Abstract

The research aims to determine the competence of the individual, organizational support and management support in the improvement of performance and to determine enabling and inhibiting factors in the manufacture of identity cards (ID) in the Department of Population and Civil Registration Palu City. Theory of  performance used from Simajuntak consists of aspects - aspects that affect the performance of employees is the competence of individual, organizational support and management support. This type of research is descriptive qualitative informant is taking the government apparatus of Population and Civil Registration and communities determined by purposive. Retrieval techniques and data collection techniques include observation, interview techniques (interview), and documentation (ducumentation), While data analysis techniques used in this study using a model of Miles and Humberman. The results showed: 1) Performance of Administrative Office of Population and Civil Registration Palu City is not optimal due to the support aspect organizational are still inadequate, despite this aspect of individual competencies and management support has been optimized; 2) factors inhibiting performance Apparatus Department of Population and Civil Registration Palu City in the manufacture of identity cards (ID) is the lack of organizational support in the form of the limited number of facilities and infrastructures such as the provision of facilities laminating machine and a camera that have only one (1) unit, causing a delay in the process of service so that the effect on the amount of the issuance of identity card; 3) Factors supporting performance Apparatus Department of Population and Civil Registration Palu City  in the manufacture of identity cards (ID) is the competence of individuals and management support. Individual competencies possessed by the apparatus is a skill, work ethic and motivation. In addition to individual competencies, enabling factors that support organizational performance management, among others, the ability of the leadership to accommodate the implementation of the activities of the organization as well as creating a conducive work environment.

Abstract

The study aims to determine and analyze simultaneous and partial influences of human resource, administration, and monitoring on securing local-owned properties in govermental working units in Buol Regency. Population consists of 52 units in Buol, sample determined with census sampling. Respondents of 104 people consist of heads of financial and assets divisions and properties caretakers. Data collected through questionnaires and analyzed with statistical package for social science program. Method of analysis is multiple linear regressions. The study finds that: 1) human resource, administration, and monitoring simultaneously have significant influence on securing local-owned properties in governmental working units in Buol Regency; 2) human resource partially has insignificant influence on securing local-owned properties in governmental working units in Buol Regency; 3) administration partially has significant influence on securing local-owned properties in governmental working units in Buol Regency; 4) monitoring partially has significant influence on securing local-owned properties in governmental working units in Buol Regency.

Abstract

By looking at the existing problems at the Department of Tourism Sulawesi province seemed a decrease in employee performance so that research conducted in order to determine the performance of employees Department of Tourism Central Sulawesi province. Using descriptive qualitative research methods. The number of informants in this study that eight people, drawn by pusposive sampling techniques. Mechanical collection and retrieval of data consists of observations, interviews, and documentation. The theory used in view of employee performance that is the theory put forward by Dessler, the concept as a measure of performance for Employees at the Department of Tourism Central Sulawesi province. The results showed that the performance of employees at the Department of Tourism of Central Sulawesi province can be seen from the aspect. First, the quality of work of employees showed a pretty good performance. Second, the quantity of employee jobs can be completed in a timely manner. Third, supervision is also performed by employees, fourth, employee attendance does not guarantee the performance of employees in the work and the fifth, employees do not optimal conservation. It can be concluded that the three performance indicators according to Dessler, only three aspects that show the employee performance aspect of quality of work, quantity of work and supervision required. While the presence and conservation aspects do not yet optimal.

Abstract

The research aims to explore and analyze the influence of service marketing mix that includes: product, price, promotion, place, people, process, physical evidence and productivity and quality, on students’ decisions to select STMIK Bina Mulia, Palu. The study is descriptive quantitative and it consists of 73 students who were selected as respondents thorough Probability Proportional to Size sampling method. Based on analysis using Multiple Linear Regressions, it is found that service mix that consist of product, price, promotion, place, people, process, physical evidence and productivity and quality, has significant influence on students’ descision to select STMIK Bina Mulia Palu. Partially, promotion (X3) has insignificant influence on students’ decision to select STMIK Bina Mulia Palu.

Abstract

The objective of this study is to evalute the extent of policy effectiveness retribution building permits (IMB) in Mamuju utara regency. Data Collection was done by using observation and in-depth interviews, while the technique of data analysis include data reduction, display the data and draw conclusions and verification using qualitative descriptive analysis. The results showed the retribution policy performance of building permits (IMB) in Mamuju utara regency has not two aspects of evaluation criteria is performing well or which, in common criteria and the criteria accuary. While the four aspects of evaluation criteria is not maximized performance criteria of effectiveness, efficiency,  Adequacy, and responsiveness. From local regulation number 27 of  2011 concering the retribution of building permits due to lack of. Socialization to the people who made the implementor. lack of supervision and weak enforecement of sanctions for people who violate the provisions of the policy of building permit retribution.

