distribution of education in Sigi Regency particularly in the difficult territory, as well as the involvement of public where the involvement of society and committee in the school is a part of society.  The form indicator policy can be seen through Self-managed form of P2S (The organizing committee at the school) in the implementation of distinctive education allocation fund. The reputation of actor becomes the inhibiting factor because the human resources that needs to be improved.

Abstract

The problem of IPS learning in SD Inpres 2 Siney, can be said is still not varied in applying the methods and learning models that can be applied in IPS lesson in class V. Involve students in various learning process, identify, ask questions, and answer questions from students' IPS learning experience. The students listened more and waited for the presentation from the teacher rather than finding and finding their own knowledge and skills needed. This situation has an impact on students' learning outcomes in IPS lessons in class V, that is average reaching only 60%, this does not reach the value of the minimum criteria of students, that is 65%. The main purpose of this research is to develop the IPS learning tool. This type of research is research development (research and development) with four stages 4-D define, design, develop, and disseminate. The results showed that learning tools developed to support the learning process of social studies, seen from the activities teachers implement lesson plans 2.60% to 4% with good criteria, Contextual Teaching And Learning components that appear on the learning activities of students that is learning 3.33%, reflection 3.13%, modeling 3,06%, authentic assessment 2,88%, constructivism 2,84%, inquiry 2,81%, asking question 2,63% with good criterion, student response to learning process implemented, and device used 90% express happy, the result of student completion based on the score reached above 75% of minimum score, and instrument characteristic used reliability 0,75 and sensitivity of item 0,30 with complete criterion. Thus, the learning process of IPS material Appreciate the services and the role of the struggle in proclaiming independence through the seven components Contextual Teaching and Learning positively influence the student activity during the teaching and learning process in the classroom, improving students' positive responses to the process of teaching and learning activities, the learning process well done , and improve student learning outcomes.

Abstract

Public servant issues concern with designation, task, duties, rights and development of public servants. Among quite number public servant issues, the ones on the rights and obligations of public servants, including their rights to nominate themselves for a post of Regent/ Mayor/ Governor, will be elaborated. In Indonesia, the essence of rights of an Indonesian citizen are provided in Article 27 Section (1) and Article 28D Section (3) of the Indonesian Constitution Year 1945 concerning with the rights of Indonesian citizens and universal principles of freedom. Article 123 Section (3) of Law Namber 5 Year 2014 about Civil Apparatus provides about Nomination to be Regent/Mayor/Governor, requiring a written resignation as of the date of nomination. Accordingly, there is potentially a conflict with the Article 27 and Article 28D of the Indonesian Constitution Year 1945, providing about the intention of ‘each Indonesian citizen’. In order to study the issue, this research adopted juridical and normative approaches. They were both adopted as the researcher focused on laws and regulations, legal principles, doctrines or concepts related with reviews to the composition of rights of public servants qualitatively analyzed based on the laws. Normatively, Article 123 Section (3) of Law Number  5 Year 2014 about Public Servant provides that despite his duties to serve the people, any public servant nominating himself for a post as Regent/ Mayor/ Governor shall first resign from being a public servant and remain neutral and professional. Being neutral is supposed not to use any state facilities, to be proportional and accountable in delivering services to the people.

Abstract

The research is aimed to: 1) analyze the simultaneous influence of competency, motivation, and discipline on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency; 2) analyze the influence of competency on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency; 3) analyze the influence of motivation on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency;4) analyze the influence of discipline on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency. This research is descriptive  and it involves 57 respondents who selected through census technique. The results  based on multiple linear regressions analysis show that: 1) competency, motivation, and discipline simultaneously have significant influence on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency; 2)  competency partially has significant influence on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency; 3) motivation partially has significant influence on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency; 4) discipline partially has significant influence on officials’ productivity in The Agency For Community Empowerment and Village Governance of Donggala Regency;

Abstract

This study aims to determine the performance of Palu City’s House of Representatives (DPRD Kota Palu) in legislative drafting. The research method of this study was qualitative research by selecting informants who can provide data in accordance with the needs of this of this study with purposive method. Data collection techniques in this study were: observations, interviews and documentations. Based on the results of the analysis of DPRD Kota Palu in legislative drafting, it can be concluded that it has not gone well, because only one of the 5 aspects used as analyzing tools in this study which went well, that is Responsbillity. The 4 other aspects that have not gone well were Productivity, Quality of Services, Responsivness and Accountability.

Abstract

This study was to find out how the implementation of the public service complaints unit at Anutapura General Hospital Palu and what constraints existing in that public service complaints unit. The types of data used in this study were primary and secondary data. The data collection was done by means of observations, interviews, documentations and triangulations. Informants were determined by using purposive sampling technique. The data analysis technique used in this study was qualitative data analysis model. The theory used was Campbell theory, consisting of 5 (five) aspects: program success, targeting success, satisfaction with program, input and output level, and comprehensive achievement to the goals. Based on the results of research conducted, it could be concluded that the effectiveness of the public service complaints unit establishment had not been maximal. First: the success of the public service complaints unit establishment at Anutapura General Hospital Palu was marked by the increasing number of complaints received, but there were some obstacles faced by the management of the complaints unit. Second; the targeting success of the public complaints unit establishment was marked by the increasing number of people complaints from various circles on public services that were not considered to be in accordance with the standards. However, there were still many complaints received repeatedly. Third: satisfactions with the public service complaints unit establishment were good because the complaints unit had been running in accordance with the standard operating procedures so that the complaints unit functioned effectively but still needed more good understandings from the Hospital officers. Fourth: the input and output level had been reached because the complaints were followed by quick follow-up complaints resolutions, but there were still many officers of the Hospital who did not understand the purposes of the complaints unit. Fifth: comprehensive achievement to the goals of the entire process above was materialized in accordance with the goals of the public service complaints unit improving the quality of service.

Abstract

The objectives of this research are to know and analyze the effects of competency, discipline and work environment simultaneously and partially on service quality at Regional Office of Income, Financial Management and Asset Palu City. Population of the of this research covers 5.756 tax payers. Out of those tax payers, 98 samples have been calculated using Slovin equation. Analysis technique used in this research is multiple linear regressions. The results show that competency, discipline and work environment simultaneously perform positive and significant effects on service quality at Regional Office of Income, Financial Management and Asset Palu City. Partially, the result also shows that competency, discipline and work environment perform positive and significant effects on service quality. Determination coefficient which is indicated by adjusted R square 0.472 meaning that 47,2% service quality in Regional Office of Income, Financial Management and Asset Palu City is affected by competency, discipline and work environment and 52,8% is affected by other variables that are not investigated in this research.

Abstract

The study focuses on three independent variables that are competency, discipline, and work environment, and one dependent variable, service quality. Competency refers to 5 dimensions  namely: motive, character, self-concept, knowledge, and skills. Discipline refers to regulations, workload, and proud of institution. Work environment covers  dimensions of peers,  infrastructure,  and comfort the workplace. Variable of service quality refers to direct evidence, reliability, responsiveness, guarantee, and empathy. The aim of the study is to determine and analyze simultaneous and partial influence of competency, discipline, and work environment on service quality at The Regional Development Bank of Tojo Una-Una District. Instrument of the study is questionnaires. The study finds that competency, discipline, and work environment simultaneosly and partially have significant influence on service quality at The Regional Development Bank of Tojo Una-Una District.
