Abstract

The problem in this study was the implementation of general service retribution policy in supporting the local original income of Palu City. The purpose of this study was to determine the implementation of general service retribution policy in supporting the local original income of Palu City. The data used in this study were primary and secondary data. The data collection was done by using literature study and field research. The determination of informants in this study was purposive sampling technique with informants amounting to seven (7) people. Data analysis technique used in this study was descriptive qualitative data analysis with the approach of Miles and Huberman model, namely data reduction, data presentation, conclusion/verification. The theory used in this study was the theory of George Edward III. The results show that the implementation of general service retribution policy in supporting the local original income of Palu City had not run optimally, based on the four indicators which were used as analytical tools. Communication which was not optimal, for the transformation had not been effective in some relevant technical agencies, the unclear information led to miscommunication among institutions and society, the consistence in providing information through dissemination to the public was still less done. Resources which were not optimal, for the lack of human resources quality, the ownership of operational funds still needed attention, the facilities and infrastructures were still limited, and the information resources were received relating to the knowledge of what to do were not shared by all existing staff. Bureaucracy Structure which was not optimal, for the bureaucratic structures and mechanisms were not going well: there was no standard operating procedure (SOP), the institutional structure of the organization was not representative, and there were overlapping authorities in duties and functions. While only one indicator which went well: Disposition, for the behaviors and attitudes of implementers in accepting any command had been going well, the effect of disposition build honesty to the staff in stages, the spread of responsibility were quite good, no staff problems in the bureaucracy associated with the provision of workloads, the provision of incentives to build motivation, and the morale had already been done.

Abstract

This research aims at determining the library services quality towards the satisfaction of the visitors of Library, Archives and Documentation Board of Central Sulawesi. This type of research is a qualitative descriptive research which attempts to describe the situation or phenomenon based on the visible or noticeable facts in the Library, Archives and Documentation Board of Central Sulawesi. The selection of the informants was through purposive sampling technique in which the informants were selected with certain considerations and accidental sampling in which the informants were anyone that the researcher met or encountered accidentally. The data presented in this research were directly obtained in the field through observations, interviews, and documentations. The results of the research indicate that the library services indicators a) Tangible b) Reliability c) Assurance have not run as expected, while the indicator b) Responsiveness and e) Empathy are fairly good. Based on the results of the study showed that the quality of librarians’ services  does not give statisfaction and library visitors.

Abstract

This studi aimed to find out and describe the implementation of village budget allocationpolicy in Malala village, Dondo district, Tolitoli regency and several aspects than influenced its implementation. This study was carried out in Malala village, Dondo district, Tolitoli regency. The informants with 9 people were selected by using purpossive sampling technique, adopted from the theory of Van Meter and Van Horn. This was descriptive qualitative research method. Technique of data collection dealt with observation, interview and documentation. The research result showed that the implementation of the policy has not portrayed the ideal condition related to performance policy and the public expectation with several regulations to organize its implementation. Based on the policy implementation model of Van Meter and Van Horn as the grand theory to analyze problem, the research result can be concluded that there were some aspects that influenced the implementation based on the fact in the filed, namely : 1). standard and aim of the policy have not been done properly and achieved well; 2). human resources still need to be organize and improved;3). the characteristics of organization executors have not seemingly understood the main job and function; 4). the attitudes of the activity executors have not been paid attention toward if they found problems in the field; 5). Communication among related organization has not been effective and the socialization intensity has  not  been  done from  government  of  the regency to  villagers  as  the targeted groups; and 6). related to the aspects of social, economic, and politic environment, the social and economic aspects of public still dominate and influence the condition of public life that becomes the target of the policy.

