Abstract

The study is aimed  to determine and analyze the development of  general allocation funds, specific allocation funds, local earning, sharing revenue, and capital expenditure, and also  the influence of general allocation funds, specific allocation funds, local earning, sharing revenue on capital expenditure, both simultaneously and partially. Sample consists of 11 districts/cities in Central Sulawesi with 55 observation points selected through purposive sampling. Method of data analysis is trends analysis and multiple linear regressions with SPSS 16.0 version for windows. The results find out that realization of general allocation funds, local earning, and capital expenditure in 5 years averagely is increasing, however, realization of specific allocation funds and sharing revenuefluktuates. Simultaneous test shows that general  allocation funds, specific allocation funds, local earning, sharing revenue simultaneously have influence on capital expenditure. Partial test shows that specific allocation funds and local earning have significant influence on capital expenditure while general allocation funds and sharing revenue have insignificant influence on capital expenditure. Determination coefficient  R-Square value of 0.546 indicates that 54.60%  of capital expenditure is influence by variables of specific allocation funds and local earning and the rest is influenced by variables that are not studies.

Abstract

This study aims to determine the forms of community participation, community participation levels and to determine the factors that influence people's participation in the program for community-based social harmony in Loru village, Sigi Biromaru Sub-district, Sigi Regency. The number of population in this study was 464 households and the sample is determined by probability sampling with simple random sampling technique. The number of samples are identified by using the formula of Taro Yamane with the smallest level of precision used was 10% so thatthe number of samples are 82 people. The results of descriptive statistical analysis shows that the forms of public participation in the Program for Community-Based Social Harmony in Rural Loruare various, such as, there were donating money, energy, giving an idea or proposal and contribute materials, even those communities participate by giving more than one of participation. The level or degree of community participation is measured by adding the scores.The results show that the level of public participation in the Program for community-based social harmony in Loru village include in partnership level, which at this level of society will have the division of responsibilities in planning, decision control, policy and solving various problems. Partnership includes the degree of citizen power, or the degree to which the public has had power. Furthermore, the result of logistic regression statistical analysis shows that the factor of gender, age, education level, income level, livelihood, accommodating, public awareness and motivation has a probability of affecting people's participation in the program for community-based social harmony in Loru village, Sigi Biromaru district-Sigi Regency.

Abstract

This study aimed to determine the influence of service quality on the loyalty of credit customers at PT Mandiri Bank Mandiri Assistant Branch Office of Palu Mandiri Business Partner of Pasangkayu in North Mamuju Regency. The theory used in analyzing the problem in this research was the theory of Kotler and Keller, better known as SERVQUAL (Service Quality), which saw service quality from the indicators of Physical Evidence (Tangibles), Reliability, Responsiveness, Assurance, and Empathy. This study was included to a survey research (Quantitative), whose the data collection technique used questionnaires and the samples were 100 respondents. The results of this study from all the quality dimensions/indicators between expectation and reality was equal to 0.288. This showed that there was a difference between the service quality perceived by the customers and the service quality expected by the customers. The Path Analysis resulted in the coefficient value of 0.251 accepted at the significance level of 5% (p<0.05), so it was concluded that there was significant influence of service quality on customer loyalty, while the multiple regression analysis resulted in the tcount value of 4.156 accepted at the significance level of 5% (p<0.05), so it was concluded that the customer satisfaction had positive and significant influence on customer loyalty.

Abstract

This study aims at determining the implementation of regional health insurance program in village Birobuli Utara. This research is a qualitative descriptive research. Type of data are primary data and secondary data. Techniques of data collection are carried out through observation, interviews, documentation, and triangulation. Informants are choosen using snowball sampling sampling technique. Techniques of data analysis used are model of Miles and Huberman, namely data reduction, data presentation, and conclusion. Theory used is the theory of Edward III, consisting of four aspects: communication, resources, diposis and bureaucratic structure. Based on results of the research, the implementation of regional health insurance program policy in village Birobuli Utara has not been implemented effectively. First; communication aspect, which is the substance of the policy, has not been achieved consequently what is actually expected of a policy cannot be realized effectively in the absence of socialization conducted by village officials. Second; aspect of the resources, which is human resources owned, in quality and quantity is sufficient already, so is equipment resources to support regional health insurance program policy. Only financial resources to support regional health insurance program, has not been possessed yet. Third; disposition aspect, which is the implementers, tends to be less responsive to the achievement of policy objectives. According to researcher, such disposition is due to the inadequate financial resources, thus hampering the implementation process and complicates the implementers in performing their duties. Fourth, bureaucratic structure, which is the unavailability of standard operating procedures and maintenance service flow displayed, thus making the people do not understand in detail the procedure of regional health insurance program.

