Abstract

This study aimed to determine the role of small and medium industries in employment absorption and the factors that affect small and medium industries in employment absorption. This study was conducted on IKM in Palu, data used in this study are primary and secondary data at 2000-2013. Data were obtained from the Department of Industry, Trade and Cooperatives (Disperindakop) of Palu, Regional Development Planning Agency (Bappeda) of Palu, as well as from the Central Bureau of Statistics (BPS) Palu. The analysis tool used is descriptive analysis. Descriptive analysis showed that the value of capital affect employment in the city of Palu, not according to economic theory. Besides that two variables such as production values and also wages diindikatorkan through UMP also affects or has a positive relationship with employment absorption. the result of this this analysis of wage  is not consistent with the theory that the higher wages paid to workers it will reduce the amount of labor demanded. This can be explained that in the real wages received by workers still under the provisions of the UMP Sulteng, so it is insignificant. beside that the number of workers who work on each IKM relatively little.

Abstract

The study intends to determine and analyze simultaneous and partial influence of learning organization and knowledge management on the performance of officials in the Agency of Financial and Regional Assets Management. The study uses quantitative desciptive approach that show relationship between variables and select all officials in the office if financial and regional assets of 141 people, as respondents by census method. Data is analyzed by using multiple regressions analysis. The results show that learning organization and knowledge management significantly have simultaneous and partial influence on the performance of officials’ in the office of Financial And Regional Assets Management, Central Sulawesi.

Abstract

Minimum wage is the lowest monthly wage consists of basic salary and fixed allowance for labour employee by the governor as a safety net.  In determining the provincial minimum wage by the governer, it is initially through thr formulating process by provincial wage boar.  Provincial wage council member consists of executives, enterpreneurs, and employees/labor. (Tripartite). In the formulation process of the provincial minimum wage by the provincial wage council, it should be based on valid data of living needs.  Valid data of living needs is obtained through surveys team which is established by the provincial wage council.  The purpose of the research is to identify and explain the process of formulation of provincial minimum wage determination in Central Sulawesi.  The research is a qualitative descriptive research.  Data collection is conducted trough observation, interviews and documentaion. The theory used is the theory of William N. dunn, which emphasizes on five aspects namely: 1). Problem formulation, 2). Forecasting, 3). Recommendation, 4). Monitoring and 5). Evaluation. The result shows that the policy formulation of provincial minimum wage in Sentral Sulawesi has not been through the rigth stages of formulation process, because there are aspects that are not met, namely the aspect of problrm formulation. Non fullfillment of problem formulation aspect is caused by invalid data of living needs which is used as a condition of provincial minimum wage determination by the governer of Central Sulawesi.  Provincial wage council of Central Sulawesi conpires in engineering thr survey data of living needs which weaken the labors/employees in the posisition of formulation process of Provincial minimum wage..  Survey data is only as a formality of normative administration fullfillment, the provincial wage council of Central Sulawesi uses the regulation of minister of labor and transmigration No. 13 of 2012 on components and implementation of living needs achievement only as a formality.  Forecasting, recommendation, monitoring and evaluation stages has been implemented although it is not perfect as stated in the applicable regulation (regulation of the minister of labor and transmigration number 7 of 2013 concerning minimum wage).

Abstract

The problem formulation in this research were: (1) How  is nursing malpracticeeperceived  in review to criminal law policy?and (2) How is nursing malpracticeperceived in review to criminal law formulation in the future? The objectives of the Research were to identify nursing malpractice in review to criminal law formulation policy and to identify and analyze Nursing malpractice in review to criminal law formulation in the future. It was a juridical normative research. Thesources of the legal materials were primary material, secondary material and nonlegal supporting material. It adopted legal approaches, concept  and cases. The legal data were collected by inventorying legal data and documents through bibliographic alstudies The analysis was descriptive and conclusion was taken based on the problem discussed. Based on th estudy result, it was concluded that thep revailing positive laws, either set forthin the Indonesian Criminal Codes, Law number 36 year 2009 about health, Law number 44 about Hospital, Law number 8 Year 1999 about customer protection or Law number 38 about year 2014 about nursing practice, do not provide about nursing administrative breach, But not abou tcrimina lsanction in case of nursing malpractice. In the future policy formulation, It is advisable to formulate nursing law and corporate accountabilities in case of nursing malpractice causing losses and injuries to patiens due to nursing mal praktice.

Abstract

The background of this research is that Class II Agricultural Quarantine Office of Palu, Mutiara-Sis Al-Jufri Airport working area, has a tougher challenge than the other working areas. The challenges are such as supervising and serving the service users of animals quarantine who are in or out using air transport services through Mutiara Airport Sis Al Jufri Palu where the activities of loading and unloading are following the commercial flights schedule  from Monday – Sunday, 06:00 am – 24:00 pm , while the clerk who are on service only 3 (three) people of the ideal number 10 (ten) people. This research is a qualitative descriptive research with object of research the service of Animal Quarantine at Class II Agricultural Quarantine Office of Palu, Mutiara-Sis Al-Jufri Airport working area. While the concept used is Tangibles, Reliability, Responsiveness, Assurance and Empathy which are expressed in the concept of service quality (servqual). The results of this study show that the quality of animal quarantine service at the Central Office of Agricultural Quarantine Class II Palu Work Areas Mutiara Airport Sis Al Jufri Palu general judging of the five variables in terms of both quantity and quality of the infrastructure needed in the service has been very good as well the quality of the officers who provide excellent service. But what is still lacking is the number of service personnel only 3 (three) and therefore contributes to the number of days and hours of service, which should service animal quarantine adjusted to flight schedule commercial aircraft from Monday - Saturday from 06.00 pm - 24.00 pm, but the fact now they simply could serve as civil servants working hours are from Monday - Friday from 07:30 pm - 16:00 pm.