Abstract

This study aimed to describe and analyze the structural position promotion of third and fourth echelon at Parigi Moutong Local Development Planning Agency. The method used in this study was descriptive qualitative method. The social situation in this study was the work environment of Parigi Moutong Local Development Planning Agency as well as the interactions occured in it. The informants in this research were the head of the Advisory Board for Position and Rank’s team and from the Organizing Committee’s secretariat, amounting to 3 (three) persons. The informants were determined using purposive method or selected purposively, for they were the subjects who mastered the problems relating to the purposes of this research. The results showed that in the structural position promotion at Parigi Moutong Local Development Planning Agency, based on the theory of SP. Hasibuan, the experience or seniority aspect had been noticed but still needed to be enhanced, meanwhile the work skill aspect, could be said, had not been running well because the indicator components had not been used entirely as considerations in the promotion process. Also, the combined aspects of experience and skill had not been noticed in the promotion process so that it had not been implemented well. The promotion process was still affected by Spoil and Nepotism System. Meanwhile, in the implementation of competency test based on the Law Number 5 Year 2014 on State Civil Apparatus, the local Organizing Committee had not been carrying out its tasks properly due to its inconsistencies to the administrative conditions issued for the participants of the test. The structural position promotion of third echelon had not been fully in accordance with the procedures, for the requirements for participating the competency test of administrator position, like having ranked Class IIId and having participated in Fourth Leader Training or having educated in the second stratum, were not applied in the reality because there were still some participants, who ranked Class IIIb and IIIc as well as having never participated in Fourth Leader Training, participated in the test. While, the competency test for superintendet position (fourth ecelon) was not carried out by the Committee for various reasons, the main reason was ‘no budget’ so it was not implemented. The implementation of this competency test was eventually just a mere trial where the local Committee was not transparent to the results of the competency test by not announcing it publicly so it was never known who was eligible and who was not eligible for being inaugurated as the position promoted. It raised questions and disappointments from the majority of participants, for not knowing the test results, whether meeting the standards prescribed for occupying the third echelon position or not.

Abstract

This research aims to: (1) provide description of competency, dicipline, compensation personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province; (2) know and analyze simultaneous effect of competency, dicipline, compensation on personnel performance at regional office of women  empowerment  and family planning, Central Sulawesi Province; (3) know and analyze the effect of competency on personnel performance  at regional office of women empowerment and family planning, Central Sulawesi Province; (4) know and analyze the effect of dicipline on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province; (5) know and analyze the effect of compensation on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province. This research involves 55 personnel that have been determined using census method. The results of multiple linear regression show that competency, dicipline, compensation simultaneously and partially perform positive and significant effects on personnel performance at regional office of women empowerment and family planning, Central Sulawesi Province.

Abstract

The aim of the study is to determine variable that influence the quality of financial statements of local government. The quality of financial statement referring to four normative preconditions such as: relevance, reliable, comparable, and understandable. The independent variable include human resource capacity, utilization of local management information system technology, and implementation of government accounting standars. Data collection is done by distributing questionnaire to 53 govermental intitutions in Buol regency and also interviewing head of DPPKAD. Data analyzed with SPSS version 17,0 and microsoft exel. Hytesis tested with multiple linier regresion analysis. The results show that, first, human resource capacyti, utilization of local management information system technology, implementation of gevernment standars simultaneously have positive and signivicant influence on the quality of the local government financial statements. Secon, human resource capacity has no positive and significant influence on the local management information system technology, implementation of government accounting standars partially have positive and significant influence on the quality of the local government financial statements.

Abstract

This study at determining the implementation of logistics Management in Hospital Pharmacheutical Warehouse of Regional General Hospital Kabelota of District Donggala.  Type of the research used is qualitative descriptive. Type of data used are primary data and secondary data. Data collection technique. Data analysis used are Miles and Huberman models, namely data reduction, data presentation and conclusion. Theory used is the theory of Donald J Bowersox, consisting  of five  component, namely : structure of facilities, transportation, provision of supplies, communication and handling and storage. Based on the research result, the implementation of Management in Hospital Pharmacheutical Warehouse of Regional General Hospital Kabelota of District Donggala has not been effective yet, first; inadequate facilities structure, inconsistent transportation in delivering pharmaceuticals, and the other three components such as: provision of supplies, communication and handling and storage are already fulfilled, although there are still things that need to be dealt with, so it is expected that the five components all together can be implemented optimally and effectively. Thus, the researcher concludes that the implementation of Management in Hospital Pharmacheutical Warehouse of Regional General Hospital Kabelota of District Donggala is not maximized, because all the components of logistics management is not maximized.