Abstract

This research aims to know and analyze the effects of motivation, training and job facilities, simultaneously  and  partially  on  personnel’s  performance  at  Regional  Income  Office,  Central Sulawesi Province. There are 107 Respondents in this study that have been determined as the sample using census method. Analysis method used in this research is multiple linear regression. The results show that motivation, training and job facilities simultaneously peform positive and significant  effects  on  personnel’s  performance  at  Regional  Income  Office  Central  Sulawesi Province. Partially, motivation, training and job facilities also   perform positive and significant effects  on  personnel’s  performance.  Determination  coefficient  shows  adjusted  R-square  0,56,4 indicates that 56,40% of personnel’s performance has been affected by motivation, training and job facilities, meanwhile 43,6% is affected by other variables that are not investigated in this research.

Abstract

The purpose of this study was to determine how the effectiveness of Governor Regulation on Standard Operating Procedures (SOP) Administrative Governance in Central Sulawesi Provincial Government, who studied based on theoretical models measure the effectiveness of Duncan by using variables: 1). Achievement, 2). Integration, 3). Adaptation. This type of research used qualitative decision-informants purposively and the number of informants as much as 5 people with data collection techniques, 1). Observation, 2). Interviews, 3). Documentation. Catalysts data using Miles and Huberman opinion. Results is Indicates that the preparation of Standard Operating Procedures (SOP) Administration In Central Sulawesi Provincial Government does not operate effectively under Regulation Governor of Central Sulawesi Central No. 17 Year 2012 on Standard Operating Procedures in the Government of Central Sulawesi province. Judging from the three measures of effectiveness proposed by Duncan, who runs a good criterion, namely adaptation. While the criteria have not been running well in the preparation of Standard Operating Procedures (SOP) Administration in the Government of Central Sulawesi province, namely Achievement and Integration because of ineffective socialization preparation of Standard Operating Procedures Administration that resulted in delayed ratification of the Standard Operating Procedure Administration, which should be legalized in 2016.

Abstract

This study aims to determine how the Policy Implementation Program Green and Clean At the Department of Hygiene and Palu studied based model of policy implementation George Edward III on aspects of communication, resources, disposition and bureaucratic structure. This type of research is qualitative research with decision-informant by purposive sampling or sampling on purpose and the number of selected informants 9 people. The results showed in policy implementation Green and Clean Program at the Department of Hygiene and Palu City has not run well, because 1). Communication factors that do not evenly throughout society melainka only certain region. 2). Resources in terms of factors to understanding the staff of the Green and Clean, not all staff sections to understand what needs to be done in implementing the Green and Clean. 3). Bureaucratic Structure Factors which Prusedur Operational Standards on revenue funding problems are minimal. 4). In terms of attitude Implementation of the interview that komentmen of the Department of Hygiene and Palu city is good enough, where the Department of Hygiene and Palu City always conduct an intense evaluation of the Green and Clean in Palu

Abstract

The study intends to explore and describe perspektives on the process of: 1) planning and administration of village funds in Buol Regency; 2) reporting and responsibility of village funds in Buol Regency; 3) supervision of village funds in Buol Regency. Method of research is descriptive qualitative with inductive approach to explore the issue in village funds management including the process of planning, administration, reporting, responsibility, and supervision in the perspective of village goverment. The result finds that 1) the process of planning and andministration of village funds have not been reflecting the need of the village, which is seen from its APB; 2) the process of reporting and responsibility have not been following the schedule so it tends to be slow; 3) the process of village funds supervision is still weak and ineffective.

Abstract

This study aims to determine how the role of land transport sector retribution in the economy of Poso Regency and how to influence land transport modes on the economy in the district of Poso. This type of research is categorised as qualitative descriptive analysis techniques, The results show that a). The role of land transport sector: (1) Regional revenue increase, it will affect the level of regional income. Land transportation sector levy is one of the ability of region to implement autonomy in terms of regional financial capability (2). Increase economic growth, withdrawal rate, taxes, and other costs that exist in the road transport sector in order to accelerate the economic growth in Poso Regency. Vehicle Test levy, Terminal Business service levies, Port Business Services levy, Route Permit Levy, Road Closure levy are the important source of income for the region to be improved. The other roles in the land transport sector include: 1). Availability of goods, 2). Stability and match, 4). Increase the value of land, 5). Development of small scale enterprises. 6). The occurrence of urbanization and population density. 7). Reduce poverty.