Abstract

This research aims at determining the quality of health care in reducing maternal mortality in Puskesmas Biromaru, Sigi. The method of this research  is descriptive qualitative to obtain in-depth information from the informants. Seven informants were selected by using purposive sampling technique, who are on duty in the clinic of Biromaru, the head of the clinic, doctor, midwife coordinator, executive midwives and pregnant women. Observation and documents analysis were also done to get the needed data. The results show that the quality of health care in reducing maternal mortality in the clinic has not run according to the standards and procedures in charge. Of the five indicators in use, responsiveness, assurance and empathy have already been fulfilled while tangible still needs to be in the reinventoried in respect of the number of lost and damaged facilities and equipments. Similarly, the reliability still needs to be improved further particularly personnel skills, which can be obtained through a tiered education and training or an internship, so that the competence of the personnel can be improved  and effectiveness of the reduction in maternal mortality in the clinic can be achieved.

Abstract

The enactment of law Number 5 Year 2014 about Civil Servants led to new practices in civil servant management in Indonesia. There were a lot of modifications made based on this law, stressing on the merit systems in each of its plans, i.e: from civil servant recruitments, designations, rights and obligations, and independent officers and institutions authorized to implication of the law would enhance the job performance of the apparatus in attempt to attain the set objective. The research was back grounded with a common opinion that civil servants did not contribute at all in the development of the nation, but created corruptions, collusions and nepotisms in the civil servant employment systems.

Abstract

The purpose this: 1) to know the interaction among that happen in palu city, Donggala regency, and the society of Sigi regerency; and 2) to know the factor that cause a happen the interaction among Palu city, Donggala society and Sigi regency society. The population this research are 440.125 people in research area by using Sloving Formula with crisis value is 10%  i. Interaction is bigger happen between gunung Bale Area Palu City . The higher interaction in the both area because that’s trade area, and the measure lie is near relative with status way is higher than other area, the population indicate is more than other if compare with other area; 2) to fulfill the needs the staplefood,facility, and basic service, preparing the raw materials, human resource for indusrty, trade and economic activity become encourage factors cause make economic interaction among Palu city society, Donggala regency society and Sigi regency Society.

Abstract

The purpose of this research to know and analyze the increase strategy of retribution received by terminal in order to increase the authority income (PAD) in Poso regency. The population in this research that are terminal official, public transport driver in terminal area of type A Siwagilemba of South Poso District, transport service provider and some functionaries that handle and know about the terminal case, the sample which is taken from the population are 70 people that’s considered as representatives. The sampling method is used namely purposive sampling that is sample determination technique with particular consideration, in this technique there is not all the population has opportunity as the sample. The collection of primary and secondary data have been done with interview, focus group discussion (FGD), questionnaire and documentation. The realization of contribution terminal has been analyzed by formula P = (Xi/X) x 100 %. The contribution in 2012 for authority original income as 0,38%. The opinion of respondent and informant is analyzed by SWOT. The technical and analysis of data is used  SWOT method (Strength, Weakness, Opportunities and Threats). In SWOT matrix is known internal factor (Strength and Weakness) and external factor (Opportunities and Threats) there is in Terminal Type A Siwagilemba of South Poso district. Based on account coordinate unit of SWOT is known that the organization position of terminal unit Type Siwagilemba in South Poso District of Poso Regency, there is lied on quadrant I so that the strategy must be used is SO (Strength-Opportunity) that are: (1) to allocate in income budget and educational program and technique training in order to increase officer professional LLAJ. (2) Optimize discipline degree and authority of official LLAJ, to work the orderly for the main facility benefit and supporting in terminal. (3) to useful of amount and the level discipline of LLAJ officers to supervise and control the public transport for daily and operate the low obey with instance related, (4) to useful of the strategy terminal position, with develop the South Poso district as growth centre, and (5) to use amount of LLAJ officers to implement the socialization or implementation operational regulation of terminal for all sides.

Abstract

The aims of the study are: 1) to discover and analyze the competency, commitment, and performance of finance administrators in The Governmental Unit in Sigi Regency; 2) to discover and analyze the influence of competency and commitment on the performance of finance administrators in The Governmental Unit in Sigi Regency; 3) to discover and analyze the influence of competency on the performance of finance administrators in The Governmental Unit in Sigi Regency; 4) to discover and analyze the influence of commitment in the performance of finance administrators in The Governmental Unit in Sigi Regency. Population covers 42 govermental units in Sigi Regency from departements, agencies, secretariat, inspectorates, to district levels. The result of the test shows that R2 of 0.507 or 50,7% indicates that independent variables, competency and commitment, have impact on the performance if finance administrators in The Governmental Units in Sigi of 50,7%, while 49,3% is indicated by other variables that are not included in this study.