Abstract

The purpose of this research is to know the influence of firm size, profitability and public ownership portion on environmental disclosure partially and simultaneously. The method used in this research is quantitative approach with regression analysis. The sample is chosen by purposive sampling technique. There is eight firms as sample. Analysis unit of this research is annual report of mineral and metal industries of 2011-2015 period, that are 40 annual report. The result shows that the firm size, profitability and public ownership portion have significant effect on environmental disclosure simultaneously. Partially, the firm size and public ownership portion have significant effect on environmental disclosure. But, profitability doesn’t have significant effect on environmental disclosure. Based on these results, the big firm and more public ownership portion disclose more completely about environmental responsibility on the firm annual report. But, the level of firm profitability doesn’t affect the firm environmental disclosure.

Abstract

Transfer of assets obtained from criminal acts committed by the perpetrators of corruption prevalent that aims to make the property is not known to exist by law enforcement officials. Perpetrators of corruption often divert the acquisition of such assets to a third party by using the legal instruments for the transfer of civil rights, so that investigators sometimes get legal obstacles if about to foreclosing on assets ownership rights have been transferred to third parties. Based on this background, the legal issues are: 1.) Are the assets acquired from the corruption that has transferred ownership rights to a third party to do foreclosure; and 2.) How is the status of civil rights of a third party as the holder of the right of ownership of the assets acquired from the proceeds of corruption. Theoretical basis used in the assessment relating to the research problem is Theory of Social Justice of John Rawls. To answer the problem formulated in this study, the authors used the type of normative juridical research, where legal research methods that will be used in this study is the legal research literature. The conclusions that can be drawn in this study are: 1.) The seizure of the objects related to a criminal act of corruption has been a legal requirement in order to enforce the law and justice, so that the act of confiscation of assets of crime committed against the assets of the perpetrator or assets who has switched ownership to a third party becomes very urgent, considering that in addition to the purposes of proof at trial, the evidence that seizure is also aimed at the recovery of financial losses caused by the state of corruption. 2.) The position of third parties in the mechanism of expropriation of assets through criminal law, in principle, the position of third parties are those parties other than the perpetrator / intellectual of a corruption cases, and with regard to confiscation aimed at assets that have been transferred to the The third then if the assets seized from a third party, the third party concerned shall prove that the acquisition of the asset acquisition is based on good faith.

Abstract

The main problems of this research are: (1) Is there a significant relationship between personality character of Social Science Instruction teacher and student’s motivation in learning process? (2) How much the relationship between personality character of Social Science Instruction teacher and student’s motivation in learning process? The purposes of this research are: (1) to know and analyze the relation between personality character of Social Science Instruction teacher and student’s motivation in learning process and (2) to know and analyze the relationship between personality character of Social Science Instruction teacher and student’s motivation in learning process. This research is a descriptive correlation used with the purpose to describe the character ongoing at the time of the research and searching the causes from the indication with the data analysis technique to test the research hypothesis using correlation analysis of Pearson Product Moment (PPM). The result of this research showed that there is a significant relationship between personality character of Social Science Instruction teacher and student’s motivation in learning process. And then, the personality character of Social Science Instruction teacher have a strong enough relationship to student’s motivation, the correlation value of 0,486 and the determination coefficient amounting to 23,62 percent. The correlation value of 0,486 when referring to the theoretical interpretation of the correlation coefficient according to Ridwan (2002:228), have a value of r is between 0.40-0.599 with interpretation between the variables X and Y correlation is quite strong.