Abstract

The aim of this study is to analyze the influence of spritual quotient, work discipline, and work environment on the performance of official at the maritime and port authority of pantoloan. The research is explanative that shows the relevance of variables and involves 70 officials at the Maritime and Port Authority of Pantoloan who are selected as respondents through census technique sampling. Based on the result of multiple regression analysis tests, the study concludes that: 1) spiritual quotient, work discipline, and work environment simultaneously have positive impact on officials performance; 2) spiritual quotient partially has positive and significant impact on officials’ performance; 3) work discipline partially has positive and significant impact on officials’ performance; 4) work environment partially has positive and significant impact on officials’ performance.

Abstract

This research aims to investiagte and analyse simultaneous and partial effects of dividend per share, earning per share and loan to deposit ratio on stock price at banking companies in Indonesia Stock Exchange. Sample of this research covers 12 out of 32 population listed banking companies in Indonesia Stock Exchange. Those samples have been selected using purposive sampling technique. This is a descriptive verificative research using multiple linear regressions as an analysis method. The results show that the effects of dividend per share, earning per share and loan to deposit ratio on stock price is 73.9 % (adjusted R-square) and the rest 26.1 % has been affected by other factors. Simultaneous test of multiple linear regressions indicates that dividend per share, earning per share and loan to deposit ratio perform significant effects on stock price. Partially, dividend per share and loan to deposit ratio do not perform significant on stock price. Meanwhile, earning per share performs significant effect on stock price.

Abstract

The research was to identify and analyze whether or not the assignment of authorities in governance of mining affairs from the City/Regency Government to Provincial Government or National Government has been consistent with the objectives of local autonomy policies and identify and analyze the implications of the assignment of authorities in governance of mining affairs from the City/Regency Government. It was a normative research adobting legal approach, historical approach and conseptual approach. With reference to the research findings, it was concluded  that (1) the assignment of authorities in governance of mining affairs from the City/Regency Government to Provincial Government or National Goverment was not consistent with the objectives of local autonomy policies, and (2) the assignment of authorities in governance of mining affairs form the City/Regency Government to Provincial Government or National Government brought implicationts to modification of institutional structures in the City/Regency, adjustments to prevailing law and regulationts, loss of authority to issue Mining Business Permit, modifications to development plans, decrease of City/Regency revenues, and trigger of conflicts among City/Regency Government, Provincial Government and National Government.

Abstract

This is a juridical empirical research in combination with normative juridical. Based on the results of the study indicate that the assets of the proceeds of corruption is the right of the state to be returned to the state and the state that has the right to manage the assets and wealth of the country to be used for the greatest prosperity and welfare of the people. The Founding Father emphatically said that the purpose of Indonesia as stated in the fourth paragraph of the Preamble The Constitution of the Republic of Indonesia is to protect the people of Indonesia and the entire country of Indonesia, promote the general welfare, the intellectual life of the nation, and participate in the establishment of world order, based on freedom , lasting peace and social justice. In this theory is to give priority to the principle of expediency adding the state budget (Budget). Thus people will get in terms of usefulness, because the economy will increase. Ideally in a country that is based on state law (rechtstaat) commander law means what is stipulated in the law must be obeyed by all the people, but still far from the expectations of Indonesian nation, In essence, the return of the country's financial losses due to corruption is very important because obviously -clear contrary to the provisions of applicable law.

Abstract

This reseach aims to describe the process of School Operational Grant Program Implementation at Senior High School of Parigi Moutong Regency. The method employed is desciptive qualitative research with technique of data cellection covering observation, interview, and documentation. The research result indicates that the implementation of school operation grand program implementation at senior high school of parigi moutong regency with model not optimal yet. There are some factors influencing such as : 1). The high school of parigi moutong regency from aspect of budget operation and secccesfulness is not efficient, 2). The implemtation of school operational grand program implementaion at senior high school of parigi moutong regency from aspect of budget operation and successfulness is effective.
